The twenty-fourth report (S/2019/570) of the Analytical Support and Sanctions Monitoring Team asserts that "[Idlib] contains the greatest concentration of terrorist elements anywhere in the Levant and Iraq and is described as 'the world's biggest dumping ground for foreign terrorist fighters'."(S/2019/570, para. 2) I repeat, Idlib is "the world's biggest dumping ground for foreign terrorist fighters". Those are the words used by the Security Council's Analytical Support and Sanctions Monitoring Team.

Furthermore, out of concern for the safety of its citizens, my Government recently announced the opening of a humanitarian corridor in the city of Souran to enable civilians who wish to leave the areas in which terrorist groups are present in the northern rural Hamah area and southern Idlib for areas in which the State is present. We are working on meeting the various needs of those civilians in terms of food, shelter and medical care. Moreover, my country has agreed to send an entire hospital of the International Committee of the Red Cross to the Al-Hol camp. It seems the news of sending an entire Red Cross hospital to the Al-Hol camp has not reached Mr. Lowcock.

Terrorist organizations and their sponsors have chosen the military solution through their continued targeting of civilian areas in Aleppo, Hamah, southern Idlib and Latakia where hundreds of innocent victims were killed and thousands were injured. This has met with silence by the co-penholders on the humanitarian issue, who failed to say a single word to condemn it in or outside the Council. Rather, the co-penholders talk only about confidence-building measures with the terrorists, thereby disregarding the fact that the Western-backed terrorist groups have killed a large number of those whom they kidnapped and were holding hostage.

  4. It has abided by such initiatives to safeguard the lives of Syrian citizens and end the actions of those who trade in the pain and blood of Syrians throughout Syria. As I said, we recently witnessed that seriousness at the thirteenth round of the Astana talks, in which the delegation of the Syrian Arab Republic participated and where we adopted a final communique, which was very constructive. But that communique was completely rejected, while I was in the middle ofa press conference at Astana. I was reading out an official statement on behalf of my Government after the meeting's conclusion, and the agreement was broken and rejected within half an hour of its adoption. Who broke that agreement? Turkey, the terrorists and the sponsors of the terrorists in Idlib.

The Polish presidency thankfully held a meeting on 20 August regarding the challenges to international peace and stability in the Middle East (see S/PV.8600), during which most speakers confirmed that Israel's occupation of Palestinian and other Arab territories and its aggressive policies are the root cause of those challenges. In the light of the firm statements delivered by dozens of speakers, we would assume that there is no place for further political illiteracy in this international Organization. Certain speakers mentioned today the current situation in Idlib. In that regard, I would like to confirm that my Government has demonstrated the patience of Job, opted for political solutions and has provided sufficient time, as it has always dealt seriously with all attempts to restore calm.

  6. Lowcock for putting himself today and the Office for the Coordination of Humanitarian Affairs in the service of the agendas of the antagonist countries vis-a-vis my country. Israel's participation in this terrorist architecture was demonstrated in the recent Israeli attacks on the territories of three Arab States, namely, Syria, Iraq and Lebanon, which were supported by the United States Secretary of State in a manifestation of the United States-Israel partnership aimed at continued instability and insecurity in the region to serve Israeli interests.

  7. Is there any justification for the Council's silence on the blatant and public violation of international law and the Charter of the United Nations? Certain all-too-familiar Member States strive to exhaust Council members by sometimes calling for almost daily meetings, providing false witnesses, proposing draft letters, statements and draft resolutions and establishing committees, such as the one recently set up to investigate claims that hospitals and medical centres are being targeted, based on so-called open- source accounts that are both misleading and unfounded. All such efforts are meant to level accusations against the Syrian Government and tarnish its reputation, rather than to rely on the documented information that my Government provides to the United Nations.   8. This United States-Turkish agreement has further exposed those two countries' partnership in the aggression against Syria and the manoeuvring and deceit governing their policies. We are facing a dangerous reality in which two antagonist countries are supporting terrorism in my country and overtly negotiating encroachment over the territories of a third State - my country, Syria - while, at the same time, the Security Council, through 20 resolutions, has confirmed its firm commitment to preserving the sovereignty and territorial integrity of the Syrian Arab Republic. The United States delegation supported those 20 resolutions, which were adopted unanimously. Can the Council therefore let us know what position it takes vis-a-vis the hostile behaviour of the United States and Turkey in entrenching the occupation of part of my country?

