We are again today witnessing repeated attempts by the United States of America and its allies aimed at killing off the very hope embedded in the agenda item under consideration, "The situation in the Middle East". That is being done to cover up Israel's crimes and its ongoing violations of international law by deflecting attention from those very facts. The policies of those States - headed by the United States, the United Kingdom, Saudi Arabia, Qatar and others - violate the provisions of the Charter of the United Nations and the rules of international law by resorting to the use of terrorism and defamation as tools to combat the Syrian State, including through the building - or should I say, the creation - of training camps for terrorists and mercenaries by claiming that they are the moderate opposition.

  4. That is yet another new chapter in the overall plot and the overall aggression against the Palestinian people. Israel's continuation of such acts of aggression has exacerbated tension in the region. They have reached an unprecedented level, one that will have very heavy consequences and will not be limited to the region alone. That is why we call upon the United Nations, including the Security Council, to bear its responsibilities by putting an end to the Israeli occupation and the barbaric policy of continued aggression and by forcing Israel to withdraw from all occupied Arab lands to the line of 4 June 1967, in keeping with the relevant United Nations resolutions, including resolutions 242 (1967), 338 (1973) and 497 (1981).

  5. It is high time for the United Nations to come into play, to end the Turko-Saudi collusion aimed at shedding Syrian blood and that promotes the Judaization of Jerusalem. We would like to reaffirm our ongoing position in support of the right of the Palestinian people to self- determination, and the building of an independent State throughout its whole territory, with Jerusalem as its capital, while guaranteeing the right of refugees to return to their lands, to their homes, in keeping with General Assembly resolution 194 (III) of 1948. That is a non-negotiable right. It is a right that will never disappear or evaporate. It is reaffirmed by international law and United Nations resolutions and all the relevant international instruments. Syria condemns the Israeli violence against the Palestinian people in the Gaza Strip.

Those terrorist groups continue to act on the basis of their conviction that the United Nations is not even going to lift a little finger to intervene, that Israel will continue to lend them all logistical military support and that Qatar will keep paying millions of dollars in ransom money to release those who have been detained. That is taking place in the framework of what is nothing more than a masquerade to justify the financing of the Nusra Front, after the adoption of resolution 2170 (2014), regarding the prohibition on the financing of the Islamic State of Iraq and the Levant and the Nusra Front, caused new constraints and limitations to be imposed upon them. That does not, however, exempt Qatar of its legal responsibility it is a flagrant violation of resolution 2133 (2014), which bans the payment of ransoms to terrorist outfits.

That occurred under a process of coordination with a regime that sponsors terrorism and claims that it is a mediator, but it does that to cover up the fact that it pays bribes and ransom money to terrorists. That is inadmissible. What we cannot understand is that every single warning, all the information that we have communicated repeatedly to all the parties - the United Nations and others - including about Israeli support to terrorist groups and about the fact that Syrian positions were being directly targeted, was all disregarded. That is done to help those groups to achieve their ends. What about the request we officially submitteed calling for an investigation of the possible collusion between Qatari intelligence services and the kidnapping of UNDOF peacekeepers, especially members of the Filippino contingents?

  8. The most recent developments in the region, which have pushed the United Nations Disengagement Observer Force (UNDOF) to temporarily evacuate some of its positions, are not jut coincidence. They have come at the right time to reaffirm what we had warned against, that the support led by certain regimes, including Israel, to Al-Qaida-related groups in the area of separation is not only a flagrant violation of the Disengagement Agreement, international law and all Security Council resolutions, but it also exposes the United Nations forces to danger, thereby making them unable to discharge their mandate. That is what happened when these terrorist groups repeatedly kidnapped peacekeepers, members of UNDOF, and fired against those soldiers or their positions, which prompted them to evacuate some of those positions under threat of fire.

That almost leads us to believe that reacquiring the Syrian Golan is not a natural right of the Syrian people, that the Golan is not an occupied Syrian land or that Syrian citizens who suffer under the Israeli occupation are not a part of the Syrian population. Where are those representatives who laud human rights and international humanitarian law when it comes to putting an end to the Israeli settlement campaigns and the suffering of Syrian citizens, which has continued for nearly half a century. Where are their noble words and intentions when those citizens suffer from policies of repression, racial discrimination and torture, and when they are deprived of their natural resources, including oil, gas and water?

The occupying Power has always flouted all the meetings of this international Organization and the resolutions adopted, even though Israel itself was established as a result of a United Nations resolution. Everyone knows that such Israeli disregard for the United Nations, its ongoing persecution of the Palestinian people and its occupation of Arab lands, including the Syrian Golan, are primarily due to a number of influential States that are Council members irresponsibly supporting Israel at the political, military, economic and media levels. Some people claim day and night that they are concerned about preserving the rights of the Syrian people. However, their true intentions and misleading words are now known to all, in particular with regard to the condemnation of the Israeli occupation of the Syrian Golan since 1967.

