For the umpteenth time since the inception of the United Nations in 1945, we meet in the Security Council to discuss the situation in the Middle East, including the Palestinian question, which is being endangered again by irresponsible and illegal Israeli acts that could lead the region as a whole into another war, with great potential to spread uncontrollably through the region and beyond. Once again, Israel has turned its back on the increased efforts of international community aimed at resuming the peace talks, and has failed to respond accordingly to its requirements, foremost among which is the implementation of the international resolutions calling for its full withdrawal from all occupied Arab territories to the lines of 4 June, 1967.

The OIC condemns Israel's inhumane and unlawful blockade of the Gaza Strip and expresses serious concern about the grave deterioration of the socio-economic conditions and the deepening of the humanitarian crisis of the Palestinian civilians due to the blockade. The OIC calls on Israel, the occupying Power, to end its collective punitive measures imposed on the civilian population in Gaza. It calls for the immediate lifting of Israel's unjust blockade and the opening of all crossing points with Gaza, in accordance with international law and all United Nations resolutions, in order to ensure the free access of humanitarian aid and other essential supplies and goods, including commercial supplies and necessary reconstruction materials, and to facilitate the crossing of persons to and from Gaza.

  9. The OIC welcomes the adoption of resolution 64/10 of 5 November 2009 by the General Assembly on the follow-up to the report of the United Nations Fact-Finding Mission on the Gaza Conflict. The group is of the view that that resolution constitutes an important first step in pursuing accountability for those Israeli violations, which were authenticated and confirmed by evidence in the Goldstone report (A/HRC/12/48). Thus, further action should be taken by the relevant United Nations organs and bodies, including the Security Council, in order to bring the Israeli perpetrators of those crimes to justice and to put an end to Israel's impunity and above-the- law attitude.

The resolution urgently requests the Security Council to revive the International Supervision and Monitoring Committee to prevent and prohibit colonial settlement in Al-Quds and the occupied Arab territories. We also strongly condemn the attacks by the Israeli occupying forces, including extremist aggressive settlers under the supervision of the occupying Power, perpetrated against Palestinian civilians and worshippers at Al-Aqsa mosque and the Al-Haram Al-Sharif compound in Al-Quds Al-Sharif. Meanwhile, Israel is the only party in the Middle East that possesses a huge arsenal of nuclear weapons and that refuses to accede to the NPT. Its facilities are not subject to any verification. Therefore, the accumulated negative impact of Israel's non-compliance with the NPT reflects Israel's disrespect for resolution 1540 (2004) and its disregard for the IAEA and all international efforts to achieve nuclear disarmament. Syria has attended counter-terrorism workshops, including the Doha workshop on the implementation of resolution 1540 (2004) and a national workshop held in Abu Dhabi from 28 to 30 June, organized in cooperation with the United Nations Office on Drugs and Crime. Syria participated in the International Workshop for National Counter-Terrorism Focal Points, held in Vienna - your capital, Mr. President - on 12 and 13 October. Syria has submitted its national report to the Security Council Committee established pursuant to resolution 1540 (2004) on the implementation of that resolution. Syria was among the first States to sign the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) in 1968. We do not possess any nuclear weapons, any means of their delivery or any material that can be used for their manufacture.

  20. However, we must state that the Committees show a kind of discrimination in dealing with Member States. For instance, we notice a focus on certain States or particular geographic groupings and not on others. While the Committees request certain States to submit reports on the implementation of terrorism-related resolutions, they turn a blind eye to other States. The Syrian Arab Republic deploys strenuous efforts to combat money-laundering and the financing of terrorism. The Syrian Commission for Combating Money-Laundering and Terrorism Financing has joined the Egmont Group, whose units seek to verify financial transactions in 108 States. The Group is responsible for gathering information and reporting on financial transactions suspected to be related to money- laundering or terrorist financing.

This is particularly true since the Syrian Arab Republic has suffered for decades from the scourge of terrorism and terrorist actions inflicted upon its territory, the most recent of which was last year's military operation against al-Qazzaz. Once again, the Syria states that terrorism constitutes an ongoing threat to international peace and security. We also reiterate our commitment to the relevant international resolutions on combating terrorism. We are persuaded that the United Nations has a pivotal role to play in grappling with international terrorism and establishing international consensus on this topic. My country is of the view that the Committees of the Security Council established to combat terrorism contribute to efforts to coordinate international action to combat terrorism.

