The countries of West and Central Africa are being held back by an array of challenges in terms of resources, expertise and know-how, capacity and others when it comes to combating transnational organized crime, including drug trafficking. They need robust support from the international community. While fully respecting their ownership, the international community should help them formulate anti-drug trafficking strategies, develop greater enforcement capacity and effectively tackle this scourge and other forms of transnational organized crime. International anti-drug trafficking cooperation should be scaled up on the basis of broad participation and shared responsibility, with a focus on clamping down on the drug consumption market so as to curb drug production and trafficking at the source.

West and Central Africa have become key targets of an onslaught of international drug trafficking. The criminal activities that transit through countries of West and Central Africa seriously undermine their economic development and social stability and fuel crime, Violence and terrorism. To address the region's drug trafficking problem, the international community should propose work in the following three areas. First, we must work to help countries in the region build capacity so that they are better equipped to take the lead in tackling this scourge.

China commends the United Nations Mission in South Sudan for its significant contribution to maintaining peace and stability in South Sudan and supports the Mission in its continued implementation of the tasks mandated by the Council's resolutions in support of South Sudan's political and peace processes. It has been China's consistent position that sanctions are a means, not an end. The Security Council should be prudent in its use of sanctions to ensure that the measures taken are helpful to the political settlement in South Sudan. China has always supported South Sudan's peace and development. In line with our commitment made at the Beijing Summit of the Forum on China-Africa Cooperation, China has provided the country with ¥300 million in aid and the equivalent of ¥100 million in emergency humanitarian food assistance.

  6. Implementing the Revitalized Agreement and relaunching economic development require a great deal of money and support. We call on the international community to provide funding for the Revitalized Agreement as soon as possible. At the same time, we should step up humanitarian assistance and economic support to South Sudan, enhance its recovery and development capacity, help it to rebuild and prioritize investments in sectors such as agriculture, energy, infrastructure, education and health so that people can enjoy peace dividends as soon as possible.

On the other hand, we should continue to support the mediation efforts of regional organizations such as the African Union and the Intergovernmental Authority on Development, and focus on helping the South Sudanese parties build mutual trust, take on their commitments in earnest and achieve a full cessation of hostilities. We agree with the recommendations in the Secretary-General's report (S/2018/1103) that establishing the transitional security arrangements and forming a transitional Government should be priorities for the pre-transitional period. That will be conducive to confidence-building and maintaining the political will of the parties. Secondly, international partners should work quickly to provide South Sudan with assistance and support. There is a great deal to be done in a country emerging from a prolonged conflict.

The international community and the Security Council should be fully aware of the complexity of the situation in South Sudan and should provide the country with constructive assistance in addressing the problems on the ground. The task now at hand is implementing the Revitalized Agreement, and the Security Council and the international community should focus on the following two points to that end. First, the political will of the South Sudanese parties must be maintained, as it is critical to the implementation of the Agreement. On the one hand, we should fully respect the prerogative of the leadership of South Sudan to deal with its own issues, encourage the parties to use their initiative and avoid imposing solutions on them.

  9. The Joint Defence Board, the Joint Transitional Security Committee and the Strategic Defence and Security Review Board have also been established as security mechanisms. The South Sudanese Government has mobilized resources and allocated funds to support the implementation of the Agreement. Activities for raising awareness about the Revitalized Agreement are continuing across the country. China welcomes the efforts and progress made by all parties, including the Government. In the meantime, we note that some opposition factions have not yet agreed to support the Revitalized Agreement. Intercommunal tensions persist and the humanitarian situation remains serious. All of those issues pose challenges to long-term peace in South Sudan.

Mr. Wu Haitao (China) (spoke in Chinese): China would like to thank Under-Secretary-General Lacroix, Special Representative Patten and Ambassador Wronecka, Chair ofthe Committee established pursuant to resolution 2206 (2015) concerning South Sudan, for their briefings. At the moment the situation in South Sudan remains generally stable. The parties are working to implement the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan and have made progress. The ceasefire has taken hold in most areas. In recent months, the Ceasefire and Transitional Security Arrangements Monitoring Mechanism, the National Pre-Transitional Committee and the National Constitutional Amendment Committee have begun their work.

The Sudanese Government signed an agreement on relaunching the Doha negotiations with the Sudan Liberation Army-Minni Minawi, the Justice and Equality Movement and other armed groups. This is conducive to further improving the situation in Darfur. China appreciates the efforts made by the Sudanese Government to maintain peace and stability in Darfur and to promote the political process. Developments in Darfur have shown that the Sudanese Government is fully capable of gradually taking over the responsibility for the maintenance of international peace and stability in Darfur.

