  3. The requests were for the delivery of vital foodstuffs, medicines and vaccines. This failure to include that information in the Secretary-General's report is the responsibility of OCHA. It should be contained in the report so that my colleague the representative of France does not make the same mistake again. The Security Council must uphold the principles of international law and the Charter of the United Nations. It must prevent the noble issue ofhumanitarian assistance from being used as a means to destabilize States or interfere in their internal affairs. Regrettahly, we see that happening flagrantly again today in the Republic of Venezuela.

  4. We also look forward to ending the illegitimate presence of the American troops and the terrorist gangs that they support.. My colleague the Ambassador of France said that the Syrian Government had approved only 40 per cent of requests for humanitarian assistance. That is categorically untrue. The report of the Secretary- General before the Council - that is the report of the Office for the Coordination of Humanitarian Affairs (OCHA) - and which was referred to by my colleague the representative of France, does not mention that the Syrian Government approved without exception all requests submitted by the World Food Programme, the Office of the United Nations High Commissioner for Refugees, UNICEF and the non-governmental organizations, all acting under their respective mandates and within their spheres of competence.

In complementing that effort, the Syrian Government, in cooperation with our friendly Russian partner, has opened two humanitarian corridors to allow for the voluntary, safe and dignified exit of Syrian civilians who are besieged by the American troops and their affiliated terrorist groups. One of those terrorist groups is called Suqour Al-Sahra. It attacked the city of Al-Suwayda, where it killed 327 civilians at dawn and captivated 32 women then returned to its lair, which is under American protection. We look forward to supporting the Syrian and Russian efforts to ensure an end to the suffering of those living in the camp, where the majority would like to return to the areas that are under the control of the Government, as noted by Ms. Ghelani and according to a survey conducted recently by the United Nations.

  6. In conclusion, what is required today is to sincerely work with the Syrian Government in accordance with resolution 46/182, with full respect for Syrian sovereignty. A few days ago we saw the fruits of the engagement between the Syrian Government and its humanitarian partners, the Syrian Arab Red Crescent and the United Nations, in the absence of obstructing external factors. By engaging with the United Nations, we were able for the second time to deliver assistance to the camp where terrorists are deployed and that is occupied by the American troops that invaded a dear part of my country. We provided life-saving assistance and medical care services to the inhabitants of the camp.

How is it possible that certain States, including some members of the Security Council, can claim that they are interested in the humanitarian situation in Syria while they still provide support and protection to the remaining terrorist groups? How can certain Western countries claim that they are keen on combating terrorism and bringing its perpetrators to justice through mechanisms such as the International, Impartial and Independent Mechanism for Syria while they refuse to refrain from the political exploitation of terrorism and to repatriate their own nationals who have been engaged in terrorism in Syria? The policies of certain countries have made international instruments and Council resolutions on counter-terrorism a mere cheap trade commodity like that of Da'esh.

Today I wish to inform the Council that an employee of the British Broadcasting Corporation (BBC), Riam Dalati, confirmed that scenes filmed in the hospital of Douma in the Ghouta, near Damascus, after the alleged chemical attack there were entirely fabricated. The BBC therefore distanced itself from Dalati's fabricated report and suspended him. I want to make it clear that if that report had confirmed the alleged attack or the use of chemical weapons in the Douma hospital, Syria would have been the target of another tripartite attack outside the framework of international legitimacy. Thirdly, five years ago we said that humanitarian assistance in Syria could be delivered on a fair and effective basis only if terrorism were eliminated. That is true again today.

How could certain countries, some of which are members of the Council, claim that they are eager to resolve the humanitarian situation in Syria while preventing the return of Syrian refugees to their homes and villages after being liberated from the terrorists? They put up artificial barriers, while linking humanitarian and development assistance with political conditions that contradict the principles of humanitarian work. When I talk about the politicization of the humanitarian assistance in Syria, I need to refer to what I have said scores of times - the United Nations reports depend on what is called "open sources". Last month, I informed the Council that a reporter from Der Spiegel, a German magazine, fabricated information on Syria and had done so for years, simply to demonize the Syrian Government (see S/PV.8454).

