We provided Ms. Zerrougui with electronic sites documenting cases of the recruitment of children by what is known as the Al-Nusra Front and the Saudi terrorist Abdullah Al-Muhaysini, and a tweet by the Saudi terrorist ideologue Mohammed Al-Arifi in which he addressed the moderate opposition. We also call on the Office of Ms. Zerrougui to provide us with the names of the five Syrian children who, according to the report, were recruited by Government forces into popular committees. So far we have not received any information in this regard. We reiterate the same question to Ms. Zerrougui's team: why did the authors of the report fail to refer to the forced economic measures imposed on the Syrian people, further tightening the noose that is suffocating children in Syria?”

“Instead of receiving education in a classroom, such children work hard all day long in textile mills. More than 1 million Syrian children live in Turkey, and thousands of them, unable to read or write, work in sweatshops and factories. A few days ago, in the Rukban refugee camp in Jordan, two children died because of the difficult conditions there, including lack of health care and polluted water. The cause of death of one of them, who was 10 months old, was yellow fever, as a result of polluted water. Thirdly, we stress the demand that Ms. Zerrougui's team investigate the fate of the hundreds of children abducted by elements of the terrorist Army of Islam, Liwa' al-Tawhid units and the Free Syrian Army in the areas of Damascus, Aleppo and Latakia. We reiterate the appeal made to the Security Council and Ms.”

“In this regard, we cannot but express our deep concern at the ongoing rape of children and the emergence of the phenomenon of the human slave trade in camps in Turkey and Lebanon. We are also deeply saddened at the new phenomenon of the trade in the human organs of these children, not to mention the rape and sexual harassment of Syrian children and women. The trade in organs in Turkish refugee camps such as the Nizip camp was reported by the Turkish mass media. The Turkish newspaper BirGiin published a story about the rape of 30 Syrian children ranging in age between 8 and 12. In addition, youth and children are recruited to join terrorist groups. On 5 June 2016, The New York Times published an article entitled "In Turkey, a Syrian child 'has to work to survive'".”

“The Military Operations Centre in Amman, which includes intelligence services representing the United States of America, France, Turkey, Qatar, Jordan, Israel and Saudi Arabia, has now mobilized some 7,000 to 9,000 fighters on our borders inside Jordan. They intend to launch this barbarous moderate opposition on our southern border with Jordan in order for it to commit crimes against our children, destroy our infrastructure and attack the Syrian army. If this were taking place in any other State, would the Council have called these demagogues "the moderate armed opposition", or would they have dealt with them as thugs? Secondly, the report fails to refer to the suffering of children in refugee camps in neighbouring countries, which is a critical issue.”

“The conscience of the world has come to recognize how these Wahhabi regimes facilitated the murder of the innocent children killed in cold blood in the Al-Zara massacre, which was carried out by armed groups in a village in the rural area of Hama a few months ago, as well as other massacres perpetrated in Syria. First, I regret that no one mentioned the fact that terrorists in the Wadi Barada region - outside of Damascus near Madaya, which, as some members already know is under siege, or so it is said - have bombed the only source that provides drinking water to the city of Damascus. That means that the inhabitants of Damascus, 7 million civilians, have been deprived of drinking water because the moderate armed/genetically modified armed opposition blew up the main source of water for the city.”

“The United Nations also must cooperate with the Government of Syria and coordinate with it with it with regard to the various humanitarian issues rather than take issue with Syria and criticize it, which will not lead to any positive results. The United Nations and international organizations active in Syria could not have achieved what they did over the five years of this crisis in terms of providing humanitarian assistance to millions of Syrians on a monthly basis had it not been for the cooperation, facilities and protection provided by the Syrian Government. This is not a favour we are doing, as long as Syrian people in need benefit from such humanitarian assistance and there is respect for sovereignty. I would like to recall what was said on 12 December 2012 in Marrakesh, when an attempt was made to create an opposition.”