  9. They have taken that provocative measure aimed at creating a new reality on the ground in the areas illegally occupied by the forces of those two States. That provocative measure took the form of a statement issued by those two parties on an agreement to establish a so-called safe zone on Syrian territory - I repeat: on Syrian territory, not in Florida, Texas or Istanbul. My country categorically rejects that agreement, as it constitutes a blatant violation of the sovereignty and territorial integrity of the Syrian Arab Republic, which has been affirmed by all Security Council resolutions on Syria. It is also a blatant violation of the principles of international law and the Charter of the United Nations.

In that context, my delegation would like to thank the delegations of Russia and Iran, as well as the host State, Kazakhstan, for their contributions to ensure the success of that round of talks. We emphasize the need to not prejudice this track because, as enjoys broad support and consensus, especially from the Syrian people, who are primarily concerned with determining their own future.   11. The number of residents living in Idlib is no more than 1 million. Earlier this month, I took part in the thirteenth round of the Astana meetings, which were held in Nur- Sultan, the capital of Kazakhstan. That round of talks concluded in the adoption of an important declaration that reiterated a strong commitment to the Syrian Arab Republic's sovereignty and territorial integrity, as well as continued cooperation with the Syrian Government until the terrorist organizations in Syria are totally eliminated. The declaration also rejected the separatist agendas that aim to undermine the sovereignty and territorial integrity of Syria. Moreover, the declaration reiterated adhering to international resolutions pertaining to putting an end to the Israeli occupation of the Syrian Golan - first and foremost resolution 497 (1981).

  12. Now we hear other claims about targeting medical and educational facilities and services in Idlib and its outskirts. All those claims are baseless and simply part of the unjust and aggressive political architecture of terrorism that has been targeting my country for the past eight years. I assert before the Council that the Syrian Air Force and the friendly Russian Air Force do not attack civilian targets. Instead, they attack only terrorist bases and centres, unless one considers the bases and centres of terrorists as sanctuaries of worship, kindergartens and centres that promote international humanitarian law. Moreover, there are not 3 million Syrians in Idlib. That number is misleading and incorrect. Idlib does not hold 20 per cent of Syria's population. It is, instead, a small province in Syria, compared to Syria's other provinces.

It has become the regular approach of certain speakers in the Council, and has occurred in 62 meetings prior to this one, that with every victory of the Syrian Arab Army in confronting the hordes of global terrorism, they launch campaigns of lies in order to defame and mar the image of the Syrian State. The Council will recall that, when Homs was liberated, some claimed the use ofwhat was then called exploding barrels. Regarding Al-Qusayr and Qalamoun, on the Syrian-Lebanese border, lies were spread about forced evictions and demographic changes. When the eastern neighbourhoods of Aleppo were liberated there were claims of siege, starvation and obstructing access to medical supplies. When the eastern Ghouta villages were liberated lies were fabricated about the use of chemical weapons.

  14. The Syrian Government's figures are much bigger. The number of Belgian terrorists in Syria today who are fighting the Syrian Government is 400. Fighting what? They are fighting the Syrian Government. 1 would like the Belgian representative to ask my dear friend and Belgian colleague, Ambassador Jan De Ruyt, who was here in 2011, what I said to him back then, when the crisis first started in Syria. I told him that we had detected the first foreign terrorist in Syria. He was a sniper, attacking Syrian soldiers and policemen in Homs. He was Belgian. The very first foreign terrorist detected in Syria was from Belgium. I encourage the Belgian representative to ask his colleague Ambassador De Ruyt. We could speak at length about this matter.

