How can we put an end to the crisis without addressing the violations of the relevant Security Council resolutions on combating terrorism, in particular resolution 2253 (2015), which deals with training for terrorism committed by Israel, Qatar and Saudi Arabia? This has clear consequences for the security and stability of the region. I would like to discuss the way that the issue of humanitarian access is manipulated. The report of the Secretary-General (S/2016/460) presents this inaccurately, and what he describes is very far from the reality and based on unreliable sources.

How can the humanitarian situation improve when President Erdogan uses Turkish territory, including the United Nations corridors, as a transit area for tens of thousands of foreign terrorist fighters? Furthermore, the Turkish regime provides weapons to terrorists and uses humanitarian convoys as a cover. The Special Envoy of the Secretary-General for Syria appears not to know about any of this, despite the fact that I myself told him about it on several occasions. Furthermore, we have drawm the attention of members of the Security Council to this matter in detail in our official communications. The Erdogan regime imprisons customs officers, judges and reporters who describe the situation honestly.

  3. This has forced some sectors of the population to leave Syria out of a sense of insecurity and a lack of subsistence, but the Council ignores this dire humanitarian situation in Syria. How can we talk about putting an end to the suffering and tragedy of the Syrian people inside and outside the country and putting an end to the humanitarian crisis in Syria? How can we know that the humanitarian and political situation is uncertain? What can we do to implement some of our goals? Suffering should not be used by certain Governments as a tool for political and other types of blackmail, as President Erdogan did a couple of days ago when he threatened to change the refugee situation if Turkish nationals were not given a visa exemption for European countries.

  4. This is an attempt to burnish the image of that terrorist group, to use terrorist groups for political blackmail and to implement a particular agenda. This has become obvious in the statements made by the representatives of these States - including the Ministers for Foreign Affairs of Saudi Arabia and Turkey, as well as other countries - when they clearly threaten to maintain their support for terrorism in Syria unless the leadership is changed. The same States impose unilateral illegal economic sanctions on the Syrian people. That increases the suffering of the Syrian people and is a huge burden on the public and private sectors, which are trying to provide food stuffs, pharmaceuticals and ensure the people's basic needs are met.

This situation becomes more glaring when these same States invite these groups to participate in the Geneva negotiations, as though there were such a thing as moderate terrorism and as though they would both allow and not allow terrorism. The same States enable the access of representatives of these entities into their countries and allow them access to the media. That was the case with the head of Jabhat Al-Nusra, who was received by the Qatari channel Al-Jazeera on several occasions, and with the representative of foreign relations of Ahrar Al-Sham, who was in the United States on a British passport in January. There was an article about that in the Washington Post, on 18 July 2015, and in the Telegraph.

  6. That became obvious when some refused to label Jaysh Al-Islam a terrorist organization in the Security Council, despite the request made by the Russian Federation. Those bodies work in an alliance was with Jabhat Al-Nusra, which is a terrorist organization, and commit terrorist acts every day. Jaysh Al-Islam targets civilians in their shelters in Damascus and Aleppo and other cities. They perpetrate terrorist acts. Recently such acts were carried out together with Da'esh in Jabla and Tartus in Syria, as was just mentioned. This, as I said, resulted in hundreds of innocent lives lost. Those same States refused yesterday the request of the Syrian Government to call Jaish-e-Mohammad a terrorist organization.

  7. Some Council members claim to be concerned by the humanitarian situation and the protection of human rights in Syria. These States hold meetings, make statements and issue communiques right, left and centre, as though they were doves of peace and only worried about the prosperity, stability and peace of the Syrian people. That is how they present themselves. However, the reality is very different because anyone who wants to know can just look at the behaviour of these States and see that they play a critical role in the suffering of the Syrian people and the tragedy that has befallen them, as well as in the way it is being treated, as recalled in the statements on the protection of civilians in Syria, Iraq and Libya. Some States protect the terrorist entities, including within the Security Council.

  8. What happened with the propaganda being put out in the countries of the Gulf and elsewhere that talks about the refugee camps as if they were five-star hotels? Why does the Under-Secretary-General not know about the Saudi cleric Abdullah Al-Muhaysini, who recruits children and acts as a mufti for the terrorist group Ahrar Al-Sham, which is expanding in northern Aleppo and Idlib? Those are facts that we have to consider. What he said about Jableh and Tartus, which were shelled during a suicide attack by a terrorist, is an incomplete description, to put it mildly. He knows perfectly well that Da'esh and Ahrar Al-Sham claimed responsibility for the terrorist acts there, and the perpetrators' identity is therefore very well known to him.

Mr. Ja'afari (Syrian Arab Republic) (spoke in Arabic): I was expecting the Under-Secretary-General to begin his statement by offering his condolences to the Government and the people of Syria for the hundreds of innocent civilian victims in Jableh and Tartus who perished a few days ago. The Council denounced that action and express its condolences in a press statement a couple of days ago. Like the Council, I was surprised to hear what the Under-Secretary-General said about his visit to Turkey and what he saw there - surprising things, as he put it, in Syrian refugee camps in Turkey. He saw children who had no food to eat. What I would like to ask him, and the Council, is what happened to the billions pledged at various conferences in Kuwait and elsewhere for the host countries Turkey, Jordan and Lebanon?

