Thirdly, the United Nations, having defeated Nazism and fascism, has now once again been called on to repeat that victory against the onslaught of terrorist organizations such as Da'esh, the Al-Nusra Front and other entities that are active in Syria and linked to Al-Qaida, including Jaish Al-Islam, Ahrar Al-Sham, Boko Haram, the East Turkestan Islamic Movement, Ansar Al-Sharia, Al-Shabaab, Jamaat Al-Islamiyya and the Caucasus Emirate, as well as many others. Such a political ideology undermines the credibility of international law and will lead to a repetition of grave mistakes instead of apologies for previous bloody errors.

Those statements, calling for interventionist policies, are a violation of the principle of sovereignty under various pretexts that leave the door wide open to the recurrent illegitimate military interventions against many Member States, which increased instability and weakened of the United Nations. On the one hand, they emphasize that the Syrian people alone must decide their future, without outside intervention, while at the same time they have raised issues about our sovereignty relating to my country's presidency, a matter that is the prerogative of the Syrian people alone, as stated in paragraph 1 of resolution 2254 (2015), which "stresses that the Syrian people will decide the future of Syria". Such efforts to interfere with the foundations of sovereignty in my country only expose the true intentions behind the policies of those speakers, who abandoned the context of the resolution before the ink on it was dry. We know that the restoration of peace and stability throughout Syria requires that we deal immediately with the threat posed by terrorism within the framework of international legitimacy and that we tackle the realities on the ground practically and pragmatically.   14. Resolution 2253 (2015) responds to several concerns that my delegation has been raising for the past few years. My country therefore joins in the positive response to its adoption, and hopes that it will be a turning point in the efforts to close the gap between our words and deeds and thus to lay a foundation for a genuine international alliance aimed at combating terrorism. It has become quite clear that the success of the political process must be predicated on a serious, effective and collective fight againt terrorism.   16. The success of any political path in Syria requires the Government of Syria be an integral part of and party to the process. Coordination and cooperation with the Syrian Government are therefore necessary in all aspects of such a path if we truly desire success. Furthermore, a successful political track will require international commitment and sincere, genuine political will on the part of all parties, including those countries with a direct influence on the parties that are undermining the political process and those that are providing the latter with a lifeline. While the international community emphasizes that there is only one solution- the political solution - there are those that irresponsibly and unaccountably reiterate that they will resort to a military solution.

Today, I reiterate the readiness of the Syrian Government to participate effectively in any sincere effort to ensure that Syrians alone will determine their choices through an intra-Syrian dialogue under Syrian leadership and without foreign intervention, and in a manner that maintains Syria's sovereignty and territorial integrity. Our deliberations and ongoing statementss on the dangers of terrorism and the importance of combating it should not be misunderstood as indicating that we do not recognize the seriousness of the humanitarian situation in Syria, in particular the situation of our children and women. But that should not come at the expense of the crux of the problem and should not be politicized or subjected to double standards. We are in discussion with Mr. O'Brien, Ms. Zerroughi and Ms. Bangura. We have organized field missions to Syria in order to address any outstanding issues. But I would like here to address a serious issue in that report: it is based on unreliable sources whose connections are well known, which misleads Council members. That has led to practical results in the field, namely, a retreat by terrorist groups from many areas, which led to the secure, safe, voluntary return of 1 million Syrian internally displaced persons to their homes. Seriously and effectively combating terrorism will contribute to the success of a political solution to the crisis in Syria. From the outset, the Syrian Government has expressed its readiness to contribute to any serious efforts to achieve a political solution. That is why we cooperated with Mr. Kofi Annan and accepted his six-point plan. We have also cooperated with Mr. Lakhdar Brahimi. We contributed to the second Geneva Conference on Syria. And we cooperated with Mr. De Mistura and accepted his proposal on Aleppo and agreed to participate in his suggested four working groups.

There is a late awakening to the seriousness of terrorism that led the President ofa permanent Security Council member to amend the Constitution of his country to face the Takfiri terrorism. Acts should accompany words with regard to combating terrorism in Syria, which is funded by 40 States and by the illegal trade in oil, along with the illegal trade in artefacts across our borders with Turkey.

