“Such criminal acts targeting Syrian livelihoods and means of development should be condemned in the same way we condemn acts of conventional terrorism that lead to immediate death and destruction. Such behaviour calls for a firm response from the Security Council, demanding that the Turkish Government return all stolen property to its Syrian owners and provide compensation to those affected. Just as the Turkish Prime Minister a few days ago called on what he described as "the imperialist States" to return the fortunes looted from Africa, he should call on his Government to return the material it looted from Syria and to end practices that harm the brotherly Turkish people and neighbourly relations between our two countries. “In whose interest are prisoners and detainees from Al-Qaida smuggled from prisons and sent to Syria with the funding and support of well-known countries and parties such as Turkey, Qatar, Saudi Arabia and a specific political group in Lebanon? Between the dreams of an Islamist caliphate that some aspire to and the dreams of reviving the Ottoman Sultanate entertained by others, as well as the theory of creative chaos popular with a third party, nations are suffering, monuments are destroyed and wisdom is slaughtered on the altar of extremism. The Turkish Government has exploited the suffering of the Syrian people to practice piracy and economic terrorism, in collusion with armed groups, represented in the theft of nearly 1,500 pharmaceutical and industrial facilities, their dismantlement and transhipment from the city of Aleppo to Turkey.”

“Any political novice would wonder about a party that has supported the actions of these terrorists, enabling them to reach that zone to begin with, and that has helped to establish such a movement and is dictating conditions for it. That is particularly true since high level officials at the Department of Peacekeeping Operations have ignored the documented information that we provided on the facilities that Israel, the occupying Power in the Golan, is offering to these terrorists. Is not the first suspect in any crime usually the person who stands to profit from the crime? “It is certain that the goal of the blind, vindictive terrorism practiced in Syria is to destroy the State and society, and not to spread democracy, reform governance mechanisms, protect and promote human rights or combat corruption, all of which are popular demands in Syria and enjoy consensus among the various sectors of Syrian society. The suspect goals of some countries in supporting terrorism and extremism in my country have started to rise to the surface. “Not one single Syrian is convinced that the actions of these armed groups - supported by black petro-dollars, huge amounts of hatred and a lack of patriotism, and aimed at imposing hunger on the Citizens, depriving them of their homes and security, leaving them in the cold suffering from disease, and pushing them into refugee camps - represent a Spring revolution aimed at serving them and at establishing reform and freedom. How can we explain why these terrorist groups target international humanitarian aid provided by the United Nations and other agencies, assassinate Syrian volunteers of the Red Crescent Society, and make threats against international workers and diplomatic missions accredited in Syria? “That letter has not yet been issued as an official document, although two months have passed since we made such a request and despite the fact that reports from the United Nations itself have recently indicated the presence of foreign fighters from more than 29 States inside Syria. The terrorist activities being carried out by groups in Syria have reached dangerous levels in terms of both quantity and quality. Those groups have targeted vital facilities and infrastructure in several areas in order to bring about the comprehensive destruction of society and to exhaust the resources and undermine the livelihoods of citizens, including in terms of food, medicine, energy resources, petroleum derivatives, roads and transporation and means of communications.”

“We also called upon the Security Council, the General Assembly and the various counter-terrorism committees to assume their responsibilities in that regard. However, countries with influence have prevented any concrete action to combat the acts of terrorism being carried out in Syria. Those influential countries in the Security Council have even prevented the Council from issuing seven statements to the press condemning terrorist attacks that claimed the lives of hundreds of innocent Syrians. Moreover, influential countries have blocked the issuing of a number of urgent letters that I sent on behalf of my Government to the Security Council and the Secretary-General, including a letter dated 21 November 2012 that included the names of 143 foreign terrorists killed in Syria.”

“The American news channel CNN - not Syrian television - recently confirmed, in cooperation with many specialized Western think-tanks, that Jebhat Al-Nusra was solely responsible for more than 600 terrorist attacks in Syria over the past two years. We have repeatedly warned the Council and called on it to apply a greater measure oflogic and wisdom. We have issued warnings through hundreds of statements, meetings and official communications to the United Nations and its agencies throughout the crisis in Syria. We have warned of the dangers of terrorists flowing into Syria under subversive slogans such as "doctrinal and sectarian Jihad" and "holy war" against the diverse social fabric that characterizes the Syrian people. We have demanded that the countries supporting those terrorist groups stop doing so.”