  10. I did not hear from my Belgian colleague any call on my country to participate in the third Brussels Conference on Supporting the Future of Syria. We did not receive an invitation to participate either in the first Brussels Conference or in the second. They claim that they are humanitarian pen-holders. This proves that the reasons behind the three Brussels conferences are not humanitarian at all. They are purely political reasons against my country, Syria. The aim is to prolong terrorism, while using the humanitarian factor to blackmail and promote instability among the countries of the region.

My colleague the Permanent Representative of Belgium, one of the humanitarian co-penholders, expressed his deep concern about what he called 25,000 Syrian refugees who have left Hajin town in Syria, not in Florida, and headed to Al-Hol camp in Syria, not in California. My Belgian colleague added that he is sad for the deaths of some 60 children and adults on the road from the Hajin Syrian town to Al-Hol Syrian camp. I remind my colleague, the Ambassador of Belgium, that many of those whom he described as Syrian refugees are not Syrians at all; in fact, they are Europeans. Many of them came from Belgium, France, Britain, Germany, Spain and Sweden. I am of course talking about thousands of terrorists and thousands of their family members. All of them are not Syrians.

  12. We understand that States have the right to govern and manage their bilateral relations the way they choose and in accordance with their own interests. Of course, we enjoy that right and implement our foreign policies accordingly. However, membership of the Security Council imposes upon its membership the responsibility to engage and consult with the countries concerned so that the members can better understand the preoccupations, worries and challenges of those countries. That would be done if Council members carried out their duties in line with the principles of the Charter of the United Nations, rather than being free to pursue their own national agendas and short-sighted political affiliations.

In that connection, how can some of the permanent members of the Security Council claim to be eager to resolve the humanitarian situation in Syria, given that their Governments have imposed unfair economic sanctions on the Syrian people? Those sanctions affect all aspects of daily life and impede the access of ordinary civilians to food, medicine and milk for their children, particularly in our harsh winters. The Syrians are suffering due to those barbaric measures, which affect the electricity, oil and gas sectors. This is not just political terrorism, but also economic terrorism, which is unfair, illegal and illegitimate. Far from engaging in self-criticism, those States do not take steps to rectify the errors for which they are responsible, which would be a very noble task, as an Arab proverb goes. Nothing of this sort is being done.

  15. He concluded his interview by asking, "Why do we have an army that we do not dare to use?" I will answer that question by recalling what former American President Barack Obama said here in the Council about the fact that the international coalition needed 30 years to eliminate terrorism in Syria. He predicted that eliminating terrorism and Da'esh would take three decades. President Obama therefore agrees with Colonel Legrier. That simply underscores what we have repeatedly said, that the goal of the illegitimate coalition was not to combat terrorism, but rather to target the resources of the Syrian State, prolong the war that was imposed on Syria and drown the countries and peoples of our region in the ongoing chaos of imaginary conflicts.

  16. Colonel Francois-Regis Legrier of France, who was the leader of the French artillery unit in the illegitimate coalition that was established against my country, confirmed that point. I am citing from NationalDefence Review, in which he said few days ago: "We have massively destroyed the infrastructure." The goal of the coalition was to limit its losses. That has led to a substantial increase in the number of deaths among civilians and greater destruction. Colonel Legrier asked: "How many Syrian villages must suffer the same fate as Al-Hajin for us to understand that we are headed the wrong direction?" He noted that the coalition could have acted more rapidly and effectively against the terrorists by sending just 1,000 soldiers.

  17. Today I will briefly explain why I have chosen to repeat what I said some five years ago. I will do that by addressing the following three points. First, five years ago, we said that humanitarian support to Syrians would be right and effective only if actions were aligned with words. That remains valid today. How can certain States, including permanent members of the Security Council, claim to be concerned about the humanitarian situation in Syria while the Governments of those States continue to support terrorism, maintain their own armed forces illegitimately in Syria and engage in aggression after aggression against my country? That has led to thousands of civilian martyrs, the majority of whom are women and children, and to the destruction of the infrastructure.

Five years ago, on 22 February 2014 to be precise, the Security Council adopted resolution 2139 (2014), on the humanitarian situation in my country, Syria. In that regard, I would like to recall some of what I said in this very Chamber when that resolution was adopted. "Humanitarian support to the Syrian people cannot be effective unless it is accompanied in word and deed by an end to the efforts to politicize humanitarian issues and an end to terrorist acts. The activities of the armed terrorist groups, including those associated with Al-Qaida, are the main cause of the humanitarian suffering of the Syrian people" (S/PV. 7116, p. 15).

