“In those letters, we confirm that thosejournalists alone bear the legal responsibility for any consequences ensuing from their illegal accessing of Syrian territory. Some Governments are seeking to promote their geopolitical objectives, destroy the Syrian State and undermine its infrastructure and national institutions. A Vigorous media campaign has been mobilized to incite violence and terrorist, spread lies, distort the situation and fuel divisions within Syria. This is a flagrant violation of resolution 1624 (2005). The Council cannot be unaware that that resolution was adopted with the aim of ending incitement to terrorism. In that context, Syrian media were placed on a targeted list in an effort to muzzle them.”

“The Syrian Government has striven to cooperate with the International Committee of the Red Cross in seeking to ensure the freedom of these abducted journalists, as well as the return to their home countries of the remains ofjournalists who have been killed. Some journalists are infiltrating Syrian territory through common borders with neighbouring countries. This is illegal and is being carried out with terrorist assistance. Accordingly, some of those journalists have been exposed to danger or have been arrested then freed to return home. On behalf of my Government, I have sent official letters to the Secretary-General and the President of the Security Council containing information about some journalists who have illegally entered Syrian territory.”

“We have urged them not to enter Syrian territory illegally, as that would expose them to danger. We have also urged them to avoid areas where armed terrorist groups, including Al-Nusra, gather. Unfortunately, terrorist groups have targeted foreign journalists as well as Syrians. They have been killed, assassinated and abducted. Mr. Richard Engel, for instance, was himself abducted by a terrorist group. We had hoped that Mr. Engel would reveal the identity of those hostage-takers, which might have helped the Council to understand in greater detail what is happening in Syria. Two French journalists are still being held captive by terrorist groups. Unfortunately, we have lost other journalists, including Gilles J acquier, who was assassinated by terrorist groups.”

“We have adopted a reformed media law to promote the work of the media and guarantee greater freedom and transparency. The Syrian Government is working to ensure that the truth and facts emerge. We worked with United Nations Special Envoy Kofi Annan to establish his six-point plan, including its fifth point on media access and work. The Syrian Government periodically gave Mr. Annan a list of the names of journalists who have access to Syria. Those journalists numbered 160 in the Arab and foreign media, from 25 March 2012 to 21 April 2013. According to the Ministry of Information, access has been given to 300 members of the media from around the world, and we have enabled all of them to work freely. The Syrian Government attaches particular importance to the security and safety of journalists.”

Impartial media work plays an important role in increasing the understanding among peoples and nations, and it is of great importance for humankind. Today, an armed group killed Mr. Mohammad Jamous in southern Lebanon as he was returning home. He was accompanied by his 17 year-old daughter. This armed terrorist group is receiving military and financial support from States and Governments that are assisting terrorist groups in my country. Lamentably, this honourable man died even as we participate in this very important meeting. The Syrian Government has been working to treat the media openly throughout the events occurring in Syria.”

“Two days ago, on the Saudi Al-Arabiya satellite channel, we witnessed the excitement of a Salafist Wahhabi sheikh from Kuwait, Shafi al-Ajami, who takes pride in having cut the throats of Syrian children in Hatla, in Deir Ezzor. Many other heinous crimes have been committed by the al-Nusra Front that should have been included on the list of terrorists provided to the Council. Thirdly, concerning sexual violence against children, how is it possible that the crimes committed by those terrorist armed groups, including rape and sexual violence, the murder of children, and acts of violence against girls and women throughout Syria were not mentioned in the report? How could the taking of girls and women as spoils of war and sex slaves not be mentioned?”

“That incident alone should have been sufficient to warrant the inclusion of those terrorist groups on the list of shame for having bombed schools and hospitals. Secondly, with respect to the killing and disfiguring of children, the world has seen the repulsive crimes perpetrated by terrorist groups against children since the beginning ofthe crisis. Mohammed Qatta, a 14-year- old child, was shot to death in Aleppo by elements of a fundamentalist terrorist brigade of the al-Nusra Front calling itself the Islamic State of Iraq and the Levant. He was whipped and tortured in front of his parents on charges of blasphemy. In another incident, a 4-year-old child named Faisal was hanged by terrorist fundamentalist groups after being raped and dragged for a great distance.”

