“I deliver my statement today after an absence of more than three months, as I was leading the delegation of the Syrian Arab Republic in shuttle rounds of intra-Syrian talks in Astana and Geneva with a view to launching a serious dialogue that would result in a political solution driven by Syrians themselves without any external interference and unify counter-terrorism efforts. “Evev more heinous, members of the Council undoubtedly remember - or at least some of them do - that in late 2008 the Security Council decided, after the investigation of the alleged existence of Iraqi weapons of mass destruction was closed, to bury the archives of the United Nations Special Commission established pursuant to Security Council resolution 687 (1991) and the United Nations Monitoring, Verification and Inspection Commission, by placing them in vaults, out of reach to anyone except the Secretary-General. The vaults were sealed and can be opened only after 60 years had elapsed. Can you imagine, Madam President, what secrets contained in the archives of those two commissions?”

I listened carefully to each of our colleagues and have the right and the duty as a founding Member of this international Organization to inform them of the views of my Government. Some 14 years ago, a few weeks before 19 March 2003, the day of the invasion of Iraq, I was sitting behind the then-Foreign Minister of my country, who occupied the seat where the representative of Italy is now sitting today. “As to pursuing and targeting terrorists, that lies at the very heart of the constitutional prerogatives of the Syrian Government and of those Governments that have acted likewise in the streets of Nice, Paris, London, Boston, Oklahoma, North Carolina, Cairo, Sinai, Tunis, Bombay, Nigeria, Kenya and Tanzania. Finally, I was surprised to hear my colleague, the British Ambassador, say that he does not believe that the Syrian Government is resisting terrorism in Aleppo. I have dozens of photos showing these terrorists who chopped off heads and ate human livers as they sought to flee eastern Aleppo alongside civilians, dressed as women. These heroes were wearing women's clothes to flee with civilians from eastern Aleppo, but they were arrested by the Syrian army.”

I reiterate that all the actions of the Syrian Government since the start of operations in Aleppo, whether in opening safe crossing points - including for armed people - securing shelter centres, issuing amnesty decisions and providing all forms of medical assistance and food, have had the overarching goal of protecting civilians and saving their lives. Allow me at this stage to show the Council some photos. This is what the Syrian army is doing in Aleppo. Here is a picture of a Syrian soldier turning his body into a bridge to help a woman get out of the car that took her out of eastern Aleppo. This is what the Syrian army does.”

“It can do so only ifthe goal of some parties in the Organization is to serve the agendas of certain States by militating against the Syrian Government and its allies and providing political and media coverage to the terrorist groups working under their orders. “The highest official of the Organization, the Secretary-General, who has only two and a half weeks left before the end of his mandate, rushed in to make a statement on the situation in the city of Aleppo on the basis of unverified information, as noted in his own statement: "The United Nations is unable to independently verify these reports." If the Secretary-General is unable to verify these reports, why then has he published them in an official statement in order to denigrate the Syrian Government and its allies in their fight against terrorism? I think we have every right to also ask how the United Nations, which is supposedly a source of credible information, can publish statements and make judgments on the basis of dubious sources.”

“Certain members of the Security Council have, since the beginning of the terrorist war imposed on Syria, continually sponsored draft resolutions and called for emergency meetings, as is the case today, on the basis of fabricated information, false reports and false testimony. Such briefings are called every time the Syrian Army and its allies make headway against the armed terrorist groups that are supported by the very Governments of these States. As to Plato, he had this beautiful quote too: "The bigger the lie, the easier it is to believe." I understood from my American representative colleague that it was the Syrian Government that committed massacres and crimes of genocide against humanity on behalf of her country's successive Governments, in Viet Nam, Korea, Palestine, Iraq, Libya, Nicaragua, Rwanda, the Great Lakes region, Grenada, Cuba and Yugoslavia. Therefore, I start my statement by declaring my Government guiltless of these massacres. Perhaps we will publish a White Book to clarify our position on these accusations.”

“In conclusion, a permanent Member State of the Council, whose Foreign Secretary justifies the killing by the Saudi air force of thousands of civilians in Yemen, destroying that country, surely is in no position to make false accusations against others. Today the Foreign Minister of the United Kingdom said that Saudi Arabia had crossed no red lines in Yemen and that the United Kingdom would continue to provide weapons and advice to Saudi Arabia in its war against Yemen. That was the statement, word for word, from the United Kingdom Foreign Minister, in exact contradiction to what the world is witnessing: the bombing of hospitals, the killing of civilians and the destruction of infrastructure in Yemen. Why this shameful posture vis-a-vis the bombing of the Russian field hospital today, with the killing of two Russian doctors and the wounding of staff and patients alike by the self-styled moderate terrorists who are being defended by those States in act, deed and word inside and outside of the Security Council? “Again, that quotation is from a letter sent by the children of Aleppo to UNICEF, which I would like to draw to the attention of Mr. Cappelaere, as he is with us here today. The representatives of the Al-Nusra Front inside and outside the Security Council will not hear the voices of those children. They will not hear the horrific stories and testimonies of tens of thousands of our people who were saved by the Syrian army and its allies in Aleppo over the past few days, or about the practices of the Al-Nusra Front and affiliated terrorist groups during the past four years. These practices lead to horrific suffering and tragedy, including selling them humanitarian assistance and bread at prices beyond their means. And it does not end with the recruitment of their children, the enslavement of their women, or their use as human shields.”

