China strongly condemns the attack on 6 October targeting peacekeepers from the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA). We would like to express our condolences to the family of the peacekeeper killed in the attack and wish the injured a speedy recovery. At present, the peace and reconciliation process in Mali is slowly advancing, preparations for an inclusive national dialogue are under way and progress has been made in the intercommunal reconciliation process in central Mali.

  4. As I said earlier, if we wish to improve the overall humanitarian situation for the Syrian people, one important step would be lifting the economic sanctions imposed on Syria. Lastly, I emphasize once again that China supports the Syrian Government in its reasonable demands, as well as the good offices of the United Nations and the Special Envoy. We also support the ongoing efforts to advance the political process in Syria through a Syrian- led and Syrian-owned process and resolution 2254 (2015). We have clearly asserted that we do not accept such accusations. Like others, China pays close attention to the humanitarian situation in Syria, which is precisely why China, together with Russia, submitted an alternative draft resolution (S/2019/757) that comprehensively addresses the humanitarian and counter-terrorism situation in the country, reflecting the humanitarian needs of the Syrian people.   8. Parties to the issue should seize the current favourable opportunity to advance the work of the Constitutional Committee. Committee members are expected to set store by the interests of the Syrian people so as to reach a consensus at an early date. The Syrian Government is encouraged to strengthen communication and coordination with the United Nations. To that end, the international community, including the Security Council, should provide support and do more to help the Syrian parties narrow their differences and build consensus. Secondly, security guarantees must be provided to ensure a sustainable political process. Rampant terrorism is a major latent security problem for the political process.   9. During the high-level segment of the General Assembly, the Syrian issue was one of the constant focuses of world leaders and representatives. In his statement at the general debate, Mr. Walid Al-Moualem, Deputy Prime Minister and Minister for Foreign Affairs and Expatriates of the Syrian Arab Republic stressed that the Constitutional Committee must maintain independence in its work and be free from foreign interference (see A/74/PV.ll). Syria's sovereignty, independence, unity and territorial integrity must be fully respected. All parties must pay attention to Syria's concerns and create favourable conditions for the political settlement of the Syrian issue. First, they must build on the results achieved to continue moving the Syrian political process forward. A political settlement is the only way out for the Syrian issue.

  10. On 23 September, Secretary-General Guterres announced that the Syrian parties had reached an agreement on the formation of the Constitutional Committee. On 26 September, the Secretary-General sent a letter to the President of the Council, transmitting the Terms of Reference and Core Rules of Procedure of the Constitutional Committee (S/2019/775, annex). We also note that the Special Envoy said that the Constitutional Committee will meet on 30 October. Those achievements are of great significance to the political process in Syria. China welcomes those developments, appreciates the constructive participation of the Syrian parties in the preparation of the Constitutional Committee and commends the diplomatic efforts of the United Nations and the Astana guarantors, namely, Russia, Turkey and Iran.

China resolutely rejects all such accusations. In his statement, State Councillor Wang Yi described the counter-terrorism and deradicalization measures taken by the Government of the Xinjiang autonomous region of China. All these counter-terrorism measures taken by China have effectively curbed the spread and the frequent occurrence of terrorist activities and have safeguarded the right to survival and development of all people in Xinjiang. I urge the representative of the United States to not stand on the opposite side of facts and justice or, indeed, not to stand against the various ethnic groups found among the people of Xinjiang.

The resolution bears great significance, as it reflects the common aspirations and expectations of the international community and responds to the legitimate calls of Palestinian and the Arab countries at large. Continued advancement of the construction of settlements by the relevant parties would undermine mutual trust and seriously dampen the prospects of a two-State solution. All settlement activities in the occupied territories should cease immediately. The demolition of Palestinian homes should be stopped, and the destruction of Palestinian properties should be stopped and measures taken to prevent violence against civilians.

The relevant actors of the international community have recently made active diplomatic efforts to improve the situation in Idlib. Since 31 August, Russia and the Syrian Government have implemented a ceasefire in Idlib, which has generally held. On 16 September, the Presidents of Russia, Turkey and Iran met in Ankara and agreed to take measures to ease the tension in Idlib, stressing that no party is allowed to violate Syrian sovereignty, independence, unity or territorial integrity and reiterating their intention to cooperate to fight terrorism and to take concrete measures to protect civilians.

On 8 and 9 September, the Committee held its sixth joint meeting, at which it was decided to activate the mechanism to strengthen the ceasefire and de-escalation to establish a joint operations centre and deploy monitoring teams to the front lines of several locations in Al-Hudaydah. We hope that those concrete measures will lead to the effective implementation of the ceasefire in the Al-Hudaydah area and the reduction of civilian casualties. In July, the new Prime Minister took office and successfully formed a new Government. On 24 November, Guinea-Bissau will hold a presidential election.

All parties must build upon that, bear in mind the overarching interests of Libya and its people, strengthen mutual trust and seek solutions through dialogue and consultations, with a view to ultimately achieving lasting peace, prosperity and stability in the country. Secondly, the international community must play a constructive role in seeking a solution to the situation in Libya. It is imperative to uphold the purposes and principles of the Charter of the United Nations and respect the sovereignty, independence and territorial integrity of Libya. Priority must be given to issues such as foreign terrorist fighters and the influx and proliferation of weapons in Libya. Council resolutions must be strictly implemented.

The situation in Libya has been in turmoil for more than eight years, subjecting the Libyan people to tremendous suffering and leading to the deterioration of the security and humanitarian situation in the surrounding region. The international community must take effective measures to help Libya to bring about a cessation of hostilities and the resumption of a political dialogue. China wishes to make the following remarks. First, the political process should be Libyan-led and Libyan-owned. China commends the relevant parties in Libya for honouring the commitment to a truce during the Bid al-Adha festivities.

China welcomes enhanced relations between the federal Government of Iraq and the Kurdistan Regional Government, looks forward to the conclusion of an agreement on oil revenues, income distribution and security arrangements as soon as possible, and welcomes the constructive role of the United Nations Assistance Mission for Iraq (UNAMI) in that regard. The international community should support and facilitate the inclusive reconciliation and harmonious coexistence of all Iraqi parties, in line with the fundamental interests and development needs of all Iraqi people.   47. Efforts should continue with a view to settling the issue of internally displaced persons in Iraq, in the light of the conditions and reconstruction process in the country. Iraq's handling of foreign terrorist fighters and their dependants deserves strong support. The international community should fully respect the jurisdiction of Iraq and support the country in bringing terrorists to justice in accordance with its relevant domestic law. The United Nations Investigative Team to Promote Accountability for Crimes Committed by Da'esh/Islamic State in Iraq and the Levant should conduct its work according to its mandate and in close consultation with the host Government. Secondly, support for inclusive political dialogue and the national reconciliation process in Iraq should continue.

China welcomes Iraq's handover of the human remains of Kuwaitis exhumed from the Samawah burial site and expects the two sides to continue close cooperation on the matter. All parties should fully respect Iraq's sovereignty, independence and territorial integrity and firmly support the efforts of Iraq. Progress has been made on the formation of the federal Government and the Kurdistan Regional Government. The processes of national reconciliation and reconstruction have been advancing steadily. The Council conducted its first visit to Iraq in June, thereby providing firm support to Iraq for its efforts to ensure economic recovery, peace and stability, national reconciliation and reconstruction. In the spirit of mutual respect, equality, mutual benefit and win-win cooperation, Iraq is developing friendly relations with all neighbouring countries and strives to ease regional tension.
