“We have been waiting for an official response on practical measures undertaken by the Council through the three Counter-Terrorism Committees with respect to the terrorism that is targeting my country. In other words, we are still awaiting a response to 259 letters addressed to the Security Council on the struggle against terrorism in Syria. In those letters, we have drawn the Council's and the Committees' attention to barbaric terrorism acts committed by armed terrorist groups, some of which are affiliated with Al-Qaida, the majority of which are cross-border extremists and foreign mercenaries who are pursuing a proxy war on Syrian territory.”

All of those efforts are aimed at coordinating the efforts ofthe Member States to combat terrorism. The United Nations counter-terrorism entities must step up their efforts and improve their effectiveness. They must refrain from politicizing the issue of combating terrorism so as not to give in to the temptation to justify terrorism or the temptation on the part of some to classify terrorism as either benign or not benign. Despite all of this, and despite the many efforts and the many resolutions on combating terrorism, the fact remains that terrorism continues to increase and is starting to employ new methods.”

“Mr. Ja'afari (Syrian Arab Republic) (spoke in Arabic): I congratulate you, Sir, on assuming the presidency of the Council for this month and thank you for convening this important meeting. We have listened with interest to the briefings by the three Chairs of the Committees on the implementation of the Security Council resolutions on counter-terrorism. They discussed the activities of the three Committees since the most recent briefing to the Council (see S/PV.6964). Despite the many threats posed by terrorism, the United Nations remains the main forum for coordinating international efforts to achieve a world free from that scourge. The Security Council has been committed that idea and has adopted a number of resolutions on fighting terrorism.”

“We requested an independent official investigation in a statement I made at the General Assembly on behalf of my Government, which I have reiterated in a number of statements at the Security Council. Strangely, months later, we continue to await a response from DPKO. To date, we have received no reply, either from the Secretariat or from DPKO. However, as the saying goes, every cloud has a silver lining. “We should pay due attention to ensuring that such Israeli assistance to terrorists does not constitute a flagrant violation of the Disengagement of Forces Agreement, the mandate of the United Nations Disengagement Observer Force (UNDOF) or international law - or that it endanger the lives of UNDOF personnel and undermine the work of the forces. That is precisely what has happened many times: terrorist groups have abducted UNDOF peacekeepers, targeted their positions and fired on them. We have informed the Department for Peacekeeping Operations of all the full details of such events, including the very serious matter concerning a Qatari intelligence conspiracy and the abduction to Jordan of a Filipino peacekeeping battalion.”

“It is paradoxical that Israel was established by a resolution of the Organization (General Assembly resolution 181 (II)). Regardless of our views on that resolution, Israel, which is indebted to the Organization for that resolution, currently, does not carry out any of the resolutions adopted by the United Nations when it comes to ending its occupation of Lebanese, Palestinian and Syrian land. Israeli occupation forces provide assistance to terrorist groups in the buffer zone in the occupied Syrian Golan by transferring injured terrorists through the separation wall to Israeli hospitals to be treated. It then returns them to Syrian territory, again through the separation wall, to continue their terrorist activities in that critical region.”

“I should like to ask, given that, after so many years, the United Nations has been unable to end the Israeli occupation of our occupied territory and return the rights of its people, what, in the Council's view, is the alternative? How can we regain our occupied territory in Palestine, the Syrian Golan and South Lebanon? We believe that what is needed today to preserve the credibility of the international Organization is for some very well-known States to end their policies of double standards. Member States should match words with deeds by taking concrete measures that force Israel to abide by United Nations resolutions in a manner that will help to end the occupation and the unprecedented bloody tragedy being experienced by Arab citizens and Palestinians living under occupation for so many decades.”

“United Nations resolutions have been adopted to be implemented. Accordingly, we have learned, and in turn we teach young diplomats, to come to the Organization to perfect the art of diplomacy. We try to convince them that the resolutions of this international Organization must be respected and carried out. That is supposed to take place seriously and applied to everybody without exception. I do not believe that any of the States Members that have acceded to the Organization for noble goals have come just to adopt resolutions that remain dead letters, or merely to cite those resolutions and laws in their statements or have them apply to some and not to others in accordance with so-called double standard policies.”

