  1. Israel, as members know, has provided protection and logistical and even direct military to terrorist organizations that have launched repeated attacks against Syrian territory. In so doing, they have violated the 1947 Disengagement of Forces Agreement. They have also exposed the forces of the United Nations Disengagement Observer Force (UNDOF) to grave danger due to the terrorist activities that the Israeli occupation authority sponsors in the occupied Syrian Golan. In this regard, I note that on 8 October, the occupying authority issued an illegal and unjust verdict against Syrian activist Sedqi Suleiman Al-Maqet, who is the Mandela of Syria. Astonishingly, it decided to imprison him for 11 years.

  2. Any measures that will or seek to undermine these rights are null and void. Such measures, including the apartheid law adopted by Israel known as the "nation-State law" and the decision of the United States Government to transfer its Embassy to the occupied city of Jerusalem and to stop funding the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) threaten peace and security in the region and throughout the world. All these measures are null and void and violate the relevant resolutions of both the Council and the General Assembly. Israel continues to occupy a cherished part of our territory in the Syrian Golan. The Syrian people there continue to suffer from the occupation and its practices of repression and aggression.

The question we must ask ourselves now is: How many decades must the Israeli occupation continue before some finally admit that the Security Council must take serious action to bring it to an end? How many more innocent lives must be lost before some are convinced that the Israeli occupation of the Arab territories is indeed the root cause of instability in our region? There is a long list of questions I could ask in this regard. My Government wishes to reaffirm its consistent and principled position of support for the Palestinian people in their aspirations to self-determination and the establishment of an independent State throughout the Palestinian territories, with Jerusalem as its capital, while guaranteeing the right to return of refugees in accordance with General Assembly resolution 194 (III) of 1948.

Mr. Ja'afari (Syrian Arab Republic) (spoke in Arabic): I am addressing the Council today as a main stakeholder in today's agenda item, given that the Arab Syrian Golan is under Israeli occupation. As such, allow me, Madam President, to deliver my statement in full. It has been more than seven decades since Israel occupied the Palestinian territories and unleashed the tragedy and misery of more than 5 million Palestinian refugees who have been expelled from their country and dispossessed of their land, homes and livelihood. For more than seven decades, some countries, including members of the Security Council, have been relentlessly attempting to legitimize the odious Israeli occupation, which on 5 June 1967 spread to the Syrian Golan. Those attempts were recently crowned by the launch of provocative deals and initiatives.

  5. No one knows what has become of him. That is a regime that cannot speak of law and the pain of others because it is surrounded by the stench of such actions. Thus when someone says "the Kingdom of Saudi Arabia", it is as ifthat person were saying "the Republic of Macron" for France, or "the Kingdom of Theresa May" for Britain, or the "United States of Trump". That is the case now. That country has no name. Secondly, a regime that kidnaps and holds the Prime Minister of another State and imprisons its own princes and businessmen until they pay ransom is unworthy of respect. It is a regime that is concealing one of its opponents, who was basically a member of Saudi intelligence and worked in Washington, DC, for many years, and was a right-hand man of the current Saudi Minister for Foreign Affairs. It is a regime that kidnaps a Saudi opponent, Mr. Khashoggi - although I am sure those present have not heard his name before - and holds him in his country's consulate in Istanbul.

  7. Mr. Ja'afari (Syria) (spoke in Arabic): I apologize for requesting the floor once again, but I will be brief. In my statement, I pointed out the political flaws of the small group on Syria and its construction. However, I would like now to draw attention to its moral flaw, namely, the presence therein of the Saudi regime, which is underdeveloped in terms of civilization and mentality. In that regard, I would like to shed light on some points that were raised in the statement of the Saudi Ambassador. First, in his statement he called for drafting a new constitution for my country. There is an Arab saying that if you are riddled with flaws, you must hide them. Members know that Saudi Arabia has no constitution and no Parliament. The country does not even have a name. Instead, its name belongs to the ruling family.

