That evil role is manifest in their involvement in supporting terrorism in Syria and contributing to the continued bloodshed , while weeping crocodile tears over it. “Syria is strengthening its relevant procedures in that regard, and we have submitted five national reports to the 1540 Committee. “Influential States have prevented the Council from doing its duty in the face of a threat of terrorist action to which Syria was subject, action that also threatened international peace and security and the entire world. However, those States did not hold the Governments of Member States that support terrorism accountable. Once again, we ask ourselves what point is there for the Security Council to adopt resolutions ifthey are not implemented, or ifthey are implemented only in a selective and self-interested fashion? “Members and non-members of the Council chose to ignore our messages calling for compliance with resolution 1540 (2004), which calls on Member States to refrain from providing any support whatsoever to terrorist groups that attempt to use nuclear, biological or chemical weapons and their means of delivery. Again, our efforts to inform the Council of those attempted violations went ignored. Although terrorist groups have attempted to illegally smuggle chemical weapons, especially sarin gas, through Turkish territory and into Syria, and in spite of our detailed reports on the support provided by certain States in connection with acts of aggression that took place within reach of Damascus on 21 August 2013, the Security Council has done nothing.”

“In that regard, we presented to the Council and the 1540 Committee a letter dated 8 December 2012, and we continue to send correspondence, including a letter dated 8 April 2014. That last piece of correspondence contained detailed information with regard to the manufacture and testing of chemical weapons by Al-Qaida elements in a laboratory in the city of Gaziantep, Turkey, in preparation to use themagainst civilians in Syria. We warned of attempts to use civilian flights originating in Libya against the Syrian Government. “We see some States, some members of the Security Council, remain silent in the face of those violations, which pose a threat to global security. Those extremely serious events are a reality, and we greatly deplore them. We have seen them emerge in Syria with armed terrorist groups using chemical weapons more than once against civilians and the military, with the support of the States of the region and the complicity of the intelligence services of influential States members of the Council. The Government of the Syrian Arab Republic has issued warnings, through hundreds of official messages to the Council, the Secretary-General and the Chair of the Security Committee established pursuant to resolution 1540 (2004), alerting them that certain States were facilitating the acquisition by terrorist groups active in Syria of chemical weapons.”

“Efforts have been made on the national, regional and international levels to implement the resolution. Relatively speaking, those efforts have borne fruit by bridging the gaps that had created openings for terrorists or transnational organized crime groups to acquire and trade in weapons of mass destruction. That also limited the phenomenon of the black market and made it easier to exercise control over such sensitive materials. However, despite all those efforts, we deplore the fact that there are still major gaps that are being used by terrorists to acquire weapons of mass destruction to be used for criminal purposes. Even worse, we see the involvement of certain Member States in providing chemical weapons and chemical ingredients to terrorist groups.”

Everybody knows for sure that Israel, an occupying Power that is based on occupation and expansion, has never been concerned with peace. It occupied the Syrian Golan and Jerusalem. It has encroached upon various countries of the region, relentlessly violated international law and the Charter of the United Nations, and attacked the holy sites of Muslims and Christians alike. Now it is trying to usurp the Al-Aqsa Mosque in an attempt to establish a Jewish State of Israel, to drain Palestine of its population and to put an end to the right of return. It manipulates peace negotiations and initiatives under the pretext of so-called security concern in order to devote its efforts to occupation and to overturning a status quo that cannot be changed.”

“Those terrorist organizations have repeatedly abducted peacekeepers, including the Filipino batallion. We have sent reports about it to the Department of Peacekeeping Operations with all the details, and called for official investigations in that regard. However, to date the Department of Peacekeeping Operations has provided us with no results of such investigations, assuming they have even carried them out in the first place. Israel has not only provided logistical support to terrorists, but it has directly interfered with military forces more than once.”

“Israel's assistance and support to terrorist groups, including those affiliated with the Al-Qaeda in the disengagement area in the occupied Syrian Golan, are a flagrant violation of resolution 350 (1974), the mandate of the United Nations Disengagement Observer Force, and international law. Israel has gone so far as to build a field hospital near the separation line in the Golan. Its Prime Minister visited injured terrorists treated in Israeli hospitals and insisted on their return to the separation line in the occupied Syrian Golan to continue their terrorist activities there. Israeli assistance to terrorists endangers the lives of United Nations staff working there and undermines their effectiveness. These are members of the so-called moderate opposition, as I said earlier.”

