We have seen this very clearly since the very inception of the United Nations, which has been paralysed and remains so because of the policies of certain of these influential States, and is unable to take the necessary measures under the Charter to implement many of its resolutions of international legitimacy, particularly those calling for an end to the Israel occupation of the Syrian Golan and other occupied Arab territories, and for Israel to end its aggressive policies and racist crimes against Arab citizens living under occupation in the States of the region. That is also very clear when the Charter is flouted by double-standard policies. New terminology, new principles and new concepts have emerged to circumbent the Charter and international law, such as the protection of civilians.

Throughout its history, the United Nations has had to deal with actions of certain influential States seeking to impose their hegemony over the Organization and make use of it for their own interests and policies without paying the slightest attention to the contradictions of their policies with the principles and purposes of the Charter or the interests of other Member States. When the founders of the Organization drafted the Charter, they opened it with "We the peoples of the United Nations", but we see current practice as an attempt to change this wording to "We, certain influential States of the United Nations".

Secondly, the experience of the past seven decades underlines the need to respect and comply with the Charter and to reform certain working methods of the Security Council. I also welcome the presence of Mr. Wang Yi, Minister for Foreign Affairs of China, at this meeting and thank him for convening this debate. Let me reaffirm the following points. The first is the importance of strict compliance with the principles of the Charter. At the top of this list is respect for the sovereignty of States, their territorial integrity, legality, sovereignty, the peaceful settlement of international disputes and non-interference in the internal affairs of other States. That is the sole approach that anchors the rule of law on the international scene.

  5. That right is not subject to negotiation, bargaining or any statute of limitations. No Israeli action will change anything in that regard. Israeli actions, including the so-called decision to annex the Golan, which is in fact the crime of annexing the Golan, are null and void. They have no legal effect, as reaffirmed in the relevant United Nations resolutions, particularly the Security Council's own resolution 497 (1981). What we would like to state and stress about the inevitability of Israeli withdrawal from the occupied Syrian territory also applies to the occupied Palestinian territory and the area that remains under occupation in southern Lebanon.

  6. For the same reason, I will not respond to the misleading allegations made by the representatives of the United States, United Kingdom, France, Saudi Arabia and the European Union. It is quite obvious to everyone that such allegations merely seek to divert attention from Israeli crimes and to decrease international pressure on Israel, in spite of the fact that the aforementioned Member States in particular do not respect Security Council resolutions related to countering terrorism, specifically resolutions 2170 (2014) and 2178 (2014). The ink is still wet on those documents. Despite the difficult circumstances prevailing in Syria, I emphasize here and now that the Syrian Golan is and will remain Syrian territory. We will continue to struggle for its independence until it is fully restored to the borders of 4 June 1967.

Such support has increased the freedom of movement of terrorist groups, including in particular the Al-Nusra Front, affiliated with Al-Qaida, in the area ofseparation, and their ability to continuously kidnap UNDOF peacekeepers. We must address this dangerous reality with the required seriousness and attention and without delay, especially since stakeholders in the Department of Peacekeping Operations have demonstrated an unjustified disregard for our warnings and information that we have provided over many years. I have not touched on the involvement of some well-known regional Arab and international parties in dealing with the terrorists in the area of separation in order to focus exclusively on the item under consideration, dedicated to the Arab-Israeli conflict.

What is truly outrageous is that we have heard no condemnation of such acts of aggressions from the Security Council, the Department of Peacekeeping Operations, or the Spokesperson of the Secretary- General. During the current crisis in Syria, Israel has added yet another new chapter to its record of violations by providing support for terrorists in the area of separation in the Golan, including through the treatment of injured terrorists in Israeli hospitals, in violation of the Disengagement Agreement, in a way that endangers the very lives of United Nations Disengagement Observer Force (UNDOF) personnel. That is documented in the Secretary-General's recent report on UNDOF (S/2014/859), as well as in Israeli media reports.