“In that connection, it is important to note the ironic fact that the Arabiya television network, which is considered the operations room directing such terrorist actions, actually broadcast news of the terrorist act before it had even been carried out, considering it as a blow by the terrorist groups inside Syria against the regime. That is what we mean by media coverage and support to terrorist and armed groups within Syria. Al-Qaida-affiliated terrorist organizations publicly claimed responsibility for the terrorist attacks perpetrated in Syria in response to orders issued by leaders of the Al-Qaida organization. “Those who toy with terrorism will one day fall victim to it. Despite the late international recognition of the existence of armed terrorist groups, some of which are affiliated with Al-Qaida and are committing the most horrific crimes in Syria, some States still continue to pursue policies of public support for such terrorist organizations by providing financing, weapons, training and safe haven and by issuing fatwahs and offering them political and media support. Today, I will give a practical example of such media coverage. Armed terrorist groups attacked the homes and dormitories of Syrian army units in the southern Syrian city of Dar'a, where only women and children were present. Those armed groups perpetrated a terrorist attack, killing, wounding and humiliating whomever they could.”

“We fully share and endorse the merit of that choice, as today we are in greater need than ever of such a comprehensive approach to combating terrorism. There are broad similarities between the tools and techniques that continue to be used by terrorists in many Member States and those seen today in Syria. The question is one of how many of the trans-border foreign terrorists currently active in Syria played a role earlier in the killing and injuring of civilians in other countries. How many of the terrorists at work in Syria today will move on to other areas in the future, just as happened in the recent past and, indeed, as is happening today? Anyone who believes that they are able to let the terrorism genie out of the bottle and then manipulate it in such a way as to make it go back in is misguided and deluded.”

“We extend our sympathy to Pakistan's Government and people based on a principled belief in the need to combat all aspects of terrorism collectively and comprehensively and from the painful reality that just today struck the University of Aleppo, where a cowardly terrorist attack targeting university students as they sat for their mid-term examinations killed 82 and wounded 162 others. Other States Members of the same Organization constantly aver their readiness to implement United Nations counter-terrorism instruments and to defend human rights. Some are even willing to establish a counter-terrorism centre with the blessing of the United Nations, while their top officials claim that they support terrorism in Syria and send weapons and money to the terrorists in that targeted State. What would the Council do in that situation?”

“Moreover, we wonder whether it is really a coincidence that hundreds of prisoners linked to Al-Qaida have escaped from prisons in Libya, Yemen, Iraq, Lebanon and Afghanistan during the Syrian crisis. Is it really a coincidence that all those Takfiri andjihadi terrorists have easily found their way to Syria in order to wage a holy war there? Let us hypothetically put the Syrian element aside and imagine, for example, that the United Nations is dealing with a crisis in a country facing terrorists who have come to its territory from throughout the world in order to spread violence, terrorism and extremism and to destroy a Member State that has abided by the counter-terrorism mechanisms endorsed by the Organization.”

“It is indeed puzzling to see that choice to turn a blind eye to terrorist acts that flagrantly violate international counter-terrorism agreements have been unanimously adopted by all Member States. We have recently seen the very worrying trend of terrorist organizations and groups active in Syria threatening to commit terrorist acts against civilian aircraft in Syria. They are also threatening members of diplomatic missions in Damascus and warning them to leave Syria within 72 hours or risk being killed. There is also a tendency to ignore ongoing incitement to undertake terrorist operations against infrastructure and densely populated civilian areas.”

“It has become clear to all which countries and which parties are behind those armed terrorist groups adopting jihadi, Salafi, takfiri and Wahhabi ideologies, such as the Al-Qaida network and related jihadi bodies and groups. Those terrorist groups claiming responsibility for the killing of innocent civilians and the sabotage of infrastructure regularly appear on the news after every terrorist operation or bombing. We have even seen the unprecedented phenomenon of some Security Counil members objecting to the Council issuing press statements condemning the terrorist bombings that struck Syria four times - on 15 August, 10 September, 22 October and 26 October.”

