“There are some countries that from the start adopted a balanced and constructive position towards the Syrian problem and emphasized the need to solve the problem peacefully through dialogue and political means, basing their positions on the principles of international law and the Charter of the United Nations. There are others, however, that seek to interfere in the Syrian situation in a flagrant manner. They beat the drums of war and made themselves part of the crisis by providing arms and funds, political and media support and logistical support to the armed groups in Syria that incite violence and terrorism. Imposing sanctions is illegitimate and harms the Syrian people.”

“In that respect, the majority of the Syrian people, including sectors of the responsible nationalist opposition, rejects external intervention and rejects violence. “About 4,302 people have benefited from the amnesty through 17 July 2012. Some of these various people belonged to terrorist and non-terrorist groups that receive external support and carry out maimings and killings of civilians and military personnel. They have also committed the massacres that have been brought to the attention of the meetings of the Security Council devoted to the situation in Syria. Those groups include elements from Al-Qaida, Arab and non-Arab jihadists and extremist terrorist groups. Some at the United Nations would be only too happy to call them third-party groups. The Syrian State, however, as a responsible Government that is supposed to protect its people like all other responsible Governments in the world, cannot accept their acts.”

“They summarize the situation by drawing a misleading picture that seeks to advance the idea that there is a tyrannical regime killing its unarmed citizens, whereas the crisis in Syria is a complex, multidimensional problem with internal and external ramifications. At the internal level, there are some who have peacefully called for reform and dialogue and expressed their legitimate concerns through a political process. The Government has not denied those concerns, but rather considers them a priority. On the other hand, there are those misguided others who have taken up arms and destroyed public and private property. They have made mistakes, but the road for them to return to their senses is still open, as manifest in the amnesty declared for all who turn in their weapons.”

“I must draw attention to the fact that some countries are still bent on undermining any serious effort to solve the problem in Syria peacefully. That has been made very clear by their efforts to ensure that the Arman plan fails by twisting their interpretations of the communique and rushing to hold parallel meetings under the so-called Group of Friends of the Syrian people. In their objectives and purposes, those meetings run contrary to the Annan plan, which Syria and the international community accept, and to the outcome of the Geneva meeting. Some parties with a direct interest in farming the flames of the crisis in Syria make a habit of giving erroneous information and distorting the facts about Syria and the response of the Syrian Government to the crisis.”

“A number of mechanisms have been agreed for putting an end to violence, restoring peace and security throughout my country, and preparing conditions conducive to a comprehensive Syrian-led national dialogue among all Syrians, in accordance with the Arman plan. It has become clear to all that the success of the Annan plan and of UNSMIS - which of course have the full support of the Syrian Government, which has more interest than any other in seeing the plan succeed - will require sincere international commitment and political will on the part of all parties, especially those that have influence on the armed opposition groups. What is needed is the political will to encourage dialogue, reject violence and militarization, stop arming and financing terrorist groups, and lift the illegitimate unilateral sanctions against the Syrian people.”

“If there is no opposition to the outcome of the Geneva meeting, based on the Arman plan of action, why can the Council not agree on a simple, purely procedural matter, which is the extension of the mandate of the United Nations Supervision Mission in the Syrian Arab Republic (UNSMIS), in keeping with the basic principles that I just listed and that have been agreed to by all who participated in the Geneva meeting? Our endorsement of the outcome of that meeting was an example of our open approach to seeking a peaceful solution to the crisis in Syria and in keeping with our positive response to the efforts ofthe Joint Special Envoy and UNSMIS. In this context, we note that, on his visit to Damascus, Mr. Arman held constructive and positive talks, as he himself has emphasized and reiterated.”

“Syria has officially welcomed the final communique of the 30 June meeting in Geneva (S/2012/523, annex), especially its basic points about commitment to the sovereignty, independence and territorial integrity of Syria, putting an end to violence and human rights violations, disarming armed groups, the need to avoid militarizing the situation, protecting civilians and launching a Syrian-led political process. All of that underscores that it is the Syrian people alone who can come to the table to make decisions about their future, in dialogue without foreign intervention. “Equally regrettably, the Council has again failed to condemn that act. However, we do thank the Secretary-General and the Joint Special Envoy, Mr. Kofi Arman, for condemning that terrorist act. If such a terrorist act can fail to incur the immediate, strong condemnation of the Security Council, that means that all the consensus the international community has built on combating terrorism has been mere talk. That failure sends the wrong message to terrorists all around the world, which is that they are beyond accountability. That failure also means that any talk of support for a peaceful political solution in Syria and an end to violence is mere sloganeering to gain time, delude international and Syrian public opinion, and avoid implementing the Kofi Annan plan.”

As we have long warned, this is due mainly to the suspicious timing of those meetings and the treacherous terrorist acts that have affected many innocent Syrians, their institutions, their cadres and their human and material resources. “I remind the Council that a very dear part of my country, the Golan, is still under Israeli occupation. In 1981, the Security Council adopted resolution 497 (1981) in which it rejected the Israeli policy concerning the Golan. I am not going to speak at length; time is short. Ijust wanted to jog our memory a little so that we remember that the Israeli entity has perpetrated State terrorism and political crimes since its establishment. The proof is that all its leaders and heads of Government led armed terrorist groups during the British mandate over Palestine.”