Success in our efforts against terrorism requires that we distance ourselves from anything that can undermine the credibility of the role of the United Nations, such as politicization of this struggle by finding pretexts for committing terrorist acts and dividing terrorists into good terrorists and bad terrorists, distinguishing moderate terrorism from extremist terrorism. Terrorism is terrorism. In this struggle against terrorism we cannot conceive of a coalition that includes the countries that are the primary supporters of terrorism and terrorists, that provide them with refuge and money. We affirm here that the participation of Israel in the coalition against Daesh undermines the credibility of the coalition, does the fact that Israel shot down a Syrian plane that was only doing its national duty in bombing Daesh and Al-Nusra sites. These are groups that attacked the United Nations Disengagement Observer Force and kidnapped its personnel. Those acts show the alliance between Israel and terrorist organizations attached to Al-Qaida and other terrorist groups. We believe that the United Nations is the main forum for bolstering efforts aimed at combating terrorism in order to ensure international peace and security.

We are combating the terrorist threat posed by the Islamic State in Iraq and the Levant and the Al-Nusra Front, as well as other terrorist groups that the Committee pursuant to resolutions 1267 (1999) and 1989 (2011) concerning Al-Qaida and associated individuals and entities has not cited in its list because of opposition from a number of countries.   19. Accordingly, there is a need to coordinate upstream with the Syrian Government in the framework of any credible efforts to combat terrorism. In conclusion, an effective fight against ISIL requires combatting its ideologies, based on the obscurantist Saudi Wahhabi ideology, which is the source of extremism in the Arab and Muslim world. I recall that thousands of Saudi terrorists have joined ISIL in Syria and Iraq. The majority of the terrorists who carried out the 11 September attack were Saudis, not Syrians.   20. We have always spoken of terrorism, the existence of terrorism and incitement to terrorist acts. We have highlighted those Governments supporting terrorism, the media's support for terrorism, fatwas and the people who claim to be ulamas and who support such terrorism. There are indeed training camps for terrorists. Some of those camps are in neighbouring countries. Moreover, some attempt to mask the identity of those who support terrorism. The international awakening in the fight against ISIL and Jabhat al-Nusra, even if tardy, is a matter of relief. We therefore reaffirm that any international counter-terrorism efort must be based on full respect for the Charter and the provisions and principles of international law, in particular those upholding the sovereignty of States.

  21. The war in Syria and Iraq against terrorism is a single war against the same enemy. The victims in both countries are the victims of one single heinous terrorist group. My country's Government is an active participant in combatting the terrorist groups ISIL and Jabhat al-Nusra. We have undertaken those activities unilaterally within Syria over the past three years. We always emphasize the importance of counter-terrorism efforts, putting an end to terrorist financing and combating terrorists who come to our country from other countries.   24. On 7 March we asked for an investigation by the Special Representative into the recruitment of Syrian children as war correspondents by foreign authorities and satellite TV networks. On 7 April, we informed the Special Representative about the more than 18,000 cases of organ trafficking involving Syrians in northern Syria. Around 100,000 children in refugee camps in Turkey are at risk for such trafficking. We have voiced our concern dozens of times about the situation of children in the refugee camps in neighbouring countries, which we do not have time to discuss today. What has the Special Representative and the country team done to verify those crimes or to denounce the violations perpetrated by the terrorist armed groups against the Syrian children in my country?

  25. The relevant Syrian authorities are cooperating with the Special Representative in the country regarding the monitoring of crimes committed against Syrian children and their investigation. The Government has presented her with proof and confirmed information on the hundreds of crimes and serious violations committed by the armed terrorist groups in Syria, in the hope that that will help to expose those crimes, but so far we have not seen any concrete steps taken to do so. As an example, on 6 April, our delegation presented the Special Representative with verified information on the armed groups' systematic attacks on schools and hospitals, including 58 cases relating to schools and 54 cases of children killed, abducted or mutilated.

