“In the end, their homeland is the final refuge for its people, especially if we take into consideration the fact that the suffering of Syrian refugees has become a political commodity to be traded crassly; likewise for the suffering, deteriorating health, living and security conditions and unethical indignities imposed on the Syrians living in refugee camps. The Syrian Government has abided by all of the provisions of the presidential statement issued by the Security Council on 2 October 2013. I myself welcomed it a few minutes after its adoption. “The Syrian Government announced early on that it was serious and sincere in seeking to resolve the crisis through a political process built on dialogue with all political actors and civil, cultural and economic constituencies within the country, including the national opposition and those armed groups that lay down their weapons and give priority to the language of reason and law in order to preserve the country and safeguard its institutions. In that context, the Government has provided genuine judicial, security and political guarantees to those who wish to be involved in that national process. “Law enforcement is at the heart of State authority, and that includes countering terrorist activities carried out on our territory. No one can deny the duty of and exclusive right of the State to do so. In addition to the terrorist activities I just mentioned, it is well known that the coercive unilateral economic measures illegitimately imposed by certain States against the Syrian people have had a negative impact on the livelihoods and living conditions of the Syrian people. There is also the additional obstacle of the lack of humanitarian financing. The financing of the humanitarian response plan for 2014 has not exceeded 7 per cent of the required funding, in spite of the highly publicized conferences being held left and right. The amount of financing for the regional response plan for Syrian refugees has not exceeded 13 per cent.”

“In addition, they are intentionally targeting in a premeditated way humanitarian convoys, which they have repeatedly plundered. They have also attacked and killed several humanitarian workers, in addition to mounting attacks and blockades against a number of areas of Syria, depriving the civilian inhabitants of humanitarian aid for long periods. Such use of civilians as humanitarian hostages and human shields seeks to prevent the Syrian security forces and army from taking action against the terrorists. We also welcomed the presidential statement of October 2013 and abided by its provisions. Humanitarian support to the Syrian people cannot be effective unless it is accompanied in word and deed by an end to the efforts to politicize humanitarian issues and an end to terrorist acts. The activities of the armed terrorist groups, including those associated with Al-Qaida, are the main cause of the humanitarian suffering of the Syrian people. Those armed terrorist groups systematically target infrastructure, destroying the country and bleeding it of its resources.”

“The fact that some members of the Council have sought to reduce the situation in Syria to a politicized humanitarian issue alone itself exacerbates the humanitarian crisis and trades on the suffering of the Syrian people. It is also a biased and subjective reading of the situation, which masks the serious interventionist agenda that seeks to manipulate the humanitarian crisis and mislead international public opinion. Suffice it to say that some members of the Council have objected eight times to the adoption of even a press statement denouncing terrorist acts that have taken the lives of thousands of innocent Syrian civilians. Those same States that are so very eager to discuss the humanitarian situation in Syrian have also refused to provide ambulances and wheelchairs for people with special needs.”

“Some States have exposed their deep frustration at the emergence of positive developments in the humanitarian and political fields. That frustration was reflected in destruction and terrorism. The Syrian Government has paid the price, and continues to do so. In addition, there has been a campaign of increasingly provocative statements and inflammatory meetings to encourage and provoke, clearly and crudely, the armed terrorist groups, which are under the command of certain Member States. Those States sponsor and train the groups with a view to depriving Syrian citizens of their daily bread and livelihoods. The Syrian people are left to sink deeper into suffering, as my dear colleague from Argentina said.”

“We have covered 75 per cent of such assistance, whereas United Nations bodies and other international organizations operating in Syria have covered only 25 per cent of the total amount of assistance distributed. Certain Governments, some of which are members of the Council, have, in response to Syria's openness, cooperation and positive commitment in the humanitarian field, persisted in and maintained their campaign of deception, sowing doubts and spreading crude claims. That clearly reveals their evil intentions in principle against Syria. That has also revealed that some of them have sadistic intentions. “That would not have been possible had it not been for the cooperation of the Syrian Government and the measures it has taken to facilitate them as a full partner. I would like to give just one example in that regard, namely, the agreement by the Syrian Government to open a third air bridge to carry humanitarian assistance from the Iraqi city of Erbil to the Syrian city of Qamishli. That air bridge entailed 11 flights, while the first and second had 13 and 10, respectively. The Syrian Government has also offered to use its own air fleet to carry out those flights as a gesture of goodwill. In addition to the partnership I have just detailed, I would like to remind the Council of the fact that the Syrian Government has borne the brunt of the distribution of humanitarian assistance in Syria.”