In conclusion, my country continues to seek a political solution that would allow Syrians themselves to make decisions about their future without foreign interference, in a manner that ensures Syria's sovereignty, unity and territorial integrity.   9. As a result, we have sought to re-open the Nasib border crossing with Jordan. We will also open other border crossings, with Iraq, very soon. The progress made by Syria and its allies in the war against terrorism has led to new developments in Syria and the region, which must be taken into account in any discussion on my country.   10. Just like any region in Syria, the city of Idlib will return to the fold of Syrian State sovereignty. In order to achieve sustainable and durable peace in Syria, all illegal foreign forces, including Turkish, American, British, French and Israeli forces, must leave the Syrian territories. We consider all of them to be occupying forces. Their presence on Syrian land runs counter to the Charter, international law and relevant Council resolutions on Syria. The Syrian Government has never interfered in the internal affairs of any Member State. It has always sought to respect and uphold the principles of the Charter and of international law. On behalf of my country, I stress today that we will block any attempts of provocation and escalation that undermine our relations with the Arab region and the world.

  11. We will therefore not accept any proposal that interferes in the internal affairs of Syria or that leads to that end. We stand ready to work actively with friendly countries to launch the committee along the parameters I have just mentioned. My country welcomed the agreement reached in Sochi on 17 September with regard to the city of Idlib because we are committed to stopping the bloodshed. The agreement came as a result ofintensive consultations between Syria and Russia and with full coordination between the two countries. We hope that it will bear fruit and that the Turkish regime will uphold its side of the deal. We stress that the agreement is time-bound and includes clear deadlines.   12. We do not want a constitutional vacuum because Syria is not a failed State. The Syrian Government presented a practical and comprehensive vision on the composition, prerogatives and working methods of the committee and submitted to the Special Envoy a list of representatives supported by the Syrian State. We underscore in that regard that the mandate of the Committee is limited to reviewing the articles of the current Constitution through a Syrian-led and Syrian-owned process. We stress that the Special Envoy must respect his mandate as a facilitator of the committee. No preconditions should be imposed on it nor should its recommendations be prejudged. The Committee must be independent since the Constitution and all relevant matters are Syrian issues to be decided upon by Syrians themselves.

  13. However, the other parties stalled. They rejected dialogue, invested in terrorism and foreign interference and sought to undermine Syrian sovereignty and resilience. Today, we listened to the Permanent Representative of the Netherlands as he outlined a number of conditions. He said that it is too early to talk about reconstruction, too early for the return of internally displaced persons and refugees, too early to lift the unilateral and coercive economic measures, too early to address the humanitarian situation in certain parts of Syria and therefore too early to end terrorism. The Syrian Government has emphasized its readiness to positively respond to all initiatives that would help the Syrians end the crisis, as long as they respect national principles, including the sovereignty, independence and territorial integrity and unity of Syria and its people; give the Syrian people the exclusive right to determine the future of their country without any foreign interference; and reject the presence of terrorism on Syrian territories. All of these beautiful words appear in Council resolutions on Syria. I did not make them up. That is what Security Council resolutions state. They have also been mentioned in statements made today in this Chamber. The Syrian Government engaged positively and with openness in the Geneva discussions, the Astana process and in the Syrian National Dialogue Congress, held in Sochi.

  15. We need a position that respects the Syrian Government, instead of one that creates vacuum by pushing for a failed State, thereby helping to spread terrorism across the region. I find it necessary to remind some members of Chapter 1, Article 2, paragraph 7 of the Charter of the United Nations, which states that "Nothing contained in the present Charter shall authorize the United Nations to intervene in matters which are essentially within the domestic jurisdiction of any State...". Perhaps this Article belongs to the charter of the planet Mars rather than the United Nations, because some members seem to have forgotten about it.

  16. How can a group that has countries among its members that occupy parts of our territory claim that they are going to protect Syrian lives? There are American, British, French and Turkish forces on Syrian territory. How can the small group, which calls itself an international coalition, assist us while it occupies parts of our land? How can a group whose members have Syrian blood on their hands claim to protect Syrian lives? Instead of preaching to the Council, we ask it for answers. We need clear answers and a specific position taken by the Security Council against the presence of illegal foreign forces on our land. We need it to take a position against terrorism and against sponsoring and financing terrorism.