The Syrian Arab Republic believes that the United Nations has a pivotal role to the play in combating terrorism and grappling with it internationally, and therefore fully cooperates with the Security Council Committees established pursuant to resolutions 1267 (1999), 1373 (2001) and 1540 (2004). 09-60696 The Syrian Arab Republic has established complementary national committees to ensure the optimal application of these resolutions and to achieve the best possible cooperation with the Security Council's Committees. It was one of the first States to highlight, in the mid 19805, the need to foster efforts to eradicate international terrorism and to hold an international United Nations conference to draw up a specific definition of the concept of terrorism and to formulate an effective international strategy to combat it and distinguish it from the legitimate liberation struggle of peoples suffering under the yoke of occupation. The right to such struggle has been enshrined in international norms and instruments. My country, the Syrian Arab Republic, emphasizes its condemnation of terrorism as an unjust, aggressive and criminal action that targets the lives and property of innocent people.

In order that this debate may have credibility, Syria calls on this body to compel Israel to authorize family visits for Syrian citizens in the occupied Syrian Golan by opening the Quneitra border crossing. In that regard, my delegation has sent letters to the Secretary- General and the Presidents of the Security Council and the General Assembly. We have also addressed letters to intergovernmental and non-governmental organizations requesting that they intervene to resolve this issue. We hope that the statements that have been made in today's debate, as well as on other occasions, will not remain mere words. Also with regard to international law, Israel's occupation of the Syrian Golan is a dual situation that requires that the Council to level a dual charge.

  28. With regard to the situation of the Syrian population in the occupied Syrian Golan, there is really little difference from that of the Palestinian people. Israel's occupation continues. Land is still being confiscated. Water resources are still being stolen. Mines are still being planted. Settlements continue to expand. Israel is continuing its repressive policies against Syrian civilians in the Syrian Golan by imprisoning them or placing them illegally into detention camps, thereby jeopardizing their lives. Israeli practices in the occupied Syrian Golan have really gone beyond all legal and ethical bounds. In a recent episode, a two-year-old child was separated from his mother under the pretext that he was born inside of Israel and that his parents were still studying in Syria.

In paragraph 2 of a recently adopted resolution, the Secretary-General is called upon to request the Council to consider the Goldstone report, which includes objective recommendations addressed both to the Human Rights Council and the Security Council. It also calls upon the Council to fulfil its responsibilities under the Charter and to take every measure necessary to ensure that those guilty of those crimes are brought to justice, so as to put an end to the Israeli authorities' mentality of impunity. I would also like to ask the Council whether Israel has honoured any commitments to date since the Council placed on its agenda at the end of the 19905 the issue of the protection of civilians in armed conflict.

  30. The evidence set out in the Goldstone report is not the only grounds for condemning Israel for its aggression in 2008. A number of commissions and international envoys have submitted reports to the United Nations on Israeli aggression, including the Ian Martin report on attacks against United Nations facilities. Israel's actions constitute a singular example of systematic aggression as a method of collective punishment. As such, they violate all the rules and principles stipulated in international law, international humanitarian law and the Geneva Conventions of 1949, as well as the additional protocols thereto. I wish to ask the Security Council whether Israel has halted any of its practices.

That is in addition to the arbitrary repressive practices against the civilian population in the occupied Syrian Golan Heights, which run counter to international law and international humanitarian law. The report of the United Nations Fact-Finding Mission on the Gaza Conflict (A/HRC/12/48), which was led by Judge Goldstone, provides irrefutable evidence of serious Israeli violations of international humanitarian law and the Charter in the course of its heinous attack against Gaza. Those violations constitute war crimes and crimes against humanity. Palestinian civilians were deliberately targeted, including through the systematic destruction of infrastructure, oppression and persecution aimed at collectively punishing a people under siege.

Despite the resolutions and reiterated calls by the Security Council and the international community for Israel to put an immediate end to its illegal practices and policies, Israel has not only ignored those appeals but is still pursuing its aggressive policy against Palestinian civilians - a policy which, as the whole world knows, includes a state of siege, the closing of border crossings, arrests, restrictions on the movements of students and the medically ill, the obstruction of the delivery of donations of goods such as medicines to the area, collective punishment, the confiscation of homes and land, the building of settlements and the burning of farms.

  35. My delegation endorses the statement made by the Permanent Representative of Egypt on behalf of the Non-Aligned Movement. It must be said that civilians continue to pay the highest price in armed conflicts, despite the legal developments and international conventions relating to the protection of civilians in armed conflicts, beginning with the Geneva Conventions relating to the protection of civilians in times of war and including numerous resolutions of the Security Council. The irony of destiny means that the gap between the texts and their implementation keeps getting wider - that is the gap between what constitutes law, on one hand, and what we actually see happening on the ground, on the other hand, with regard to the protection of civilians in armed conflict.