Israel assassinated the first international peace envoy, Count Bernadotte. Israel has committed many massacres - in Qibya, in Deir Yassin, and twice in Qana, where it slaughtered hundreds of Lebanese civilians who had taken refuge in the United Nations compound, mistakenly believing that the Organization's flag would protect them from the evil acts of Israel. It started about 18 months ago and has deteriorated since THE legitimate demands for reform were made by the Syrian people. Those demands were accepted by my Government, but were followed by Arab and international interference in our affairs. The history of the crisis dates back just 18 months. “Salafi and Takfiri terrorists, financed by Qatar and Saudi Arabia, are training in Zintan, Libya, in a special camp administered by the intelligence agencies of those countries that invaded and destroyed Libya, killing and displacing innocent Libyan civilians. This camp in Zintan is also home to armed gangs that are being trained to be dispatched to Syria. Some of them have already been dispatched and killed by the security agencies in Syria. Others have been captured. It would therefore behoove the representative of Libya to remain silent and to stop talking as if his country actually promotes the protection of civilians. “It also disregards the adverse effects of the unilateral sanctions imposed on Syria and the terrorist acts of armed groups against civilians, such as murder, forcible evacuation, the obstruction of civilian movement and the disruption of daily civilian life. Adding insult to injury, the Secretary-General's report fails to mention the daily suffering of Syrian civilians under the Israeli occupation of the Syrian Golan. A few hundred armed extremists in Homs - Salafis, Wahhabis or Takfiris infiltrated by Al-Qaida elements - expelled some 100,000 Christian Syrians from their neighbourhoods and homes simply because they were Christians. So we now have 100,000 Christians displaced from Horns and dispersed throughout Damascus and elsewhere. Another 400,000 people have been displaced from Homs. Such issues must be addressed by all present here.”

“It would be tantamount to undermining noble efforts to protect civilians in armed conflict. The report of the Secretary-General, contained in document S/2012/376 and submitted under this agenda item, addresses various issues and topics. It briefly mentions the daily suffering of the Arabs under Israeli occupation for decades. The report timidly addresses the tragic situation of the Libyan people after 130,000 Libyan civilians were killed under the pretext of protecting them from the former regime. Today, Libya is governed by 2,600 armed militia rather than a central Government administering the country's affairs.”

“Are the Palestinians and Syrians in the occupied Golan, and the Lebanese living under Israeli occupation in southern Lebanon, not civilians and hence unworthy of protection? That basic concept must be the focus of the debate. Jurisprudence establishes that international efforts to protect civilians in armed conflict be undertaken in strict respect for the principles enshrined in the Charter that provide for the respect of the sovereignty, political independence and territorial integrity of States and non-interference in their internal affairs. “Statements have also been issued by certain armed terrorist groups, noting earlier successes in smuggling shipments of weapons, including American Stinger anti-aircraft rockets, into Syria. At the same time, a high-level official of the Libyan National Transitional Council had announced that 5,000 anti- aircraft had been misplaced or lost from Libyan arsenals. There have also been reports of Turkish and Libyan cooperation with other Arab and non-Arab States in sending lethal weapons to armed groups in order to sow death and destruction in Syria. I find it strange that the aforementioned ship entered Lebanese territorial waters via Egypt, passing without interdiction the positions occupied by the maritime units of the United Nations Interim Force in Lebanon.”

“We have sent dozens of letters to the President of the Security Council and the Secretary-General on this topic. The most recent was that of 24 April concerning terrorists, most affiliated with Al-Qaida, who had been arrested in Syria following their infiltration of our borders for the purpose of undertaking terrorist operations. I should like to inform the Council that, on 27 April, the Lebanese authorities detained and seized the vessel Latfallah II, which had sailed from Misurata, Libya, to Lebanon via Alexandria, Egypt, carrying 180 tons of weapons and advanced communications equipment, including rocket-propelled grenade launchers, French anti-tank and anti-aircraft launchers, and large amounts of TNT. This weaponry was intended to be smuggled into Syria for use in armed terrorist operations.”

“To that end, they are engaged in illegal cross- border movements from neighbouring States. The smuggling of funds and weapons to armed groups is a reality encountered on a daily and even hourly basis by the customs authorities and border guards of Syria. High-level officials of Syria's neighbours have spoken publically about disrupting the smuggling of weapons, money and people into Syria. For example, on 20 March the Minister for Foreign Affairs of Lebanon spoke of the arrest by the Lebanese authorities of 27 individuals on charges of smuggling weapons into Syria. The Director of the General Security Service of Jordan has spoken of the detention by the Jordanian authorities of a number of individuals attempting to sneak weapons into Syria through our border crossings.”