  17. How can this group, whose members include countries that have issuedjihadi fatwas in support of terrorism, claim that it is protecting Syrians? Is the Council aware of the fact that the Al-Nusra Front has refused to implement the Russian-Turkish agreement, which ended three days ago in Idlib? It refused to do that. Is the Council aware that the leaders of the Al-Nusra Front - and I am not trying to insult Egypt; I respect its Permanent Representative - are mostly Egyptians and Turks, sent by Morsi to Syria to carry out their jihad in Syria? The religious leaders of the Al-Nusra Front are now at odds with its political leaders. Its religious leaders do not want to implement the Russian-Turkish agreement because they want the bloodshed to continue.

  18. I wonder how that group, whose members include countries that have financed and supported armed terrorist groups in Syria, can claim to protect Syrians. I will not go into detail about the actions of every State. The Council is well aware of them. I also wonder how this entity, which includes members that have financed, trained and supported terrorists in Syria and committed multiple acts of aggression against it, can claim to be protecting Syrian lives. How can a group whose members include countries that supply terrorist groups with chemical weapons claim to be protecting Syrians? When I spoke about this issue yesterday in a statement before the First Committee (see A/C.l/73/PV.8), I named the country that provided those terrorist groups with chemical weapons. I am referring to Turkey.

  19. Today we are seeing a new chapter in this policy of blackmail. Following the achievements and progress in Astana, and after the Syrian Government's positive engagement with the outcomes of the Sochi Congress, those same countries sought to create an illegal group, known as the small group, outside the authority of the Security Council, with the aim of blocking any progress in Astana or Sochi, turning back the clock and hindering the political process. The Sochi process is the only one that has borne fruit, and the reason is simple: the Syrian Government was part of the process, and that is why it succeeded. Those countries have tried to portray the group as angelically innocent by giving the impression that all of its members are committed to reaching a peaceful settlement of the crisis in Syria.

The United Nations must not be part of any political group that stands against Syria and the Syrian Government, because those groups are being created outside the authority of the Security Council by political Powers that support terrorism in Syria and in the region. The countries that have supported the terrorist war against Syria for the past seven years have convened Council meetings for the purpose of grandstanding, and have exploited the United Nations in an unprecedented manner. There have been hundreds of meetings on Syria, formal and informal, Arria Formula and side events - all kinds of meetings. Those meetings have been held every time the Syrian army has been able to defeat the armed terrorist groups, in order to bring political pressure to bear on the Syrian Government and hinder its progress.

The creation of the Brussels group and the small group, or any other entity in which the Syrian Government does not participate, can only be counterproductive and will not help to achieve progress on the political track, which is supposed to be Syrian- led. Syria is not under anyone's authority. There will not be another Karzai in Damascus. When a meeting was held in Marrakech on 12 December 2012 for the so-called Group of Friends of the Syrian People, at the initiative of France, at the time the Group included 137 members. Today it has only 12. It failed because it was never a friend of the Syrian people. It is as simple as that. That is why the Syrian Government does not recognize any road map that it is not a party to and that it does not approve.

  22. The coalition has defied State authority and helped the Da'esh terrorist organization to move its troops to the area east of the Euphrates in order to carry out its acts of aggression in Syria. If it is to preserve its credibility, the Security Council must launch an immediate investigation into these crimes so as to prevent their recurrence, end the illegal presence of United States and other foreign forces in Syria and stop them carrying out their plans to undermine Syria's sovereignty and unity. Mr. Ja'afari (Syrian Arab Republic) (spoke in Arabic): The illegal so-called international coalition led by the United States, in another flagrant violation of international law, international humanitarian law and human rights instruments, has committed yet another crime against innocent Syrian civilians. On 13 and 14 October, the coalition's warplanes targeted residential areas in the Syrian city of Hajin, in Deir ez-Zor governorate, using internationally banned white phosphorus bombs and killing a number of civilian martyrs and injuring others, including women and children. It is now clear to all that this coalition has fought everything but terrorism. Its practices make it clear that its goals are in harmony with those of terrorist groups. It has sown chaos, death and destruction.