Why not give the names of all the groups that have committed such terrorist acts? Why not call them the "armed opposition"? Why do we say that terrorism in Syria is carried out by the moderate opposition, instead calling their attacks "terrorist acts carried out by terrorists"? There is no legitimate, halal terrorism on one side and non-legitimate terrorism on the other. It is all terrorism, and it is our people who are suffering from it.”

“French aircraft recently bombed the village of Al-Tukhan, killing 164 people whom Da'esh had taken hostage and was using as human shields. But when the leaders of Da'esh heard the French President claim that he would seek vengeance for the attack in Nice, they gave orders for the village to be evacuated. Thus, the Da'esh fighters left Al-Tukhan just before the French bombing. The French airforce went ahead and bombed the village anyway, claiming twice the number of victims as the Nice attack. The President of France had sought revenge for Nice by killing 164 civilians in that Syrian Village. Who used those villagers as human shields? It was Da'esh who killed civilians under the cloak of the mission of revenge launched by the French and United States airforces. We have submitted dozens of examples of similar acts through official channels.”

“Turkey, Qatar, Saudi Arabia and other countries should end their support for the armed terrorist groups that, in certain villages of Syria, have committed atrocious acts against civilians whom they use as human shields. They must also stop legitimizing these armed terrorist groups in Syria by referring to them as the "moderate armed opposition" or as "non-State armed groups". All such epithets seek to convey neutrality, but they are incompatible with the provisions of the Security Council's own anti-terrorism resolutions. The mere fact of not calling terrorism by its name sends a false message to hundreds of terrorist groups that their terrorism is legitimate so long as it is undertaken in defiance of the Syrian Government and they continue to destroy infrastructure and to open the way to further human and material loss.”

“A sustainable solution would therefore consist in combatting terrorism by implementing the resolutions of the Security Council itself, in coordination and full cooperation with the Syrian Government and free of the double standards and hypocrisy that have been demonstrated by certain parties in the fight against terrorism. “That led to the entry of tens of thousands of genetically modified terrorists from all over the world, who came to be called the "moderate opposition" or "non-State armed groups". Those groups did what they did in Aleppo. In response to references made to Castello road, I would like to say that the Syrian Government has not closed that road. Instead, it is attempting to open and liberate it from the terrorists who use it to block the flow of humanitarian assistance into Aleppo and Idlib. “This is a crisis that has been imposed on - not created by - the Syrian people. Some members of this organ insistently and deliberately ignore the real cause of the humanitarian crisis in Syria and of the exacerbation of the crisis. They attempt to ignore the reasons that led a large number of Syrians to seek refuge in the areas of our country controlled by the Government and many others to do so abroad. The basic cause of this crisis is terrorism. As we informed members at the beginning of the crisis in this very Chamber, Aleppo had not experienced any terrorist activities in the first year and a half. We had called upon Council members to assist the Syrian Government in pressuring the Government of Turkey to close the borders in order to make it impossible for terrorists to reach Aleppo. But there was no response.”

“The so- called coalition forces - led by the United States of America - will not put an end to the suffering by destroying grain silos, electrical facilities and power plants, costing the Syrian people money and effort that are difficult to repay; nor by making light of the relative geography of Syrian bloodshed; and nor by establishing dubious alliances to eliminate terrorism. “Bringing about a sustainable end to the suffering of the Syrian people cannot be achieved by prolonging their suffering indefinitely, or by holding them hostage to political blackmail - as certain capitals are trying to do by putting the Syrian people between a rock and a hard place and forcing them to choose between ongoing terrorism or abandoning their country to chaos. However, when those terrorists started acting up in European capitals they became terrorists. This is well known. Mr. Laurent Fabius said as much at the 2012 Morocco summit at which participants claimed to be establishing an opposition entity. The same statement was repeated by the Foreign Minister at the time, who is now the Prime Minister of France. They both said, in December 2012, that European terrorists who were sent to Syria from France were called "Frenchjihadis". They used the term "French jihadis".”