“Since such incidents began, we have stressed that armed terrorist groups affiliated with Al-Qaida are committing the most heinous crimes in Syria. However, many political groups embroiled in the Syrian crisis, backed by media organs under their influence, have hastened intentionally to cast doubt on the veracity of such information. Today, as a direct result ofthatpolitical and media manipulation, we are seeing Al-Qaida- affiliated networks clearly declare responsibility for the terrorist acts carried out throughout Syria in response to calls from Al-Qaida leaders, such as people like Al-Zawahiri and other religious fanatics residing in some Gulf countries, for people to head to Syria to wage terrorist jihad there.”

“Such operations seek to spread terror among civilians, to completely destroy the structure of the State and society, and to kill and wound the largest possible number of innocent civilians, particularly in densely populated areas. That has become clear from the many terrorist bombings that have targeted various areas in Syria. “Furthermore, the same countries undermine my country's sovereignty by encouraging terrorism and by supplying and providing all types of logistical, financial and political support to armed groups in Syria by providing them with arms and by recruiting terrorists, foreign terrorists, and facilitating their transit to Syria. The greatest paradox here is that the Security Council has faced the situation in Mali in an appropriate way 4 and we thank the Security Council for that. All Council members agreed to confront the terrorism and extremism that rage in northern Mali today. However, some members of the Council have decided to deal with the same kind of terrorism 4 I am referring to that in Mali 4 in a very different way from that in my country, Syria, which is introduced through neighbouring countries. That is a policy of double standards.”

“Finally, I am forced again to warn against the frenzied attempts of some delegations that back the continuation of Israeli occupation of Arab lands to weaken the well-known historic references of the agenda item on the Middle East by introducing other topics into the debate in order to move Security Coucil deliberations away from the main objective for which the item was created, namely, to put an end to Israeli occupation of Arab land, pursuant to Council resolutions 242 (1967), 338 (1973) and 497 (1981). Based on that, I am not going to respond to the false claims and allegations levelled at my country by some delegations during this meeting. “Those who claim that they want to protect the Syrian people cannot pass over in silence the ongoing construction of settlements in the Syrian Golan or the erection of an apartheid wall to the east of the occupied city of Majdal Shams. Israel's refusal to make maps of minefields available to international organizations is inexcusable because cluster munitions and mines that were laid by Israel in the Golan have claimed 726 Syrian lives, including those of 227 children. The last such death took place on 4 October, when two Syrian children, both under the age of 10, died as a result of injuries resulting from the explosion of a disused Israeli land mine in the Syrian Golan.”

“In addition to that, Israel has conducted large-scale aggressive and offensive military manoeuvres in the Syrian Golan, similar to those that have taken place against Syria before. The Council has just heard a clear threat by the representative of Israel that his country was preparing actively for war in the region. Those who claim hypocritically that they are concerned about the rights of the Syrian people during these difficult times cannot simply ignore that the Syrian people have a right to recover their occupied lands. “We say that because not to do so and to have failed to do so for decades simply confirms the existence of selective and exceptional interpretations among some members of the Council when it comes to the implementation of resolutions concerning Israel. The representatives of the Secretariat are first and foremost tasked with discharging their mandates by informing the Council in a regular, updated, transparent and fair way of violations committed by the occupying Power, Israel, in the occupied Syrian Arab Golan. “Some of them did so to such an extent that they simply seemed to forget the agenda item that we are discussing here today. The very bitter truth is that part of our land in the Syrian Golan, which we hold dear to our hearts, has been under occupation for 45 years now, despite the fact that the Security Council adopted by majority vote resolution 497 (1981), declaring Israel's annexation of the Syrian Golan, occupied in 1967, to be null and void and without legal basis. The Security Council must live up to its responsibility, embrace reality in a serious way and implement resolution 497 (1981) and other relevant resolutions it has adopted.”

