They include Da'esh, the Al-Nusra Front, the Muslim Brotherhood and Hayat Tahrir Al-Sham, all of which, as the Council knows, are organizations that have their elements graduate from major Western universities that teach international humanitarian law in the United States of America, France, Belgium or Germany. All those terrorists studied in major Western universities. They behead people, eat livers and burn individuals. That is part of the international humanitarian law that they studied. The Syrian people also reject any separatist scheme or semi-secessionist plan regardless of its form and the propaganda campaigns that are used to promote it.

My country's Government stresses that the terrorist war against Syria did not start due to national differences over the Constitution but because of international terrorism, which targeted Syria for political objectives related to trying to change the geopolitical map of the region. That means the war against Syria will end once the terrorism supported by foreign Powers also comes to an end. We say all that despite the fact that we are ready to encourage the delegation supported by the Syrian State to make efforts so that the Committee can accomplish its task. The Constitutional Committee must submit the outcome of its work to the Syrian people, which is the only authorized party to examine its conclusions and judge them.

One loots the territory, another steals oil and the third seeks to continue its occupation of the Syrian Golan, seizing the land of Syrians and committing successive aggressions against my country in flagrant violation of international law and resolution 350 (1974) on the Agreement on Disengagement between Israeli and Syrian Forces. The most recent Israeli evil aggression took place on 20 November, resulting in a number of civilian deaths and the destruction of many homes, while certain Council members, including permanent members, continue to protect Israel and render the Council powerless. What is more heinous is that our United States colleague has justified the Israeli aggression as an expression of Iranphobia. It is a shared sentiment on the part of the Americans and the Israelis.

  5. The United States Administration expressed its support for the Constitutional Committee in its own way by occupying Syria's oil fields and stealing the resources belonging to the Syrian people. That was met with silence from the Security Council penholders on humanitarian, political and chemical weapon issues and from those supporting them. That is how the American occupation of parts of my country resonates with the Turkish one in looting our resources and natural wealth. Indeed, whenever two States agree to act against Syria, usually another party joins them and, in this case, it is Israel.

Nonetheless, we were surprised to see that the support given by some regional and international parties to the Constitutional Committee to ensure its success took the form ofthe conquering and occupation ofSyrian territories by the Turkish regime, as well as the killing of many Syrians and the forcible displacement of more than 180,000 Syrian citizens in order to assemble pro- Erdogan terrorists and help them gain ground on Syrian territory under the pretext of the so-called safe area.   7. We are also pleased to see that the delegation representing the Syrian State has actively participated in the first round of discussions. We affirm that that delegation will discuss its tasks on its own on the basis of its national convictions and that the dialogue is among Syrians, Syrian-owned and Syrian-led. The greatest risk facing the Constitutional Committee is the attempts by some parties to interfere in its work and hamper its efforts in order to achieve schemes that run counter to the basic interests of the Syrians, so this must be avoided. All Syrians expect that all necessary and proper conditions will be created to enable the Committee to work in a positive atmosphere so as to ensure that the efforts made are successful.

It reiterates also the importance of Syrian oversight and ownership of the political process and of the impartial facilitating role played by the Special Envoy, without imposing any preconditions, prejudgment or artificial deadlines regarding the work of the Committee or its conclusions, because drafting a Constitution for the Syrian Arab Republic and charting the course of the country's future is an exclusive right of the Syrian people that cannot be prejudiced or given up. Two weeks ago, the Constitutional Committee met in its two formats, the large body and the small body. The Syrian State has shown flexibility and a positive attitude in the initial phase leading to the meeting of the Committee. That is what the United Nations and the Special Envoy confirmed. He explained in his briefing today that the first round of the Committee's meetings has witnessed positive discussions involving a number of questions linked to its work, and the Committee has adopted its rules of procedure.

  12. Artificial terrorist groups must no longer be qualified as humanitarian groups, as is the case with the White Helmets terrorist group. European and American newspapers two days ago reaffirmed that the founder of the White Helmets, James Le Mesurier, was a British intelligence officer. We have stated that fact time and again, but some have tried to cover it up. The promotion ofinformation campaigns spreading lies concerning the use of barrel bombs and chemical weapons got under way, and shortly thereafter followed the appearance of the White Helmets. Iraq had been invaded and Baghdad had been occupied, and shortly thereafter Al-Baghdadi appeared. Some States deployed Al-Nusra Front terrorists across the line of separation in the occupied Syrian Golan, and shortly after that Al-Julani appeared.