“I will not respond to some of the improper comments made by some speakers with regard to my country, Syria, in particular those made by the Permanent Representative of the United States and the observer of the European Union. Those comments seek to detract our attention from this agenda item, lure us into quixotic argument and tilt at windmills instead of working seriously to put an end to the Arab-Israeli conflict and the question of Palestine in a just and comprehensive manner. The observer of the European Union seems to have forgotten that the item under discussion is primarily dedicated to the Arab-Israeli conflict and the Palestinian question. It is not focused on the situation in Syria, which was precipitated by some European States involved in Syrian bloodshed by exporting European takfiri terrorism to my country, Syria.”

“Israel provides support, including by treating their wounded in Israeli hospitals and covering their costs, which is also, according to reports by the Secretary-General on the United Nations Disengagement Observer Force, in violation of the Disengagement Agreement of 1974. Terrorist groups have been able to kidnap some peacekeepers from the Philippines and Fiji more than once. “Planning is under way to bring in another 150 families; so there will be a total of 750 families to settle those farms. All of those Israeli measures represent a blatant violation of international law, the Geneva Conventions and resolution 497 (1981). Such practices must be brought to an end immediately. They leave us with no other option than to resist that occupation through all the legal means guaranteed by the Charter of the United Nations. “The occupation authorities pursue their systematic violations of human rights, settler activities and policies of oppression against Syrian nationals. Israel steals the natural resources of the Golan, including oil and water. The American firm Afek Oil and Gas has begun to explore for oil in the occupied Syrian Golan, close to the so-called nature settlement. Moreover, the Israeli occupation authorities have confiscated thousands of dunums of land from the Golan to distribute among people who will be brought in to settle the confiscated lands with the purpose of establishing agricultural projects. Under this so- called farms project, the Israeli occupation forces have established 750 new farms in the occupied Syrian Golan. This year alone, 90 families have been brought in to settle those farms.”

“And here is yet another question that we have raised for more than 10 years: Is it not time for all effective, powerful forces to find a useful formula to implement the resolutions dealing with the Arab-Israeli conflict? These are questions that we would like the Governments that claim to cherish the precedence of international law and the credibility of the United Nations to answer. I speak before the Council today as a party to the Middle East conflict, because parts of the Syrian territory are under Israeli occupation. In that context, Israel continues to ignore all relevant United Nations resolutions in regard to the Syrian Golan, particularly resolution 497 (1981), which declared Israel's decision to impose its laws, jurisdiction and administration on the Syrian Golan as null and void and lacking legal value.”

“We have the right to question the seriousness of certain powerful States that claim to seek a just and lasting solution to the Palestinian question that is comprehensive and compatible with the aforementioned United Nations resolutions. We would ask the following questions. When will the Palestinian people enjoy a life of dignity in their long hoped-for independent State? We have posed that question for the past 70 years, ever since the United Nations was established. When will our people in the occupied Syrian Golan be able to return to their homeland, Syria? When will the Israeli occupation of our lands in the Golan, which began in 1967, end? We have raised another question for the past 50 years: When will Israel withdraw from other occupied territories, in particular the Lebanese territories?”

“All of those resolutions consider the Israeli decision to annex Jerusalem null and void, illegal and illegitimate, and confirm the illegality of colonization, condemn Israeli violations of human rights law and humanitarian international law and call for the cessation of those violations. After the adoption of all those resolutions and nearly a half-century of occupation by Israel of Arab territories, we have the right to question the credibility of meetings such as today's, aimed at addressing the important Israeli-Palestinian dossier now that it has been transferred from the Security Council to the Middle East Quartet.”

“Mr. Ja'afari (Syrian Arab Republic) (spoke in Arabic): At the outset, I would like to congratulate you, Sir, for presiding over the work of the Council during this month. Year after year, the General Assembly has adopted scores of resolutions on the Palestinian question. Our international Organization has adopted dozens of pivotal resolutions, such as General Assembly resolution 194 (III) on the right of return ofrefugees to their homeland, as well as Security Council resolutions 242 (1967), 338 (1973) and 478 (1980). All of those resolutions reject the occupation in Palestine and confirm the inalienable rights of the Palestinian people, including their right to self-determination and to establish their own State, the right to return and the right to sovereignty over its natural resources.”

