“Regional organizations such as the League of Arab States and the African Union, as well as Libya's neighbours, should continue to promote peace, facilitate talks and encourage all parties in Libya to be flexible in dialogue and participate actively in national reconciliation efforts. The international community should respect Libya's sovereignty, independence and territorial integrity and increase support to it in order to help it strengthen its State governance and development capacities. China stands ready to work with the international community as a whole and to contribute to the restoration of State governance and the realization of peace, stability and development as soon as possible.”

“Secondly, a ceasefire must be reached if the right conditions for restoring and maintaining the political dialogue are to be created. All Libyan stakeholders should exercise restraint and avoid resorting to force. They should put aside their differences, build mutual trust and cooperate in such areas as fighting terrorism and protecting airfields, harbours and other critical economic infrastructure, in order to protect the interests of all Libyans. Thirdly, the international community should provide constructive assistance, with the United Nations as the principal mediator. The United Nations Support Mission in Libya should conduct its work based on the mandate assigned to it by the Security Council.”

“They should all work together with the aim of reversing the current negative trend and take proactive and effective measures to advance the peace process in Libya. First, the only choice for a solution to the Libyan problem must be a political one. The Libyan political process should uphold the principle of Libyan ownership and leadership and an inclusive political dialogue should begin as soon as possible. All the parties should demonstrate sincerity and promote dialogue and negotiation in settling their differences. The relevant Security Council resolutions and the Libyan Political Agreement should serve as a foundation for finding a solution that is acceptable to all parties and will help to achieve national reconciliation.”

“Mr. Wu Haitao (China) (spoke in Chinese): China would like to thank Special Representative Kobler and Ambassador Skoog for their briefings and commends them for their efforts. There has been limited progress on the implementation of the Libyan Political Agreement, which was signed more than a year ago. The Libyan peace process is facing serious challenges. The political dialogue has run into major problems and the parties lack confidence. The security situation is fragile. Armed conflicts are escalating, the terrorist forces have still not been eradicated and arms proliferation continues to be a serious issue. China firmly supports Libya in its use of peaceful means to restore national security and stability, and commends all the Libyan stakeholders for their efforts to implement the Political Agreement.”

“They should strengthen good-neighbourly and friendly relations, conduct pragmatic cooperation, resolve disputes through dialogue and consultations and jointly address the threat of terrorism, in line with their common interests. It has always been China's position that sanctions are not an end in themselves but contribute to the process of achieving a political solution. Sanctions should be adjusted based on developments on the ground. China hopes that the Somalia-Eritrea Monitoring Group will strictly adhere to its mandate bestowed to it by the Council. We hope that it conducts its work in an objective and impartial manner. The Group should strengthen its communication with all parties and issue a report based on solid, credible information in order to play a constructive role in achieving peace and stability in the Horn of Africa.”

“We hope that Council members will stay united in supporting MINUSTAH's orderly withdrawal and continue to promote stability and development in Haiti. MINUSTAH has played an important role in maintaining security and stability in Haiti since 2004. China highly commends this development and progress. As we speak, the situation in Haiti is largely stable. New development opportunities have emerged. We hope that all parties in Haiti will pull together to preserve the current positive momentum and maintain national stability and development. “Mr. Wu Haitao (China) (spoke in Chinese): The orderly withdrawal of the United Nations Stabilization Mission in Haiti (MINUSTAH) and the concurrent step-up of a smaller successor peacekeeping mission, on the basis of ensuring overall stability in Haiti, is a consensus reached by all Council members and is called for by the current situation. It meets the expectations of all parties. Today's decision can help the Haitian Government to assume its responsibility for maintaining national security and stability. In the light of those considerations, China voted in favour of resolution 2350 (2017). Meanwhile, we believe that the underlying tenet of Chapter VII of the Charter of the United Nations is the maintenance of international peace and security, which does not involve human rights.”

China participates actively in the peacekeeping operations of the United Nations in the Democratic Republic of the Congo, while helping regional and subregional organizations to maintain peace in the region. “We hope that the relevant donors will honour their assistance commitments and lend strong support to the countries of the region for their economic development and the improvement of peoples' livelihoods. Fourthly, we must give full play to the role of regional and subregional organizations. The African Union, the International Conference on the Great Lakes Region and the East African Community enjoy unique advantages in solving the question of Burundi, the question of the Democratic Republic of the Congo and other questions. All of those organizations have played important roles. China supports Africa in solving African problems in African ways. “The international community should continue to assist Mali's security forces so that they may strengthen their presence in the northern and central regions and gradually assume the responsibility to maintain national security. All parties should, upon request from the Malian Government, provide assistance in the areas of intelligence-collection, military training and ammunition and weapons management. Terrorist activities in Mali are rampant and highly mobile across borders. This issue requires an integrated approach based on regional cooperation. “Mr. Wu Haitao (China) (spoke in Chinese): Iwould like to thank Assistant Secretary-General Zerihoun, Under-Secretary-General O'Brien and Ms. Askira for their briefings. Recently, the overall situation in Central and West Africa has been stable. The regional countries have strengthened their security cooperation, and the Multinational Joint Task Force (MNJTF) of the Lake Chad basin countries has made good progress in combating terrorism. China appreciates those developments. On the other hand, the security problems and the humanitarian situation in the Central and West African region remain very serious. Repeated terrorist attacks and displaced civilians, together with rampant violent crimes, pose a threat to the security and stability of the region.”