But by resorting to sanctions, by financing terrorism and by refusing to take these issues up with the Syrian Government and army in order to combat this transborder crime, they are committing a crime as much against their own people as against the Syrian people.   27. We have said from the beginning that those who exploit andjustify terrorism or remain silent will suffer it themselves, because it is a transborder phenomenon. But our words fell on deaf ears. Certain States succeeded in drawing terrorism into the political arena through the front door, using rhetorical manoeuvres, dividing terrorists into "acceptable" and "unacceptable" groups and referring to certain terrorists as a "moderate opposition", all the while disregarding the consequences of such a course. While we condemn in the strongest terms the terrorist acts in Paris and express our condolences to the families of the victims, we recall that in this very Chamber there are members who prevented the Security Council nine times from issuing a mere press statement condemning similar attacks that targeted innocent civilians in Damascus, Aleppo and other Syrian cities. It stands to reason that what we have seen in those cities did not arise in a vacuum or happen by chance. It is the predictable outcome of an attempt by certain parties to ignore this issue and of the failure to address it with the seriousness it deserves. That scourge is the main reason for the humanitarian tragedy besetting several areas in Syria and for the suffering of Syrian women and children and for the transformation of entire segments of the Syrian population into internally displaced persons and refugees. That scourge is the transborder Takfiri terrorism funded by well-known States, chief among which is Saudi Arabia, which is the bloodline that provides the source of life to terrorism. The scourge of terrorism was unleashed from its Wahhabi nest. Certain members in this Chamber pretend that the problem does not exist, and they choose not address it or seek a solution to it. That is precisely how certain Security Council members addressed the situation in Syria when their decision-makers ignored the main scourge destabilizing Syria, the region and the entire world.

  31. The Yarmouk Martyrs Brigade, financed and run by a joint Arab-American operations room in Amman, includes 8,000 Jordanian Salafists and thousands of other terrorists. Al-Nusra Front terrorists, openly supported by Israel, are attacking the peacekeeping forces in the Golan and have abducted Filipino and Fijian soldiers. They not only receive support but are also given medical attention by Israel. All of this is summarized in a report of the Secretary-General under "non- State armed opposition"; but are these not foreign mercenaries?

  32. We have said in the past that the term "non-State armed opposition groups" is unacceptable and runs counter to what we are seeing on the ground in Syria. It also goes against what the Security Council's own sanctions committee describes. What the report describes as non-State armed opposition groups are, in fact, the Army of Conquest, which was created by Turkey and which includes elements of Ahrar Al-Sham and the Al-Nusra Front. Simple math - one plus one equals two - makes clear that the Army of Islam plus the Army of Conquest equals the Al-Nusra Front, which is on the list of terrorist entities. The Army of Islam, which is active in rural Damascus, includes mercenaries from Chechnya, other countries of the Caucasus and elsewhere who are financed by the Saudi Arabian secret service and have declared their allegiance to Daesh.

  33. In addition, a centre for children with special needs in Raqa was destroyed, killing dozens of innocent children, under the pretext that Daesh was the target. Since the beginning of the coalition airstrikes, we have seen greater numbers of Daesh terrorists brought from abroad and the expansion of their areas of influence. Thus we are surprised that the report uses misleading accounts that are of unknown source, have no credibility, and seek only to fish in troubled waters and cast shadows over the joint Russian-Syrian efforts under way to tackle Daesh, the Al-Nusra Front and other terrorist groups, on the basis of a request from the Syrian Government and the Charter of the United Nations, which has led to the retreat of terrorist groups in more than one place and forced them to withdraw from several areas that were under their control.

  34. De Mistura's initiatives. We have reviewed the report (S/2015/813) of the Secretary- General on the implementation of resolutions 2139 (2014), 2165 (2014) and 2191 (2014). It is a biased and politicized report, with many gaps and falsehoods. We have transmitted two letters in that regard to the President of the Security Council and the Secretary- General. I shall limit myself to saying that the report fails to draw attention to the fact that the forces of the so-called coalition have targeted innocent civilians as well as infrastructure in Syria, including roads, bridges, refineries, schools and hospitals. Also targeted was a power station in western Aleppo, the only one in the entire city.

In that regard, I would like to recall that the Government of Syria announced in the General Assembly, via its Minister for Foreign Affairs (see A/70/PV.25), its agreement to participate in the working group proposed by Special Envoy of the Secretary- General Staffan de Mistura, based on our belief that a political solution is the only way to resolve the crisis. The problem lies with the other parties, who do not want such a solution to be reached.   36. The issue of combating terrorism brings me to the second element necessary for ending the humanitarian crisis, namely, supporting a political solution. Fighting terrorism will contribute to the success of a political solution, which must include a dialogue among Syrians, under Syrian leadership, without external interference and with full respect for the sovereignty and independence of Syria, as well as its unity and territorial integrity. That is in line with the provisions of the Geneva communique (S/2012/522, annex) and all the relevant resolutions of the Security Council, as well as the Charter of the United Nations and international law.

We cannot talk about ending Syria's pain and ending the crisis and at the same time maintain a deafening silence in the face of Turkey and Jordan using their territories to allow the passage of foreign terrorists and mercenaries, or while Saudi Arabia and Qatar support terrorism with great generosity, rather than promoting the financing of the humanitarian plan, which is only 37 per cent funded - in spite of the various pro forma conferences held here and there for that purpose - and at a time when the United States has spent half a billion dollars, which would be enough to close the gap, as part of its programme to train and equip the "moderate" opposition, which now includes just five groups, the Al-Nusra Front having regained its weapons thanks to the United States.

