  1. Resolutions 2042 (2012) and 2043 (2012) call on all countries to respect their provisions. What is surprising is that only two days following the adoption of resolution 2042 (2012), the Emir of Qatar made a public statement violating the letter and spirit of that resolution. This clearly revealed the hidden intentions of the Qatari authorities, who are opposed to any peaceful settlement to the crisis in Syria. Indeed, the Emir of Qatar had already made his judgements and appraisals prior to the arrival of the United Nations monitors. He said, "The likelihood of the successful outcome of Annan's mission is no higher than 3 per cent. The Syrian people do not need peaceful support. What they need is military support through arms." These remarks were made by the Emir of Qatar just one day after the Council adopted resolution 2042 (2012).

  2. This demonstrates a dreadful lack of a sense of duty on the part of the Secretariat to inform the Security Council of the latest developments in the occupied Syrian Golan. Failure to do so will encourage Israel to pursue its aggressive policies and its flagrant violations of all relevant resolutions of the United Nations. Even the customary phrases voiced by a number of the representatives of the Secretary-General, to the effect that there were no new developments in the occupied Golan, were not to be heard today in the statement of Mr. Pascoe, the Under-Secretary-General for Political Affairs. The Syrian Golan must fully returned within the borders of 4 June 1967. This is a non-negotiable right. We ask Israel not for concessions, as has been stated here, but to fully restored rights and lands to their owners.

  3. The trucks waited for three months to obtain Israeli authorization, but the permits never came through. We attempted to convey our complaint to the Secretary-General and to the members of the Security Council through formal letters. However, those complaints have fallen on deaf ears. The representatives of the Secretary-General have not contented themselves simply with ignoring Israel's violations. As Mr. Pascoe did today, they have simply ignored the situation in the occupied Syrian Golan during their monthly briefings to the Security Council under this agenda item. They are clearly shirking their responsibilities and their duty under resolutions 242 (1967), 338 (1973) and 497 (1981).

As part of the same Israeli policy that flouts all relevant resolutions of international legitimacy, in particular resolution 497 (1981), which provides that the Israeli decision to annex the Syrian Golan is null and void and has no legal effect, Israel is continuing to refuse to return the occupied Syrian Golan to its motherland, Syria, and is pursuing its settlement policies, terrorist actions, acts of racial discrimination, attempts to humiliate Syrian citizens, divide the occupied Syrian Golan and build a separation wall in the Golan east of the village of Majdal Shams. Moreover, this month, Israeli policy has prevented apple farmers from transporting their harvest to cities in Syria, even though the International Committee of the Red Cross sought to intervene in order to get permission for the trucks carrying the crop to enter Syria.

What is strangest of all in that context is that a number of States have demonstrated false enthusiasm for the rights of peoples and the protection of civil and human rights, shamefully and worryingly ignoring the rights of the Palestinian people to self-determination and the need to put an end to the Israeli occupation. In that context, the aim of today's debate is to undermine the referential framework for the issue and its relationship with putting an end to the Israeli occupation of Palestinian territory and the establishment of a Palestinian State on the basis of the 1967 borders, with East Jerusalem as its capital. It is regrettable that a number of Arab delegations have also undermined that framework and fallen into the trap of addressing issues that have nothing whatsoever to do with finding a solution to the Arab- Israeli conflict and putting an end to the Israeli occupation of Arab territory. The situation has become highly dangerous as a result of Israeli inflexibility, its systematic violation of the rights of Arab citizens living under its occupation, the country's refusal to implement hundreds of United Nations resolutions, and the crimes that have been perpetrated against Arabs in Syria and Palestine. Furthermore, the issue is an integral component of the very responsibilities of the Security Council to maintain international peace and security. Moreover, it is why the item was established and included in the agenda in the first place, where it has remained for decades without a solution. Some are trying to bury significant issues and conceal the failure of past attempts at finding solutions by including irrelevant internal problems in Security Council deliberations.