  15. Terrorism in the caves of Idlib led to the killing of tens of thousands of Syrians in Aleppo, Hama, Latakia and throughout the Syria. Therefore, no one can blame us when we exercise our sovereign right to combat terrorism. As we are speaking about terrorism, I mention the International Centre for Counter-Terrorism in The Hague, the Netherlands. According to the Centre, there are nearly 4,300 European terrorists fighting in Syria and Iraq. The "moderate armed Syrian opposition" has been genetically modified. First, they were Europeans, then became Syrians and now, members ofthe moderate armed Syrian opposition. Of those 4,300 European terrorists, 2,838 are from Belgium, Britain, France and Germany. Four European countries sent us almost 3,000 terrorists. These statistics are not accurate, as they are European statistics.

  16. In fact, it violates his mandate and its provisions, thereby obstructing the Special Envoy's noble mission. The only path, the most effective and the least costly, to end the suffering of the Syrian people is for the States that sponsor terrorism to recall their monsters from Idlib and Al-Hol camp, which is being run by the occupying United States forces in a dear part of my country. I ask them to take back their monsters and put them in their civilized caves in Europe, Britain - as Britain is no longer part of Europe - Australia, the United States, Turkey, the Caucuses, the Gulf, Tunisia, Egypt, Jordan and Central Asia. Then the bloodshed of the Syrian people will stop and my country - all of it, not just Idlib - will enjoy peace and security. I also express our satisfaction about the recovery of Mr. Pedersen, Special Envoy of the Secretary- General, to good health. We are pleased to see him back at work. I have noted from the statements of some of my colleagues - particularly those from the delegations of the United States, Britain, France, Belgium and Germany - that they are now speaking as if they were the Special Envoy. They have drawn up a new road map for him, one that has nothing to do with the road map that he follows and was agreed upon by everybody. The new road map is full of landmines in the shape of preconditions and was presented in a rude way that does not respect the mandate of the Special Envoy.

  18. The repercussions will not be limited to the Middle East but will go well beyond. In conclusion, the time has come for the peoples of our region to live as others throughout the world - in prosperity, safety and stability - reclaim their role in enriching human civilization, the cradle of which is in the Middle East, and establish the values of peace and coexistence among peoples, civilizations and cultures. That requires the Security Council to adopt a serious and effective approach to dealing with the reasons underlying the instability that I just mentioned and to move away from a policy of selectivity and double standards, which has been the salient characteristic of the Council's way of dealing with the issues of our region, mistakenly called the Middle East.

  19. In that regard, we renew our call for adopting the Syrian initiative aimed at establishing a zone free of all WMDs and, above all, nuclear weapons in the Middle East. Draft resolution S/2003/1208 on that initiative was submitted by my country during its membership on the Security Council in 2003 and continues to be held prisoner in the Council's filing cabinets. Concerning the situation in the Gulf region, my country condemns policies that fabricate crises and ignite new wars in the region the goal of which is to distract the peoples of the region from pursuing their main cause, which is ending the Israeli occupation, and countering attempts to impose hegemony and plunder the region's wealth. They are an expression of hypocrisy when seen against the backdrop of starving people, while depriving them of their basic needs and proclaiming concern about the welfare of the Syrian people and achieving the 2030 Agenda for Sustainable Development so that no one is left behind. Fourthly, we must deal firmly with the threat posed by Israel's arsenal of weapons of mass destruction (WMDs) to the security and safety of the people in our region and compel Israel to join the Treaty on the Non-Proliferation of Nuclear Weapons, as a non-nuclear State, and place all its activities and facilities under the safeguards of the International Atomic Energy Agency in accordance with resolution 487 (1981).

