“Despite the lack of implementation of those resolutions and despite the many groups that are conspiring against us in Syria and continuing to provide misinformation and false allegations, we will continue to fight our war against terrorism in order to protect our people and to rid the world of that scourge. The terrorist war has been unleashed and is now hitting targets in Damascus and Baghdad and spreading to Abuja and Tunisia. It has reached Kuwait and Paris and Sydney and Boston. The Council is therefore called upon to wake up before it has regrets, at a time when regret will have no benefit. “The Syrian army, by eliminating foreign terrorists in Syria, is protecting dozens of innocent people who could become potential victims of those terrorists when they return to their countries to carry out such activities there. The recent tragic events in Tunisia, France and Kuwait have proved us right. Those who seek to discredit that illuminating truth are partners in spreading the scourge of terrorism. However, Syria's steadfast Government, people and army have led the Security Council to adopt three important resolutions under Chapter VII of the Charter of the United Nations, on combating Daesh, the Al-Nusra Front and other terrorist organizations, as well as on combating the phenomenon of foreign terrorist fighters.”

“Yet those Member States have not missed an opportunity to hold fabricated emergency meetings and side events in order to direct false allegations against the Syrian Government, which has so far signed six humanitarian response plans with the United Nations enabling it to provide humanitarian assistance to nearly 10.5 million Syrian citizens in April, May and June. Of course, the report did not mention the Syrian Government's cooperation. All of the assistance that was described in the report was indicated as being provided by United Nations agencies, disregarding the Syrian Government's efforts to provide protection to the agencies that are providing aid. In Syria, we are fighting terrorism on behalf of humanity as a whole.”

“In order to prove the hypocrisy and double standards related to the efforts of those countries in dealing with those noble principles, it is enough to note that they not only hid the Saudi regime's support for terrorism in Syria, but they went even further by covering up the Saudi war crimes in Yemen. In fact, such actions have prevented the delivery of humanitarian aid, thus causing widespread famine in Yemen, especially in the holy month of Ramadan. The Saudi regime has prevented even aircraft operated by the Red Cross from delivering medical aid to Yemen. Despite all of that, we have not seen any of the Member States that have appointed themselves the promoters of human rights and the protectors of civilians in Syria say a word to condemn such Saudi practices.”

“I would like to emphasize that the Syrian Government is ready to cooperate with all sincere stakeholders in the Security Council to improve the humanitarian situation in Syria, despite our awareness that some members of the Council have gone too far in their support for terrorism and have thus become part of the problem rather than part of the solution. “Prior to the aforementioned scandals, United Nations reports revealed the smuggling of weapons from Libya to Syria via Turkey and Lebanon. Prior to the current report, we forwarded to the Secretary- General and to the Council all of the documents and information proving the involvement of Turkey, Qatar and Saudi Arabia in the smuggling of weapons and facilitating the entry of terrorists into my country, Syria. However, we have encountered and continue to encounter the flagrant denial of that by some members of the Council. Yet with each passing day, the correctness and credibility of our statements made since the beginning of the crisis, both within and outside the Council, have become increasingly clear, and now the crimes of terrorism have reached the countries of those that were denying its presence in Syria.”

Judge Aziz Takci, one of the four Turkish judges arrested by the Erdogan regime after the scandal, has confirmed that more than 2,000 trucks loaded with missiles, rockets and bombs have been sent to Syria through Turkey. Also, the leader of the Turkish People's Democratic Party has confirmed that the massacre that took place in the town of Ayn al-Arab/Kobani last week, which claimed the lives of dozens of Syrians, was a result of the years of support by the Turkish Government to Daesh extremists. The Daesh terrorists travelled to Ayn al-Arab through Turkish territory.”

“We must support the neighbouring countries of Syria, especially Jordan, and also provide financial support to the populations living close to the Syrian borders with Lebanon and Iraq in order to promote an environment conducive to the Syrian revolution". Before the leaking of the Saudi documents, the Turkish press revealed certain videos that proved the involvement of the Erdogan regime in smuggling weapons into Syria by way of convoys intended to contain medical aid. By the way, those convoys passed through the border checkpoints requested by OCHA at the time of the adoption of resolution 2165 (2014) on humanitarian access. At that time, we had requested guarantees on the communications and nationalities mechanism, but they were never provided by the Secretariat.”