It also confirms the fears and deep concerns of the international community about Israeli violations that amounted to war crimes and possible crimes against humanity, including wilful killings, deliberate attacks on civilian objects, wanton destruction of civilian property, indiscriminate attacks, the use of human shields and collective punishment against Gaza's civilian population in the form of a continuing blockade. Objective and apt recommendations made in this report are not just addressed to the Human Rights Council. The report also made an inevitable request, set out in paragraph 1969, that the Security Council shoulder its responsibilities.

The resolution requests the Security Council to revive the International Supervision and Monitoring Committee to Prevent and Prohibit Colonial Settlement in Al-Quds and the Occupied Arab Territories. Our group expresses its full support for the request made by the Libyan Arab Jamahiriya to convene an urgent meeting of the Security Council to consider the report of the United Nations Fact-Finding Mission in Gaza (A/HRC/12/48), known as the Goldstone report. An important facet of the Goldstone report's findings on the causal effects of the recent Israeli aggression against Gaza, taking into account the historical perspective, serves to highlight once again that the root cause of this conflict is the Israeli occupation, and nothing else.

  43. 09-55901 The OIC recalls paragraph 4 of resolution 2/36-PAL, adopted at the thirty-sixth ministerial meeting of the OIC in Damascus, in which the members reaffirmed that all the Israeli colonial settlement measures and practices in Al-Quds and the rest of the occupied Palestinian territories are null and void, in line with the resolutions of international legitimacy, as well as international covenants and conventions that consider all Israeli legislative, administrative and colonial settlement procedures and measures aimed at altering the legal, demographic, architectural, cultural and heritage-related status of the Holy City as null and void, and contrary to the resolutions and decisions of international legitimacy and international covenants and conventions and, therefore, as diametrically opposed to agreements signed between the Palestinian and Israeli sides.

The OIC calls on the international community, and the Security Council in particular, to shoulder its responsibilities, including, in particular, towards occupied East Jerusalem, and to take urgent action to bring a complete halt to all illegal Israeli measures and actions aimed at changing the demographic composition, character, geographical nature and legal status of the Holy City and at depopulating it of its Palestinian inhabitants, entrenching the occupying Power's unlawful control of the city and thus illegally and unilaterally determining the fate of Al-Quds Al-Sharif, the capital of the future State of Palestine.

It also condemns Israel's escalation of its practice of demolishing Palestinian homes, the eviction of Palestinian families from the city, the confiscation of more Palestinian land, homes and properties, the illegal excavation near and beneath Al-Aqsa mosque in the Al-Haram Al-Sharif compound, the revocation of Palestinian residency rights in the city, the continued closure of Palestinian institutions in the city and the imposition of severe restrictions of movement that have isolated the city from the rest of the occupied Palestinian territories. Each one of these crimes constitutes a violation of the Geneva Conventions.

  47. We still recall its attempt to burn down the mosque in 1969, the excavation of a tunnel near the mosque in 1996 and the continuation of this excavation activity in 2007. In another act of aggression, on 28 September 2000, Ariel Sharon, leader of the right-wing opposition at that time, visited the Al-Aqsa mosque compound, which led to the outbreak of the second Palestinian intifada and the hampering of the peace process. The OIC expresses grave concern about and condemns in particular Israel's illegal and intensifying colonization measures, including its ongoing settlement activities, the transfer of further Israeli settlers and the construction of the wall in the occupied Palestinian territory, especially in and around the Holy City.

Our group reiterates its condemnation of Israel's persistent aggression against Islamic and Christian holy places and sites in Al-Quds Al-Sharif and against the Palestinian inhabitants of the holy city of Al-Quds, which continues to cause tensions to rise and difficulties to mount for the Palestinian inhabitants of the city in all spheres of life. The new chapter of this Israeli aggression is the ongoing saga of terror launched by the occupying Power on 27 September 2009, when it began excavation activity in a holy site, the purpose of which was to undermine the site's symbolic and sacred significance for Muslims throughout the world and for the Islamic faith itself. 09-55901 Israel's current aggression against the Al-Aqsa mosque is not the first of its kind.

  49. I have the honour to make this statement on behalf of the Organization of the Islamic Conference (OIC). The OIC expresses its serious concern about the grave situation in the occupied Palestinian territory, including East Jerusalem, especially the continuing inhumane Israeli blockade and dire humanitarian crisis being imposed on the Palestinian civilian population in the Gaza Strip and the ongoing illegal colonization campaign being carried out by Israel, the occupying Power, particularly in and around occupied East Jerusalem. We strongly condemn the recent attacks perpetrated by Israeli occupying forces, including extremist settlers, against Palestinian civilians and worshippers at Al-Aqsa mosque and the Al-Haram Al-Sharif compound in occupied East Jerusalem.
