“It contained some positive provisions, such as condemning chemical weapon attacks in Syria, calling for investigations into the incidents, calling upon all the parties to assist the Mechanism in carrying out on-site visits, and expressing concerns about the use of chemical weapons by non-State actors, particularly terrorist organizations. Chinese peacekeeping police officers have earned many accolades from various parties thanks to their diligence and excellence. China began sending police officers to United Nations peacekeeping operations in 2000; since then, we have sent some 26,000 police officers to missions in Timor- Leste, Bosnia and Herzegovina, Afghanistan, Kosovo, Haiti and elsewhere. At present, more than 150 Chinese police officers are serving missions in South Sudan, Cyprus and Afghanistan.”

“Strengthened coordination with police-contributing countries (PCCs) and host countries improves early warning capabilities and the internal sharing of information so as to raise the level of safety and security across the board. Fourthly, we must attach greater importance to the role of PCCs. Troop-contributing countries (TCCs) and PCCs are the main players undertaking peacekeeping operations. It is imperative to improve communication between the Security Council, the Secretariat and TCCs and PCCs, fullyleverage the role of the Special Committee on Peacekeeping Operations, and enable TCCs and PCCs to have a greater voice. The problem in Rakhine state of Myanmar involves complex historical, ethnic and religious factors. Many differences and contradictions have been brewing for a long time. The Government of Myanmar is now working actively to ease the tensions in Rakhine state, and the situation there is now moving towards stability. Myanmar and Bangladesh are now seeking a settlement of the problem of the Rakhine state through bilateral negotiations and consultations.”

“Pursuant to the outcomes reached at the Belt and Road Forum for International Cooperation in May, China will work with the relevant international organizations in a joint push to implement a tranche of international cooperation projects for countries along the Belt and Road, including providing food, tents, prefab buildings and other refugee relief items to those countries; establishing refugee scholarships; and financing the participation of refugee athletes in international and regional competitions. During the leaders' round of the Forum, the Ministry of Commerce of China also signed a cooperation agreement with UNHCR, whereby it pledged $8 million to the Office as an appropriation to the United Nations Fund for South-South Cooperation. China will earnestly honour and effectively implement the aforementioned assistance initiatives.”

“We must also focus on the root causes that give rise to refugees by peacefully settling disputes through dialogue, increasing development aid to countries in need of assistance, creating the necessary conditions for the return of refugees to their homes, and promoting ongoing development in their countries of origin. In handling matters related to refugees, the international community should uphold the principles of objectivity and neutrality, avoid interference in the internal affairs of the countries in question and prevent the politicization and abuses of international refugee protection mechanisms. The international community should respect the sovereignty of the countries concerned and give them active support, advance the peace process and promote national reconciliation so as to defuse tensions on the major issues and lead to their final settlement. We should support the accelerated implementation of the Agreement on Peace and Reconciliation in Mali, give particular attention to external issues such as the Libyan crisis that can have a spillover effect and reduce the negative impact of external factors on the Sahel region.”

“That is the background on which the Joint Force ofthe Group of Five for the Sahel (G-5 Sahel) has been established to bring a combined response to bear on the G-5 Sahel's regional security challenges. China commends that initiative and would like to make the following comments. First, the Joint Force should receive effective assistance and support from the international community. It represents an important embodiment of African countries' self-empowerment, solidarity, cooperation and coordination and should make a significant contribution to peace and stability in Africa, and in the world generally. The Security Council welcomed the Joint Force in its unanimous adoption of resolution 2359 (2017). The international community should fully respect Africa's ownership of its issues and enable it to play a leading role in solving them.”

“With regard to the political settlement of the question of Syria, we are beginning to see the light at the end of the tunnel. At this critical juncture, China calls upon all members of the Council to bear in mind the broader objective of continuing the political process in Syria, maintain unity on the question of Syrian chemical weapons and create favourable conditions for the Syrian parties to arrive at a settlement that is acceptable to all as soon as possible through the Geneva peace talks, thereby playing a constructive role for an early, comprehensive, just and appropriate settlement of the question of Syria.”

“The Security Council could have continued consultations on the contents of the draft resolution and the timing of its adoption in an effort to agree on a document that enjoys the unanimous support of all Council members. China has tirelessly urged the Council to continue consultations in a bid for consensus. However, regrettably, the Council rushed to vote on the draft resolution in the absence of consensus. That is not conducive to the unity of the Security Council, nor is it helpful in solving the Syrian chemical weapons issue. Against that backdrop, China abstained in the voting on the draft resolution. Political settlement is the only way to lift the Syrian people out of their suffering. Recently, positive progress has been achieved in the Geneva peace talks and the Astana dialogue.”

“All Council members have condemned the use of chemical weapons in Syria, so there is consensus on demanding that the incidents in question be investigated. The unity and single voice of the Security Council on the question of Syrian chemical weapons are conducive to finding out the facts, bringing to justice the perpetrators and responsible parties and deterring the further use of chemical weapons in Syria. The draft resolution (S/2017/884) that was just voted on by the Security Council included some positive elements on which there exists consensus, such as support for the continued work of the JIM. On the other hand, some Council members expressed the hope of comprehensively reviewing the mandate and extension of the JIM. in connection with the upcoming report of the Mechanism, so as to help to improve its work more effectively.”

We support the Organization for the Prohibition of Chemical Weapons-United Nations Joint Investigative Mechanism (JIM) on the chemical weapons of Syria in carrying out its comprehensive objectives and impartial investigation of the incidents in question, according to the mandate of the Security Council, so as to arrive at a result that is based on conclusive evidence and stands the test of time and facts.”