  20. There must be commitment to United Nations resolutions that reaffirm the illegitimacy of all unilateral coercive measures, which have largely and adversely impacted the lives of Syrians. Such measures, adopted by the United States and some of its allies, impede Syrians' access to their basic daily needs and amount to economic terrorism against certain targeted countries, including my own. They seek to destabilize countries through imposing economic measures, after having failed to do so through political intervention, military aggression and supporting terrorism. My country stresses its commitment to a solution based on a Syrian-lead and Syrian-owned political process. Special Envoy Geir Pedersen visited Syria a few days ago.

We underscore that, in order to eradicate the Al-Nusra Front terrorist group, which is on the Council's list of terrorist organizations and is currently operating in Idlib, the efforts of the international community must be consolidated in line with Council resolutions on counter-terrorism. There must be an end to the illegal presence of American, British, French and Turkish forces on Syrian soil. Those forces support terrorism and hinder humanitarian action, as we saw in the case of the Rukban camp, which is in an area controlled by American forces. There is also a need to stop the illegal international coalition from committing any further crimes against Syria, which have led to the death or injury of thousands of Syrian civilians, most of them women and children, as well as to the destruction of the country's infrastructure.

There must also be full commitment to supporting the efforts of the Syrian Government, both at the humanitarian and development levels, while avoiding any practices that might violate those lofty principles, such as cross- border operations by agencies with hostile agendas based in neighbouring countries and participating in violating my country's sovereignty. Germany's Der Spiegel magazine announced that one of its reporters, Klaus Relotius, an international award-winning journalist, had fabricated news articles when reporting on the crisis in Syria That means that the Der Spiegel - the mirror - did not reflect the situation faithfully. Thirdly, the following measures, inter alia, must be taken to end the suffering of Syrians. There must be full commitment to respecting Syria's sovereignty, unity and territorial integrity, as set out in the Council's resolutions.

In December 2016, the Egyptian Interior Ministry arrested five adults and two children who were filming fabricated bloody scenes in the city of Port Said in Egypt in order to disseminate that video footage and to allege that it took place in the Syrian city of Aleppo. There are also lies fabricated by the so-called White Helmets under the guidance of the intelligence services of certain Western States with regard to allegations of the use of chemical weapons, which give some permanent members of the Council the pretext they need to launch one act of aggression after another against my country without international legitimacy. It seems those countries follow two tracks: a legitimate one within the Council and an illegitimate one outside it. I would like to give the Council another piece of evidence.

  25. We hope that those meetings will help us to make further progress this year at the humanitarian and development levels without any political pressure or diktats from donors. We believe that humanitarian action is noble, not a tool for political subjugation. Secondly, over the past years, we have called on the authors of the reports not to include information provided by so-called open sources or by Arab or foreign media hostile to my country. We warned many times against some Member States relying on false information and misleading reports in dealing with the situation in Syria. The past years have proved us right. We have provided considerable evidence to the Council in our letters and statements. Those lies include the fabricated stories of a child called Omran in Aleppo or Hassan Diab in Douma.

First, we firmly believe that we would have been able to make greater progress together if some partners within the United Nations had committed themselves from the beginning to the principles of humanitarian action, including impartiality, non-politicization and full cooperation and coordination with the Syrian Government as the main party responsible for providing for the needs of Syrians.   27. We must not forget that sustainable development must be achieved in Syria in parallel with the provision of humanitarian assistance. Those two tracks should not be separated. It can clearly be seen those who have good intentions towards my country and those who harbour ill intentions towards it. The Security Council has adopted eight resolutions on the humanitarian situation in Syria. It has held hundreds of meetings and considered nearly 60 reports on this topic. However, all those resolutions, meetings and reports will not alleviate the suffering of the Syrian people until they address the root causes of their suffering. In that regard, I would like to make the following points, which may help members of the Council to understand the root causes of the suffering of the Syrians that they alluded to in their statements.