“It might be useful for some colleagues in the Council to familiarize themselves with the contents of the telegram sent by the Saudi Ambassador to Lebanon to his capital on 1 March 2012, during the first year ofthe crisis in Syria, while some delegations in the Council were maintaining that what was happening in Syria was a purely peaceful "spring" movement. Here I will quote an excerpt from the cable sent by the Saudi Ambassador: "We must continue to support the Syrian armed resistance by offering a high salary to each recruit defecting from the regular army and providing weapons equal to those possessed by the regime.”

“They have ignored the indiscriminate mortar shells that fall daily on civilians in Damascus, Aleppo and other Syrian cities, killing thousands of innocent people. The Saudi documents newly leaked through WikiLeaks prove that Turkey, Qatar and Saudi Arabia have been working since the first months of the crisis in Syria to militarize the situation by providing money, weapons and support to terrorist groups. They have successively referred to that as the "Arab spring", peaceful mobility and then moderate movement. WikiLeaks has also revealed that those three regimes in particular have formed a joint military committee for that purpose.”

“The goal of those meetings has been to tarnish the image of the Syrian Government. However, they have deliberately neglected the role of the armed gangs that they brought into Syria to commit murder, slaughter, looting and ethnic and religious cleansing. They have ignored the massacres and murders committed by those gangs against civilians before each meeting of the Security Council on Syria. They have conducted interviews with takfiri and terrorist warlords, with gunmen, with those armed with machetes and swords, with those who eat human livers and hearts, and have given them legitimacy. They have presented them to the media as revolutionaries in order to cover up the slaughter, bloodshed, rape, captivity, bombings and beheadings.”

“How can we improve the humanitarian situation in the country in the light of the fact that the American Central Intelligence Agency spends $1 billion annually, according to the Washington Post, on training terrorists in camps in Jordan, Qatar, Turkey and Saudi Arabia, as well in some European States, so as to form an army of 10,000 so-called moderate terrorists? That was not included in Mr. Ban's report and would never be included in his reports. The sponsors of terror try to link every heinous act on earth to the Syrian State; they have fabricated false witnesses; they have organized formal and informal conferences and meetings within and outside the United Nations. The last meeting of that type was the recent Arria Formula meeting, organized by France and Spain.”

“There is no doubt that improving the humanitarian situation in Syria - in concrete and real terms - entails abandoning the wrong approach that I have just referred to. We cannot talk about ending the suffering and hardships of Syrians or about ending the humanitarian crisis in Syria against a backdrop of silence on Turkey and Jordan's continued use of their territories as bases and conduits for foreign terrorists and mercenaries. We cannot end the humanitarian crisis as long as the regimes in Saudi Arabia, Qatar and other countries still prefer to support terrorism generously and call it a revolution instead of funding the humanitarian response plan - funding for which has not yet exceeded 25 per cent.”

To see the reality and deal with it as it is - in accordance with the provisions of the Charter of the United Nations and the rules of international law - is one thing, while to be obsessed with targeting the Syrian Government with baseless allegations and to interfere in Syrian domestic affairs is something else. To deal with the catastrophic consequences of the humanitarian crisis in Syria is one thing, while to ignore the root causes of the crisis and to be preoccupied with marginal issues is something else entirely.”

“These schools are used to stockpile weapons. The Special Representative ofthe Secretary-General is accusing the Syrian Government of targeting schools without really explaining the situation or indicating who is using them for terrorist purposes. The Syrian Government has spared no effort in fostering cooperation with the Special Representative's monitoring and reporting team; we have provided her Office with fully documented information on the hundreds of crimes and grave violations committed by these groups, in the hope that these acts will be immediately investigated. Some say that two thirds of the schools that were destroyed were destroyed by the Syrian Government, as if they had counted these schools one by one and thus reached this conclusion.”

“The massacre was carried out because the villagers had refused to recruit their children into the Al-Nusra terrorist group. In this connection, our country supports adding the crime of the abduction of children as a form of grave Violation, identifying those responsible for such crimes and listing them in the annexes to the report of the Secretary- General. We must recall here that the crimes committed by Daesh and the Al-Nusra Group have their roots in the Middle Ages, with the Seljuks, the Ottomans and the Janissary army. Despite all of that, the Syrian Government is making every effort to protect its children from this terrorist extremist ideology. We have been successful in reopening 207 schools in the area of rural Hasakah, but more than 532 schools are still closed because they are controlled by Daesh operatives.”