“Since all present claim to be against occupation and to seek its termination, why has the United Nations failed, in humanitarian, political, economic and moral terms, to fulfil its responsibility to bring Israel's occupation to an end? While it is true that the United Nations, including the Security Council, has succeeded in adopting hundreds of resolutions calling for the cessation of the Israeli occupation, what is frustrating is that none of those resolution has been implemented, including resolution 497 (1981), on terminating the occupation of the Syrian Golan. It is useful to recall here that all resolutions, as well as international law, have been elaborated to be applied. The Charter of the United Nations, as well as other international instruments, have been adopted to be respected.”

“Israeli settlement campaigns continue in the occupied Syrian Golan, where Syrians are subjected to the most horrendous policies of racial discrimination, detention and torture. They are deprived of their natural resources and of education meeting the Syrian national curriculum. They are also prevented from carrying their Syrian identity cards. If a Syrian citizen in the occupied Syrian Golan refuses to carry an Israeli identity card, he or she is prevented from entering an Israeli hospital if he or she falls sick. Syrian citizens in the Golan Heights are prevented from following the Syrian curriculum in their studies. Those facts are well-documented, well-established and well-known to all present.”

“I will not respond to the statements made by enemy States that shelter, arm and train terrorists and facilitate their infiltration of Syrian territory across our borders with neighbouring States. They spread devastation, radical terrorism and Wahhabi extremism in Syria and seek, in particular, to bring about the failure of any peaceful solution under Syrian leadership. I mention in particular the regimes of Qatar, Saudi Arabia and Turkey as well as some well-known Western Governments whose conduct is in blatant violation of the provisions of the Charter of the United Nations and the principles of international law, in particular the principle of the peaceful settlement of disputes. Although slow and delayed, Western media reports, most recently that of Germany's RTL television, have documented the tragedy of Syrian refugees younger than 14 who have ended up in slave markets, where petrodollars turn them into concubines in the name of religion. Those who exploit the tragedy of the Syrian refugees do so deliberately in order to create a ghetto of Syrian victims and exploit them in a manner that degrades Syria and its people.”

“Those States have spent countless sums on influential media and invidious sectarian incitement to halt Syria's socioeconomic, security and judicial development. They work to undermine its independence, its national decision-making and its rejection of those who exploit religion. Most prominent among the fatwas that affect women is the fatwa of sex as struggle, which allows fornication under the guise ofjihad. Published by some irresponsible minds and financed by the Gulf regimes, the fatwa encourages Islamic women to commit adultery in the name of religion. My delegation has sent a detailed letter on that diseased fatwa and the mentalities that promote it to the Secretary-General (A/68/487, annex). We urge all those present and those who are concerned for human rights to study it.”

“A woman serves as a Vice-President in my country at a time when other countries ban women from driving cars. Regrettably, the current crisis in Syria has evoked a strange and inhumane phenomenon that runs contrary to the values of the Syrian people and all the legal instruments that Syria has signed and acceded to in its efforts to support the rights of women and children. The current situation runs contrary to the principles of the Islamic religion and Arab chivalry. “Israeli occupation forces are providing assistance to terrorist groups in the area of separation in Golan by transporting injured terrorists across the line of separation to Israeli hospitals, where they are treated and returned to Syrian territory across the line of separation, where they can continue their terrorist activities in that very sensitive area. We should focus on the fact that such Israeli assistance to terrorists is not merely a blatant violation of the Separation of Forces Agreement, the mandate of the United Nations Disengagement Observer Force (UNDOF) and international law, it also puts the lives of United Nations forces there at risk and undermines their work. Unfortunately, during that time, we have heard no one call for meetings aimed at defending and protecting the population of the Golan suffering under the occupation or those displaced by Israel from their lands. We have heard no one call for conferences to be held to collect humanitarian assistance for those people - not to mention the fact that the enthusiasm of certain parties for establishing commissions ofinquiry suddenly evaporated when it came to the occupied Syrian Golan. Thanks to this international silence concerning such Israeli practices, Israel went so far as to commit an act of aggression against Syrian territories on 5 May, and has continued to threaten further such acts.”