It has two capitals, in both Syria and Iraq, and therefore an international coalition was set up to confront it. Today the scenario of constructive chaos is complete.   16. We continue to assert that terrorism is the gravest threat to the world today; it is the common enemy ofall mankind. Therefore the United Nations and the Security Council must take up their responsibilities to coordinate and promote international cooperation to combat terrorism. However, such cooperation must be very far removed from selectivity and double standards.   21. This is the true face of the Al-Nusrah Front, even if some are trying to overlook the facts and have it be considered as an entity working to fight terrorism in Syria. The Al-Nusrah Front is in fact part of Ahrar Al-Sham, yet another terrorist organization. Created by the Turkish intelligence services, Ahrar Al-Sham works in the north of Syria near the border with Turkey. Finally, some started to violate resolution 2268 (2016) the moment it was adopted. They have also been saying things that have nothing to do with the contents of the resolution. Therefore, I call upon the representatives of those States that have spoken of my country in an inappropriate manner, in violation of the provisions of the resolution, to start abiding by the resolution in this very Chamber before abiding by it outside.   22. He is Abu Mohammad Al-Julani, the former deputy of Abu Bakr Al-Baghdadi, the leader of Da'esh, who went his separate way and established the Al-Nusra Front in Syria. The Al-Nusra Front is in effect Al-Qaeda, and as its leader Al-Julani has sworn allegiance to Ayman Al-Zawahiri, the head of Al-Qaeda. Al-Nusra Front is thereby affiliated with Al-Qaeda. Al-Zawahiri appointed a Saudi mufti, Abdullah Al-Muhaysini, to be the mufti for the Al-Nusrah Front in Idlib, with the authority to address issues such issues as the eating of liver and the beheading of people. We are cooperating with the Russian side to determine the groups and areas that will be covered by the cessation of hostilities agreement. Yet, we are now back in the Council and are hearing a different description about what is happening. Resolving the Syrian crisis requires two simultaneous approaches: first, combating terrorism and, secondly, a political approach. Based on that, the Syrian Government is committed to combating terrorism and is pressing ahead with a political approach. As a demonstration of this, the Syrian Government informed the United Nations on 16 February that it had agreed to allow the entry of humanitarian assistance convoys to Dayr ez-Zor, Kafraya, Fu'ah, Madaya, Madimayet, Zabadani and Kafr Batna. Those convoys are a continuation of other convoys that have already reached those regions and other areas and illustrate my Government's intention to facilitate the delivery of assistance to all people in need wherever they are in Syria. Regrettably, some States on the Security Council provide cover for the Erdogan regime. A few days ago those States refused a balanced draft resolution emphasizing the sovereignty and territorial integrity of Syria and rejecting external interference in its affairs and in the outflow ofrefugees. Those are all universally agreed principles that nobody can deny. However, after the adoption of 15 Security Council resolutions on Syria, some are trying complicate matters. It is as if Syria were seeking another five years to prudently analyse what is happening in its territory.

  37. Those terrorist groups launch rocket attacks indiscriminately at civilian areas and carry out suicide bombings, as happened in Horns, Rif Dimashq and Hasakah. Other areas, such as Kafraya and Fu'ah, and, for the past three and a half years Dayr ez-Zor and Zahra, are besieged from the outside by terrorist groups, while others, such as in Madimayet, Madaya and Duma, are besieged internally by terrorists. The terrorists prevent the entry of humanitarian assistance or seize it for their own use or to resell it to civilians. We have not seen any images of so-called moderate terrorists starving. Have representatives ever seen in the media an image of a hungry terrorist in Syria? No, only the civilians are hungry. Terrorists are not hungry because they receive dollars and weapons. They come from all over the world and do not go hungry.

  38. Adding insult to injury is the fact that some States have imposed unilateral coercive measures on the Syrian people, thereby aggravating our suffering. In that regard, it is incomprehensible that some insist on denying the role of the Syrian Government, attempting to portray it as primarily responsible for the humanitarian crisis, as we heard just now in Mr. O'Brien's statement. The height of the paradoxical nature of this scenario is reached when some accuse the Syrian Government of besieging some areas with the aim of starving its own people. However, they are unable to stop the continued outflow of armed terrorists and the financial support provided to them in the regions that they claim are being besieged by our Government.

Looking at the situation from a partial perspective, in isolation from the external, political, military and economic interference in Syria, we do not deny the depth ofthe humanitarian crisis, as the Council well knows. However, we reject any suggestion that it can be dealt with seriously without dealing with the origins of and reasons for the crisis, which are rooted in the spread of armed terrorist groups supported from outside and their proliferation in our villages and cities while using civilians as human shields. The Under-Secretary-General called such externally supported armed terrorist groups "non-State armed groups". We have witnessed no humanitarian crisis anywhere apart from the areas that those terrorist groups have entered.

