“It is particularly important to safeguard the safety and security of UNDOF personnel and facilities so that they can implement their mandate with assured freedom of movement, safety and security. China commends the constructive role of UNDOF in maintaining the ceasefire between Syria and Israel, as well as in maintaining regional security and stability. We support UNDOF's full return to its mission area, conditions permitting, to continue the effective implementation of its mandate. We call upon all parties concerned to continue providing support and cooperating to that end. The Golan Heights is recognized by the international community as occupied territory. The Security Council has adopted a raft of resolutions that urge Israel to withdraw from the Golan Heights. China is opposed to any unilateral action or attempts to alter that fact.”

The Secretary-General has articulated his deep concern over the escalation of tensions. The parties concerned should implement the relevant resolutions and the Disengagement of Forces Agreement in earnest, exercise restraint and cease and desist from any action that might exacerbate tensions along the ceasefire line.”

In Idlib, there are signs pointing to a resurgence of terrorist organizations that would threaten the security and stability of Syria; we must not turn a blind eye. The recent conflict at the Al-Aqsa Mosque is worrying. All parties should act with caution and support the principle of respecting the city's diverse history, upholding fairness and justice, implementing the international consensus and achieving peaceful coexistence. They should work in accordance with the relevant United Nations resolutions and international consensus to reach a balanced solution through negotiations, taking the interests of all sides into account. The Golan Heights is internationally recognized as an occupied territory. The Security Council has adopted several resolutions calling for Israel's withdrawal from the area.”

“China wants to stress once again that a two-State solution is the fundamental way to resolve the Palestinian-Israeli conflict. The international community must build on the relevant United Nations resolutions, the principle of land for peace and the Arab Peace Initiative, and must scale up its efforts to facilitate a resumption of talks so as to achieve a comprehensive, just and lasting solution to the Palestinian question. Any new initiative should contribute to the realization of a two-State solution. Resolution 2334 (2016) should be implemented effectively. All settlement activities in the occupied territories should cease immediately, as should the demolition of Palestinian homes and the destruction of Palestinian property, and measures should be taken to prevent violence against civilians.”

Therefore, I would like to emphasize the following points. First, the Belt and Road Initiative has been widely welcomed by the international community. In the six years since the Initiative was put forward, 123 countries and 29 international organizations have signed cooperation agreements to jointly develop the Initiative. Participants agreed to adhere to the principle ofbuilding, sharing and actively implementing cooperation projects to promote interconnectedness and bring development opportunities to participating countries.”

China voted in favour of the technical roll-over of the UNAMA mandate. The mandate remains unchanged. UNAMA will continue to provide Afghanistan with support in a peaceful reconciliation process, elections, regional cooperation, reconstruction and humanitarian assistance. At the same time, we believe that the text of the resolution still needs improvement on the following points. First, the international community, especially the Security Council, should fully acknowledge the importance and positive significance of the Revitalized Agreement. UNMISS should focus on facilitating the implementation of the Agreement in order to help sustain the current positive momentum in South Sudan.”

We mourn the victims and would like to express our deep condolences to the families of the victims and our sympathy to the injured. Since the second half of last year, when the Government of South Sudan and the major opposition signed the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan, the situation there has continued to improve. A ceasefire has been implemented in most areas, and internally displaced persons and refugees in some areas have begun to return home. China welcomes all of this. Since its deployment, the United Nations Mission in South Sudan (UNMISS) has played an important role in maintaining peace and stability in South Sudan.”

“China actively supports Afghanistan's reconstruction and integration into regional economic development. Within the framework of the Belt and Road Initiative, China and Afghanistan have strengthened cooperation in all fields, including trade. The road transport corridors between the countries have been launched, with freight trains regularly travelling to Afghanistan. Direct flights and trains between the two countries have been operating steadily. China has provided humanitarian assistance in the amount of more than 60 million yuan renminbi to the drought-affected people in Afghanistan. The Red Cross Society of China launched an assistance programme for children with serious illnesses in Afghanistan.”

“Through the Shanghai Cooperation Organization-Afghanistan Contact Group, the China-Afghanistan-Pakistan Foreign Ministers' dialogue and other multilateral mechanisms, China has always supported the political process and other areas of Afghanistan. Ambassador Deng Xijun, Special Envoy for Afghanistan of the Chinese Foreign Ministry, has participated in all relevant international conferences on Afghanistan, actively engaged with all sides and provided good offices, thereby contributing to the political process on China's behalf.