In a previous statement, I said that there are no minorities or majorities in Syria, just one Syrian people proud of its religious and cultural diversity. It is paradoxical that, following Syria's openness in dealing with the initiative, yet another parallel conference has been held to exacerbate the crisis, take the solution out of the political framework and undermine any positive efforts to stop the bloodshed. I would like to emphasize an absolute truth: we reject interference in our internal affairs. We are keen to protect the sovereignty of our homeland while pressing ahead with the process of reform and comprehensive national dialogue, and we reject any type of dependency, trusteeship and direct or indirect occupation. Creating parallel tracks to the Annan plan would undermine it and squander the efforts made to achieve a peaceful solution to the crisis. That includes the conferences attended by a number of States in Tunis, Istanbul and Paris, among others, at which alternative plans outside international legitimacy were sanctioned on the arming of the opposition and imposing sanctions, while rejecting peaceful solutions. Once again, Syria would like to reiterate its hope that Mr. Annan and the Security Council will address the crisis in a comprehensive manner, given the need to redouble efforts to achieve commitments by the armed groups and those standing behind them so that violence will cease. The Syrian Government's support for the Annan mission is not enough to bring about its success. In word and deed, international, regional, Arab and other groups must cease to fund, arm and train the armed groups, desist from encouraging them to continue their terrorist acts and refrain from inciting the opposition to reject the comprehensive national dialogue. In that regard, we are gravely concerned about the curious ongoing disregard for the actions of those groups, which coincides with a systemic political misinformation campaign demonizing the Syrian authorities and the Syrian army and accusing the Syrian State of the crimes perpetrated by those groups by turning the facts on their heads while saying nothing about the crimes perpetrated by them. All of that is designed to bring about the failure of the Annan plan and to hold Syrian authorities responsible for that failure, with a View to initiating military action under humanitarian pretexts. That is similar to the mendacious allegations that led to the destruction of Libyan infrastructure and the assassination of 150,000 civilians at the hands of NATO forces with the participation of Qatar.

  17. Armed terrorist groups met that Syrian commitment to the Annan plan with a lengthy series of violations that undermine the Annan plan. They have escalated their terrorist acts, their killings of civilians and the forces of public order, and their destruction of public and private property. We have regularly provided Mr. Annan, the Secretary-General and the President of the Council with documented information on the total number of violations perpetrated by the armed groups since the 12 April ceasefire went into effect.   18. Our Government is ready to sign the protocol regulating the deployment of the United Nations monitors when the United Nations is ready to do so, on the basis of the preliminary agreement. My country has a vested interest in the success of the work of the Mission, given our keenness to achieve stability, safety and security for our country and our citizens. We would like to state here that the monitors must carry out their work on the basis of objectivity, impartiality and professionalism. Some parties have responded to this clear-cut commitment by the Syrian Government by carrying out a hysterical campaign of questioning, which clearly reveals their bad intentions in principle towards the Syrian Arab Republic, its homeland and its people. This demonstrates that they are frustrated by the initial return of stability and calm to Syria.

That Syrian position was initially demonstrated by the reception of the team of the Arab League monitors, which submitted an objective report documenting the crimes of terrorists against our people and institutions. This prompted the Governments of Qatar and Saudi Arabia to withdraw their monitors, which led to the termination of the mission, fully ignoring the mission's report. My Government has reiterated once again its Willingness to cooperate and its openness by recently signing, in Damascus, the preliminary agreement that governs the work of the United Nations Supervision Mission in the Syrian Arab Republic in the framework of respecting Syrian sovereignty and guaranteeing the commitment of all parties.

Before I conclude my statement, I should also like to reiterate that the suffering, hopes and aspirations of the Syrian people go beyond being mere commodities in the hands of speculators in the marketplace of political interests and deals. The Syrian people do not need a few million dollars to buy bulletproof vests. Instead, they need help to live in safety, peace, freedom and stability without increasing tensions among its various factions. The Syrian people need the lifting of the unjust sanctions imposed against them, for they are resulting in billions of dollars in losses. That is the only way in which those who adopted today's resolution can help the Syrian people, rather than providing Israel with six submarines that can be equipped with nuclear weapons and creating tension in the region conducive towards more war and aggression.

  27. Annan will not allow any party to bypass his plan or circumvent its provisions. The resolution that the Council has adopted today requires the commitment of the countries that proposed it and voted in its favour and have continued to support armed groups in Syria. While we believe that the resolution is not balanced, Syria believes that it is in its own interests to ensure the return of security and stability to our 12 country.   28. It is a settling of scores, some of them old and others of newer Vintage. The main weapon in the conflict seems to involve pitting political pan-Arabism against extremist political Islam. Extremist manifestations are being spread in order to fuel future wars in the region that will come in the form of sectarian, religious and ethnic crises intended to fragment the region. All this aims at bringing an end to the last locus of coexistence, brotherliness and diversity in the region, as well as to entrench the concept of a confrontation among religions, cultures and civilizations.   29. Those States cannot shed crocodile tears over the difficulties facing Syrian citizens every day while they are themselves to a large extent responsible for those hardships. What else could be the purpose for externally manipulating the exchange rate of the Syrian pound? What is the purpose of preventing Syrian expatriates from wiring money to their families in Syria? What could be the goal in damaging Syria's energy sector? Is the goal of all that to guarantee the well-being of the Syrian people and meet their demands for reform? What about the European Union's imposition of sanctions on Syria's Ministry of Energy? Will that help to deliver electric power to the Syrian people? All of this adds up to an unethical crisis that we must examine. What is happening in Syria is a manifestation of a geopolitical conflict over regional roles.