The international community should support UNOCA and Special Representative Fall to strengthen coordination with the relevant regional and subregional organizations, promote cooperation in the economic and social fields and help countries in Central Africa achieve development and eliminate the root causes of conflicts. Recently, progress has been made in the political processes in the countries of the Central African region. The Economic Community of Central African States (ECCAS) and the Economic Community of West African States (ECOWAS) held a joint summit of their Heads of State and Government and adopted the Lome Declaration on Peace, Security, Stability and the Fight against Terrorism and Violent Extremism to strengthen subregional cooperation in the fields of peace and security. China commends and welcomes those developments.

China appreciates the recent efforts of the United Nations Mission for Justice Support in Haiti (MINUJUSTH) and Special Representative of the Secretary-General La Lime, and supports MINUJUSTH and the United Nations country team in continuing to provide justice support to Haiti in accordance with their mandates to help the Government strengthen its legislative and judicial functions and strengthen the capacity of the Haitian National police with a view to enabling the Government to effectively assume the responsibility of maintaining the country's security and stability. The recent political situation in Haiti has been marked by instability, with demonstrations and violence occurring in various parts of the country. The security situation therefore remains fragile. Meanwhile, the economic situation and people's livelihoods in Haiti are in urgent need of improvement. In addition, the cholera epidemic and the grim humanitarian situation persist. China takes note that in his latest report (S/2018/1059) to the Security Council, the Secretary-General calls on the Haitian Government to pay more attention to its people's demands and take concrete action to address corruption.

The Investigative Team should fully respect Iraq's sovereignty and jurisdiction over crimes committed in its territory, thereby playing a positive role in enhancing the capacities of the Iraqi Government to hold terrorist groups accountable for their crimes. The situation of international counter-terrorism efforts remains serious as terrorist forces use diverse means to conduct terrorist activities and spread extremist ideas. The international community should enhance its cooperation, unify its standards and adopt concrete measures to resolutely fight all terrorist groups designated by the Security Council. China stands ready to continue to work with the international community to make further progress in international counter- terrorism cooperation.

It is our hope that the Investigative Team will act consistent with the principles and purposes of the Charter of the United Nations and in strict compliance with resolution 2379 (2017) and the terms of reference in fulfilling its mandate. We also hope that the Investigative Team, in consultation with the Government of Iraq and all relevant parties, will develop a detailed implementation strategy and complete its initial deployment at an early date, prioritizing the collection and analysis of existing evidence and conducting targeted, field-based investigations.   27. China respects the sovereignty and territorial integrity of all countries, including Ukraine, and opposes interference in Ukraine's internal affairs by any external forces. We are always of the view that military solutions will get nowhere. The only way to resolve crises is through dialogue and negotiations. The international community must stay the course with its diplomatic efforts to push for a political settlement of the Ukrainian crisis. Discussions in the Council should contribute to achieving a genuine easing of tensions in the affected regions of Ukraine and play a constructive role in facilitating a political solution.

  33. The Special Envoy of the Secretary-General and the Peacebuilding Commission are important bridges between Burundi and the international community. We hope that they will continue to leverage their respective advantages and enhance their communication and consultation with the Government of Burundi. As always, they can count on China's support going forward. The Chinese Government has all along been supportive of Burundi's peace process and has provided assistance to the national reconstruction of Burundi within the scope of our capacity. In fulfilment of our commitment made during the Beijing Summit of the Forum on China Africa Cooperation, China recently provided ¥300 million in free assistance, as well as ¥50 million in humanitarian food assistance, to the Burundian Government.

  35. He also expressed his view that Burundi should be removed from the agenda of the Security Council. The Security Council should heed the voice of Burundi, view the country's situation in a comprehensive, just and objective manner and make the necessary adjustments in a timely fashion and according to the evolution of situation on the ground, so as to send a positive message. At the same time, due to the suspension of cooperation and assistance by some countries and organizations, Burundi is faced with challenges in terms of socioeconomic development and the humanitarian situation. Development is the guarantee of peace. As Ambassador Lauber pointed out, peace, stability and progress in the political process in Burundi cannot be achieved without socioeconomic development.

China welcomes the efforts of regional and subregional organizations - including the African Union, the East African Community, and the International Conference on the Great Lakes Region - in providing mediation in the Burundian political process. We hope that all the relevant regional actors will continue to enhance their communication and consultation with the Burundian Government and provide constructive assistance. China notes that, during the General Assembly's general debate this year, the Foreign Minister of Burundi stated that the current political and security situation in the country was completely calm, stable and under control and that, as such, it had long ceased to be a threat to international or regional peace and security (see A/73/PV.14).