“They have targeted 4-year-old children. I do not believe that we have just been imagining the propaganda videos released by Daesh depicting children, some under 10 years old, collectively executing dozens of detainees held by that terrorist organization, either by shooting or beheading them. How have children come to commit these murderous massacres? Regrettably, terrorist groups have indoctrinated our children by teaching them their murderous ideologies, after abducting them from their loved ones and instructing them on how to commit such crimes, on the basis of takfiri and Wahhabi teachings. We have witnessed the horrendous and appalling massacre committed by Al-Nusra Front terrorist operatives against 40 Syrian civilians in the village of Qalb Al-Loza in rural Idlib last week. More than half of the victims were children.”

“Despite what has been said, I think the general line of thinking behind this report is to ignore facts and only mention the numbers of the victims. It fails to mention the real causes behind the crisis and denies the role played by sponsor countries, especially their role in increasing the grave violations of the rights of our children, especially the recruitment of children by terrorist and extremist groups. Despite all those acts, our country has assumed its responsibility and provided protection for its citizens. I think we have to refute all the allegations against the Syrian Government, which is actually fighting terrorism, instead of accusing the countries that sponsor terrorism in the country. In Syria and the neighbouring refugee camps, the heinous ways used to recruit children are unprecedented.”

“That leads us to one conclusion: the people who wrote these reports have become a tool in the hands of some influential countries in this international Organization with a view to tarnishing the image of the Syrian Government. The drafters of these reports will not accept any View that has not been endorsed by those influential countries. That accounts for the lack of any recommendation to add the Israeli armed forces to the lists in the annex of the report as the party responsible for the killing of thousands of Palestinians under occupation over the last six months. It also accounts for the failure by the Special Representative of the Secretary-General over the last years to even mention the suffering of the Syrian children in the occupied Syrian Golan.”

“We have sent to the Office of the Special Representative a list of the names of the children killed by the terrorists and a list of the schools and hospitals that they targeted. We have sent her all the information that is relevant to her mandate and have provided her with hundreds, even thousands, of documents on actions committed by the terrorist armed groups against the children in Syria since the onset of the crisis. The latest of this correspondence was dated 30 March, and in it we provided Syria's detailed reply with regard to the allegations against the Government in Syria. That reply and the evidence we provided were not taken into consideration in this report. Not one of those actions we detailed were mentioned in the report. That is a source of concern for us and tarnishes the image of those who drafted the report.”

“I would like to enlighten her cultural understanding and knowledge of the situation in Syria. We are discussing the third report on children and armed conflict issued by the Secretary-General based on the recommendations of his Special Representative Ms. Zerrougui. These reports should have taken into consideration the information received from all the parties concerned - particularly all Governments, including the Syrian Government - with regard to the situation of the children in our country. Regretably, however, what we have witnessed over the past years, despite our close cooperation with the Special Representative of the Secretary-General and her Office, is a dubious disregard by that Office of much correspondence and documented governmental evidence refuting the allegations included in this report and the preceding reports.”

“Those groups have spared no residential area, school or hospital from their acts. That has resulted in the death and injury of hundreds of civilians, the majority of whom are women and children. That was the subject of two letters that I sent to the President of the Security Council and the Secretary- General on 16 June, hoping that the information contained in those letters would be taken seriously by the leaders of this international Organization and not be omitted from their future reports. We have had to deal with this problem in the past, and we are still facing the same problem in the report of the Secretary-General under discussion today (S/2015/409). Just yesterday 7,000 mortar shells and rockets fell on the city of Aleppo. That figure could be useful to the representative of Luxembourg, who just had the floor.”

“The second piece of news is directly related to the topic under discussion. According to the Turkish newspaper Cumhuriyet, the Turkish regime has backed down from transporting 1 million detonators to terrorist groups in Syria Via Jordan. I wanted to bring those two pieces of news to the Council's attention. At the time when the Government of Syria is receiving the Special Envoy of the Secretary-General for Syria, Mr. Staffan de Mistura, in Damascus, in keeping with its serious commitment to eliminating terrorism and to finding a Syrian political solution to the crisis in Syria, the terrorist armed groups, which some would like to call "moderate", have pounded the cities of Aleppo and Damascus and the rural areas with all kinds of missiles, shells and mortars, and have set off booby-trapped cars over the past two days.”

Today, the Daesh herds of Israeli settlers have burned it down and on its walls wrote malicious graffiti offensive to humankind and to religions.”