In the video, he asks them what should be done with evil Christians and Jews, and the response they have been taught is that their throats should be cut preceded, of course, by the phrase "Allah akbar" or "Allah is great". In order to deal with such violations, the Government of Syria, since the beginning of the crisis and in accordance with its constitutional responsibility to protect its citizens, has undertaken various measures aimed at promoting the protection of children, including, as I have said, every possible measure to prevent the recruitment of children into combat, including a decree adopted on 6 May 2013.   27. Those battalions are fuelled by children who have been brainwashed in order to turn them into monsters, murderers, rapists and executioners. They undergo rigorous physical training, drill with arms and carry equipment and weapons that weigh more than their own young bodies. The innocent laughter of children has vanished from the region, replaced by slogans of hatred, murder and blood. The children have been turned into suicides with an instinctual hatred for their fellow citizens. In one of the videos that are circulating, an old man is talking to some children in a school yard. He speaks with a distinct Gulf accent and indoctrinates them with distorted religious statements that he then ties to a historical personage, religion or party so as to establish a religious and divine justification for killing and slaughtering.

In those areas that are controlled by the Islamic State of Iraq and the Levant, the Army of Islam, also known as the Free Army, or other terrorist entities that are satellites of Al-Qaida, criminal battalions have been created under a number of different names. They include the Zarqawi Youth around Damascus, the Khalifa Youth in Al-Bukamal in the eastern part of the country, and the youth of the Ibn Taymiyyah Brigade in the Aleppo area, which is linked to Jabhat Al-Nusra.

The United Nations is called on to bear its responsibilities and to discharge the role entrusted to it by the States Members of the United Nations under international law and the Charter of the United Nations, in particular with regard to equality, sovereignty and non-intervention. The peoples of the region are paying the price of the military invasion of Iraq in 2003, which took place following unilateral claims that were rejected by the Security Council and the Secretary-General at the time. That led to the tragedies of which we are all aware. The Libyan people are also paying the price of direct military intervention, which has destroyed the country and put it in the hands of armed groups and Takfiri gangs that threaten the peace and security of every Libyan. The Sykes-Picot Agreement also opened the way for the French occupying authorities that took Iskenderun from the lands of the Syrian Arab Republic and handed it to Turkey, which still occupies it today, in order to bribe Turkey's then-rulers not to enter the Second World War on the side of Nazi Germany. What many States see in the crises in the Arab region compels us to question who benefits from such crises. That is particularly the case given the fact that we have seen organized and coordinated actions in our Arab region by many States, one after the other, with the same participating States and regional and local actors using the same tools, slogans, schemes and resources, leading to the killing of millions ofinnocent people and destruction on a unprecedented scale.

  32. It is truly ironic that the end of the First World War in Europe was followed directly by the painful path of European colonial wars against other peoples. As soon as the weapons of war fell silent in that war, the Governments of France and Britain drafted the Sykes- Picot Agreement. It was a deplorable agreement that divided the States and peoples of the region into areas of influence and occupation and opened the way for the Balfour Declaration of 1917, which sowed Zionist settler colonization in occupied Palestine and led to the unprecedented injustice and Israeli settler occupation of Arab and Palestinian land that continue today.

Regrettably, the establishment of the United Nations did not lead to the noble goal for which it was created- to save succeeding generations from the scourge of war, as is stated in the preamble to the Charter. Our peoples, whose voices joined those of the peoples of the United Nations in calling for the condemnation of war and for the prevention of its scourge on humankind following the Second World War, have suffered more than ever before from the effects of wars that have caused great harm to the world, in particular our Arab region, and that we still feel today. It is crucial that the Security Council promote serious dialogue with the States concerned in order to find adequate means for fighting terrorism before the adoption of these resolutions so that their concerns and the needs of their peoples are taken into account, putting special emphasis on the fight against Takfiri philosophy that allows terrorism to grow in certain regions and undermines religions, which can only strengthen terrorists.

I would also like to know why the members of the Security Council have not responded to our repeated complaints for over three years about Takfiri organizations' exportation, initially from Libya, of terrorism and weapons to my country through Turkey and Lebanon, despite the reports of the Panel of Experts created in accordance with resolution 1973 (2011), on Libya, which clearly revealed that issue. The official documents that have been sent by Syria have been deliberately ignored, with an incredible lack of political seriousness. If those important documents had been taken into account and ifthe past resolutions of the Security Council had been implemented, especially those touching on the fight against terrorism, we would not be obligated today to adopt a new resolution.

I would like to ask the Council about its adoption of presidential statement S/PRST/2014/14, which was submitted by the Russian Federation. Specifically, I would like to ask the Council about the identity of those who buy Syrian oil from the Islamic State and how stolen Syrian oil makes its way to Europe through Turkey.

Hundreds of letters and supporting documents, photos, videotapes and other forms of communication have been transmitted by the Syrian Government to the Security Council and other entities and bodies of the United Nations in order to draw attention to the crimes committed by numerous terrorist groups such as the Islamic State, Jabhat Al-Nusra and the Islamic Front. Those organizations have committed the worst forms of murder, torture and intimidation against innocent Syrians. They have targeted civilians and committed genocide against certain categories of both Iraqi and Syrian society, in addition to undertaking the organized destruction of the infrastructure of different sectors in Syria.