“The Israeli occupation of the Arab territories and its consequences for the peace and security of the area have reached dangerous levels, in the context of the international community's failure to compel Israel to end the occupation in compliance with the relevant international resolutions and to halt Israel's gross violations of international conventions, particularly the 1949 Geneva Conventions, and its continuing and unprecedented settlement activity and expulsion of Arab peoples from their lands. In that regard, it is very strange that certain countries that feign enthusiasm for the protection of civilians and respect for human rights lose that enthusiasm where Israeli violations are concerned, depriving the Palestinian people of their right to self-determination and to rid themselves of the racist Israeli occupation.”

“I should say, however, that we have much to say in refutation and dissection of the claims made by the delegations of the same States that support, shelter and arm the terrorists spreading destruction and extremism in Syria and working very hard to ensure the failure of any peaceful solution to the crisis under Syrian leadership. In that regard, I would name in particular the Governments of Qatar, Saudi Arabia and Turkey, as well as various well-known Western States, as was recently confirmed by Zbigniew Brzezinski, a former United States National Security Advisor, and Roland Dumas, a former Minister for Foreign Affairs of France.”

“On top of that was his failure to address the importance of ending the Israeli occupation of the Golan in accordance with Security Council resolutions. He also failed to highlight the cooperation between Israel, on one side, and the armed terrorist groups that are active in the area of separation in the Golan, on the other side. I will not respond to the arguments and claims of certain delegations about my country under the agenda item for this meeting, because I do not wish to contribute to efforts that serve only the continuing Israeli occupation and the policies of those who protect it.”

“Their objective is clearly to marginalize the Israeli occupation of Arab territories, to demote it on the list of United Nations priorities, and to nullify the terms of reference and substance of the item, which, as we all know, is connected primarily to the effort to end the Israeli occupation and to achieve a settlement of the Arab-Israeli conflict in accordance with the well- known terms of reference. It was very strange to hear the Personal Representative of the Secretary-General disregard, in his briefing this morning, the clear legal description of the occupied Syrian Golan accepted by the United Nations. He continually referred to "the Golan" rather than to "the occupied Syrian Golan", which is the accepted expression used in the United Nations.”

“The Taliban movement in Pakistan has announced that hundreds of these elements have participated in clashes against Syrian forces at the request of so- called Arab friends, who have also provided help in Afghanistan. Many honourable journalists have taken noble positions and have resigned from the chain that is promoting division and inciting hatred and carnage in Syria, Egypt and in other countries. These resignations have played a very important role in revealing the destructive approach adopted by some media that have failed to respect the values and objectives of noble media workers.”

“It has been carried on by an embargo imposed on the Syrian media through a resolution adopted by the League of Arab States on 2 June 2012 to stop the broadcasting of certain satellite channels on Nilesat, Arabsat, and the European Hotbird channel. Despite the ferocious campaign against Syria, many courageous, honourable and professional journalists have contributed to raising public awareness of the reality of the situation in Syria and exposed terrorist attacks perpetrated by extremist groups, including foreign extremists and mercenaries who came to Syria to spread chaos and destruction at the behest of certain countries that are known to all.”

“Journalists and media professionals have been threatened to prevent them from carrying out their task of disseminating the truth. When those efforts failed, some media officials were abducted and assassinated. Furthermore, a number media institutions were the targets of terrorist attacks and destroyed, including the offices of a satellite channel, which were attacked on 27 June 2012, their premises looted, four security guards killed and three journalists executed in cold blood. Other buildings were targeted on 6 August 2012 with explosives. We arrested the perpetrator of that terrorist attack, who has admitted that he received his instructions from Saudi Arabia. The toll ofthe attack was nine journalists killed. Twenty-three Syrian and 39 foreign journalists have been abducted by a terrorist group. This media war has not stopped there.”