“We are not levelling accusations; rather, we are calling the attention of Council members to problems related to humanitarian assistance. On several occasions, we have said that Turkey is using United Nations corridors to move weapons. Mr. O'Brien and his colleagues have not responded to that statement. A few days ago, it was revealed that the Erdogan regime was sending weapons along the corridors. He has imprisoned customs officers, journalists and judges. If that was an attack on the United Nations, it would mean that the information about Turkey was false, and that the statement made by the Ambassador of the United States proves that it did not occur. We are familiar with the cases of Libya and Iraq, and I do not want to add Africa to that. Everyone knows what is going in Africa.”

We are perfectly open to hearing any explanation that might contradict what I have stated. We do not wish to harm the reputation of the United Nations, as we are one of its founding Member States. I am here as a representative of that Member State. We are proud of having been a founding Member State and have always tirelessly defended the United Nations. However, the Organization is not composed exclusively of angels; I wish to combat its demons. The representative of the United States remarked that I did not refer to the report of the Secretary-General (S/2016/460), but that is inaccurate. Everything I said was with respect to that report.”

“However, we believe that in order to put a lasting end to the humanitarian crisis, we need to deal with the issue seriously, and to tackle terrorism that is supported from the outside and external interference in our internal affairs, and not through financial contributions pledged in various conferences as a matter of form - although those contributions have their own significance. The Syrian Government underscores the importance ofthe political dimension. We participated in the Geneva negotiations seriously. The problem was that some States had imposed the Riyadh delegation as the only interlocutor. That delegation came with preconditions, which were to ensure that the negotiations failed. Indeed, they withdrew on several occasions, following direct instructions from their sponsors.”

“The United Nations and other international organizations have, in the five years of the crisis' existence, been able to get humanitarian assistance to millions of people thanks only to the cooperation of the Government of Syria. Lastly, we frequently talk of the danger of terrorism and the importance of fighting terrorism. That should not be interpreted to suggest that we do not understand the depth of the humanitarian crisis in some regions of Syria or that we do not understand the importance of improving the humanitarian situation in Syria. On the contrary, we do.”

“If there are sometimes delays when it comes to authorizations and their implementation, that is a result of our concern for the safety and security of humanitarian workers, and the concern that humanitarian assistance reach those to whom it is destined. The Government of Syria remains committed to reducing the humanitarian suffering of our people. We are ready to implement any national measures needed in order to attain that objective. We continue to cooperate with the United Nations and to facilitate the work, but cooperation is not a one-way street. The United Nations also has to cooperate, coordinate and consult with the Syrian Government when it comes to humanitarian assistance, instead of criticizing it and calling it into question without result.”

“When it comes to the reservations raised by some with regard to medical supplies, the Government of Syria agrees to allow medical assistance to be provided to all regions except for tools that can be used by terrorists. The Government of Syria stands ready to cooperate with the United Nations to address all convoy-related issues. As regards inter-agency convoy requests, I recall that the United Nations submitted 26 requests for inter-agency humanitarian assistance convoys for hot areas in May, within the framework of the May plan. The Syrian Government accepted 19 of those 26 requests. As I said, 19 were accepted, but as of 24 May -two days ago - the United Nations had sent only three convoys out of the 26 requested. The Government of Syria accepted 19 and the United Nations only sent three inter-agency humanitarian assistance convoys.”

“Two days ago we sent two identical letters to the President of the Security Council and the Secretary-General with regard to this matter, but I will limit myself to simply underscoring the following points. The claim that the Syrian Government prevents the delivery of humanitarian assistance to Darayya is totally false. In fact, the Syrian Government allowed the United Nations and the International Committee of the Red Cross (ICRC) to enter Darayya on 17 May to provide humanitarian assistance. The representative of the ICRC informed the Foreign Ministry that it was not able to enter Darayya owing to logistical administrative and security reasons.”