Recently, the Israeli Supreme Court lifted the ban on prospecting for oil in the occupied Syrian Golan, thereby permitting exploration companies to begin drilling activities in violation of international law. Facing international silence about its practices, Israel has gone into deeper alliance with the hordes of Takfiri ideologists spreading destruction and chaos in Syria. Israel has waged more than one active aggression on Syrian territory in violation of international law and the 1974 Disengagement Agreement. Such aggressions have increased tension in the region to unprecedented levels in a way that threatens large-scale consequences.

  10. Syrian citizens living under the yoke of this occupation suffer a bitter, intolerable reality. We therefore demand that United Nations shoulder its responsibilities by addressing this reality with the seriousness and attention it deserves, in implementation its own relevant resolutions, in particular Security Council resolution 497 (1981). It is unacceptable that the United Nations should remain powerless to compel Israel to implement these resolutions, including those related to the cessation of its systematic and gross violations of human rights, or indeed to put an end to the settlement policy, terrorism, repression, racial discrimination and arbitrary detention against Syrian citizens under occupation that restrict them in all walks oflife. Israel is also planning to steal the Golan's natural resources, including water, oil and gas.

It has imposed racist laws and desecrated Christian and Muslim holy sites, expelled Palestinians from their homes, and conducted campaigns of arbitrary arrest and human torture, including against children, women and the elected leaders of the Palestinian people. Today, in spite of all of this, some Council members continue to deny Palestinians even the right to demand their most fundamental rights, including the establishment of their desired State on their national soil and setting a date for ending the occupation. All the while, they continue to protect Israel from any accountability for its unjust, illegal and aggressive policies. In the framework of that same barbaric Israeli policy, Israel continues its occupation of the Syrian Golan since 1967.

According to Israeli historians themselves, successive Israeli Governments have committed systematic and documented violations of international humanitarian law and human rights law that are tantamount to war crimes and crimes against humanity. Settlement activities represent a top priority in the policies of all Israeli Governments, despite the fact that, according to everyone - including Israel's own apothecaries of the elixir of life and survival - such activities undermine any chance for the establishment of a geographically contiguous and viable Palestinian State and the Palestinian people's right to self-determination. Israel has not stopped there.

On the other hand, Israel has launched continuous acts of aggression against the peoples and countries of the region, backed by the unprecedented military, political and economic support of its protectors and sponsors, including by supplying it with various types of sophisticated weaponry, assisting it in acquiring nuclear technology and weapons, and providing it with submarines equipped with missiles capable of carrying nuclear warheads. Moreover, following its creation, Israel followed a policy of expansion and ethnic cleansing, in spirit and in letter, that led to its occupation of Arab territories in 1967.

This responsibility is based on the provisions of General Assembly resolution 181 (II) which, as we all know, concerns the partition of Palestine, and resolution 273 (111), which defined the terms of Israel's membership of the United Nations, conditional on its compliance with resolution 181 (11) providing for the establishment of the State of Palestine, as well as resolution 194 (III) concerning the return of Palestinian refugees to their homes. Regrettably, what happened thereafter was quite the opposite. On the one hand, the United Nations implemented half of its resolution 181 (II), and completely set aside the implementation of resolution 194 (III).

My delegation reiterates its appeal to the Security Council to condemn States supporting terrorism and to force them to cease their destructive practices, to hold their regimes accountable, and compel them to respect the relevant Security Council resolutions on counter-terrorism, including resolutions 2167 (2014), 1373 (2001), 1624 (2005), 1989 (2011) 1540 (2004), 2133 (2014), 2170 (2014) and 2178 (2014). Syrian oil and archaeological artefacts are transported to their buyers across our common borders with neighbouring States, especially Turkey, at a time when armed foreign terrorist fighters are being transported into Syria with their weapons through the same routes by the Turkish Government, with the knowledge and complicity of the intelligence services and senior officials of Governments that sponsor terrorism, as well as their partners in other States. That fact has been corroborated by numerous reports published by the United Nations, including the reports of the Panel of Experts on Libya, which have presented cogent evidence of the complicity of those States in transporting terrorists and arms from Libya into Syria, Egypt and the Sahel region.