“He cannot study in schools in Arabic, in accordance with the Syrian curriculum, if he does not hold an Israeli identification card. Education in Arabic, be it according to the Syrian or any other curriculum, is prohibited there. In addition, the Isreali occupation forces do not allow the Syrian Arab Red Crescent to work in the occupied Golan or to establish clinics and hospitals there, pursuant to the resolutions of the International Red Cross and Red Crescent Movement, which dates back to 1919. Moreover, the occupation forces have built a racist segregation wall east of the Syrian village of Majdal Shams and refused to provide international organizations with maps of the landmines they planted in the Golan, which have killed more than 726 Syrian citizens, including 227 children.”

“Meanwhile, they have said not one word about putting an end to the Israeli occupation of the Syrian Golan, as if reclaiming the Golan were not a right of the Syrian people and as if the Golan were not an occupied Syrian territory on which a number of resolutions are issued yearly calling upon Israel to withdraw from it to the borders of 4 June 1967. With regard to Israeli settlements and the suffering of the Syrian people under occupation in the Golan for the past 50 years, why do those States not mention the heinous suppression and racial discrimination there, or the detention, torture and deprivation of natural resources, including oil, gas and water? A Syrian citizen under occupation in the Golan will not be treated in Israeli hospitals if he refuses to carry an Israeli identification card.”

“It is absurd that some delegations of States that do not even have a constitution or a parliament, and where women are deprived of their fundamental rights, should speak about the importance of establishing democracy in Syria, whose Vice-President is a woman. Some delegations that have become addicted to shedding Syrian blood over the past three years have been competing in calling for conferences, sessions and meetings to be held to spread misleading reports on the situation in Syria. Some have resorted to crying wolf today in a theatrical, amateurish and inaccurate manner about the situation of the Syrian people.”

“In that respect, I would like to point out that Saudi Arabia, Qatar and Turkey and other Council members from the West contributed to that dubious approach by asking last month to convene two meetings on Syria in the General Assembly. The first coincided with the Security Council meeting devoted to the periodic briefing by the Secretariat on the situation in the Middle East (see S/PV.7118) and the second coincided with the meeting of the Committee on the Exercise of the Inalienable Rights of the Palestinian People. They thereby attempted to distract attention from the Palestinian question, under the item concerning the situation in the Middle East, and to play a negative role in the Syrian question. That is clear evidence of their hypocrisy.”

“Once again, some delegations have insisted on delivering elaborate statements about the situation in my country, Syria, under the agenda item "The situation in the Middle East, including the Palestinian question". Their misleading and provocative statements only contribute to extremism and terrorism in Syria and the region at large and distract from the essence of the item, which is to find a way to put an end to the Israeli occupation of Arab territories, including the Syrian Golan. In that respect and in connection with the pictures that I distributed earlier, the armed terrorist forces that killed dozens in Damascus and Homs today are described by some colleagues as part of the "moderate opposition", and those colleagues provide them with arms.”

“Mr. Ja'afari (Syrian Arab Republic) (spoke in Arabic): Some colleagues have insisted in their statements today on addressing the situation in my country under the agenda item "The situation in the Middle East, including the Palestinian question". Although some countries have meant well while others did not, it is deeply saddening that none of the speakers has mentioned the terrorist attacks that took place in my country today, including in ancient city of Homs, where 36 people were killed and 85 injured, most of them children. That was just one incident among many. In the Al-Shaghour district of Damascus, a mortar attack on a school killed 24 children and injuring 86. These were just some of the children who lost their lives today while speakers spread false fears. I have provided the Council with photographs of some of the victims.”