This absurd situation has led to the presence in Syria and Iraq of tens of thousands of foreign fighters from more than 100 countries - as illustrated in the nine reports of the Security Council Committees on Al-Qaida and Counter-Terrorism, among other places. Daesh, the Al-Nusra Front and associated groups did not emerge from a vacuum. They were nurtured, financed and trained. Their travel was facilitated via airports and across borders. They were given visas. Through Turkish intermediaries, they have even been allowed to engage in trade in oil and gas. It is therefore necessary to end the practice by the Governments of some States of continuing to fund, arm and train terrorists.

  40. Five years since the crisis began, today it is absolutely clear to everyone that this policy has failed to resolve the humanitarian crisis. Moreover, it is undeniable that it has aggravated the crisis and worsened the suffering of the Syrian people, forcing a large part of the population to become refugees or internally displaced persons. It is therefore essential to change the way in which we address the situation, if we want to have different results, that is, to tangibly improve the humanitarian situation in Syria. A look at the humanitarian situation reveals the same thing: the stubbornness of some to carry out the same misguided policies while expecting different results is more than evident. Some claim to want to remedy the humanitarian crisis in Syria, but they refuse to prioritize the fight against terrorism. They continue to impose unilateral economic measures against the Syrian people. They continue to deny the Syrian Government its role, refusing to coordinate their efforts with it in providing humanitarian assistance and combating terrorism.

In spite of all that, failing to adhere to Einstein's logic, certain States continue to press on with the implementation of this deadly recipe in Syria, using the same slogans, even as everyone else has realized that the resulting devastation is more than clear. Tony Blair, former Head of the British Government, has said, 12 years after the British-American invasion of Iraq, that that act of aggression was based on erroneous and false information. Fourteen years after the terrorist attack against the World Trade Center in New York, we see that the strategy adopted in the context of the war on terrorism has created hundreds of Bin Ladens, instead of getting rid ofjust one Bin Laden.

Albert Einstein once said that insanity was doing the same thing over and over again and expecting a different result. Today, 60 years after Einstein's death, it seems that some Governments are still not familiar with that reality. They continue to repeat their mistakes and miscalculations and to expect different outcomes. It is undeniable that interference in countries' domestic affairs leads only to the destruction of the country concerned, creates humanitarian crises, leads to chaos and devastation and creates fertile ground for terrorism and murderers. That is clear from the destruction of Iraq, Libya and other countries. Foreign interference has brought us Daesh, the Al-Nusra Front, the Khorasan group and other groups.

For that reason, I am not going to respond to the empty claims made against Syria by those delegations, in spite of the fact that we could say much to refute their claims, as they support and arm terrorists i the artifically created moderate terrorists who are waging destruction in Syria and oppose any peaceful settlement. Those countries are intervening in the internal affairs of Syria and using the Syrian diaspora as a weapon to bring pressure to bear on the Syrian Government to force it change its positions and independent political choices.

In conclusion, I would like to denounce in the strongest terms the desperate attempts made by certain delegations, whose names I will not mention, to defend Israel and try to cover up its crimes, particularly through desperate, Don Quixote-like attempts to bring causes before the Security Council that have no relation to the situation in the Middle East. Every time Israel escalates its aggression against the Palestinian people, we find those delegations making misleading statements that escalate the situation, with the aim of diverting attention from the crimes committed by Israel and alleviating international pressure.

  48. Yes, in two days we will celebrate the seventieth anniversary of the United Nations. But on that occasion, what will the United Nations do to help displaced Syrians and those who have been living under Israeli occupation for over half a century? Indeed, the Organization has failed to take any real action aimed at making Israel implement United Nations resolutions on this issue, primarily resolution 497 (1981). The displaced Syrian citizens in the occupied Golan have legitimate questions about the effectiveness and credibility of the United Nations vis-a-vis theirjust cause. How could they not ask those questions, given Israel's incessant settlement activities and policies of oppression, suppression and racial discrimination?

How can we celebrate the cancerous settlement policy that allows building on any part of the Palestinian territories? How can we accept that some members of the Security Council have irresponsibly provided support and protection to Israel so that it can continue its provocative policies, in violation of all international instruments? How can we not deal with the question of Palestine in its factual context? Can we really be trying to project the image that this is reciprocal violence and that our differences are only over the degree of that violence? How can we ignore the main reason for this: the Israeli occupation of the Palestinian territories?

How can we celebrate when we see States using the United Nations as a pretext for invading other countries, toppling their legitimate Governments, killing their leaders and turning them into failed States that have become breeding grounds for international terrorism? How can we celebrate when they are changing the very definitions of concepts - for example, a certain degree of terrorism is termed "moderate terrorism"? Perhaps we should not celebrate that some have caused the United Nations to fail to uphold its mandate with regard to the Israeli occupation of Arab territories in Palestine, Syria and Lebanon. How can we celebrate half a century of occupation, of turning Palestine into a mass prison, and of apartheid against the Palestinians, the legitimate owners of the land, in Jerusalem and other occupied territories?