“Only 17 per cent of the funding required for the 2015 Strategic Response Plan has been raised. This proves, once again, that certain countries, including, first and foremost, Saudi Arabia, Qatar, Turkey and certain Western countries, only want to use the humanitarian crisis in Syria as a way to traffic commodities, as a means of political extortion and to further their own interventionist agendas. The Syrian Government has cooperated with the United Nations to facilitate the provision of humanitarian assistance to all civilians. “I should also like to draw attention to the fact that the report fails to mention that the Turkish Government has allowed thousands of trucks to enter Syria illegally through checkpoints used by United Nations convoys bringing in humanitarian aid, and has used them to transport terrorists, weapons and dangerous materials to armed terrorist groups in Syria. That has endangered the United Nations convoys themselves - as we warned Ms. Amos when she asked the Security Council to adopt resolutions 2165 (2014). Furthermore, the unilateral economic measures imposed on the Syrian people are yet another cause of their humanitarian suffering. Those unjust and illegal measures must therefore be lifted and the funding gap for humanitarian activities in Syria addressed.”

Even worse, the report goes further than that and makes allegations against the Syrian Government, including that it uses so-called barrel bombs, without even once using the term "reportedly", as if that matter was a proven fact. That is exactly what happened with regard to crimes in which terrorists, aided by Turkey, used chemical substances in Khan Al-Assel and other localities, and when chlorine gas and sarin gas were used in other areas.”

“And after all that, there are still people who speak of a moderate armed opposition. “Was it not the Al-Nusra Front that stormed Idlib and Jisr Al-Shughur recently, and the town of Ariha today, using the name Jaish Al-Fatah? Of course, before it was the Jaish Al-Fatah it was known as the Al-Shamiya Front. And before that, it was known as the Syrian Front, the Syrian Revolutionaries, the Hazam Movement, and so on as in a Hollywood series in which we see one episode after another. Did not the Qatari Al-Jazeera television channel yesterday invite Al-Julani, the commander of the terrorist Al-Nusra Front, so that he could inform us that there is now sharia law in Syria, and so that Qatar, in turn, could inform us in that interview that the terrorist Al-Nusra Front is a form of moderate terrorism that can be "laundered" just as mafia gangs launder dirty money?”

“It is no longer possible to continue misleading, defrauding and hiding behind the slogan of a moderate armed opposition in order to justify supporting terrorism. How can Chechen, Australian, British, French, Moroccan and Libyan citizens be part of a moderate Syrian opposition? It is very simple. Things have become crystal clear. There is no lawful terrorism and sinful terrorism - no halal and haram - just as there is no moderate and extremist terrorism. There are terrorist movements on the ground committing atrocious crimes with the support or acquiescence of some influential countries within and outside the Council. “How can we speak of a political solution when, as we heard only a few days ago, the Turkish Minister for Foreign Affairs states that his country has an agreement with the United States to provide air support to terrorist groups in Syria? How can they claim to be rejecting a military solution when they are providing support to terrorists and opening training camps for them in Turkey, Saudi Arabia, Qatar and Jordan, in the name of a moderate Syrian armed opposition? However, the real question we have for those States and for their representatives in this Chamber is this: Where is that moderate armed opposition on the map of Syria? Is it in Palmyra, in Idlib, in Jisr Al-Shughur or Derizor? Or maybe in Qalamoun, on our border with Lebanon? And what is the fate of the weapons and funds supplied to that moderate armed opposition?”

“In paragraph 33 of its recent report on foreign terrorist fighters (S/2015/358), the Monitoring Team, the Council's own experts, confirmed that the primary movement routes of foreign terrorists into Syria and Iraq ran through Turkey and, to a lesser degree, Jordan and Lebanon. Many Council member States often affirm, both inside and outside the Council - as do the Secretary- General and the senior staff of the Secretariat - that the only possible solution to the crisis in Syria is a political rather than a military one. However, it is obvious that this is simply a slogan for political and media consumption.”

“However, Western countries threatened Iraq by saying that if Syrian artifacts were mentioned the draft resolution would not be adopted - as if Iraqi heritage were different from Syrian heritage, or ISIS in Syria were different from ISIS in Iraq, and as if those benefiting were two separate parties with no affiliation with each other. That general problem is also confirmed by the fact that ISIS continues to obtain weapons and attract new recruits to its ranks. The percentage of foreign fighters in ISIS increased to 70 per cent after the adoption of resolution 2178 (2014). That was also the testimony of the Security Council's Analytical Support and Sanctions Monitoring Team, established pursuant to resolution 1526 (2004).”