“Acts of aggression by armed terrorist groups continue to be perpetrated against educational establishments in Syria; this has been documented. Such acts include forcibly preventing inhabitants from sending their children to school and bombing schools and nearby areas, including deliberately, as happened with an engineering school and other schools in Damascus. The health-care infrastructure has also been targeted by those armed terrorist groups, which have destroyed, burned and looted more than 35 per cent of Syrian hospitals. We have provided the Special Representative with a video recording, with sound, of terrorists preparing to bomb a hospital and another recording of the detonation itself. However, there is no mention of that heinous crime in the report.”

“Allow me to address those claims one by one. First, with respect to the bombing of schools and hospitals, let me say that we welcomed the Special Representative and her delegation in late 2012. She met with the ministers concerned, particularly the Minister of Education, who provided her with documented proof of the extent of the acts of terrorism committed against educational establishments and schools by armed terrorist groups. She also made expanded field visits to schools, hospitals and shelters in Damascus, Homs and the surrounding areas; however, for some reason, she chose to disregard what she saw with her own eyes: that the Syrian Government is using those schools as shelters for numerous families.”

“We would have wished that the Special Representative had requested in her recommendation on Syria that the States sponsors of fundamentalist terrorist groups, which are known to all by now, stop supporting those groups by financing them and providing to them arms, munitions, information and intelligence, and that they lift the unilateral coercive economic measures that they have imposed on the Syrian people, of which Syrian children are the primary victims as a result of the lack of development programmes and financing and due to the weakness of the national economy. “Concerning the issue of Israel, on Sunday, 5 May, military and civilian positions were targeted in Damascus in yet another demonstration of the direct link existing between the terrorist policies of Israel and the activity of terrorist groups and foreign mercenaries, who targeted several military positions simultaneously with the Israeli incursions. The statements issued by several countries encouraged Israel to launch that aggression. The Security Council must shoulder its responsibility to condemn that incident and to ensure that States that support terrorists are held accountable for their attacks on Syria, cease their destructive practices and uphold their agreements under international law and the Charter of the United Nations. “It seems that today Syria is condemned to be the only entity implementing resolution 1373 (2001) in a first line of defence against terrorism. The Group ofExperts ofthe 1373 (2001) Committee underscores in its current programme of work that it is seeking to attach greater importance to the implementation by Member States of resolution 1624 (2005) and of strategies to counter incitement to terrorist acts, wherever they may originate. In that respect, we call on the Committee to enhance the effectiveness of its work through the following measures. We all know now that the spread of terrorism and extremism in Syria is happening with the blessing, and even the support, of some Council members, and is welcomed and supported by Salafist, Wahhabi and Taqfiri organizations. “These are all questions that I would put to members and ask for responses, in accordance with the Charter of the United Nations. Israel is assisting terrorist groups in the separation wall area and ensuring that wounded terrorists get to Israeli hospitals so that they can be treated in Israel before they are brought back to Syrian territory along the same line of separation. We must be aware of the fact that the aid provided to these terrorist groups in the area of separation is not simply a blatant violation of international law but also endangers the lives of United Nations personnel in the area. On 6 March, terrorist groups kidnapped 21 peacekeepers who were working in the United Nations Disengagement Observer Force. The terrorists were allowed to take the hostages to Jordan so that their photos could be taken with the terrorists.”

“Israel is implacably pursuin its settlement activity, to which many have referred today and which has been widely condemned. The surface area of the settlements has risen by 182 per cent. The number of settlements has gone up 189 per cent. Paradoxically, there has been no international response to deter Israel. Israel has been spared the sort of military and economic sanctions that are imposed on others, even though everyone is agreed that settlement building is illegal and an obstacle to peace. Israel is behaving in flagrant violation of international law. The paradox is that Israel is considered by some to be a racist, thuggish State when it comes to international law. Israel has not respected any of the resolutions adopted against it. It has enacted more than 60 racist resolutions against the Palestinian people since 1968.”

“Mr. Ja'afari (Syrian Arab Republic) (spoke in Arabic): Israel occupies Arab land in Lebanon and Palestine, yet no one at the international level has acted to put an end to those occupations. The overwhelming enthusiasm that some are expressing for the Security Council to adopt resolutions under Chapter VII dissipates when it comes to Israel, although the occupation has been going on now for over half a century. Israel is committing documented, systematic violations of international humanitarian and human rights law. But, paradoxically, no official in Israel has ever been punished for that. Today we have heard suggestions that certain dossiers should be referred to the International Criminal Court, but that desire disappears when it comes to Israel, whose violations have clearly reached the level of war crimes or crimes against humanity.”