“Belgium has called on the nine European States concerned with the issue of foreign combatants in Syria to meet in Brussels on 8 May, alongside representatives of the United States of America, Turkey, Morocco, Jordan and Tunisia. The Minister of Interior ofBelgium has said that addressing the issue of the return of foreign combatants to their countries of origin is one of her most important concerns. We have communicated this information to the Special Representative of the Secretary-General for Children and Armed Conflicts. Here we would ask: If it is claimed that the failure to document the crimes of sexual violence committed by the terrorist armed groups is due to the inability to access locations within Syria, how can it be explained that none of these violations in the camps - which their host countries have always declared open to whoever wishes to visit - is being documented? “One such incident, although surely not the last, involved four minor girls - two from Austria and two from France - who fell prey to this heinous fatwa, as reported by the French and Austrian official media. Fourthly, it is critical for us to focus on the suffering ofdisplaced women in camps in neighbouring countries. We are deeply concerned over the deteriorating security situation in the camps in neighbouring countries that host Syrian women and girls, who suffer insecurity, human trafficking, rape and false marriages. “In this connection, if the Special Representative has been unable to verify what she calls "media reports" concerning the crime of marriage jihad, we are prompted to ask whether the statement made by the Minister of the Interior of Tunisia before the Tunisian Parliament on 19 September 2013, which falls within the reporting period covered by the report, to the effect that 300 Tunisian women had fallen victim to this sick fatwa from the Gulf, is also to be considered a media report that cannot be verified. The United Nations, as represented by the Special Representative, plays a key role in eliminating this unprecedented humiliation of women. This phenomenon affects not only Syrian women, but women and girls worldwide.”

“We have done so because of our interest in objectivity and balance and in order to prevent politicization. However, for reasons unknown to us the Special Representative seems not to have found time to undertake such an important visit. Clearly, her failure to do so has prevented her Office from reporting accurately on sexual violence in Syria. Secondly, in the report the Special Representative indicates that her allegations are based on "[i]nformation gathered from displaced civilians outside the Syrian Arab Republic and reported by the independent international commission of inquiry on the Syrian Arab Republic" (ibid), as well as by former detainees. I insist that the work undertaken by the commission since its establishment has been neither professional nor objective.”

“First, those who drafted the report continue to allege that the information contained therein was not verified "largely owing to a lack of access" (S/2014/181, para. 55). In the regard, I assert that the Syrian authorities have received no request from any United Nations office in Damascus or elsewhere, including that of the Special Representative of the Secretary-General, to visit any location in order to verify information provided by the Syrian Government. I recall that we have extended a formal invitation to the Special Representative to visit Syria on more than one occasion since her appointment, and before the drafting of her two reports, in order to help her assess events on the ground rather than relying on misleading allegations arising from the media.”

We have demonstrated our commitment to supporting international efforts to end all forms of sexual violence, holding their perpetrators and instigators accountable, and ending the silence and unjustified indifference in the relevant reports of many specialized agencies of the United Nations concerning all such ethically and socially abnormal behaviour against Syrian women. “The Syrian Government, via the Health Ministry, continues to implement its programmes to promote child health care. It has launched the fourth stage of the vaccination campaign against polio, a disease that was eliminated more than 10 years ago in Syria. Having said that, everyone knows now that the spread of that virus in Syria was caused by infected individuals from the very armed terrorist groups that came to Syria from Afghanistan, Pakistan and other countries. We are extremely concerned over the ongoing tragic situation and grave violations against Syrian children in the camps of neighbouring countries.”

“In another violation of Syrian children's rights, certain foreign parties and satellite channels broadcasting from Arab Gulf Arab States recruit Syrian children to work for them as armed rebels against the authority of the State and as war correspondents, giving them cameras and communication equipment and sending them to unsafe areas to report the news, thereby jeopardizing their lives, of course, in a violation of all principles and instruments on the protection of the rights of the child. We call on the relevant agencies of the United Nations and the Special Representative Zerrougui to launch an immediate investigation of such shameful acts, especially since the competent authorities in Syria has detained one of the gangs that manages the recruitment of children. Their confessions were aired by Syrian television recently.”

“That is punishable by a term of 10 to 20 years of hard labour, reaching a life sentence if the child dies while in combat. It is very important to underscore that this law deals with the recruited children as victims by virtue of the juvenile code under Syrian law. They are placed in social protection centres, rather than in detention centres, where they reside until they face a fair trial and are immediately referred to rehabilitation institutions in cooperation with civil society and under the supervision of expert mentors.”

“We provided the Special Representative of the Secretary-General and the members of the Security Council with a list of 28 cases in which terrorist groups have targeted schools throughout Syria, and 54 cases of the killing, maiming and kidnapping of children. Unfortunately, no one in the Secretariat has made an effort to verify those reports or ask the Syrian Government for more details about them. While terrorist armed groups continue to recruit Syrian children, boys and girls for their military operations, the relevant authorities in the Syrian Government are taking legal action with regard to these recruited children, in accordance with the law on the recruitment of children adopted on 6 May 2013, which criminalizes those who recruit children to take part in any form of combat.”

