“Chinese President Xi Jinping and representatives from more than 140 countries, including approximately 80 Heads of State or Government, attended the Summit. The Summit forged an international consensus, with world leaders recommitting themselves to implementing the outcome of the Beijing World Conference on Women. That will have a major and profound impact on the global women's cause. President Xi Jinping announced at the Summit China's new commitments in support of the development of the global women's cause, including contributing to UN-Women and providing assistance to developing countries. Those commitments demonstrate China's firm resolve and practical action in its commitment to the healthy development of the global women's cause. “The international community should pay close attention to the heinous acts ofterrorists and extremists violating women and aggressively combat such actions. The international community should also pay attention to the leading role of the countries concerned and help them to comprehensively implement the relevant Security Council resolutions and enhance their ability to combat sexual violence. The international community should respond appropriately to terrorist threats, advance international counter-terrorism cooperation and take comprehensive measures to protect women from terrorist and extremist forces. In September last year, China and the United Nations j ointly sponsored the Global Summit on Women.”

“The Security Council should fully shoulder its primary responsibility for maintaining international peace and security, accord priority to issues related to women and peace and security and strengthen coordination with the relevant organs, including the General Assembly, the Economic and Social Council, the Peacebuilding Commission and UN-Women. As part of that process, the various organs of the United Nations should fully utilize existing mechanisms and improve their efficiency, and, at the same time, place strong emphasis on the role of regional and subregional organizations in protecting women in conflicts. Fourthly, attention must be given to combating sexual violence in conflicts in order to effectively protect the legitimate rights and interests of women.”

“The international community should help the countries concerned in carrying out post-conflict reconstruction by supporting them in enhancing capacity-building so as to promote economic and social development and better protect women's rights and interests. The international community should actively provide development assistance and technical support to developing countries to help them promote gender equality and women's empowerment, and at the same time guide women's groups and civil society so that they can play a positive and constructive role in that respect. Thirdly, cooperation among the various organs of the United Nations should be promoted to generate synergies aimed at protecting women in conflict situations.”

“The international community should advocate the concepts of win-win cooperation and peaceful development, assist the countries concerned, advance political settlements and national reconciliation and promote dialogue and consultations as ways of resolving differences and of ensuring that women are spared the impact of conflicts and are able to enjoy a peace dividend. The full participation of women in decision-making needs to be ensured at all stages of peace processes so that they can leverage their unique advantages and act as a positive force in peacemaking. Secondly, comprehensive economic and social development needs to be promoted in order to provide a sound basis for women's empowerment.”

“At the same time, the international security situation remains complex and grave, with the frequent occurrence of regional conflicts. In some countries and regions, the threats of terrorism and violent extremism are on the rise. And women, being a vulnerable group in that regard, bear the brunt of such violence. The international community should closely coordinate and cooperate in providing assistance and comprehensively enhancing the all- round protection of women in conflict situations. I wish to emphasize the following points. First, the political settlement of regional hot-spot issues needs to be promoted so as to create a favourable external environment for the protection of women's rights and interests.”

“Mr. Wu Haitao (China) (spoke in Chinese): I thank the Russian Federation for organizing today's open debate on the topic "Women and peace and security: implementing the common agenda". I also thank Secretary-General Ban Ki-moon and Executive Director Mlambo-Ngcuka for their briefings. I also listened carefully to the briefings delivered by the representatives of civil society. Thanks to the common efforts of Member States, United Nations organs and regional organizations, the implementation of Security Council resolutions on women and peace and security has recently made progress. The international community has undertaken comprehensive efforts to protect women's security, safeguard their rights and interests and push for a greater role for women on peace and security. Those efforts have resulted in progress.”

“Such practices will help to protect medical personnel and facilities in armed conflict. Fourthly, the United Nations and humanitarian agencies should work in synergy to protect medical personnel and facilities. The United Nations should conduct an in-depth study and comprehensive assessment of humanitarian risks and challenges in armed conflicts. On the basis of the views of the countries concerned, it should establish effective mechanisms for communicating with medical personnel and humanitarian agencies and engage in the timely exchange of information concerning the situation on the ground, so as to establish conditions favourable to the protection of humanitarian efforts, medical personnel and their facilities.”

