Since the beginning ofthis year, the overall situation in South Sudan has continued to turn for the better, with the ceasefire holding in most regions. Most opposition leaders have returned to Juba. The South Sudanese Government and parties have been jointly promoting the implementation of the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan and have carried out in-depth discussions on ceasefire monitoring, constitutional amendments, boundary demarcation, security and defence and other arrangements with positive results.”

The United Nations Mission for Justice Support in Haiti (MINUJUSTH) and the peacekeeping mission that preceded it have played an important role in assisting Haiti in achieving stability and enhancing capacity- building in the area of security. China supports the establishment of the United Nations Integrated Office in Haiti (BINUH), after the expiry of the mandate of MINUJUSTH, with a view to achieving an orderly transition and continuing to assist the Haitian Government in maintaining political stability, conducting a nationwide dialogue, training the Haitian National Police and responding to security challenges.”

“In line with the Arab Peace Initiative, the principle of land for peace and the relevant Council resolutions, the intentional community must adhere to a negotiations- based approach for advancing a comprehensive, just and lasting solution to the Palestinian question so as to achieve the ultimate goal of establishing a fully sovereign State of Palestine, based on the 1967 borders and with East Jerusalem as its capital. “China is concerned about the actions of certain parties to withhold some of the tax receipts collected on behalf of Palestine. We call on the parties concerned to fulfil the obligations under relevant international treaties, such as the Paris Protocol on Economic Relations, and fully implement United Nations resolutions on the issue. The international community should provide more support for the United Nations Relief and Works Agency for Palestine Refugees in the Near East. We look forward to the successful conclusion of its upcoming pledging conference. The Middle East needs peace and stability. There is no alternative to the two-State solution - the only correct answer to the Palestinian-Israeli question.”

“All parties must act with caution, based on the principles of respect for the plurality of history, thereby upholding fairness and justice, implementing the international consensus and achieving peaceful coexistence, in accordance with the relevant United Nations resolutions and international law. They must also hold talks to reach a solution that can balance everyone's interests. Thirdly, the parties must remain seized of the economic and humanitarian situation in Palestine and take measures to improve it. The prolonged blockade of the Gaza Strip has led to severe humanitarian situations in the region and is not conducive to regional stability. Immediate measures must be taken to lift the blockade in Gaza in full so as to prevent any potential escalation.”

“First, to effectively implement resolution 2334 (2016), the parties concerned must immediately stop all settlement activities in the occupied territory, cease and desist the demolition of Palestinian homes and the destruction of Palestinian property and take measures to prevent violence against civilians. All legislative acts and unilateral moves aimed at legitimizing settlement activities must be stopped immediately and practical measures must be taken to eliminate their effects. Secondly, the parties must seek a proper settlement to the issue ofthe final status ofJerusalem - a complex and sensitive matter that is fundamental to settling the Palestinian question and crucial to regional peace and tranquillity. Thirdly, it is necessary to assist host countries in building and improving their national mechanisms and enhancing their force generation capacity. “At the end of last year, the Burundian Government kick- started preparations for the 2020 elections. Through consultations with various political parties in the country it has formulated a road map for the elections, established the Independent National Electoral Commission and committed to raising all the necessary funding for the elections, in a full demonstration of the ability and resolve of the Burundian Government and people to take care of their own problems. Since elections are the internal affairs of any country, it is important to ensure that the international community fully respects Burundi's ownership and leadership of its elections and provides assistance in accordance with the Government's needs.”

“It has formulated a lO-year development plan for the period from 2018 to 2027, and has been actively cooperating at the international level on the economic and social fronts. In the past four years, more than 60,000 Burundian refugees have voluntarily returned home from neighbouring countries, in a demonstration of the continued improvement in Burundi's situation and the strong aspirations of its Government and people for peace and development. However, peace, stability and development in Burundi cannot be achieved without the support and assistance of the international community. China believes that the international community should prioritize its efforts in two areas. It must first show genuine respect for Burundi's ownership and leadership and create an external environment conducive to ensuring the country's peace and stability.”

