“Secondly, we should adhere to the concept of common, integrated, cooperative and sustainable security and eliminate all the negative factors impeding the resumption of peace talks between Israel and Palestine. In that regard, China calls for the effective implementation of resolution 2334 (2016). The parties concerned should translate their words into action and demonstrate their full willingness to engage in peace talks, build mutual trust and cease all actions that undermine the possibility of a two-State solution. It will be essential to halt all settlement activities in the occupied territory and put an end to the closure of Gaza. “The Palestinian people are demanding to see their historical wrongs corrected and to be able to exercise their inalienable national rights. The international community should ramp up its sense of urgency and agitate for a political settlement of the Palestinian question. First, it should resolutely push for a two-State solution, which is the foundation for any political settlement process. Palestine and Israel are neighbours that share the same fate. Accelerating a political settlement of the Palestinian question through dialogue and consultation is in the fundamental interests of both the Palestinian and the Israeli peoples and will help to bring about durable peace and stability in the region. The Palestinian-Israeli situation is currently very fragile. The conflict around the issue of settlements is still acute, and the humanitarian situation in Gaza is grave.”

Since 2004, MINUSTAH, in the face of an earthquake, hurricanes and other hardships, has played an important role in promoting the stability and development of Haiti. “In the past two years, we have trained more than 800 peacekeepers for the United Nations and some countries concerned and have dispatched a first helicopter squadron to a United Nations peacekeeping operation in Africa. We are now in the process of delivering $100 million in free financial aid pledged to the African Union and have made support for the peacekeeping capacities of TCCs, especially those from Africa, a priority of the United Nations Peace and Development Trust Fund. In September, China officially completed the registration of its 8,000-strong standby peacekeeping force as a United Nations standby mechanism. We had already generated two standing peacekeeping police units and registered them under the United Nations Peacekeeping Capability Readiness System.”

“Systems for tracking and assessing the security situation on the ground must be set up and early-warning capabilities for security threats and intra-mission information-sharing improved. Every mission should commit to strengthening its training in the deployment phase, which should be tailored to the realities of the mission's area of operations. For its part, the Secretariat should improve management standards and efficiency, optimize logistics support mechanisms and ensure that peacekeeping resources are utilized effectively. At the United Nations peacekeeping summit in September 2015, China's President made an important commitment to supporting United Nations peacekeeping operations, and China is currently pressing ahead with the implementation of that commitment across the board.”

“Ultimately, it is peacekeepers who ensure the success of United Nations peacekeeping operations, and the TCCs and police-contributing countries (PCCs) are the main actors in implementing those operations, carrying out their mission on the front lines in support of the Organization's fulfilment of its responsibilities as mandated under the Charter of the United Nations and making great sacrifices through their contribution. The long-term development of peacekeeping operations also depends on the efforts of TCCs and PCCs, and they must be acknowledged and respected. In that regard, we should strengthen the triangular communication between the Council, the Secretariat and the TCCs. The Special Committee on Peacekeeping Operations should play its full role as a policy review body and give TCCs more say on peacekeeping issues.”

“The purposes and principles of the Charter of the United Nations and the three peacekeeping-operation principles - the consent of the parties, impartiality and the non-use of force except in self-defence or defence of the mandate - constitute their foundation and remain irreplaceable in guiding operations in a new context. The sovereignty of host countries should be fully respected and their input and views taken seriously in order to help them scale up their security capacities. The question of Rakhine state is rooted in a nexus of complex historical ethnic and religious factors. Many of the differences and antagonisms in the state have built up over a long time; there is no quick fix. “The international community should step up its coordination and cooperation in combating terrorist elements in Afghanistan. Secondly, political dialogue is the only viable solution for the question of Afghanistan. Actors in Afghanistan should put the country's long-term interests and their people's welfare first and actively participate in the reconciliation process. The international community should continue to promote the realization of a broad, inclusive political settlement that is Afghan- led and Afghan-owned. Furthermore, the international community should engage all Afghan parties concerned for the early launch of peace talks. “Afghanistan continues to face a number of political, economic and security challenges. In order to help Afghanistan overcome such challenges, the international community should continue to provide firm support in the following areas. First, maintaining peace and stability constitutes the basis of Afghanistan's reconstruction and economic development. The international community should continue to support the capacity of the Afghan national security forces and contribute to the country's ability to defend itself so that Afghanistan can effectively respond to threats, such as terrorism, transnational organized crime and drug trafficking. We support an active role by the Shanghai Cooperation Organization (SCO) and other actors in helping Afghanistan fight terrorism.”

“We hope that the resolution will be implemented effectively and play a constructive role in strengthening the capacity-building of the Iraqi Government in seeking accountability for terrorist organizations in Iraq. The international counter-terrorism situation remains serious. Terrorist organizations, such as ISIL and Al-Qaida, are conducting terrorist activities and spreading extremist ideologies in many different ways. The international community should strengthen cooperation, support all counter-terrorism efforts, including those of Iraq, unify standards, adopt effective measures, and resolutely combat terrorist organizations listed by the Security Council. China shall continue to work with Iraq and all other countries in ajoint effort to make new progress in international counter-terrorism cooperation.”

“Resolution 2379 (2017) specifies the principle of respect for the sovereignty, territorial integrity, independence and unity of Iraq, in accordance with the purposes and principles of the Charter of the United Nations; establishes an investigative team to assist the Iraqi Government in collecting evidence of ISIL's crimes committed in Iraq; and emphasizes that the investigative team shall respect the sovereignty and jurisprudence of Iraq and carry out its responsibilities strictly in accordance with the mandate requested by Iraq, and that the Iraqi Government must agree to the use of evidence. The Iraqi Government recognizes the content of the resolution and China supports this.”