“When asked what he meant by that, he said that "the individuals belonging to those minorities can eitherjoin Islam and pay a tax, or we will kill them with a sword". That terrorist, located in Istanbul, was hosted by the Saudi Al-Arabiya channel. “What about the resolution, adopted by the so-called League of Arab States, financing terrorism - a resolution adopted by an Arab summit to finance terrorism. The League pretends that it has a special envoy, Lakhdar Brahimi, pursuing a peaceful solution. How can he pursue a peaceful solution while the Arab League is financing terrorism in Syria? I wish to make one more comment, and I apologize for taking so long. Two days ago I was watching Al-Arabiya, the Saudi channel. The channel hosted a terrorist who leads an Islamist group affiliated with Al-Qaida. It hosted that terrorist from Istanbul and held a dialogue with him from there. When the journalist asked him, "What will you do with the minorities in Syria if you take over?" He responded: "We will judge them according to the sharia".”

“Guterres, thankfully, stated that the crisis in Syria is not humanitarian in the main. That is true; the crisis in Syria is a humanitarian and political crisis in the main. Unless we deal with the main political dimension of the crisis, we will not be able to assist the Syrian people at the humanitarian level. “They have not talked about the attack on Halab University and the killing of the engineering and architecture students in Damascus. All those incidents were not carried out by ghosts; they were undertaken by terrorist groups financed and supported by foreigners and trained abroad. There are no ghosts carrying out terrorist acts in Syria. While States continue to strengthen their societies on the basis of diversity, pluralism, harmony and true citizenship, we see strong, subversive Powers seeking to shatter the social contract in our region, which is famous for its diversity, richness and plurality, by promoting a culture of religious, sectarian and factional divisions and encouraging the concept of slaughtering people on the basis of their identity. Such Powers seek to displace significant parts of our societies outside their homeland.”

“During the deliberate attacks by terrorist armed groups on educational institutions and teachers in Syria, there have been documented cases of people being directly and indirectly threatened and prevented from sending their children to school, owing to terrorist groups bombing schools with improvised explosive devices or deliberately targeting schools with missiles. Those incidents were repeated at the start of the school year in Syria. The Syrian Arab Republic has respected its obligations under the Convention on the Rights of the Child and its Optional Protocol on the involvement of children in armed conflict since 2003. Regrettably, no speakers have mentioned the terrorist suicide bombings that have frequently struck Syrian cities.”

“They force them to take up arms, participate in terrorist acts and carry out the orders of the leaders of the armed groups in order to perpetrate acts of murder and sabotage against public and private property. That is in addition to the burning, looting and destruction of more than 3,000 schools and kindergartens and dozens of hospitals and hundreds of laboratories - 1,500 laboratories, in fact, in Idlib and Halab, have been displaced to Turkey - about which we have sent an official complaint to the Council. “However, the complex phenomenon of sabotage has entered Syrian society and has destroyed that way oflife in Syria. Armed terrorist groups with Wahhabi, Salafist and Takfiri ideologies imported from petrodollar Gulf countries entered from neighbouring countries. Such groups, backed by the extensive financial, intelligence, military and media support and weapons provided by certain Arabs from a bygone era of ignorance and Western collusion, in partnership with Israel, have worked deliberately and systematically to sabotage the security and safety of Syrians, including women and children. “Some States hosting Syrian refugees seek to exacerbate the Syrian refugee crisis by preventing them from returning to their homeland and are trading on their suffering, despite the repeated and continued requests of the Syrian Government to the Governments of those States to allow Syrians who want to return to their homes to do so. With regard to sexual violence, I would like to recall the statement that I delivered on behalf of my country to the Security Council yesterday, 17 April (see S/PV.6948). I should like to add that, throughout its history, Syria has never witnessed such heinous crimes as those being perpetrated today by jihadist thugs and bandits. Women in Syria used to take pride in the secure and safe environment provided to them to play their natural role in society. Syria used to rank third in the world in terms of safety.”