The adoption by the Council on 28 July 2014 of presidential statement S/PRST/2014/14, which was drafted by the Russian delegation, called for the prohibition of all transactions in Syrian oil sales with ISIL and the Al-Nusra Front. That was a good first step in countering the terrorism represented by these two organizations and other entities and individuals affiliated with Al-Qaida. This step was strengthened by the Council's adoption of resolutions 2170 (2014) and 2178 (2014). Nevertheless, ignoring the activities of those Governments that support terrorism within and outside the region will definitely undermine any possibility of producing tangible results in countering terrorism and transnational organized crime.

  20. That is irresponsible behaviour; it is also illegal and runs counter to the resolutions of the International Civil Aviation Organization. It does all this instead of working to seize looted Syrian antiquities being smuggled to Europe vie Turkey. Most members probably read several days ago the statement by the former Deputy Director of the European police, Europol, now head of the Belgian Federal Police Council, published in The Times of London, to the effect that Western dealers in archaeological artefacts are now directly dealing with ISIL, whereas in the past they had to use middlemen to buy looted archaeological masterpieces stolen from the Middle East.

For several years, three permanent members of the Council, before the exacerbation of the threat and danger, stopped the United Nations from taking even the smallest practical measure to defeat terrorism, which has been invading Syria, the Middle East and the world. For three years or more the position of those States and others in the Council was limited to shy condemnations. Moreover, in April 2013 the European Union authorized the purchase of stolen Syrian oil from what it called opposition-controlled areas, in flagrant violation of that same international law concerning which some States ofthe Union have been ranting. This is robbery of the Syrian people's livelihood, the impact of which we are seeing every day. Now the European Union has once again imposed sanctions to ban the provision of fuel to the Syrian Air Force.

On many occasions, we have spoken in the Council about acts perpetrated by terrorists active in Syria, in particular ISIL and the Al-Nusra Front, with regard to the extraction of and trade in oil resources belonging to the Syrian Arab Republic and the brotherly country of Iraq; the pillaging of archaeological sites, the shared heritage for humanity, and the sale of these archaeological items; and the dismantling of hundreds of factories, which are pillars of the Syrian economy, and their transfer to Turkey. All that has occurred in addition to the taking of hostages, the slavery and sale of women and children, and other crimes that are abhorrent to humanity. How has the Council responded?

  23. That is extremely significant, and many Governments of Member States, whether in this Council or outside it, continue to ignore the irrefutable truth that this threat did not arise in a vacuum. It is rather the fruit of the policies and practices of Governments, of some States that have decided to fan the flames of the crisis in Syria and continue it by providing their support in various ways to armed terrorist groups. They seek to erode the foundations of the Syrian State and its institutions by using terrorism as a political weapon, thereby impeding a peaceful political solution based on inclusive national dialogue among Syrians under the Syrian Government.

Therefore, it falls upon United Nations Member States, together and individually, and relevant bodies within the Organization and beyond it in the international arena to intensify efforts and cooperation internationally and regionally to combat terrorism and crime and their masterminds. The concept note (S/2014/869, annex) that you have prepared, Mr. President, underscores the crisis in Syria, where conflict has led to the growth in a war economy, including trafficking in human beings, weapons, drugs; taking hostages for ransom; and the seizure of oil facilities. Revenue generated by such activities has created incentives for some armed groups to prolong the conflict and has increased their wealth, significantly reducing our ability to compel them to engage in peace talks.

Those terrorist attacks demonstrate the nature of the nihilistic ideology of terrorists linked with Al-Qaida, such as the Islamic State in Iraq and the Levant (ISIL), the Al-Nusra Front, Boko Haram, the Taliban, the Eastern Turkestan movement, the Caucacus Emirate, Ansar al-Sharia, the Al-Shabaab movement and, unfortunately, several others. At the same time, that event strengthens our commitment to bolster efforts to eliminate the scourge of terrorism. The threats looming over international peace and security due to terrorism and transnational organized crime could not have reached this magnitude or become so dangerous were it not for the organic link of terrorist groups, in terms of their interests, with the Governments of certain States that have adopted terrorism as an approach and even a tool of their foreign policy.

