We look forward to the visit to be made by the Special Envoy to Damascus in a few days to coordinate with the Syrian State for the first meeting of the Constitutional Committee and on the steps necessary for the Committee to produce serious outcomes that respond to the aspirations of the Syrian people. At the time when my country's Government stands ready to engage positively in the work of the Constitutional Committee, we are very realistic, responsible and cognizant of the fact that the political process is not a walk in the park. Today, the Council has moved from total rejection to complete acknowledgement of the fact that there are foreign terrorists in Syria. Not one of those nationalities represented here has been particularly moved. This information was included in a formal report issued by a subsidiary committee of the Security Council involved in counter-terrorism. Why is there such excessive sensitivity when we say that there are Kuwaiti terrorists fighting in Syria and killing Syrians who belong to a Salafist movement? How can we reject such remarks when the Carnegie Institute has published two studies on the Salafist movement in Kuwait? What I am holding up are not press cuttings but posters that were distributed in Kuwait by a number of individuals, some of whom are members of the Kuwaiti Parliament.

  14. Mr. Ja'afari (Syrian Arab Republic) (spoke in Arabic): First of all, my country is deeply attached to brotherly relations with Kuwait. Each time that I have spoken about the presence of Kuwaiti terrorists in Syria, I have very clearly stated that I was not targeting the Government of Kuwait. However, we must draw the Kuwaiti Government's attention to the existence of these terrorists and those who sponsor terrorism. They are Kuwaiti citizens responsible for promoting terrorism and raising funds to be sent to terrorists in Syria. In other words, there are Kuwaiti citizens who kill Syrians on Syrian territory. I do not understand why my colleague the representative of Kuwait is so sensitive when we talk about Kuwaiti terrorists in Syria. There are Belgian terrorists, French terrorists, British terrorists, Australian terrorists and so on.

How can the humanitarian penholders and sponsors of the draft resolution claim that they are earnest about the humanitarian situation when they have participated from day one in the illegitimate so-called Global Coalition against Da'esh, which has not combated terrorism in any way? Instead, it has intentionally and systematically destroyed Syrian infrastructure, including bridges over the Euphrates River, grain silos, schools, hospitals and safe villages. It has killed thousands of civilians and has saved Da'esh terrorist leaders in the two towns of Hajin and Baghouz in Deir ez-Zor and in Raqqa city, in order to recycle them and use them in other countries as the moderate terrorist democratic opposition.

Mr. Mteiri - one of dozens of Kuwaitis who openly raise money to arm the opposition - has helped turn this tiny, oil-rich Persian Gulf state into a virtual Western Union outlet for Syria's rebels, with the bulk of the funds he collects going to a Syrian affiliate of Al Qaeda. By way of example, we note that the German Federal Government announced recently, in response to a parliamentary question submitted by Konstantin Kuhle, an internal affairs expert of the German liberal party, that the number of German foreign fighters in Syria and Iraq amounts to 500 terrorists, of whom approximately 360 are still fighting in the ranks of terrorist organizations. The agreement provided for a number of pledges, including compelling the armed groups that signed the Astana agreement to disengage from terrorist organizations, especially Da'esh, the Al-Nusra Front and other affiliated groups. Both the Astana and Sochi agreements underlined the right of the Government of Syria and its allies to counter terrorist organizations, regardless of their names. All of that is absent in the draft resolution submitted by the humanitarian penholders. How can those humanitarian penholders claim to be earnest on the humanitarian situation in Syria when they fail to include, in the draft resolution, the main reason behind the humanitarian crisis in the country, which is terrorism supported, unfortunately, by some countries that are members of the Council?

How can they disregard the fact that the Syrian Government has agreed to a ceasefire in the de-escalation zone in Idlib, starting on 31 August, while maintaining the right to respond to any violation by terrorists, in line with the Astana agreement, on establishing the de-escalation zones, and the Sochi agreement? We have the right to wonder why the co-penholders fail in their draft resolution to make any reference to excluding terrorist groups from the cessation of hostilities. It is known to all that the Astana agreement on establishing de-escalation zones does not include the armed groups designated by the Security Council as terrorist entities.

The penholders of the humanitarian slogan have violated the sovereignty of the Syrian Arab Republic, which is unacceptable. How can the humanitarian penholders undertake their duties and lead that movement, which is supposedly underpinned by humanitarian drivers, at a time when they have called for this meeting and presented a draft resolution without genuine coordination or consultation with the delegation of the Syrian Arab Republic? History will remember this meeting because it was sought to disrupt the Russian presidency, as was the case on 8 October 2016 when the Russian Federation presided over the Council (see S/PV.7785). Attempts were made by some countries at that time to introduce a draft resolution to disrupt the Russian presidency of the Council. It is a case of history repeating itself, because the objective of this meeting is not to provide humanitarian help the Syrian people, but rather to misuse this agenda item politically and embarrass the Russian presidency. As with previous such resolutions adopted by the Council, the draft resolution (S/20l9/757) before us sets forth in the second preambular paragraph that the Security Council reaffirms "full respect for the sovereignty, independence, unity, and territorial integrity of the Syrian Arab Republic".