“That would put an end to the alliance between Turkey, Qatar and Saudi Arabia that supports, finances and arms the terrorist groups and which is supported politically and in the media by its paymasters and foreign sponsors. But the problem is that some influential States are not serious about fighting terrorism, especially terrorism as it is practised by the Islamic State in Iraq and Syria (ISIS) and organizations affiliated with it. That is used by some countries to exert pressure to prevent any coordination between Syria and Iraq in fighting ISIS. That policy was made manifest this morning when the General Assembly adopted resolution 69/281, on saving Iraqi artifacts. Syria was a sponsor of that resolution.”

“That has resulted in the killing or displacement of a large number of innocent Syrians and robbed them of their livelihoods and dignity. It confirms once again that the humanitarian crisis, including the issues of internal displacement and refugees, has occurred only in areas entered by armed terrorist organizations. It is therefore crucial that the Security Council's resolutions on fighting terrorism be implemented, particularly resolutions 2170 (2014), 2178 (2014) and 2199 (2015), along with resolution 1624 (2005), which prohibits incitement to terrorism, and that they be implemented in full cooperation and coordination with the Syrian Government.”

“The people's suffering cannot be completely alleviated simply by providing some humanitarian aid in one region or another, although we are fully aware of the importance of providing such assistance and of alleviating the suffering in the areas concerned. Recent developments have proved us right, since despite the fact that six humanitarian response plans were adopted in cooperation with the Syrian Government, taken all together they have still been unable to end the humanitarian crisis. In fact, we have seen new humanitarian crises develop in some previously safe areas in the wake of the incursions by some terrorist groups, such as we have seen in Palmyra, Idlib, Jisr Al-Shughur and today in the city of Ariha, in Idlib.”

“Mr. Ja'afari (Syrian Arab Republic) (spoke in Arabic): I would like to thank you, Madam President, for convening this important meeting on the humanitarian situation in my country. We have repeatedly stated in this Chamber and beyond that the humanitarian crisis in Syria cannot end if we do not deal with the root of the problem, which is the spread of foreign-backed terrorism. That has to accompany a Syrian-Syrian dialogue under Syrian leadership, without foreign intervention. That is the substance of the Geneva communique (S/2012/522, annex), Kofi Annan's six-point plan and what we achieved at the Geneva II talks, as well as the first and second Moscow conferences. It is the only serious path to ending what is called the crisis in Syria and to improving the humanitarian situation in a tangible, genuine and sustainable manner.”

We ask them to abide by official regulations, to stay out of danger and not to put themselves in situations where the Syrian authorities would be unable to guarantee their safety. “The Syrian Government has made great efforts, in cooperation with the International Committee of the Red Cross and the Syrian Arab Red Crescent, to free the abducted journalists and evacuate the wounded and the remains from the areas where armed terrorist groups are found and repatriate them. Nevertheless, some journalists unfortunately continue to illegally infiltrate Syrian territory through our borders with neighbouring countries, sometimes with the help of armed groups or with the assistance of the authorities of neighbouring States, which leads some of them to face grave danger. Others are arrested and then released and allowed to leave Syria.”

“The Syrian Government still welcomes and receives journalists who wish to enter Syria, but it requires that they do so in a legal manner and through the official border crossing points in order to be able to work freely. The Syrian Government attaches great importance to the safety and security ofjournalists and asks them not to enter Syria illegally, which would put them in harm's way. It also requests that journalists avoid the places where terrorists groups, especially Daesh and the Al-Nusra Front, are present. It is unfortunate that some foreign journalists have become victims of terrorism, having faced aggression, abductions, detentions and murder, just like their Syrian counterparts.”

“From the very first weeks of what is called a crisis, it enacted a new law on media in a reform effort that aims at enhancing the freedom and transparency of the work of the media. In cooperation with the former Joint Special Envoy of the United Nations and the League of Arab States on the Syrian crisis, Mr. Kofi Annan, the Syrian Government committed to implementing his six-point peace plan, including point 5, relating to the access and work of journalists. This Syrian commitment was reflected in the delivery of authorizations to enter and work in the country to hundreds of Arab and non-Arab foreign journalists. That was confirmed at the time by Mr. Annan, when his Office said that it had verified journalists' access to Syria and that the requests he received then were only requests to extend the periods of visits.”