We believe that within the framework of relevant Security Council resolutions, the parties concerned should reach a mutually acceptable solution through dialogue. We see that as the best way to resolve the Kosovo issue. China respects Serbia's sovereignty and territorial integrity.”

During its presidency of the Council for the month of November 2018, the Chinese delegation sent reminders to Council members and briefers in advance to ensure that meetings began punctually and were focused on priority issues. We encouraged short, concise interventions, thereby creating a culture of results-oriented, efficient meetings. We also made a point of improving our interaction with the Presidents of the General Assembly and the Economic and Social Council, the press and others, a move that was well received by all of them. Improving the Council's working methods is a long-term process.”

“In recent years we have noted an increase in the number of cross-cutting items on the Council's agenda, some of which exceed its mandates, and the Council must take the concerns that Member States have expressed about this seriously. Secondly, the Council should strive for as broad a consensus as possible by holding in-depth consultations. That requires that we preserve the Council's unity while carrying out consultations patiently and based on equity. Council members must increase their communication and cooperation in order to fully accommodate the concerns of all parties, and should spare no effort to reach consensus-based decisions. Any attempts to railroad draft texts through in the face of stark differences of opinion must be discouraged with a view to enhancing the authority and effectiveness of the Council's actions.”

China is very committed to improving the Council's working methods and enhancing its authority and effectiveness so that it can better discharge the duties mandated for it by the Charter of the United Nations, and I would like to share the following observations. First, the Council should concentrate on its priorities and discharge its duties in strict accordance with its mandate. The peace process has produced an early harvest. Crop substitution and rural development have made progress. At the same time, the full implementation of the Final Agreement for Ending the Conflict and Building a Stable and Lasting Peace continues to face challenges, which requires the ongoing tireless efforts by the Colombian parties and the international community. Colombia experienced a long civil war. The implementation of the peace agreement in a comprehensive manner touches on numerous issues, including politics, security, development and social integration. It is therefore a system-wide project.”

“Mr. Wu Haitao (China) (spoke in Chinese): The Security Council just adopted resolution 2466 (2019), which renews the mandate of the United Nations Mission for Justice Support in Haiti (MINUJUSTH) for the last time, until 15 October 2019. The resolution will be conducive to MINUJUSTH continuing to discharge its mandate, help the Haitian Government take up its responsibilities for national security, and achieve an orderly final exit. It is in the interest of Haiti and the countries of the region. China voted in favour of the resolution. At the same time, China believes that the Security Council bears the primary responsibility for maintaining international peace and security. MINUJUSTH should be focused on assisting Haiti to deal with peace and security issues and should not be too involved in the country's domestic human rights issues.”

“There is no alternative to a peaceful resolution to the issue of the Korean peninsula, attained through political dialogue. If the dialogue is to continue and make headway, the key is to address the legitimate concerns of the parties involved in a balanced manner and consistent with the approach of phased, synchronized steps as a package solution in order to advance the process of denuclearizing the peninsula and establishing a peace mechanism there. China has been consistently committed to the denuclearization of the Korean peninsula, to peace and stability in that region, and to seeking a resolution of the issue through dialogue and consultation. China has been consistent in implementing the relevant resolutions of the Security Council comprehensively and to the letter.”

“Mr. Wu Haitao (China) (spoke in Chinese): China supports the ability of the Panel of Experts of the Committee established pursuant to resolution 1718 (2006) to undertake its mandated tasks and voted in favour of resolution 2464 (2019), renewing the Panel's mandate. According to the relevant resolution, sanctions imposed on the Democratic People's Republic of Korea should not impact the delivery of humanitarian assistance to that country. The Panel of Experts and the Committee should act strictly within the parameters of their mandates. All parties concerned should implement the resolutions concerning the Democratic People's Republic of Korea in a comprehensive, complete and accurate manner. The Council should remain united and jointly advance the process towards a political settlement of the issue of the Korean peninsula.”