Those are all very important things that Mr. Lowcock does not see. Fifthly, it must be recognized that the efforts of the Syrian State and its humanitarian action partners, such as the Syrian Arab Red Crescent, are the main factor in improving the humanitarian situation despite the many challenges they face. The same people targeted the Syrian Arab Army as it was attempting to reach areas to the east of the Euphrates River in order to eradicate the Islamic State in Iraq and the Sham, as has happened at Al-Tharda Mountain in Deir ez-Zor, the area of Al-Hajeen and elsewhere.   16. They are using its residents as human shields. It is therefore our obligation as a State to free our fellow citizens there from the control of those groups. There are some on the Council who have been hypocritical enough to present themselves as heroes who killed Al-Baghdadi. It is essential to support the efforts of the Syrian Government and its allies to combat terrorism, pursuant to the relevant Council resolutions, at a time when certain members of the Council are doing everything they can to undermine the efforts of the Syrian Government and its allies to combat the terrorism of Al-Baghdadi's Da'esh and Al-Julani's Al-Nusra Front in Idlib governorate. Some countries have boasted of carrying out an alleged operation in Idlib that led to the death of the leader of Da'esh and a number of other leaders. That alleged operation reaffirms what we and the Analytical Support and Sanctions Monitoring Team pursuant to resolutions and 1526 (2004) and 2253 (2015) concerning ISIL (Da'esh), Al-Qaida and the Taliban and associated individuals and entities have said, which is that terrorist groups control Idlib.

The attempts to renew that mandate reflect a sad reality in the Council, however. In other words, the Council is not seeking to implement its own resolutions, which all stress respect for the sovereignty, unity and territorial integrity of Syria. There is an occupation by the United States, which is also conducting an armed robbery of Syrian oil. There is a Turkish occupation. There are operations designed to change the demographics of some areas along the border between Syria and Turkey. There is terrorism in Idlib perpetrated by terrorist groups that are publicly supported by their sponsors. Certain Governments, some of which are unfortunately represented here in the Council, are encouraging separatist groups in Syria in a process similar to what their clumsy policies led to in Iraq. There are Governments that are refusing to take back their terrorists from Syria. Some are choosing to ignore the big raging elephant in the room.

  21. My country's Government reiterates its call on Israel to release the captive Sedqi Al-Maqet, the Nelson Mandela of Syria, and all other Syrian captives in Israeli jails. We reiterate our support for the right ofthe Palestinian people to self- determination and to establish their independent State throughout their national territory, with Jerusalem as its capital. We have seen the decision of the United States to recognize Israeli sovereignty over the occupied Syrian Golan and, before that, to recognize Jerusalem as the capital of Israel and transfer the United States Embassy there. We have also seen the United States tireless efforts to eliminate the Palestinian question. Such events constitute an ugly manifestation of this support, while all these decisions are null and void and have no effect. These decisions show pure contempt for international legitimacy. In conclusion, the Government of my country affirms that the occupied Syrian Golan is an integral part of the territories of the Syrian Arab Republic and that restoring the borders of 4 June 1967, through all means enshrined in international law, will remain a priority and a compass for Syrian policy.

Our inhabitants of the Golan are forced to register the land they inherited from their fathers and grandfathers with the Israeli land registry at the risk ofhaving these lands confiscated ifthey protest. There are also so-called local elections to appoint Israeli puppets. All of these are serious violations of international law and international humanitarian law, committed by some with double standards and a great deal of hypocrisy. These Israeli violations would not have continued and escalated without the blind support for the occupying authorities from known Governments. These Governments are therefore responsible for the consequences of Israeli practices, crimes and violations.

  27. Unfortunately, our Organization has been a mere spectator with regard to many of these conflict situations. The Organization has sometimes been used to propagate false accusations and to provide grounds for legitimizing invasions and occupations in various regions. The peoples of our Arab region have been suffering the lion's share of such aggressive practices and artificial crises. One such conflict in particular continues to have grave repercussions for our situation today, after 70 years of conflict - the Israeli occupation of the occupied Arab territories in Palestine, the Syrian Golan and southern Lebanon. The United Nations, especially the Security Council, has been incapable of enforcing the relevant resolutions calling for an end to this occupation.