  21. It has also brought in weapons and ammunition to support those terrorists. Furthermore, some have demonstrated the degree to which they have colluded by calling those foreign terrorists the "moderate armed Syrian opposition". Thirdly, we call for the immediate and unconditional lifting of the coercive unilateral measures, which the United Nations has consistently declared illegitimate and which have had a devastating impact on the people of the region and their ability to achieve development, while leading them to leave their homes as refugees and migrants. Those coercive measures are also a form of economic terrorism complementing the terrorism of terrorist groups.

  22. Secondly, the United Nations was founded on the principles of the sovereign equality of States and non-intervention in their internal affairs. Moreover, it was founded on the principle of refraining from the threat or use of force. Respecting those lofty principles calls for, inter alia, compelling the United States and its allies, including the Turkish occupation forces, to cease their illegal military presence on my country's territories and their pro-terrorism aggression and crimes against Syrians and civilian infrastructure. We have seen how the Erdogan regime has brought Uzbek, Tajik, Caucasian, Turk, Uighur, European and Arab mercenaries and terrorists across the border between Syria and Turkey into Idlib to support the terrorist Jabhat Al-Nusra and other terrorist entities affiliated with it.

It has encouraged the United States Administration to shirk its obligations under the relevant Security Council resolutions, which was apparent in the United States President's recognition of Jerusalem as the capital ofIsraeI and Israeli sovereignty over the occupied Syrian Golan, and the attempt to pass off a suspicious deal, which is tantamount to the crime of the century. Moreover, as we have repeatedly underscored, that has encouraged the Special Coordinator for the Middle East, Mr. Nickolay Mladenov, to not perform his mandated duties. Anyone who questions the existence of an organic link between what is happening in our region, on the one hand, and the quest to entrench and prolong the Israeli occupation of Arab territories, including the Syrian Golan, on the other, is delusional, misinformed or naive.

First, any objective perspective concerning the reason for tensions in Middle East must admit that the main reason for this conflict and the absence of peace and stability in the region has, and always will be, the Israeli occupation of Arab territories, including the occupied Syrian Golan. That is not owing to any racial, religious or sectarian factors, which are fabricated reasons being propagated in order to fragment the countries ofthe region, redraw their borders and weaken the resilience of our peoples faced by Israeli bullying. The lack of the necessary mechanisms for enforcing the implementation of the Security Council's own resolutions on the Arab-Israeli conflict has led to the continuation of the occupation and enabled it to continue its crimes against our people in the occupied Arab territories.

  25. Successfully meeting the challenges facing the region therefore requires upholding principles of international law and the Charter of the United Nations, which is the common denominator to all. Those countries must stop attempting to distort the Charter and manipulating its provisions. Ever since the founding of the United Nations, the challenges facing the Middle East have taken up a major part of the Security Council's agenda and that of the United Nations. Although those challenges are regional in nature, they are of concern to everyone in the world. Dealing with them seriously and in accordance with the law is not merely a regional matter, but rather in the interests of the entire world. They obstruct identifying the causes of occupation, aggression and the destructive external intervention in the affairs of the countries of the region in various forms, including by aiming to forcibly overthrow systems of Government and investing in terrorism over peace, as my friend the Permanent Representative of Indonesia rightly mentioned. Such causes include the fabrication of crises, their prolongation and dragging the entire region into bloody artificial wars to the detriment ofthe welfare, prosperity and security of the people. From the beginning of the twentieth century to this day, the Middle East has borne witness to tragic events as some colonial States have preferred to serve their own narrow interests and ambitions over the principles of law, justice, ethics and peace.

Our delegation has reviewed the concept note (S/2019/643, annex) that you circulated in preparation for this debate, and we thank you for your initiative to convene this meeting. As usual, and as we have witnessed in many previous meetings, some Member States of the Security Council have intentionally derailed the debate from its objective, namely, the diagnosis and treatment of the root causes of the challenges that impede the achievement of peace and security in the Middle East.