  25. In response to the statement made by my colleague the British Ambassador, the agreement announced yesterday is time-bound with clear deadlines. The agreement is a part of previous agreements on de-escalation zones, established by the Astana process since the beginning of 2017. The Astana process has always been committed to respecting the sovereignty, territorial integrity and unity of the Syrian Arab Republic, while liberating all Syrian territories from terrorism, terrorists and illegal foreign military presence. In conclusion, I would like to respond to my colleague the Permanent Representative of Britain, who asked what action "the Syrian regime" was taking to ensure the delivery of humanitarian assistance. What kind of question is that? There is no representative of the Syrian regime in the Security Council, or at the United Nations.

The Syrian Government underscores that the agreement was the result of intense consultations between the Syrian Arab Republic and the Russian Federation, with full coordination between the two countries. The Syrian Government is never the last to be consulted. No one can sidestep the Syrian Government in that regard. In order to protect the lives of Syrians, there must be cooperation with the Syrian Government and support to counter terrorism, instead of allowing Western intelligence officers to support terrorist groups through the use of deceptive terms, including, for example, "moderate armed Syrian opposition", "non-State armed groups", "the Islamic Caliphate State" or "jihadist groups". I was deeply disappointed, but not surprised, to note that there was no mention of two elements in the briefings on the humanitarian and the political situation in Syria provided by the Under-Secretary-General and the Special Envoy. Neither of them mentioned the subversive Israeli role in Syria or the terrorist groups operating in my country. That was despite the fact that my dear friend, Mr. De Mistura, knows well that we agreed in Geneva on four baskets that constitute our agenda, one of them is terrorism. Therefore, it is unacceptable that Mr. De Mistura and Mr. Lowcock do not mention either foreign or domestic terrorism, which is operative in my country. As Council members know, Israel attacked my country twice this week. However, it seems that some members of the Council were not aware of those two acts of Israeli aggression.

It is part of Israel's aggressive policy and desperate attempt to provide moral support to terrorist groups following their defeat at the hands of the Syrian Arab Army and after cleansing the Syrian territories from their abomination. That comes after the repeated and continued provocative Israeli violations of the disengagement agreement of 1974 and the relevant Security Council resolutions, especially resolution 350 (1974). My country calls on the Security Council once again to assume its responsibility in maintaining international peace and security and to immediately take the necessary and decisive measures to hold Israel accountable for its terrorism and its crimes, which constitute a flagrant violation of the Charter of the United Nations and the provisions of international law.

  40. Another Kuwaiti, Shafi Al-Ajmi, who was added to the list of terrorists at our request, although other members had refused to do so for several years, claims that he is a religious leader. In 2012, The New York Times published a long article on a member ofthe Kuwaiti army, one Sergeant Al-Mutairi, alleging that he had sent terrorists and $500 million to sponsor terrorism in my country. That is what we received from our brothers in Kuwait. Kuwait calls us brothers but I do not know what kind of brothers these men are. Cain and Abel were not like that. It would crush the hopes of those who invested billions of dollars in terrorism and whose cries have echoed in the halls of the Organization, just as they did when the Syrian army liberated the eastern districts of Aleppo, eastern Ghouta, Dar'a, Quneitra and their rural areas. In conclusion, I would like to respond to my colleague, the Deputy Foreign Minister of Kuwait. I remind him that Waleed Al-Tabtabaie, a member of the Kuwaiti National Assembly, organized a campaign to send terrorists to Syria in 2012. The campaign was called "Go fight forjihad in Syria". I am speaking here about a member of the Kuwaiti Parliament, supported of course by terrorist takfiris and salafis who are also members of Parliament in Kuwait.

  42. Support for Syria today is the litmus test of good intentions, compliance with international law and the Charter and of credibility in the war against terrorism. We have provided information to the Council on the intention of terrorist organizations and the White Helmets to use chemical substances in order to blame the Syrian Government and pave the way for yet another tripartite act of aggression. We call on those three countries with influence on terrorist organizations to prevent them from using weapons or chemical substances as a pretext to allow interference and direct aggression by their sponsors against my country. I would like to inform the Council of the good news that investing in terrorism in Syria has failed. Liberating Idlib from the Al-Nusra Front and other terrorist organizations would be the last nail in their coffin.

