At present, calm and stability are prevailing in Burundi overall. The Burundian Government has been actively implementing the Arusha Peace and Reconciliation Agreement, moving the political process forward and promoting reconciliation among the country's political groups. It has drawn up a road map in preparation for the general elections in 2020 and established the National Independent Electoral Commission. China welcomes the fact that Burundi refugees have also begun returning home.”

“A fundamental, long-term solution of the Ukrainian issue requires that on the one hand the legitimate rights, interests and aspirations of all regions and ethnic groups in Ukraine be fully accommodated, and that, on the other hand, attention also be paid to addressing the reasonable concerns of all parties involved in order to achieve a balance among all interests. China has consistently maintained an objective and impartial position on the Ukrainian crisis. We have always believed that the crisis cannot be solved through force and that dialogue and negotiation is the only way out. We welcome the Secretary-General's latest report on countering the threat posed by the Islamic State in Iraq and the Levant to international peace and security (S/2019/103). Afghanistan, the Philippines, Kenya and Mali have recently been hit by a spate of terrorist attacks, resulting in enormous damage in the affected countries. As the Secretary-General's report points out, international counter-terrorism efforts have registered major progress. However, the threat posed by terrorism persists, and the challenges in addressing that scourge remain daunting. Terrorism is the common enemy of humankind and no country can cope with it alone.”

At present, the situation in the Darfur region of the Sudan remains stable on the whole. The Sahel is generally stable and has seen continued economic growth. Meanwhile, terrorism, transnational organized crime, poverty and imbalances in development and other issues threaten peace and development in the region. Addressing such problems will require greater input and a holistic approach from the international community. The United Nations Integrated Strategy for the Sahel and the United Nations Support Plan are important documents for building peace and achieving development in the region. With regard to peacebuilding in the Sahel, I would like to elaborate on the following points.”

“The parties concerned on the Syrian issue should follow the spirit of resolution 2254 (2015), inter alia, and act on the basis of respect for Syria's sovereignty, independence, unity and territorial integrity and in accordance with the Syrian-owned and Syrian-led principle to facilitate the efforts of the parties in Syria to find a solution acceptable to all through an inclusive political process. China has always been committed to the political solution of the Syrian issue. The Special Envoy of the Chinese Government on the Syrian issue, Mr. Xie Xiaoyan, recently visited United Nations Headquarters in New York and Geneva to strengthen communication and coordination with the United Nations and other parties with a view to providing support for the Syrian political process.”

“The parties concerned should continue to promote the implementation of the ceasefire agreement reached and maintain the effective functioning of the Idlib demilitarized zone. The international community should strengthen counter-terrorism cooperation, unify standards and combat all terrorist organizations listed by the Council as such, so as to prevent such terrorist organizations from making a comeback and undermining the hard-won improvement in the security situation. Thirdly, the parties in Syria should be urged to work towards the same goal and meet one another halfway.”

“First, it is necessary to continue to advance the political-settlement process ofthe Syrian issue. Against the backdrop of the new positive momentum for the political settlement of the issue, the United Nations should continue to strengthen communication and coordination with the Syrian Government and work for progress in the formation of the constitutional committee, so as to launch a sustainable and effective Syrian political process. “China appreciates that and hopes that all parties will continue to work towards the same goal and meet one another in the middle to push forward the political process in Syria for an early result. Years of conflict have taken a heavy toll on the entire country of Syria. The Syrian people yearn for peace, a return to a tranquil life and an early start to rebuilding their homeland. Currently, the memorandum on stabilizing the de-escalation zones in Idlib is being implemented. The security situation in Syria is generally stable, and a window of opportunity for a political settlement to the Syrian issue has opened. Thirdly, we must work to tackle and try to overcome the root causes of drug trafficking. Poverty and underdevelopment serve as hotbeds for drug trafficking and other forms of transnational organized crime in West and Central Africa.”