“In that connection, I would like to read out for those who exploit Syrian bloodshed an excerpt from a letter written by Syrian children handed over yesterday to the UNICEF Resident Representative in Damascus. It appears that the representative of UNICEF, who is joining us via video tele-conference, has not heard of this letter, wherein children protest the terrorist attacks that target schools in Aleppo with missiles: "We want to go to our schools without fear of car bombs. We want to play without being suddenly shelled or bombarded. We want to live in safety, happiness, joy and peace. The blood of our beloved Syrian children who have been martyred in cities throughout the country will not have been spilled in vain - instead, it will serve as a beacon lighting the way towards an imminent victory over the forces of darkness and terrorism".”

“Before I go into the details of my statement, I would like to reaffirm to the representatives in the Council of Abu Mohammad Al-Julani, who is half-brother to Abu-Bakr Al-Baghdadi, head of the so-called Da'esh, that their continued exploitation of Syrian blood and the suffering of the Syrian people by portraying what is happening in Syria as merely a humanitarian crisis will not deter the Government of the Syrian Arab Republic from discharging its constitutional and legal obligation, supported by our allies, to combat terrorism and save Syrians from the scourge and practices of those groups, in line with the principles of international law and the implementation of the relevant Security Council resolutions, just like any other sovereign State Member of the United Nations.”

“It is quite peculiar, in fact, and reminds us of another such instance - when three States members of the Council worked on a humanitarian draft resolution without coordinating or consulting with the delegation of the Syrian Arab Republic. It is as if here in the Chamber we were recreating surrealistic scenes from the well-known novel by George Orwell 1984, which members will all be familiar with. Once again, the representatives and the paymasters of the Al-Nusra Front and affiliated terrorist groups have rushed to convene an emergency meeting of the Security Council in an attempt to rescue those terrorists and provide them with moral and political support against the backdrop of the victories by the Syrian Arab Army and its allies as they counter terrorism in Syria: the "moderate" terrorism and the "genetically modified" terrorism.”

“Mr. Ja'afari (Syrian Arab Republic) (spoke in Arabic): I would first like to make a brief opening remark before reading out my statement. We have noted that the invitees to today's meeting, who were asked to give the Security Council an assessment of what is happening in the Syrian city of Aleppo, made their briefings, respectively, from London, Geneva and Amman. Not a single of those United Nations representatives spoke from Syria, which proved an effective practice at the previous meeting (see S/PV.7817), where Ms. Elizabeth Hoff, representative of the World Health Organization, provided the Council with a great deal of information, as members will recall. That is a very serious shortcoming, as United Nations staff in Damascus were excluded from a Security Council briefing.”

“Hoff did say that millions of Syrians benefitted from that assistance - that was done in coordination with the Syrian Government - 70 to 75 per cent of the assistance was provided by the Syrian Government itself - not the United Nations, despite the siege imposed on us by the States sponsoring terrorism and the economic sanctions that have been levelled against us for years.”

“Lastly, there is the delay in the implementation of projects and programmes under the response plan. In conclusion, the Syrian people have grown sick and tired of mendacious statements and hypocritical initiatives, as well as the misleading reports that have flooded the work of the Security Council and United Nations bodies almost on a daily basis over the past five years, but have brought about no humanitarian benefit to the Syrian people. Indeed, their suffering has increased in an unprecedented manner because some within, and outside, the Council have been involved in fuelling and perpetuating the crisis. As for the assistance that has arrived - and Ms.”

“Fourthly, politicizing the humanitarian question in Syria and a double standard maintained by certain States and organizations that focus on the humanitarian situation in some areas exclusively for political aims, while fully ignoring other regions. Fifthly, a lack of cooperation and coordination with the Syrian Government, and the use of agreements with non-governmental organizations that are not accredited by Syria, or organizations working from Gaziantep in Turkey without coordination with the Syrian Government. That is something we will not tolerate. Sixthly, there is a lack of funding for humanitarian response plans as a result of the failure by some States to fulfil their pledges. The funding for the response plan for 2016 did not exceed 33 per cent.”

“The Government of the Syrian Arab Republic rejects the selective approach of certain States and United Nations bodies to the humanitarian crisis in Syria. It stresses that the main reason for the non-delivery of humanitarian assistance in many regions are the following. First, terrorist groups are besieging entire areas and rejecting the delivery of any assistance. Secondly, armed terrorist groups are targeting and stealing from humanitarian convoys. Thirdly, insecurity in the regions where armed terrorist groups are active, including highway robberies, targeting of civilian aircraft and aircraft carrying assistance, attacking humanitarian and medical workers and selling humanitarian assistance material.”