  27. Obviously, Al-Qaida, its affiliates and its splinter groups have been able to grow thanks to the support of Saudi Arabia for terrorism in Afghanistan. We all know that the perpetrators of the 9/11 attacks were Saudis, and those who commit massacres in my country today are supported by Saudi Arabia and Qatar. Seventy-two Saudi clerics launched a call to all Muslims to go to Syria for jihad. If Saudi Arabia is serious about combating terrorism, how could it allow those disreputable people, who claim to speak in the name of Islam, issue calls for jihad in Syria? The question is aimed at the Saudi Ambassador, who has just left.

Lastly, I should like to express my disagreement with the unobjective opinion of the Permanent Representative of France, namely, that ISIL has been able to grow thanks to what he called the support of the Syrian regime. This is a stunning contradiction coming from the representative of a permanent Member State of the Security Council. The French Permanent Representative appears not to have heard or understood what was said by his Australian colleague and Chair of the Security Council Committee established pursuant to resolution 1267 (1999) in his briefing. The Ambassador of Australia said verbatim that ISIL as an organization evolved from Al-Qaida in Iraq and its origins were in terrorist networks in Afghanistan.

  29. The Government has also expressed its willingness to cooperate at the regional and international levels to combat terrorism. Syria will continue to combat the terrrorism posed by ISIL, the Al-Nusra Front and other terrorist groups, which some like to call moderate opposition and which have been carrying out massacres and barbaric acts against Syrians, some of which were timed simultaneously with meetings of the Security Council so as to accuse and criticize the Government of Syria. I have in my possession the confession of one of the terrorists who carried out the Houla massacre on 25 May 2012, one day before a Council meeting on Syria. We will transmit that confession to the Committee established pursuant to Security Council resolution 1373 (2001). The confession has been translated and is available to Council members.

Paragraphs 14 and 31 of the latest report of the Analytical Support and Sanctions Monitoring Team (see S/2014/815) mentions the presence of thousands of foreign terrorists linked to Al-Qaida in Syria and Iraq, coming from more than 80 countries from all regions of the world. In paragraph 71, the Monitoring Team points to the existence of terrorist training camps in Libya and neighbouring countries, namely, Jordan, Turkey and Saudia Arabia. The Government of Syria has been drawing attention to this development for years, without getting any response to our appeals from the so-called international community. The Government of the Syrian Arab Republic welcomed resolutions 2170 (2014) and 2178 (2014), calling for their strict implementation.

  31. Those terrorists who are killing, raping and selling women in slave markets are Saudi. The person who is massacring journalists and foreign nationals is British. The kidnappers of Christian and other clerics are Chechen. The head of the Khorasan organization is a Kuwaiti. The kidnapper of peacekeepers of the United Nations Interim Force in Lebanon is Jordanian, while the one who paid him ranson is Qatari. Mehdi Nemmouche, who attacked the Jewish synagogue in Brussels, is French. Some of the beheaders are Australian. While the financiers, the inciters and the arms providers are Saudis and Qataris. The host, the smuggler and the trainer of terrorist elements sent to Syrian territory is Turkish. The supporter and ultimate beneficiary is Israeli. Meanwhile, the suffering is being borne by Syrians, Iraqis and Lebanese.

  32. However, after achieving that objective and chasing ISIL out of Iraq, those terrorist elements would be pushed into Syrian territory, rather than eliminating them. The goal is probably to allow the coalition to justifying continuing its operations for three to four years. Another dangerous element lies in the fact that coalition aircraft have targeted oil and gas wells and facilities that belong to the Syrian people, resulting in a serious loss of gas and oil, damaging the Syrian economy and sources of revenue that could help the Syrian State and people to rebuild. Buddhist wisdom has it that there are three things that cannot be hidden for long: the sun, the moon and the truth. My delegation expects the United Nations to play an effective role in ending the practices of States that support terrorism.