“The Kuwaiti Member of Parliament Nabeel Al-Fadl also stated recently that his country for two decades had suffered from the loss of its sons in Afghanistan and Chechnya, after instigators managed to mislead and send them to fight under so-called legitimate justification. He added that Kuwait continued to receive the bodies of its dead sons who were sent with the same misleading fatwas to Syria. His colleague Saleh Ashour warned that no less than 20,000 Gulf and Arab fighters had decided to move to Kuwait completing their terrorist actitivies in Syria, stressing that changes on the ground in Syria were rapidly evolving, forcing many non-Syrians to exit the struggle there. That is all a drop in the bucket.”

“We have heard recently, following the killing of thousands and of innocent Syrians, many statements by Ministers for Foreign Affairs and security affairs in many Member States warning against the danger of terrorists active in Syria. In that context, the Director of National Intelligence in the United States, James Clapper, confirmed that 20,000 to 26,000 extremists are working in the terrorist armed groups active in Syria, including 7,500 foreign terrorists from 50 countries, including some former elements from Al-Qaida who had participated in wars in Afghanistan and Pakistan and are looking forward to attacking Europe and the United States.”

“The danger of terrorism in Syria has been heightened and its impact has become a threat to peace and security in other States, including Kyrgyzstan, which announced few days ago the arrest of a network of terrorists returning from Syria who had been plotting terrorist acts in the country. After all that, some States very belatedly have begun to take measures to address their failure to commit to the international instruments on counter- terrorism, such as stripping citizenship from those of their citizens involved in terrorist acts in Syria and preventing them from returning to their home countries, as if they are saying to them - to those terrorists - "continue fighting in Syria until you are killed or until whomever sent you to Syria moves you to another State whose stability and security are to be destabilized".”

“The same delegations have ignored the declaration from Damascus by Palestinian Minister of Labour Ahmed Majdalani that terrorists, Islamists and religious people, financed by Saudi Arabia and Qatari intelligence, are the ones who fired against the convoy of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) that was attempting to enter the refugee camp. The Director of UNRWA was there, as was the Palestinian Ambassador to Damascus and the Palestinian Minister of Security, and they were all witnesses to the firing on the assistance convoy attempting to enter the Yarmouk refugee camp. There is much to be said. However, I will not delve into further details, as the subject under discussion is that of the question of Palestine and of putting an end to the Israeli occupation.”

“Turkish freight trucks sent by the Turkish Government, supposedly carrying humanitarian assistance to Syria, were stopped by coincidence on Syrian territory by the police. It turned out that they were filled with weapons, and not with medication, milk for infants or warm clothes for the refugees. No, they were filled with weapons. However, those weapons, according to the Turkish Government, are humanitarian assistance. Those freight trucks were stopped. When they were searched and the weapons discovered, the Head of the Turkish Government laid off hundreds of police officers, judges and other people involved because they uncovered this deceptive action at the Yarmouk refugee camp, the home of Palestinian refugees - our brothers, our sisters - until a decision is made by the United Nations for a return to their occupied territories.”

“At a time when the Foreign Ministers of the United Kingdom, France and other countries, including the chief of the American Federal Bureau of Investigation, have admitted their fear of the return of the terrorist elements who are shedding Syrian blood in Syria to their home countries. If they continue to shed Syrian blood in Syria that is fine; but for them to return to their homelands in the West, that is a problem for them. Preferably, they should continue to shed the blood of Syrians in Syria and not return to their Western States of origin. "Kill the Syrians and let the Syrians kill you". That is the solution. “In order to maintain what is left of the credibility of the United Nations, it is imperative that certain States end their policies of double standards and turn their words into action by forcing Israel to comply with United Nations resolutions so as to end the occupation and the unprecedented calamity to which Arab citizens have been subject for decades. “Moreover, a separation apartheid wall is being built to the east of the Syrian city of Majdal Shams. Israel also refuses to remove mines that have been planted on Syrian territory there. The Israeli occupying Power bears full responsibility for the consequences of its support and assistance to the terrorist group in the area of separation in the occupied Syrian Golan, in blatant violation of the disengagement agreement of 1974, the mandate of the United Nations Disengagement Observer Force (UNDOF) and international law. Israel's support for terrorists endangers the lives of United Nations forces and undermines their work. This has been demonstrated in reality when such terrorist groups have kidnapped UNDOF peacekeepers, fired upon them or targeted their sites.”

“In the same context as the Israeli policies I have just mentioned, the suffering of the Syrian people under occupation in the Syrian Golan has been going on for almost half a century. Israeli settlement activities continue in the occupied Syrian Golan, where the Syrian population is subject to heinous policies of suppression, racial discrimination, detention, torture and depravation of their natural resources, including oil, gas and water. They are also deprived of the right to learn the Syrian national curriculum. Their right to carry their national identity cards is also denied. Syrian citizens in the occupied Golan receive no medical care and students are not allowed to study in Arabic or to use the Syrian national curriculum. Health workers wearing the symbol of the Syrian Red Crescent are not permitted to work in the Syrian Golan.”