We wish to raise the question here of what it means when some States say that they support Mr. Annan's mission while at the same time they undertake parallel efforts aimed at ensuring the necessary funding for armed groups - to provide them weapons and militarize them - impose sanctions on the Syrian people and call for direct military intervention in my country. All of that completely contradicts the text of Mr. Annan's plan. We would therefore like to affirm before the Council that the ongoing support for armed groups will pose a genuine threat to Mr. Annan's plan. The parties involved are responsible for shedding the blood of Syrians and spreading terrorism in the country. The countries that have imposed unjust economic sanctions on the Syrian people are also complicit in the crisis.

Annan's plan, in a clear attempt to circumvent his mission and the role of the United Nations as well as to undermine the mission's role and its chances of success in its attempt to help Syria emerge from the crisis. Some have even endorsed a funding mechanism that would enable Gulf countries to fund armed groups by offering salaries to their members, to say nothing of the pledges made by those attending the conference to provide $100 million to fan the flames of the crisis rather than extinguishing them. Added to that are the calls made during the conference by the Foreign Minister of Qatar urging military intervention in Syria and the establishment of so-called safe zones on our territory. In that regard, we also note the statement made by the Foreign Minister of Saudi Arabia that arming the Syrian opposition was necessary.

Annan's mission cannot be guaranteed by official Syrian support alone; indeed, the aforementioned States must abide by their commitment to freeze and halt the funding, arming and training of armed groups, refrain from encouraging them to continue their acts of terrorism and stop providing safe haven to their members. In that interview, the latter admitted that they had slaughtered 150 people by knife as per the instructions that they had received from their commanders in the armed groups. What we find puzzling in this respect is that some of those who claim to care about human rights have paid no attention to the information submitted by numerous international bodies other than the Syrian Government about the grave human rights violations perpetrated by armed groups in Syria. Those violations include kidnapping and the holding of hostages for ransom as well as the torture and execution of members of the police force, the army and civilians who are regarded as supporters of the Government. Moreover, armed groups in Syria are recruiting child soldiers and using civilians as human shields. And to all this we can add the many in-depth field exposes published by major media organizations that confirm the fact that armed gangs in Syria are engaging in unprecedented criminal activities.

In that context, we find worrisome the ill intentions of some States members of the Council with regard to Syria, in that they deliberately do not hold armed gangs accountable for their crimes or for their acts of aggression against Syrian civilians and military personnel. For our part, we have offered, and provided, to Mr. Annan documented information on the violations that were perpetrated by armed gangs after the ceasefire went into effect yesterday. There have been 50 such violations, including the killing of dozens of civilians as well as army and law enforcement personnel, not to mention the destruction of many public and private installations.

  37. My country's Government has taken serious measures aimed at fulfilling its obligations under the six-point plan. It has declared its commitment to stopping armed confrontations as from 6 am. yesterday, and has indeed done so. The Government is providing to Mr. Annan, in writing and on a regular basis, information on the measures taken to implement the six-point plan.   38. At the time I made that statement, some raised questions as to the presence of armed gangs in my country. However, today, fortunately, we have heard many colleagues encouraging those armed gangs to observe their commitments to the plan put forward by Kofi Annan, the Joint Special Envoy of the United Nations and the League of Arab States. Mr. Ja'afari (Syrian Arab Republic) (spoke in Arabic): As members may recall, in the statement I made to the Council during the meeting (S/PV.6627) it held on 4 October 2011, I described a painful event that had occurred that same day in Aleppo, in northern Syria, during which armed gangs assassinated Saria Hassoun, the son of the Imam of the Syrian Arab Republic, and a university professor. Coincidentally, at today's meeting, I can, on behalf of my country - both the Government and the people - inform the Council that last night the Syrian authorities arrested two young men who were involved in the assassination of the Imam's son. The two men - Syrian nationals - have confessed to their crime, stating that they had each received $800 for every crime they committed.

It is only natural for us to say that the use of those words in this Chamber by some colleagues betrays their direct involvement in attempts to fan the flames of Violence, escalation and bloodshed in Syria and among Syrians. We do not accept any of that. I do not wish to speak at length, but I would like to conclude my remarks by raising an important matter. Today, a journalist working for Al-Jazeera's English channel in London said on record that the Ministry of Foreign Affairs of Qatar had instructed the channel to increase and intensify its coverage just hours before the convening of this meeting.