The founders of the United Nations sought to establish our Organization based on the principles of international law, foremost of which is respect for the sovereignty and equality of States, non-interference in the internal affairs of other States and rejection of aggression, occupation and hegemony. My delegation sent an official letter to the Council yesterday containing the detailed response of the Syrian Government to the information contained in the sixty-third report of the Secretary-General on the implementation of resolutions related to the humanitarian situation in Syria (S/2019/820). Of course it was aware, but the hostile actions of some Governments against Syria prompted an allegiance with the devil at the expense of international law, ethics and human values, resulting in the bloodshed of the Syrian people. The Ottoman Empire first occupied Syria in 1516. The same Empire fell at the gates of Damascus in 1916. I ask the Council to take note of that coincidence. In 1516, the Ottoman Empire occupied Syria; in 1916, more than 100 years ago, the Ottoman Empire ceased to exist at the gates of Damascus - not Vienna. Our neighbour, Turkey, must understand that we share common history, geography and interests - not hostile relations.

They choose to ignore the fact that Erdogan would not have welcomed a single Syrian citizen were it not for his plans to use Syrians as tools for achieving his expansionist agenda in the region, to fulfil his illusions of establishing the "Ottoman Sultanate of Erdogan" and to use them as a means ofblackmailing Europe. He has repeatedly issued threats against Europe, even if that means hundreds of Syrians drowning in death boats belonging to Turkish smugglers in the Aegean and Mediterranean Seas. Erdogan would not have facilitated any United Nations cross-border action were it not for his desire to cover up the smuggling of tens of thousands of foreign terrorist, arms shipments and looting oil, antiquities, wheat and Syrian factories and produce across the border. We must not send terrorists back to their places of departure in Europe; rather, we must accommodate Da'esh terrorists in lO-star hotels and ask the Office for the Coordination of Humanitarian Affairs to provide them with food from the best restaurants in Paris.   37. They also played a major role in instigating the emergence and exacerbation of the threat posed by terrorist organizations currently operating in and around Idlib. The former United States Special Presidential Envoy for the Global Coalition Against Da'esh, Mr. Brett McGurk, confirmed that Turkey had allowed 40,000 Da'esh operatives from 110 countries tojoin its terrorist ranks, refusing to close its shared border with Syria. Those were McGurk's words and that is the reality. Did those countries not realize what was happening? What did they do to dissuade the terrorists from coming to my country? They did nothing - nothing but lament international humanitarian law. We must combat terrorism with international humanitarian law.

  38. For years, they were provided with political, military and media support before they were recently integrated into the invading forces in their aggression against the north- east of my country. Turkey's aggression has today been condemned by the representatives of several European countries. They referred to that aggression as unilateral Turkish action, or as the Turkish operation, at best. However, that condemnation does not in any way absolve those countries of being accountable for their own actions in creating the current situation. They laid out on a golden platter all of the justification Erdogan needed to carry out his aggression and played a key role in supporting and sponsoring the illegitimate separatist militias in north-eastern Syria.

My Government condemns the Turkish aggression in the strongest terms and categorically rejects the Turkish regime's attempts to justify its actions on pretexts of self-defence or counter-terrorism. This regime has violated the Adana security agreement concluded between both our countries in 1998. It has recruited, supported, trained and armed thousands of terrorists, including foreign terrorist fighters from more than 100 countries, according to United Nations reports. Those terrorists were welcomed by Turkish intelligence officials at Turkish airports with a view to facilitating their infiltration of the shared border with my country. Their crimes were pre-planned.

It is strange that this magical article should be invoked by some to justify waging wars and military aggression on countries that are members of the United Nations without any consideration for the actual mandate of the Security Council, which is the maintenance of international peace and security. We all remember what happened in Yugoslavia, Iraq and Libya. Perhaps the Council ought to hold a meeting with representatives of the Office of Legal Affairs in our Organization to clarify this important article of the Charter, debunk the myths and misconceptions surrounding it and distinguish between legitimate self-defence, on the one hand, and war, invasion and aggression on the other, all of which are condemned by the Charter.

It is not that surprising that in its aggression against my country the Turkish regime invoked Article 51 of the Charter of the United Nations, since that echoes the approach taken by its NATO allies. They have invoked that article to justify direct military intervention, invasion and the undermining of the sovereignty, security and stability of a number of States Members of the United Nations. That was the case when the so-called international coalition was established, an illegitimate coalition whose crimes and puppet militias paved the way for the current Turkish aggression.