  41. For more than three years, Syria has been engaged in an exhausting war against the terrorism of Takfiri organizations, in the name of humankind in its entirety. During this difficult and bitter period of Syrian history, the Syrian Government has tried by all possible means to draw the attention of the States Members of the United Nations to the threats that the region and the world are facing as a result of the practices of those organizations. However, States with influence on the Arab, regional and international scenes have dedicated huge efforts to covering up the facts and have pursued their support for and arming of terrorist groups, and have offered safe harbour, financing, media and political coverage, making those organizations pass at times for a moderate armed opposition and for a jihadist opposition at others.

We have today adopted an important resolution (resolution 2170 (2014)) that was eagerly awaited by all, particularly those of us in the Syrian Arab Republic, in the shadow of the growing threat posed by the two terrorist groups, the Islamic State and the Al-Nusra Front, as well as other groups and terrorist organizations related to Al-Qaida. I would like to mention that the presidential election that recently took place in Syria, with multiple candidates, proved that the first and last choice in deciding Syria's future lies in the hands of the Syrian people. not a group of States that wrongly puts itself forward as the custodian of the destiny of the world's nations. The election also showed that the Syrian people were united in the face of pressure and that no one, however powerful, could separate the Syrian people from their rights, as has been the case in other countries.

The Syrian people need the Governments of those States to consider the sins that they have committed towards the Syrian people and to strive to make amends for them before the flame of that terrorism reaches their own territories. In order to improve the humanitarian situation in Syria, it is first and foremost necessary to put an end to terrorism and to support the path of national reconciliation, which has significantly helped improve the humanitarian situation in those areas where that has happened. A Syrian-led national dialogue and the choice of the Syrian people and their aspirations must be supported.

  45. In conclusion, one cannot support terrorism while claiming to seek to put an end to the humanitarian suffering in Syria. The stubborness of some Governments in denying their huge strategic mistakes in Syria cannot be seen as political maturity or a sense of responsibility towards the humanitarian crisis. After all that has taken place, we have not heard any apology from the officials of those countries that have supported terrorism in Syria and Iraq, while remaining suspiciously silent with regard to declaring a state of terrorism. Instead, we still hear the shameful description of those insurgents as freedom fighters, jihadists and armed opposition. A very important book, entitled Syria: Why the West was Wrong, was recently published in Paris. In the preface, the author wrote: "How could the West have been so wrong about Syria?

The Syrian Government relies on the impartial, effective and responsible role of the United Nations in dealing with the humanitarian situation in Syria, in particular with regard to respect for Syrian sovereignty, not to mention the cooperation and commitment of the Syrian Government in the humanitarian area, ensuring the non-politicization of humanitarian assistance and refraining from the manipulation of border crossings by some actors to allow the entry of weapons and terrorists. We underscore the need for certain senior United Nations officials to fully comply with their mandates, in accordance with Article 100 ofthe Charter of the United Nations, and to refrain from pursuing the agendas of their national Governments.

The fundamental problems facing the delivery of humanitarian assistance occur primarily in areas where terrorist groups are active, according to the report of OCHA itself. Thirdly, despite the boastful scenes and deceptive pledges made at donor conferences, funding for the 2014 Syria Humanitarian Assistance Response Plan has barely reached 29 per cent of the required amount.

  49. Everyone knows that the label is only a cover to conceal terrorist groups affiliated with Al-Qaida, such as ISIS, Jabhat Al-Nusra and others. In addition to the activities of the terrorist groups, there are other factors that hamper the improvement of the humanitarian situation in Syria. The necessary steps to deal with such elements should be taken. In short, the most important of those factors are as follows. First, the negative impact on Syrian citizens as a result of the unilateral and coercive measures imposed on them by the Governments of States that support terrorism. Those States are by definition contributing to the humanitarian crisis, not to a solution.

We would appreciate it if you would send us the delivery receipts for the total amount of the ammunition, in terms of quantity and quality, with the personal signatures of the leaders and warlords so that the receipts can be given to the Turkish and French partners." Two thirds of the ammunition reached the so-called moderate opposition, the leaders of Jabhat Al-Nusra, who are classified by the Council as a terrorist entity affiliated with Al-Qaida. Furthermore, how is it possible that some permanent members of the Security Council talk about providing lethal weapons to the so-called moderate military opposition, even though the President of one of those countries has acknowledged that one cannot rely on the opposition.