  28. I underline the words "effectively" and "safely" because over the past eight years ofthe so-called Syrian crisis, no United Nations humanitarian worker has been under threat in Syria. There was a price to that because many officers and soldiers of our armed forces had to sacrifice their lives in order to save United Nations humanitarian workers. Since the start of the terrorist war imposed on my country, Syria, the Syrian Government has spared no effort in meeting all the humanitarian needs of those Syrians affected by that unprecedented terrorist war. My country has always sought to cooperate with the United Nations and with its humanitarian agencies in line with the guiding principles set out in General Assembly resolution 46/182, including respect for State sovereignty. The Syrian Government has therefore taken a number of measures to allow the United Nations to operate in Syria effectively and safely during the years of the crisis and to gradually expand its humanitarian work.

  31. Are we wrong to warn the Organization that its fate might be similar to that of the League of Nations if we do not all take a stand against the policies of those States? The absence of United Nations sponsorship for the Warsaw meeting proves that such an approach will not contribute to drafting a common strategy on the Middle East, as was stated by the very organizers of the meeting, who said that it aimed to forge agreement on a common strategy to address the situation in the Middle East. My country stresses its steadfast and principled position in support ofthe right ofthe Palestinian people to self-determination and to establish an independent State covering all their territories, with Jerusalem as its capital, while guaranteeing the right of refugees to return in accordance with resolution 194 (III) of 1948.

Let us all remember that many of the crises suffered by our countries were due to a violation of international law and the Charter of the United Nations through the creation of illegal coalitions, such as those targeting Iraq, Libya, Yemen, Syria and others, and due to the call for meetings that transcend the Security Council, such as the Warsaw meeting and the Middle East Strategic Alliance, known by intelligence experts as the NATO of the Middle East. Those are coalitions that transcend the Security Council. They raise the following questions. From where do such coalitions and meetings derive their legitimacy? Are international relations governed by international law and the Charter of the United Nations, upon which our founding fathers made every effort to agree? Are they governed by the will and destructive agendas of some countries?

Israeli officials have also repeatedly issued aggressive statements reaffirming the indifference of the occupying Power to international law, the resolutions of the Council and its determination to continue its occupation. Unfortunately, all of those facts and their rejection by our people in the Golan did not grab the attention of the Special Coordinator, Mr. Mladenov, and were therefore not included in his monthly briefings to the Council. Instead, Mr. Mladenov intentionally failed to call things by their true names. He talked to the Council about the Alfa and Bravo, sides as if everyone knows what that means. He should have issued a clear condemnation of the almost daily Israeli aggression against the territories of the Syrian Arab Republic, including the continued aggression against Damascus International Civil Airport.

It also signed deals and issued permits to plunder the natural resources of the Golan, including, most recently, to plunder the property of Syrian people and displace them to make space for a project to generate wind energy on about 6,000 acres in the vicinity of the cities of Majdal Shams, Ein Qiniyye, Bakata and Mas'adah. Israel has continued its settlement activities, crimes and daily repressive practices against Syrian citizens who are living under the yolk of occupation, while also arbitrarily incarcerating them in Israeli prisons, as is the case with freedom fighters Sedqi Suleiman Al-Maqet - known as Syria's Mandela - and Amal Abu Saleh The occupation has also subjected some to house arrest.

They have tried to ignite artificial and surreal conflicts among the countries of the region to divert attention from the real cause of the situation in the Middle East, namely, the lack of stability, prosperity and welfare resulting from the continued Israeli occupation, the Israeli settlements and Israeli attempts to stifle the Palestinian question. In recent times we have witnessed dangerous and systematic practices by means of which the Israeli occupying forces have attempted to consolidate their control and impose their will on the occupied Syrian Golan. For example, Israel convened a meeting of its Government in the occupied Syrian Golan and attempted to organize illegitimate local elections there.

  38. They will never undermine in any way the legal or sovereign rights of my country. Some have invested in the terrorist war that is being waged against my country and have taken advantage of the circumstances of certain States in the region to overshadow Arab rights and stifle calls to implement resolutions of international legitimacy that call for the end of the Israeli occupation of the occupied Arab territories.   39. Regaining the occupied Syrian Golan is the steadfast right of the Syrian Arab Republic and is not subject to negotiation, waiver or statutory limitation. The full withdrawal of the Israeli occupying forces and a return to the border of 4 June 1967 is a commitment that should be fulfilled. That is an unwavering request based on the principles of international law and the resolutions of international legitimacy, including the Security Council's own resolutions 242 (1967), 338 (1973) and 497 (1981). Today we heard the Israeli representative talking about Israel's fevered attempts to change and alter that fact. He covered every topic except the Palestinian question and the Arab-Israeli conflict. Such fevered Israeli attempts to alter the situation, including its aggressive statements and criminal acts, are doomed to failure.