Speaking of the Al-Nusra Front, I note that the United States, Britain, France and Ukraine continued for one full year in this Council to refuse our call to add Hayat Tahrir Al-Sham - which means the Al-Nusra Front, which means Al-Qaida, which means the criminals who attacked New York - to the Council's terrorist list. However, a month ago we suddenly heard that Washington, DC, had approved the designation of Hayat Tahrir al-Sham as a terrorist group affiliated with the Al-Nusra Front, which means Al-Qaida. The Syrian Arab Republic is committed to countering and uproot terrorisming and to liberate all Syrian territories from terrorism and foreign occupation in all its forms and manifestations.

If armed terrorist groups refuse to lay down their weapons and leave Syria, the Syrian Government is prepared to shoulder its humanitarian responsibilities and take all the necessary measures to protect civilians; ensure them safe corridors for leaving Idlib; and provide them with shelter, food and medical care, just as in other, similar situations. The aim is to liberate the province of Idlib from the Al-Nusra Front, which is a designated terrorist organization, alongwith other affiliated terrorist groups not covered by the Astana agreements. The Syrian Government has also called upon all international organizations operating in Syria to prepare to meet urgent humanitarian needs.

In that regard, those who facilitated the entry of foreign terrorist fighters into my country - the United Nations and the Secretariat refer to them as non-State actors, as opposed to terrorists; the French Ambassador uses the term "jihadists", not "terrorists" - in particular the Turkish Government, still have a chance to remove them from Idlib province, just as they did with elements of the White Helmets who were sent to Idlib, with the cooperation of Israel and Jordan, in order to commit further terrorist crimes with chemical weapons.

Defending terrorist groups operating in Idlib and surrounding areas is a desperate attempt to save such groups and prolong their existence in preparation for recycling them and then sending them as heavily armed "moderate" oppositions to other countries, such as Yemen, Iraq, Afghanistan and Nigeria. The Syrian State is deeply committed to ensuring the safety of its people. That is why we have clearly stated that reconciliation is our priority. We gave armed groups in Idlib plenty of time to lay down their arms, become part of the reconciliation process and disassociate themselves from terrorist organizations not covered in the Astana 4 agreement.

  47. Such action is ttaken in response to the demands of millions of Syrians, including the people living in Idlib who are besieged by terrorist organizations. Every day, the Government receives thousands of appeals from our people in Idlib, asking us to liberate them from terrorism. No country or entity has the right to curtail our sovereign right or use the suffering of civilians in Idlib as a pretext for political or media bartering in order to dissuade the Syrian Government from restoring security, stability and normalcy to that Syrian province.

Their intelligence services devised deceptive names for the terrorists, such as the Caliphate State, the Army of Islam, the Soldiers of Islam, the Al-Nusra Front, the Turkistan Islamic Army and the Nur Al-Din Al-Zenki Movement. All those names have absolutely nothing to do with Syria. They use such groups as a tool of their foreign policy to exact revenge from countries that reject their diktats. Any action taken by the Syrian Government to expel terrorist organizations from the Syrian province of Idlib - Idlib is not in Somalia - is a legitimate, sovereign right under international law, the Charter of the United Nations, Security Council resolutions on counter-terrorism and the Astana agreements.

It has become common practice for three Western countries that are permanent members of the Security Council to use their presidency of the Council to rally others against my country and Government. They hold hundreds of meetings, ring alarm bells, level accusations against us and use menacing language whenever the Syrian army and its allies make progress in countering the armed terrorist groups that are the tools used by those countries. For the thousandth time, we underscore in this Chamber that the Governments of those three Western countries and their tools in the region are the main and direct cause of the suffering of our people inside and outside the country. They fuel the conflict in Syria and do their utmost to perpetuate by investing in the takfiri, Wahhabi and Saudi terrorism that they invented in the 1980s.

It is truly ironic that many States Members of the Organization are now facing an unprecedented challenge, namely, that the presidency of the Council is simultaneously playing the role of adversary and arbiter. Yesterday, Madam President, you forced the discussion on Nicaragua onto the Security Council's agenda, although the situation in that country does not constitute a threat to international peace and security. Today, you are forcing a discussion on Idlib, which is a dear part of my country. It will be Venezuela's turn tomorrow, followed by that of Iran, according to our understanding of the current month's programme of work. The bitter hostility directed towards us for decades has never been our choice because we are one of the founding Members of the United Nations. We believe in peace and in sparing humankind the scourge of war.