“Much like in 2003, when we were members of the Council and called on the Council to make the Middle East a zone free of all kinds of weapons of mass destruction, we now call on the Council to make the Middle East a zone free of all kinds of terrorism as a step towards eliminating terrorism at the global level. One last comment. I told the Council what had happened yesterday. I forgot to mention how missiles yesterday struck the Social Education Institute in Damascus, where disabled patients were being treated, as well as an orphanage. That led to the death of many disabled people in those two institutions, many of them children.”

“Therefore, we want to draw the Council's attention to another form of interference and to more attenpts to dominate other countries. In other words, that is what is being done by certain Member States who openly fund terrorist acts and terrorists, in order to impose their own political agenda and to take a stand against systems of power. All this falls within the comptenence ofthe Council and the counter-terrorism committees. Combatting the terrorism from which Syria is suffering is vital to reach a peaceful solution to the Syrian crisis and for the political process in Syria to gain credibility. Our statement is an appeal to the Security Council to show solidarity with the Syrian Government in the face of the terrorism that has claimed the lives of thousands of people.”

“Those States must be made to stop those destructive practices, which violate Security Council resolutions, including resolutions 2042 (2012) and 2043 (2012) and 2118 (2013). They are also in contravention of the Geneva Declaration. Therefore, we need to reach a settlement on the Syrian crisis through a Syrian-led political process based on national dialogue among the Syrians themselves. My country has for many decades constantly called for an end to hegemonic colonization. We have incessantly called for the sanctity of the commitment to the non-interference in the internal affairs of States. On many ocassions, my country has affirmed its conviction regarding the role of the United Nations in combatting terrorism. The struggle can only be carried out on an individual basis.”

“We have submitted documents to the 1540 Committee which prove that terrorist organizations active in Syria are trying to obtain chemical weapons through neighbouring countries. We have also drawn the Committee's attention to reports about these attempts, as well as shipments which were seized in Turkey and Lebanon, and given it the names of individuals who have been arrested red-handed. The Governments that are financing, training and facilitating terrorist elements need to be held accountable. Those terrorists are moving throughout Syria and being sponsored by States, and those States need to be treated as participants in terrorist activities because they are killing Syrians.”

“The article in The Independent states that there are mercenaries coming from France and elsewhere, and it is the same problem. In accordance with resolution 1624 (2005), Member States need to be engaged in stopping the incitement to terrorism and hatred in the media or in official statements, the procurement of weapons for terrorists and the political, financial and media support for terrorist groups. We need to combat the exploitation of the Internet and information and communication technologies that are being used to incite terrorists and target young people in different parts of the world. We need to thwart the attempts by terrorist groups to access to and use of weapons of mass destruction in my country, such as what happened in Khan al-Assal in March and in Ghouta in August.”

“That is why we think that we all need to take additional steps to bolster those measures in order to achieve results, namely, addressing the concerns that we have conveyed to the Council and which are closely aligned with the authorities and competencies of those Committees; preventing the funding and arming of terrorist groups and refraining from sponsoring them; combating extremist radical thought and fanaticism, regardless of its sources; calling on States to control their borders and stop the transit of extremists and terrorists who are seeking to travel to Syria. In that regard, I want to cite the article from The Independent that came out yesterday, which said that a British extremist, Anjem Choudary, organized anetwork to send terrorist mercenaries to Syria. According to Choudary himself, he sent over 300 people.”

“Despite the fact that the Al-Nusra Front and its head, Abu Mohammed al-Golani, are listed in the list established and maintained by the Committee pursuant to resolutions 1267 (1999) and 1989 (2011) with respect to individuals, groups, undertakings and other entities associated with Al-Qaida, despite the sanctions imposed against that entity, despite the Council's October 2013 condemnation of the increased terrorist attacks carried out by Al-Qaida in Syria (S/PRST/2013/15), despite the Council's call on all parties to commit to putting an end to terrorist acts perpetrated by such organizations and individuals, despite the Council's reaffirmation in resolution 2118 (2013) that all Member States refrain from providing any form of support to non-State actors that attempt to develop, acquire, manufacture, possess, transport, transfer or use nuclear, chemical or biological weapons and their means of delivery - despite all ofthe foregoing, those efforts have not been commensurate with the challenge posed by international terrorism targeting Syrian and the entire Syrian people.”

“Those acts have targeted institutions of the State, infrastructure, basic public services, hospitals, educational establishments, religious shrines, monuments, museums, holy places, national civil service administrations, clerics and peacekeepers of the United Nations Disengagement Observer Force. Those attacks have taken a different turn recently by focusing on civil targets, arbitrarily firing mortars against residents and Islamic and Christian shrines. They have also targeted children in schools, school buses, in an effort to deprive children of their education and maintain the ignorance that fuels extremist views and attitudes. Yesterday, 40 Saudi mercenaries were killed by the Syrian Armed Forces. One of them was the son of the head of the Saudi Arabian Royal Guard Regiment.”