China welcomes those achievements, which fully demonstrate that the Government and the people of Burundi have the full capacity and resolve to independently settle internal political problems and maintain their country's peace and stability. The international community should fully respect Burundi's ownership and leadership in handling its own affairs and effectively respect the sovereignty, unity and territorial integrity of Burundi. China thanks the Special Envoy of the Secretary- General for Burundi, Mr. Kafando, and Ambassador Lauber, Chair of the Burundi configuration of the Peacebuilding Commission, for their briefings. The current situation in Burundi is generally calm. The Government of Burundi has been actively promoting the political process to implement the Arusha Peace and Reconciliation Agreement and maintaining domestic peace and stability. Important progress has been made. A large number of refugees have returned to their homeland. Over 20 Burundian political parties have jointly formulated a road map for the elections to be held in 2020, while the Independent National Electoral Commission has been established in accordance with the new Constitution.

Mr. Wu Haitao (China) (spoke in Chinese): The United Nations Mission for the Referendum in Western Sahara (MINURSO) has earnestly fulfilled the mandate of the Security Council and made positive efforts to maintain regional stability. China supports the renewal of MINURSO's mandate so that it can continue to play a constructive role in properly resolving the issue of Western Sahara. We hope that, with respect to future draft resolutions, there will be full consultations that allow us to reach consensus. China appreciates the good offices of the Personal Envoy of the Secretary- General for Western Sahara, Mr. Horst Kohler, and commends his initiative to convene a round table in Geneva.

On the one hand, the legitimate rights, interest and aspirations of all regions and ethnic groups in Ukraine should be fully accommodated; on the other, attention must also be paid to addressing the reasonable concerns of all relevant parties to achieve a balance among all interests. Secondly, we continue to call for the comprehensive implementation of resolution 2202 (2015) and the Minsk II agreements, as well as the ceasefire and the cessation ofhostilities in eastern Ukraine so that a comprehensive, lasting and balanced solution to the Ukrainian issue can be found through dialogue and consultation. Thirdly, the international community must continue to promote diplomatic efforts to find a political solution to the issue. The members of the Security Council should remain united.

  46. Mr. Wu Haitao (China) (spoke in Chinese): China thanks Under-Secretary-General DiCarlo and Assistant Secretary-General Mueller for their briefings. China respects the sovereignty and territorial integrity of all States, including Ukraine, and opposes interference in Ukraine's internal affairs by any external forces. China has closely followed developments in the situation in eastern Ukraine. China hopes that all parties concerned will take concrete measures to prevent the escalation of conflict and confrontation and work together to ease tensions. The situation in Ukraine has complex historical and contemporary factors and its handling requires comprehensive and balanced considerations. First, the general direction of a political settlement must be upheld.

Last July, President Xi Jinping announced new initiatives at the eighth ministerial meeting of the China-Arab States Cooperation Forum to provide humanitarian assistance to Syria and its affected neighbours, which we will actively implement. Not long ago, China delivered power equipment, such as cables and transformers, to Syria, which we believe will play a positive role in improving Syria's power infrastructure and ensuring people's basic livelihoods. China remains committed to helping the Syrian people.

At the same time, humanitarian relief efforts in Syria should be guided by the principles of neutrality, impartiality and non-politicization and be based on respect for Syria's sovereignty, independence, unity and territorial integrity. Terrorist groups continue to threaten Syria's security and hinder humanitarian-relief efforts. The international community should be firm in combating all terrorist organizations listed by the Council, consolidate the results of counter-terrorism efforts and restore stability in Syria. China has been making tireless efforts to alleviate the humanitarian situation in Syria.

  49. The international community should actively support the reconstruction efforts of the Government and the people of Syria, including enhanced efforts aimed at clearing explosive remnants of war. All parties in Syria should bear in mind the future of the country and the well-being of its people, follow the relevant Council resolutions, maintain the ceasefire, halt all hostilities, settle differences through dialogue and consultations and expeditiously improve the humanitarian situation. The United Nations and the international community should strengthen communication with the Syrian Government and provide assistance to all areas in need in Syria.

  50. At the same time, years of conflict have resulted in massive humanitarian demand in the country, featuring a large population in need of assistance and severely damaged infrastructure. The international community should continue to assist the Syrian people in cash and in kind, with the current focus on preparation for winter. We have noticed the gradual reopening of Nasib and other major crossing points along the Syrian-Jordanian border. Major road, power grid, water supply and other infrastructure are gradually being restored, thus creating a more favourable environment for the reconstruction of the country and the return of refugees. Only by steadily advancing the reconstruction efforts can expectations of the Syrian people be met and normal life be resumed.