In conclusion, the Syrian Arab Republic maintains its unwavering support for the Palestinian people's right to self-determination, their desire to establish an independent State with Jerusalem as its capital, and their right of return, as set out in General Assembly resolution 194 (III) of 1948. Furthermore, we support the accession of Palestine as a full-fledged Member of the Organization through the implementation of a principle that cannot be blocked or lobbied against by the occupying Power.

By speaking one day of Lebanon, another day of Libya, another of the Sudan and another of Yemen, the Israeli representative denies at every meeting of the Council in which Israel participates the essence of the agenda item, namely, the occupation of Arab lands and the Palestinian question, and the recognition of the legitimate right of the Palestinian people. Those present in the Chamber today should note that the statements delivered by the representative of the Israeli occupation before the Council are an unparalleled rejection of Council resolutions and international law. I would recall that President Mahmoud Abbas stated that the Organization has adopted more than 800 resolutions on the issue of Palestine. The statement delivered by Israel speaks of everything except what is essential, namely this agenda item, which is why this meeting on ending Israeli occupation of Arab territories and denying Israel's access to the occupied lands, including pre-l967 Jerusalem, all of the Syrian Golan and what remains of Lebanese territory has been held regularly since 2002.

We call on the Security Council and the United Nations to take robust action without delay in order to ensure that the principles of international law are applied so as to bring an end to the Israeli policies of aggression and its scandalous violations of international law, the provisions of the Charter and Security Council resolutions, including resolutions 242 (1967), 338 (1973) and 497 (1981). We reiterate our demand that Israel, the occupying Power, release prisoner Sidqi Al-Maqt and all other Syrians it has imprisoned. Mr. Al-Maqt is a Syrian citizen of the Golan who has spent 27 years in Israeli jails, as many years as Nelson Mandela spent in apartheid-era jails. His crime was documenting, through audiovisual media, the cooperation of Israeli authorities with armed terrorist groups. He was convicted to 14 years in prison.

  32. Mladenov's failure to address the issue of the occupied Syrian Golan in his briefings before the Security Council. We wish to voice this grievance to the Secretary-General so that the matter will be duly addressed. Our Government reaffirms that the Golan is an integral part of the Syrian Arab Republic. Our claim to it is an inviolable right that cannot be negotiated. The Syrian Golan and the Syrian presence in the area is, under international law, at the heart of our priorities.

Yet that is not all: the occupying Power held a Cabinet meeting in the Golan, where it announced the creation of a new settlement called Trump Heights as a gift from the Prime Minister ofthe occupying Power to the United States President for having violated the resolutions of the Security Council and international law by unilaterally recognizing Israeli sovereignty over the Syrian Golan. Regretfully, this matter was not addressed by Ms. DiCarlo, who has repeated the long-standing error of Mr. Nickolay Mladenov. These direct provocations targeting our country have continued unabated, including through armed terrorist groups, leading most recently to the deaths of four civilians, including a baby, and the wounding of 21 others, mostly women and children. Israeli practices also include the seizure of goods and lands of Golan residents for the purposes of expanding settlements or building wind-power stations. These actions are often a mere pretext, given that our compatriots in the Golan, having omitted their lands from the proper registries, have seen their goods and property seized or confiscated. This scandalous behaviour by the Israeli occupying Power also continues in Jerusalem and the West Bank.

Those behind them are trying to capitalize on the Security Council's inability to implement its own resolutions on ending the Israeli occupation in order to turn the facts upside down and shirk their legal obligations and the established terms of reference. This was illustrated by the United States President's recognition of occupied Jerusalem as the capital of Israel and of what he called "Israeli sovereignty" over the occupiedSyrian Golan, completely flouting commitments made by previous United States Administrations to comply with all relevant United Nations resolutions, including resolution 497 (1981), which states that by imposing its legislation and administration in the Syrian Golan, Israel, as an occupying Power, is acting in a manner that is null and void and that its acts of aggression have no legal validity.