Nonetheless, I would like to ask her if her disgust also applies to the 60 vetoes that have been cast in this Chamber to prevent the establishment of a just, comprehensive and lasting peace in the region, the fair resolution of the Arab- Israeli conflict and the settlement of the question of Palestine. The statements made by some colleagues betray the true and genuinely hostile intentions of their countries towards the country, people and Government of Syria. All along, the tone of their statements has been undiplomatic, and their description of the Syrian Government as a regime is inconsistent with the principles of international law. They used inappropriate language to refer to the President of the State of Syria.

  43. Syria will remain the homeland of all Syrians, irrespective of their affiliations and political positions. There will be no majority and no minority. All of that will be developed on the ground in an initiative involving national ownership by the Syrian themselves and without external intervention. Syrians do not need to wait for lessons on democracy and human rights from Powers that deal with those lofty humanitarian concepts as if they were commodities to be traded speculatively on a stock exchange. My colleague, the representative of the United States of America, said that she was disgusted at the use of the right of veto by two permanent members of the Security Council. I am not evaluating what she said. I respect her point of View.

However, the other side, which has stonewalled the undertaking of such a dialogue as a result of encouragement by some who wish to adopt dominating positions, has rejected dialogue and continues, even as we speak, to reject it. It is our hope that the parties still supporting the opposition and armed groups - and those parties spoke about themselves, as some of my colleagues indicated in their statements - will sincerely advise their friends to foster a national dialogue, abandon all intentions to destroy Syria and to abandon all attempts to authorize outside military intervention. Indeed, they must join the ranks that will build Syria as it endeavours to renew itself. Syria will enjoy security and stability as it always has. Syria will continue to be the homeland of tolerance and openness.

  45. The draft resolution which the Council failed to adopt today emphasizes the importance of the dialogue that has been mentioned here. We are in favour of such a dialogue and wish to see it continue and succeed. But those who wish to be parties to such a dialogue have refused to engage in dialogue openly, and the Security Council and the League of Arab States are fully aware of that. Also aware of that fact are those countries that have sought, and continue to seek, to host such a dialogue. This comes at a time when my country has agreed, in the Council, to undertake immediately a national, comprehensive dialogue that is inclusive of all parties, but under the auspices of the homeland.

  46. Is it rational that among the sponsors of the draft are States that prevent women from attending a soccer match? And those States are calling on Syria to be democratic? Peaceful demonstration is a basic right guaranteed under Syrian law. The right to demand reform is the right of every Syrian citizen, and no one can deny that. But what no law can prevent and no State can accept is terrorism, chaos and the sabotaging of public and private property - the destabilization of a country. Every peaceful demonstrator, every person who calls for genuine reform aimed at safeguarding the Syrian homeland from major schemes and all those who seek dialogue as a way to resolve the crisis are not only welcome partners but key components of any effort to end the crisis in Syria as well as an integral part of reform and development in Syria.

Some of the Arab States that sponsored the draft are the very same ones that prevented the Arab League from endorsing the integrated initiative submitted by Syria to the League of Arab States on bolstering the process of democracy, reform and human rights in all Arab States. That initiative included a demand for the issuing of a decision by the Council of the Arab League that would put forward a comprehensive Arab vision aimed at promoting democracy and reform in all Arab countries and fulfilling the aspirations of the masses in the areas of freedom; human rights; a multiparty system; freedom of information; fair and transparent elections; freedom of expression; the right of assembly and peaceful demonstration; and respect for the rights of minorities, alien residents and expatriate workers on their territory.

During that programme, its host said, addressing the current Tunisian President, "Do not ask me about my sources, but I have received information from the highest levels in Doha to the effect that the Syrian regime will change on 22 January" - that is, the very day on which the League of Arab States met in Cairo and took the decision to come before the Security Council. It is indeed strange that the calls for reform, respect for human rights and the right to peaceful demonstration apply to Syria only, not to any other State in the region, especially those that sponsored the draft resolution submitted against Syria.

No restrictions were placed on the movement of the mission and its ability to interview Syrian citizens, both those who opposed the Government and those loyal to it." (5/2012/7], annex, enclosure 4, para. 73) About two and a half months ago, the Qatari Al-Jazeera satellite channel broadcast from Doha a political programme hosted by a well-known journalist. The two guests on that programme were the current President of Tunisia - who was not the President at that time - and a Syrian political activist.

Certain Arab Gulf States have dragged the League of Arab States to the Security Council, with a view to leveraging the Council's power against Syria and to internationalizing a purely Arab issue, contrary to the provisions of the Charter of the League of Arab States. That is in spite of the fact that since the beginning of the crisis, all of the Arab politicians in the League of Arab States have been competing among themselves to stress that they are not seeking the internationalization of the crisis in Syria. The report of the observer mission that I mentioned earlier stresses that Syria has fulfilled its obligations despite the acts of violence. Let me quote here from the report: "The mission noted that the Government strived to help it succeed in its task and remove any barriers that might stand in its way.