  40. Every year it has held dozens of formal and informal meetings, now almost daily. However, in that time we have had no resolutions dealing with the disastrous humanitarian situations in Palestine, Libya, Yemen or Somalia, despite the fact that in one Security Council meeting Mr. O'Brien indicated that the humanitarian situation in Yemen was far worse than that in Syria: more than 80 per cent of the Yemeni people are in urgent need of humanitarian assistance. As a Government, we cannot deny that there is a humanitarian crisis in Syria. Millions of people are displaced, refugees or disadvantaged. However, we deplore the mistaken way that the crisis has been dealt with so far.

It is regrettable that, despite the fact that about five years have passed since the crisis began in Syria, some Governments still insist on using the humanitarian situation as a justification in order to achieve their narrow political ends, as if the suffering of the Syrian people were a mere commodity to be used for trafficking and political blackmail by this or that Government. The extent of the hypocrisy and cheap political exploitation of human suffering may perhaps be made clear through the way in which those States treat the humanitarian situation in Syria by comparison to their treatment of such situations in other States. The Security Council has adopted 15 resolutions on the situation in Syria, four of which relate to the humanitarian situation in the country.

The Council President indicated in the concept note (S/2016/103, annex) that the United Nations remains the best possible option in confronting the conflicts and mammoth challenges that are facing humankind. We agree with that.

Those efforts have been conducted in tandem with calls from the Saudi regime for a military intervention in my country, under the pretext of combating the terrorism carried out by Da'esh, an organization founded and sponsored by the Saudi regime itself. Despite everything I have just mentioned, the Council has remained helpless, silent and unable to put an end to the attacks and aggression, and unable to carry out its main role, namely, the maintenance of international peace and security. We are discussing tragic facts, and therefore feel great sorrow for the hundreds of Syrians killed each day while the United Nations remains helpless and unable to hold the perpetrators of international terrorism accountable.   46. The regime has repeatedly used mercenaries and foreign terrorist fighters that it has introduced, in partnership with other countries, into my country. The forces of the Erdogan regime have used heavy artillery to bomb areas occupied by Syrian Kurds and Syrian Arab army sites inside Syrian territory. On top of that, dozens of vehicles carrying machine guns and armed terrorist mercenaries have been sent to the area of Syria around A'zaz, besides Turkey allowing extreme terrorist groups to transit through Turkey to Syria in support of the Al-Nusra Front or Da'esh inside Syria. In addition to that, the Turkish regime has given those terrorist gangs chemical weapons that they can use against Syrian civilians and Government forces - chemical attacks that have been used as a pretext for indicting the Syrian Government.

  47. In that regard, I have to wonder about the commitment those countries made, when they joined the United Nations, to peaceful coexistence as good neighbours with other nations. Where is their respect for the principles of international law concerning friendly relations, as laid down in General Assembly resolution 2625 (XXV) of 1970? How can we interpret the silence in the United Nations surrounding these Governments' systematic violations of resolutions on counter-terrorism such as resolution 2253 (2015), 2199 (2015), 2178 (2014), 2170 (2014), 1373 (2001) and 1269 (1999)? Over the past few days, the Turkish Government has continued its acts of aggression against the sovereignty and territorial integrity of the Syrian Arab Republic. Turkey's armed forces intervened directly in support of the terrorism the country sponsors.

  48. All of this has occurred without any apology, awakening of conscience or change in these countries' disastrous and shameful policies, which have only resulted in more bloodshed and suffering. Matters have not stopped there. The Governments of States Members of the Organization have gathered mercenaries, takfiris and foreign terrorist fighters from all over the world. They have armed and funded these terrorist criminals and sent them to Syria and Iraq, wrongly terming them jihadis or moderate opposition. They have been sent to Syria in order to use our country as a base for their terrorist entities and in order to launch attacks from Syria on other countries around the world. Some have thought it wise to use the term "Islamic caliphate" as a title for Da'esh terrorists, in order to insinuate that Da'esh terrorism is a State effort.

The Governments of the States concerned fabricated and invented artificial entities that they promoted as an alternative to Syria's legitimate Government, and all of this was carried out in the context of lies aimed atjustifying the invasion of Syria, a State Member of the United Nations, in order to change its regime through the use of force. This was in addition to imposing unilateral coercive measures depriving the Syrian people of daily needs such as food, medicine and fuel, along with further inflaming the situation in order to create false humanitarian pretexts justifying military intervention - a situation that also recalls the experience of Libya with a situation that its entire people, indeed the whole world, is still suffering from.

  50. Since the earliest days of the crisis, members of the Organization have exploited the Security Council in order to interfere blatantly in Syria's internal affairs. That has further inflamed the violence and terrorism, has promoted false claims and lies, demonized the Syrian Government and aggravated the crisis, in addition to hindering efforts to arrive at a peaceful settlement. All of these are part of efforts to undermine Syria's stability, security and national sovereignty and attempting to change its regime by force.