Despite all of that, some are still in an inquiring mode, posing naive questions to the international community in an attempt to determine the parameters of the Israeli-Palestinian conflict and the Palestinian issue. Their naivety is quite similar to the attempts during the Middle Ages to determine the gender of angels. My questions for the Council, therefore, are the following. How many more decades will Arab lands have to spend under Israeli occupation until some States finally admit that there is a need for serious action to end that reprehensible occupation?”

“As I said, there have been more than six decades of systematic settlement activities and grave violations committed by Israel on a huge scale, including violations of the human rights of those who are living and those who have passed away. Violations of our land, of international humanitarian law and of every existing international legal standard and code of ethical conduct have been carried out in the occupied Arab territories. “Although the suffering of children in situations of armed conflict has been brought to light as a result ofthe work of the Special Representative, her statement was devoid of any mention of the suffering of Palestinian children living under Israeli occupation. Here I would simply like to remind the Special Representative of the fact that Israel, since 29 September 2000, has killed more than 1,500 Palestinian children. It would be equally appropriate to mention the Iraqi and Libyan children who also lost their lives as a result ofthe NATO military interventions in those two countries. We wish also to recall the anniversary of Sabra and Shatila.”

“Those children, too, suffer on a daily basis as a result of the crimes committed by the Israeli occupiers and daily Violations of their most basic rights: the right to life, education, food and water. That is not to mention the continuing suffering resulting from the antipersonnel mines laid by Israel in the territory of the occupied Golan. Such mines have led to the deaths of 202 Syrian children and have caused 329 others to suffer from permanent disabilities. For years, on dozens of occasions, we drew Ms. Coomaraswamy's attention to the need to focus in particular on this matter in her reports. However, she consistently ignored that request.”

“The Special Representative also confirmed 86 documented reports of rape that occurred in Turkish refugee camps. We would have also preferred that the report make mention of the illegal unilateral economic measures that have been imposed on Syrian children, who are their primary victims because of the difficulty in transferring funds resulting from the blockade imposed on the national banks, which has seriously hampered the provision of vaccines and medications to children. We were equally taken aback to find that the report devotes eight paragraphs to Syria while failing entirely to mention the suffering endured by Syrian children under the decades-long Israeli occupation of the Syrian Golan.”

“The need to find alternative shelter is urgent, particularly as the new school term is scheduled to start on 16 September." (spoke in Arabic) In other words, the OCHA Coordinator in Damascus explained to the Special Representative that schools in Syria served as places ofrefuge for displaced families and were not being used as emplacements for Government forces. Again, this is an eyewitness account from the Coordinator. Moreover, the Special Representative has received reports and documents concerning a phenomenon that has been noted in certain Arab States and which is known as halal, or authorized, sexual jihad, which allows the targeting of Syrian girl children living in refugee camps in Turkey and Jordan. That type of jihad authorizes marriage to such girl children, aged 14 to 16, in exchange for a modest sum.”

“This reply was prepared at the fifth meeting of the humanitarian forum on Syria, which took place in Geneva under the aegis of the Office for the Coordination of Humanitarian Affairs on 7 September. At the end of that meeting, a communique was issued. I shall quote one of its paragraphs, the same paragraph that I had brought to the attention of the Special Representative: (spoke in English) "The Regional Humanitarian Coordinator, who is, as is well known, based in Damascus and who works for OCHA, briefed on the rapidly deteriorating humanitarian situation resulting from the recent escalation of violence, said that the local community's ability to support people who have fled their homes has been largely exhausted. Of the 1.2 million people displaced, more than 1 million are sheltering in 470 schools and other public buildings.”

“As a gift to the children on their return for the first day of school, the armed groups bombed a primary school near Damascus, causing dozens of injuries among the students. In spite of this, none of the advocates of children's rights or education rights have intervened. It seems strange to us that, as usual, the forces oflaw and order are being accused of these very actions. In her statement today, the Special Representative stated that she had asked me to convey to the Syrian armed forces her appeal to evacuate the schools. However, she omitted to include my response to her appeal, and I would therefore like to convey what I said to her regarding the situation of schools in Syria.”