Such actions have not been condemned and there have been no calls by the Security Council to ensure accountability, owing to the positions of the United States, Britain and France, which are partners and supporters of Israel and its aggression. The policies of those three countries and their position in the United Nations run counter to the responsibility that they are supposed to shoulder in maintaining international peace and security, in line with international law and the provisions of the Charter. Those three countries continue to bear false witness and prevent the Security Council from shouldering its responsibilities. However, that will not stop us from exercising our legitimate right to self-defence and working to regaining the occupied Syrian Golan by all possible means.

Those actions are in gross violation of international law, the Charter of the United Nations and the relevant Security Council resolutions, as well as the 1974 Disengagement of Forces Agreement. Such acts of aggression would not have been committed if the Security Council had not failed, for decades, to impose the implementation of its relevant resolutions regarding the Arab-Israeli conflict, and if there was not unlimited support for that rogue entity from certain permanent members of the Security Council. The Israeli occupation forces once again yesterday committed a series of acts of aggression targeting the Syrian Arab Republic, using guided missiles that were fired over Lebanese territory, as just mentioned in detail by my colleague the representative of Lebanon. Israel also launched missiles from the occupied Palestinian territory and Lake Tiberias in the occupied Syrian Golan to conduct its aggression.

  43. It must be a Syrian-owned political solution, reached through a credible political process in our homeland, not in Istanbul, Doha, Riyadh or Washington, DC.   44. In conclusion, my country, Syria, has always been serious about working towards a political solution through the inter-Syrian dialogue led by Syrians and without external interference. The fight against terrorism is the priority at all stages of the political process. All honest Syrians are called upon to take part in that political process based on national interests in order to move forward with the reconstruction of what terrorism has destroyed. That reconstruction has already begun thanks to the efforts of Syrians who are loyal to their country. The same must be done to guarantee the return of refugees and displaced persons to their homes.   45. We ourselves took part in the establishment of the United Nations in 1945. We reaffirm that the constitution and all relevant issues are purely sovereign issues to be decided by Syrians themselves, without external interference. It is unacceptable to set in advance conclusions or conditions on the work of the committee and its recommendations. The committee is autonomous. It is the committee that decides what recommendations to make, and not any other State or party. It is unacceptable to impose deadlines or artificial timelines on the work of the committee. That would be counterproductive because the constitution will define the future of Syria for generations to come.

The Government of Syria has worked very seriously with its allies to overcome the obstacles imposed by some parties to prevent the formation of the committee and to divert it from its set objectives. Nobody therefore has the right to doubt the Syrian Government's support of that process or its commitment to the outcome of the Sochi conference. We have always welcomed the role of the Special Envoy as facilitator of the constitutional committee, and we will continue to do so. Nevertheless, we stress once again that no one can proclaim to be a third- party participant in the process, in accordance with the Charter of the United Nations and the principles of neutrality, integrity and non-interference in the internal affairs of Member States. The political hypocrisy continues under the roof of the Security Council, revealing the true political intentions of those States that for eight years have been putting their full military, media and political weight behind investing in terrorism, in a grave moral contradiction of all the resolutions of the Council. That has led to innumerable tragedies and the suffering of the innocent Syrian people. The constitutional committee emerging from the inter-Syrian national dialogue conference in Sochi should be established as soon as possible. It must be recalled that the Syrian State was the first to provide the list of invited members, and the Special Envoy attests to that.

They also try to characterize the foreign terrorists whom they have brought in from the four corners of the world as the Syrian opposition. On the subject of the moderate opposition, allow me to present some of the key figures of that "moderate armed Syrian opposition". Those eminent persons were genetically modified in the intelligence labs of their parent countries in order to become the Syrian opposition.

Those States say that the sovereignty, independence and territorial integrity of Syria are to be respected, and that the solution must be an inter-Syrian solution led by Syria without external interference. How can those words be reconciled with the actions ofthose States, in particular their direct military aggression against Syria, their invasion of some parts of Syria, their support to armed terrorist groups, as well as their creation of political groups whose only objective is to undermine the inter-Syrian solution? Those States continue to rely on the failed recipes of the past.