That confirms what we have said repeatedly, namely, that air strikes cannot achieve their established goals if they are carried out in violation of the Charter of the United Nations and without cooperation and coordination with the Governments concerned - and if they are not accompanied by enjoining States that incite and support terrorism to stop their practices that violate the principles of international law and the provisions of the Charter and pose a threat to international peace and security. In that regard, I should like to draw the Council's attention to a story published in The New York Times on 3 November. According to that paper, American officials have suggested a possible action by the coalition to expel ISIL from Iraq. That is a welcome effort, to which we agree.

Today, nearly two months after the beginning of air strikes against ISIL, we read in American newspapers, such as The Washington Post, statements by United States officials asserting that more than 1,000 foreign terrorist fighters move across the Turkish border into Syria and Iraq to join the ranks of terrorist organizations, adding that the rate has not changed in spite of the air strikes. Therefore, while the monthly number of deaths among ISIL fighters averages about 500, the organization is taking in about 1,000 new terrorists per month.

Others, including sponsors of international terrorism, have established an alliance outside the framework of the United Nations and without a Security Council mandate in order to carry out air strikes against ISIL in Syria and Iraq. In spite of appeals by the Syrian Government for cooperation and coordination in order the achieve the common objective of eliminating terrorism, some States that support terrorism have undermined any joint efforts on the matter.

For their part, high-ranking officials of the Secretariat and even the Secretary-General's official Spokesperson continue to use the expression "armed opposition" in referring to terrorist organizations included on the list of the Committee pursuant to resolutions 1267 (1999) and 1989 (2011) concerning Al-Qaida and associated individuals and entities. They have persisted in this odd approach in spite of several letters we have sent to the Secretary-General on this issue, in which we have underscored the contradiction between this description and the resolutions of the Security Council.   37. Another weakness of the United Nations response is the ongoing opacity of certain subsidiary committees in evaluating the information submitted by Member States. For instance, I note that we have yet to receive a reply to any of our official letters to the Committee established pursuant to resolution 1540 (2004), the most recent of which, dated 22 October, has an annex of photographs of victims of bombs containing skin-burning chemical substances, used by the Islamic State in Iraq and the Levant (ISIL) against the inhabitants of the Ayn al-Arab region in Syria. We also do not know if the Committee is following or interested in ISIL's current attempts to introduce and use VX toxic gas on Syrian soil, although we alerted it to that danger two days ago.

The efforts of the relevant bodies of the United Nations have been characterized by their slow-paced, bureaucratic nature, rather than by a relentless and effective endeavour to address the grave threat posed to Member States and international peace and security by terrorism. Certain efforts have strikingly lacked the required firmness. For example, the draft questionnaire on the phenomenon of foreign terrorist fighters, proposed by the United Nations Centre for Counter-Terrorism of the Department of Political Affairs, is the result of three years of work. According to United Nations officials, it will take 18 months to implement and will require terrorists returning from abroad to respond voluntarily to the naive questions contained therein.

  39. Mr. Ja'afari (Syrian Arab Republic) (spoke in Arabic): I thank you, Madam President, for organizing this important meeting. I also thank the Australian Foreign Minister for her bold introductory statement. Three months have passed since the Security Council adopted resolution 2170 (2014), which was soon strengthened with the long-awaited adoption of resolution 2178 (2014). In assessing the efforts undertaken by the United Nations to implement those two resolutions since then, we note that the Organization continues to turn a blind eye to Governments that support terrorism, which have taken advantage of the United Nations silence to compete repulsively with one another in their pretence of combating terrorism.

We reiterate here our call for a sincere and honest international effort focused on putting an end to the crimes committed by criminal groups and seeks to create a mechanism for holding accountable Governments of States that have jurisdiction over those who support or help spread those ideologies. Those ideas will, with their violations, denigratinons and demeaning view of women, have a noxious impact on the rights of women everywhere because their negative effects and ramifications will not be limited to Syria.