  26. Some colleagues have said that combating terrorism does not exempt us from respecting our relevant commitments under international humanitarian law. However, I have not heard those same colleagues say, for example, that producing terrorism does not exempt one from respecting commitments under international law and the provisions of the Charter of the United Nations. Both international law and the provisions of the Charter take precedence over international humanitarian law, or they are at least on equal footing. But if international humanitarian law is to be respected, the provisions of the Charter of the United Nations and international law must first be upheld.

  29. They have perpetrated economic terrorism against the Syrians by imposing and implementing unilateral coercive measures. I advise those who harbour illusions and believe that they can turn Al-Tanf into an occupied pocket like Guantanamo, or Idlib into another Tora Bora, to abandon those illusions. First, there was no serious consultation and coordination with the key party concerned: the delegation of the Syrian Arab Republic. This also testifies to the results of international cooperation when there are good intentions and willingness. I reiterate my thanks to the Russian Federation for its efforts to this end. I would recall that had it not been for the support provided by the Syrian Government for the work of the United Nations and other partners in terms of humanitarian action, the United Nations would not have been able to perform the achievements noted in its reports. But the terrorist groups supported by occupying United States troops did not allow them to do so and forcibly seized a significant part of the humanitarian assistance and transferred it to one of their posts in the Al-Tanf area. The Syrian Government continues to cooperate with humanitarian partners to address the situation in Al-Hol camp. The Government granted the International Committee of the Red Cross authorization to bring a mobile field hospital into the camp along with 100 technicians and medical personnel, as well as to render assistance to those in need in the camp and surrounding areas. Here we would underscore the responsibility of the countries concerned to withdraw their terrorists and their families from the camp without delay.

Coordinated Syrian-Russian efforts culminated in the removal from Rukban camp of more than 29,000 civilians who had been held there and in securing temporary shelters to receive them and then move them to areas liberated from the terrorists. The Syrian Government recently facilitated a visit by a United Nations assessment mission and the Syrian Red Crescent, as well as an aid convoy to the camp in the occupied area of Al-Tanf, which is controlled by United States troops and the Maghawir al-Thawra terrorist group. The United Nations, following that visit, announced that only 13,000 people were in the camp and that 37 per cent of them wished to leave and return to the areas controlled by the Government.

  35. I would recall that the Syrian Government accepted the ceasefire in the de-escalation zone in Idlib effective from 31 August while reserving the right to reply to any violation by terrorists. My Government also coordinated with the friendly Russian side the opening of a second humanitarian corridor in Abu Al-Duhur, in Idlib, in addition to the first humanitarian crossing that had previously been opened in the city of Souran to enable civilians to leave the areas where armed terrorist groups are present - groups that use them as human shields. This would enable those civilians to go to areas that have been liberated from terrorists by the Arab Syrian army and its allies. But terrorist groups, for the seventh day in a row, are targeting and shooting civilians to prevent them from leaving through those two crossings.

Fourthly, there must be cooperation with the Syrian Government as a key partner at the humanitarian development level, free of any political preconditions, rejected diktats or extortion attempts aimed at undermining reconstruction efforts and the return of refugees. Fifthly, an immediate end must be put to the unilateral coercive measures that have significantly affected the lives of Syrians and impeded their ability to meet their basic daily needs. The Syrian Government is sparing no effort to lend support to and secure the basic needs of all its citizens, wherever they may be on the Syrian territories. Secondly, there must be support for the efforts of the Syrian Government and its allies in combating the remnants of armed terrorist groups and foreign terrorist fighters to implement the 12 resolutions of the Council on counter-terrorism. Thirdly, there is a need to put an end to the illegal presence of foreign troops on Syrian Arab Republic territories and to end the war crimes and crimes against humanity perpetrated by the illegal global coalition.

Many realize that some parties have gambled a great deal of money, effort, weapons and diplomacy in the market for Syrian blood, within the Wall Street of terrorism, located in the caves of Idlib. The Governments of some permanent members of the Council, which are supposed to be entrusted with upholding the principles of our Charter and maintaining international peace and security, continue to misuse the mechanisms of this international Organization, including this important forum, to politicize the humanitarian situation in my country, Syria.   44. For years, we have unequivocally proven that there are members of the Kuwaiti Parliament, for instance, who are part of the Salafist movement, such as Al-Tabatabai and Shafi Al-Ajmi.   50. The report continues, stating that the Hayat Tahrir Al-Sham is the sole and effective party controlling armed and unarmed activities in those areas. It is no secret to anyone that the Astana agreement on the de-escalation zones does not cover the armed groups that had been designated by the Security Council as terrorist entities. Furthermore, the Astana agreement stipulated a series of obligations, including those requiring the armed groups that signed the agreement to dissociate themselves from terrorist organizations, especially Da'esh, Jabhat Al-Nusra and all their affiliates. The Astana and Sochi agreements also reaffirmed the right of the Syrian Government and its allies to confront the terrorist organizations regardless of what they called themselves.