“Parties to a conflict should adhere to international humanitarian law and abide by Council resolutions and fulfil their duty to protect and allow access to humanitarian assistance. The international community should provide support and assistance on the basis of full consultations with the countries concerned. Thirdly, humanitarian operations must win the understanding and trust of the parties concerned. In armed conflicts, as medical personnel and humanitarian agencies carry out operations in the discharge of their medical duties, they must adhere to the purposes and principles of the Charter of the United Nations, fully respect the sovereignty and territorial integrity of the countries concerned; adhere to impartiality, fairness and independence; follow guiding humanitarian principles and avoid getting involved in conflicts.”

“The international community should also adhere to a fair and objective stance and play a constructive role in promoting political solutions, so as to create favourable conditions for protecting the safety and security of medical personnel and facilities during armed conflicts. Secondly, it is incumbent upon the Governments concerned and the parties to the conflict to protect medical personnel and facilities in armed conflicts. The Governments concerned bear the primary responsibility for protecting civilians within their borders, and they should therefore strengthen their measures to protect medical personnel and facilities. The countries concerned should investigate, in accordance with the law, violent acts, including attacks against and threats to medical personnel and facilities in armed conflicts.”

“China pays tribute medical personnel and the relevant humanitarian agencies for their humanitarian spirit in healing the wounded and rescuing the dying in extremely harsh conditions and at the risk of their own safety. I would like to make the following points. First, emphasis should be put on promoting political processes to resolve regional hotspot issues. Only by ending conflict will it be possible once and for all to eliminate security threats to medical personnel and medical facilities. The Security Council should actively work to promote dialogue and negotiations and facilitate efforts by the parties to conflict to end them and resolve their differences through dialogue and negotiations, thereby eliminating conflicts.”

“Mr. Wu Haitao (China) (spoke in Chinese): China commends the initiative taken by New Zealand to convene this meeting on the protection of medical personnel and facilities in armed conflict. I wish to thank Secretary-General Ban Ki-moon for his briefing. China has listened carefully to the statements by the President of the International Committee of the Red Cross, Mr. Peter Maurer, and the representative of Medecins Sans Frontieres, Ms. Joanne Liu. Last May, the Council unanimously adopted resolution 2286 (2016), which calls upon the parties to armed conflicts to enhance the protection of medical personnel and facilities in armed conflict. This underscores the importance that the international community attaches to the question of the protection of medical personnel and facilities in armed conflict.”

“Every State should maintain uniform standards and take a zero-tolerance approach to terrorism, with no distinction between acts of terror, all of which should be firmly countered, regardless of the countries they target or the means they employ. International action against terrorism should promote the greatest possible scope for the leadership of the United Nations and the Security Council, abide by the purposes and principles of the Charter of the United Nations, strengthen effective coordination, create an internationally united front against terrorism and maintain an uncompromisingly combative posture towards it.”

“The Security Council, as the world's primary body for the maintenance of international peace and security, should provide political guidance and secure the commitment of all parties to strengthened international cooperation and civil aviation security. ICAO, as the technical agency responsible for formulating aviation safety and security standards, should help States to comprehensively implement of the relevant international standards. The Council and ICAO should improve their synergy by strengthening their division of labour and collaboration, both working within the purview of their respective mandates. Thirdly, we should work unremittingly to combat terrorist acts that compromise the safety and security of civil aviation.”

“It is incumbent on all States to implement the provisions of today's resolution, launch more substantive initiatives in the relevant areas and continue to improve civil aviation security standards. Secondly, we should strengthen international cooperation on civil aviation security. States should commit to the notion that humankind is a community with a shared future, and should work to comprehensively strengthen such cooperation. Countries with more developed civil aviation sectors should take the real-life difficulties that developing countries are dealing with seriously, and help them develop their capacities in the areas of building infrastructure, training and providing logistical services.”

“In that regard, I would like to share China's perspective on the issues, focusing on three points. First, we should focus our efforts on improving the civil aviation safety and security system and reinforcing security measures, establishing a multi-pronged approach that covers airport security, ground security screening, industry regulation and internal risk control, and all aimed at strengthening civil aviation security safeguards. Resolution 2309 (2016), which we have just adopted, refers explicity to States' obligations to do more in such areas as airport security checks, sharing passenger information and security-screening- technology sharing and cooperation.”

As globalization continues to advance, the air transport sector is playing an increasingly important role in social and economic development and progress at the national level. “The international community should support Afghanistan's national security forces in capacity-building, while beefing up their independent capacity for self-defence and counter-terrorism, and safeguarding Afghanistan's security and stability. Thirdly, it is absolutely indispensable to help Afghanistan bolster its governance without let up. Matters relating to Afghanistan should ultimately be determined by the Afghans themselves.