In conclusion, today, now that terrorism has come knocking at the gates of those States that have long denied its existence in Syria and is exploiting women and girls, and now that extremist and criminal ideologies are spreading, it is time to ask whether those States engaged in a terrorist war against my country should not start rethinking their criminal plans and their support for terrorism in Syria. Is it not time for senior officials at the United Nations to reconsider their scepticism about the evidence provided by the Syrian Government about the activities of foreign terrorist fighters in Syria? Is it not time now for everybody to start implementing resolutions 1325 (2000), 2133 (2014), 2170 (2014) and 2178 (2014), in a manner free of subjective and prejudiced interpretations?

We should also never forget the so-called sex jihad, in which girls have been recruited - France and Tunisia are supposedly the greatest sources for these misled and misguided girls - to travel to Syria through the borders with Turkey, Jordan and Lebanon, where terrorist groups are carrying out killings, rapes, sexual and psychological abuse, forced marriages, trafficking in human beings and human organs, making women victims of Takfiri ideologies and a distorted and backward vision of women, in which they are treated like spoils of war and personal property - slaves - of the terrorists who falsely call themselves jihadists.

They have supported terrorists financially and through the media, have helped with recruitment for these organizations in their territories and have created training camps for terrorists in various countries before sending them off to Syria to carry out their crimes following a name change from "terrorists" to "the moderate opposition".

However, the very same countries have overlooked - and blatantly so - the fact that the policies of their Governments towards my country were the primary cause for this level of suffering of Syrian women and this degree of deterioration of their status as a result of the direct involvement of those Governments in financing and underwriting terrorism and in facilitating terrorists' transit and passage. From the start of the crisis in my country, those countries have armed terrorist armed groups and have acknowledged that fact publicly.

Unfortunately, the price has been the lives of hundreds of thousands of Syrian citizens, including men, children and the elderly, and the suffering of millions from the worst forms of terrorism, extremism and the destruction of infrastructure. What is most deplorable today is that until this very minute we have not yet heard a word of apology from those who persist in their mistakes and crimes or an apology for their prolonged denial of reality. A number of members and non-members of the Security Council have evoked in their statements today the magnitude of the suffering of Syrian women in Syria and in refugee camps in neighbouring countries. Some States have boasted that they have spent millions of dollars to assist Syrian women in their ordeal, and that is true.

Today, more than three years after the start of the multinational terrorist war that was launched against my country, in which the women of Syria have suffered the worst forms of extremism and terrorism, painful facts and reality have proven the validity and accuracy of what we have tried to tell the Council so very often. Today, in their reports and statements, including in the report before us today (S/2014/693), the Secretary- General and his representatives have acknowledged and recognized the reality of terrorism affecting Syria. However, that recognition and acknowledgment have come too late. Yes, the Member States are too late in helping the Syrian Government in its war against terrorism. The question before us now is, what is the cost of that delay?

The so-called international community, including some high officials of the United Nations and several Western States that are known for how often they speak out in support of the rights of women, together with Western and Arab media outlets, have all been too busy levelling accusations against the Syrian Government. Their main attention has been focused on criticizing the Government, inventing falsehoods against it and demonizing it in order to weaken Syria's sovereignty and destroy its State in order to create a situation of utter chaos as has happened in Libya, for example.

This Chamber also bears witness to the number of times that we have asked the Governments of those States that support terrorist armed groups with funds, weapons and media assistance to stop that support, halt their hostile and interventionist policies against my State, and show respect for the conditions of membership in this international Organization, primarily respect for the sovereignty of States and non-intervention in their internal affairs. Unfortunately, the efforts of our delegation have only been met with shameful rejection and denial.

This Chamber can bear witness to the many times we have warned of the dangers of the spread of non-Islamic, Takfiri, pagan terrorism and the need to combat its perpetrators, as well as to the hundreds ofletters, reports, statements, photographs, videos and medical evidence that my delegation has provided to international officials over the past three years, including documentation of the responsibility of various armed terrorist groups and the sponsors who have deployed them in Arab States, the region and beyond for the crimes of rape, sexual abuse, kidnapping, human trafficking and the murder of women and girls in Syria.