  36. This is the crux of the agenda item: ending the Israeli occupation of Arab and Palestinian territories and empowering Palestinians to enjoy their legitimate rights. It appears that some choose to engage in discussions on issues that have nothing to do with an end to the Israeli occupation of Arab lands and the Palestinian question, talking, for example, about Iran and going on about other matters, knowing full well that this runs counter to consensus within the Council and diminishes the importance of addressing the agenda item at hand. We have recently seen a series of provocative unilateral measures.

  37. Mr. Ja'afari (Syrian Arab Republic) (spoke in Arabic): I speak in my capacity as a critical stakeholder on this agenda item. The ongoing Israeli occupation of the Arab territories poses a great challenge to the credibility and significance of the provisions of the Charter of the United Nations and of international law. Despite the unprecedented manipulations of Security Council and General Assembly resolutions on the Israeli occupation of Arab territory in Palestine, southern Lebanon and the Golan, rhetoric continues to be used to try to turn essential issues into items of secondary importance and vice versa through a flood of details of little import to the detriment of what is essential - the need for the Israeli occupation to be brought to an end.

My country also emphasizes that what is happening in Syria cannot be reduced to a mere disagreement on names and procedures in the context of the formation of the constitutional committee, despite its importance. There is a much larger picture at stake, as the issue of the constitutional committee is just the tip of an iceberg that is kilometres-deep. In conclusion, without the concerted efforts of all, without support for the Syrian Government to eradicate terrorism, without ending the illegal foreign presence throughout Syria and unilateral economic measures, and without effectively maintaining the unity, sovereignty and independence of Syria, any political track that does not take all of that into account would remain an unrealistic and hopeless solution.

An awakening, an acknowledgment of guilt - or mea culpa, as they say in English - and a return to those noble principles would guarantee the unity of the Council and its defence of the provisions of the Charter and give the necessary impetus and support to the work of the Special Envoy and to serious parties that have sought to reach a political settlement to the crisis in my country, Syria, and have coordinated efforts to combat terrorism. My country's Government affirms that it stands ready to cooperate with the Special Envoy to make his mission a success as he facilitates the Syrian-led and Syrian-owned intra-Syrian dialogue to move forward on the political track. Therefore, the only way for our Organization to avoid meeting the same fate as the League of Nations is to ensure that countries abide by the Council's resolutions and the provisions of the Charter, in particular paragraphs 1, 4 and 7 of Article 2, which provide for the principle of sovereign equality of all States and for all Members to refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any State. In his most recent briefing on the situation in the Middle East, on 20 June (see S/PV.8557), Mladenov failed to note that the Government of the Israeli occupation held a meeting in the Golan on 16 June and that on the same day it announced the establishment of a new settlement in the Golan, to be named Trump Heights. However, he was quite forthcoming with regard to the details concerning a goat that had crossed the separation line into part of the occupied Syrian Golan. In addition, his colleagues, senior United Nations officials, were quite forthcoming with regard to raising the issue of the Syrian authorities granting one visa entry here and denying another one there. That is all they talk about when discussing the situation in the Middle East 4 a goat crossing the separation line from the Syrian side and the issue of entry visas.

In order to complete the series of provocations, which have been repeatedly condemned by the Council, of continued violations of international law and of illegal settlements by the occupying Power, the American President responded to the Israeli announcement by saying, "Thank you, Mr. Prime Minister, for this great honour". It is a great honour that Israel announces the creation of a settlement in the occupied Syrian Golan called Trump Heights. The United States President responds by expressing his thanks for that great honour. It is as if he were expressing his happiness that a residential compound had been added to his worldwide real estate collection, while ignoring the fact that the settlement will be established on Syrian occupied land, of which neither Trump nor anyone else has the right to dispose.