“It has maintained its positive engagement with the United Nations to uncover the details of what is happening in Syria, notably the violations of children's rights as a result of the practices of armed terrorist groups. The permanent delegation of the Arab Syrian Republic to the United Nations circulated an official memo to the members of the Security Council on 6 February, containing detailed and documented information and examples of the crimes committed by armed terrorist groups against Syrian children. “I have never heard of anybody who had pressured those terrorist armed groups to release women and children who were kidnapped after dozens and hundreds of them were slaughtered. The great calamity is not that a group of criminals and terrorists should commit such acts; it lies in the fact that these terrorist groups are publically financed, supported and armed by the Governments of Arab, regional and international States that have vowed to take part in these grievous crimes and great sins. They lost no time and spared no effort in offering large sums of money, influential media and abhorrent sectarian incitement to undermine the social, educational and economic progress that has been achieved by my country, Syria.”

“During scores of meetings of the Security Council, directly or indirectly related to Syria, I have never heard that one or more States with influence over the armed groups in Syria - some of which are members of the Council - has exercised any pressure on these terrorist armed groups to lift the blockade of a certain area in Syria or to stop the militarization of a hospital or a school in Syria, or to free religious leaders, priests, nuns and orphans who have been kidnapped for months or even years. I have not once heard that any of any States that exercises pressure on terrorist armed groups had pressed for the release of Syrian women and children who had been taken hostage, kidnapped and used as human shields, from Latakia to Deir ez-Zor, Al-Raqqa and Deraa.”

“Syrian children were the first to suffer under the practices of mercenaries and takfiris openly imported from all parts of the world to impose obscurantist Wahhabi ideas on our children and young people and commit the most horrific crimes against Syrian children. They recruit these children and youngsters and train them to commit the most horrific crimes of terror - slaughter, kidnapping. maiming, dismemberment, beheading with axes and swords, disemboweling pregnant women, hanging their foetuses on trees by the umbilical cord, and human and organ trafficking. “I note with interest the briefings made this morning and I take this opportunity to reaffirm the commitment of the Syrian Arab Republic to all international treaties, conventions and instruments which it acceded to and ratified at an early date, in particular the Convention on the Rights of the Child and its two Optional Protocols. Syria has always been a pioneer in providing for all the needs of children and in promoting their rights and protection, in particular quality free education and medical services. This fact has been recognized in the reports of specialized United Nations agencies over decades. However, it is regrettable that the current crisis in Syria has led to inhumane extremist manifestations that are contrary to the Syrian values of moderation.”

I duly note his remark that he personally visited the camps of Syrian refugees in Turkey. “That is because these borders with some neighbouring States are the source of terrorism into Syria and bloodshed of the Syrian people. Yes, as my dear colleague the Ambassador of Nigeria said, the violence has reached the threshold of nonsense and illogic, that is true. But the more important question remains, why is this happening in Syria, and why this unjustified silence concerning forms of the flagrant external intervention in Syrian internal affairs? The prevailing mentality among some, unfortunately, is that of a diplomacy of hyenas, not of international humanitarian law. One last remark. “Delivering humanitarian assistance across borders can never be done in a manner that violates Syrian national sovereignty as guaranteed by the Charter of the United Nations. Here we would like to warn against going beyond the provisions of General Assembly resolution 46/182 and the guidelines for the provision of humanitarian assistance, creating the false impression that merely allowing cross-border humanitarian operations, with neighbouring States that are involved in escalating the humanitarian situation, supporting, arming, training and funding Daesh, Al-Qaida, the Al Nusra Front and the "Islamist" Front as well as others, would resolve and put an end to the humanitarian crisis for millions of Syrians - this is nothing more than a delusion, a parody of the children's bedtime story, "The magic wand", that is told to them to make them fall asleep.”

“That resolution, in turn, clearly and unequivocally confirmed that international terrorism was being carried out by groups associated with Al-Qaida, after having denied, in an unjustified and incomprehensible way, its existence throughout the Syrian crisis. The time has come for the Council to carry out seriously and firmly its duties in dealing with the roots of the humanitarian situation, namely, the terrorist activities perpetrated by Takfirist groups against civilians in Syria with the support of well- known Governments, individuals and entities that have become known to everybody - support in which the Israeli occupying forces are taking part publicly and with the knowledge of the peacekeeping department in the disengagement zone in the occupied Syrian Golan.”