“Statements have also been made by the leaders of Western intelligence agencies, admitting that the Al-Qaida branch in a State bordering on Syria was behind the recent terrorist bombings in Damascus and Aleppo, following the infiltration by Al-Qaida elements into the ranks of the armed opposition fighting the Syrian Government. Arab and non-Arab media are reporting on a daily basis the deaths in Syria of foreign fighters of various nationalities in the course of undertaking terrorist operations. Indeed, some Al-Qaida-affiliated websites have been lamenting the loss of members of their groups in carrying out terrorist activities in Syria. I have a list of 26 names of terrorists, some of whom are affiliated with Al-Qaida.”

“Some of those organized terrorist acts have carried the hallmarks of Al-Qaida method and ideology, including the mutilation of corpses, the killing of entire families on the basis of purely sectarian affiliation, and the carrying out of simultaneous suicide explosions in separate areas. Since the beginning of the aforementioned events, we have conscientiously stressed that armed terrorist organizations associated with Al-Qaida are carrying out the atrocities in Syria, but many political parties and hostile media have cast doubt on our assertions. Today we are witnessing the public endorsement by groups and organizations affiliated with Al-Qaida of terrorist activities and operations carried out in Syria in response to appeals issued by leaders of Al-Qaida such as Ayman Al-Zawahiri, who has called for jihad in Syria.”

“That incident led the Secretary-General to condemn the explosion and all acts of violence, including the use of explosive devices in Syrian cities to target the forces of law and order, civilians and public and private property on a continuous daily basis; armed robbery, banditry, theft, vandalism, attacks on citizens in their homes and in their shops, in order to provoke and terrorize them; and the kidnapping of individuals for ransom, which is then used to support terrorist activities. “Council members are well aware that, while Syria has witnessed a noticeable reduction in the level of violence, there has recently been an increase in the scale and frequency of terrorist activities and operations in the country. Extremist terrorist groups have emerged, using unusual criminal methods and carrying out organized terrorist operations based on extremist Takfiri edicts that label others as apostates and which are issued by inciters residing in countries well known to us all. These groups use suicide bombers, booby-trapped cars, explosive belts and packages to attack vital facilities and infrastructure and to sow fear among citizens.”

“As I mentioned earlier, the explosions killed dozens of innocent victims, civilian and military. Joint Special Envoy Kofi Annan quickly condemned the cowardly act, as did General Mood, chief of the United Nations observer mission. We expect the Security Council, under the wise leadership of its President, to condemn that cowardly act loudly and clearly, and to take a firm stance in addressing it in all its Arab, regional and international dimensions. The explosion took place at the same time as another explosion in Aleppo this morning, which also claimed several civilian victims and did massive damage to private property.”

“Our capital was shaken by two suicide terrorist attacks that killed 56 innocent individuals and grievously injured 372 others; the remains of 15 individuals have yet to be identified. Those statistics characterized this morning in Damascus, in contrast to the morning enjoyed by all other capitals in the world. It is therefore appropriate that, on behalf of my Government, I today address the members of the Security Council on the subject of counter-terrorism. At 7:30 am. local time, two suicide terrorist bombers exploded two vehicles laden with explosives in an neighbourhood of Damascus that is densely populated with civilians. The area has four schools, including a primary school, a preparatory school and a secondary school. The two explosions took place at a time when students were on their way to school.”

We have closely followed the briefings presented by the Chairs of the subsidiary bodies in today's meeting, and we thank them for their statements. Syria reaffirms its condemnation of terrorism in all its forms and manifestations, regardless of its source or perpetrators, be they groups, individuals or States. Terrorism consists of criminal, aggressive and unjust acts that target the lives and property of innocent people, and its effects touch everyone without distinction. Today started as a beautiful sunny day in most of the capitals of the world, but it was a bloody day in Damascus.”

“Instead, they choose to criticize and blame the Syrian Government for the lack of commodities and essential foodstuffs for its citizens. It is regrettable that the Governments of Saudi Arabia and Qatar have participated enthusiastically in the imposition of these shameful measures, and that their tireless efforts have exacerbated the situation of some of the poorest and weakest sectors in Syria. “More than 30,000 political detainees currently crowd Saudi prisons. In addition to carrying out arbitrary arrests and violating the freedoms of movement and peaceful expression, some Saudi sheikhs have issued religious edicts authorizing those who participate in such peaceful demonstrations to be killed. I do not wish to go into greater detail because I would thereby fall into the very trap that the representatives of a number of other Member States have fallen into. As to the Western countries that have criticized the human rights situation in my country, it is they that are to blame for the deterioration of that situation, as it is their Governments that have imposed unjust economic measures that have had a devastating impact on the daily lives and livelihoods of Syrian citizens.”

“The Qatari authorities continued to use such destructive language before and following the adoption of the resolution in New York and participated in the Istanbul meetings, as well as those in Tunis and Paris. In that regard, we wish to recall that it was Qatar that, in cooperation with Saudi Arabia, terminated the mission of the League of Arab States to Syria. Having been relieved of its responsibilities and duties, the mission unmasked the policies of Saudi Arabia and Qatar, which continue to support and finance armed terrorist groups and to promote terrorism and the shedding of Syrian blood. The Saudi authorities do not hesitate periodically to kill peaceful demonstrators in Al-Qatif and Al-Awamiya or to cordon off areas where there are demonstrations in an attempt to intimidate and cow civilians.”