  42. To justify its aggression, the Turkish regime included in its letter addressed to the President of the Council (S/2019/804) a number of lies that fool no one. It claimed, for instance, that the aggression is intended to facilitate the return of displaced persons, preserve the territorial integrity of the Syrian Arab Republic and combat terrorism. It even gave its aggression the name "Operation Peace Spring" and called the area it seeks to occupy a "safe zone", in an illustration of the schizophrenia of the Turkish regime, which only a few years ago announced a zero- problem approach to its neighbours. That has ended up as an approach of zero principles, zero friends and zero good-neighbourliness.

  43. It has also displaced hundreds of thousands of people and done significant material damage to schools, hospitals and vital infrastructure such as dams and power and water plants. It seems that the Office for the Coordination of Humanitarian Affairs considers all of that an illusion undeserving of attention, which shows that its humanitarian claims are empty. It is unfortunate that neither Ms. Mueller nor Mr. Khiari condemned the Turkish aggression, referring to it as the Turkish military operation in north-eastern Syria as if it were in north-eastern Venus, Mars or Mercury, not a country that is a founding member of this Organization and is sovereign under international law. As they always do, the Turkish regime and its partners in the aggression against my country have tried to legitimize it and whitewash the facts.

Mr. Ja'afari (Syrian Arab Republic) (spoke in Arabic): At the outset, I would like to thank you, Mr. President, for the work that you and your friendly delegation have been doing during your membership of the Security Council and your presidency of it this month. On 9 October the Turkish regime began a new chapter in its aggression against my country, in flagrant violation of international law, the principles of the Charter of the United Nations, the relevant Security Council resolutions, the outcome documents of the Astana meetings and the Sochi memorandum, all of which stress the importance of respecting Syria's territorial integrity and sovereignty. The Turkish aggression has resulted in the occupation of Syrian territory and the killing and injuring of hundreds of martyrs and civilians, including women, children and public servants.

We stress that those who seek to impede the work of the Committee should be held accountable and that, in order to ensure that the Committee's discussions are fruitful, the Governments of the notorious States must cease their hostile practices and fabrication of accusations and lies, and stop interfering in Syrian internal affairs. We never falsely point a finger at others. No sooner had the Secretary- General sent his letter to the President of the Security Council two days ago regarding the Terms of Reference and Core Rules of Procedure of the Constitutional Committee (S/2019/775, annex), than new ideas and proposals were made that ran counter to what had been agreed by the Syrian Government and the Secretary-General, with a view to overshadowing the achievement before the work of this important Committee had even been launched.

That being said, what Syrians need is for the Council to back a serious, lasting political solution, to support our efforts with our allies in fighting terrorism and eliminating terrorism financing, and to put an end to the unilateral, compulsory economic procedures imposed on the Syrian people by the United States, the European Union and other Governments. In conclusion, my country's delegation would like to draw the attention of all who supported the formation of the Constitutional Committee to the fact that the enemies of a settlement will never pass up any means, including baseless fiction, to impede the Committee's work. That has been proven by the spread of hearsay and lies. As soon as the Committee was formed two days ago, the Syrian Government was falsely accused of using chemical weapons against its own people.

Our faith in the progress ofthe political process does not mean in any way whatsoever that we relinquish our right and constitutional commitment to liberating every single inch of our territory from terrorism and illegitimate military presence. My country will continue to work in parallel on many tracks, including a political solution, fighting terrorism, getting rid of any illegitimate foreign presence, fostering deeper national reconciliation and repairing the damage caused by terrorism and the international coalition, while relying on our own potential and the support of our true allies.

I would like to tell those who have been decrying the situation of Syrian civilians that, to this very moment, no magnetic resonance imaging machines or computed tomography scanners are being allowed to enter Syria. We asked the World Health Organization to send us such devices and it replied that it could not do so because certain influential States object to such medical equipment being sent to Syria. Those are the very same countries that are shedding crocodile tears in the Council on behalf of civilians. The success of any political process in Syria requires the end of the illegitimate presence of United States, British, French and Turkish forces on the Syrian territory.

Yes, we unequivocally state that we look forward to working with true and honest country partners that will confront the policies and practices of the infamous countries that, up to this very moment, are trying to impose their will at the expense of the Syrian national interest by supporting terrorism and the separatist militias known as the Syrian Democratic Forces, and by using the platform of the Security Council to defame the Syrian Government and its allies while imposing continued unilateral, compulsory economic procedures on the Syrian people to impede reconstruction and prevent Syrian refugees and internally displaced persons from returning to their homes.
