Perhaps some would say that we do not have the right to celebrate after 70 years of suffering on the part of the Palestinian people. How can we celebrate the vision of our peoples, particularly the Palestinian people, who have a completely just case that is being undermined because the power of the law is giving way to the law of power?

Permit me to address the Council today as a main party in the context of this item. On 24 October, the United Nations will celebrate its seventieth anniversary. However, the question should be: do we have the right to celebrate, and what are we celebrating? Perhaps we do not, in fact, have that right, given that we are seeing that the aspirations of the founding fathers of the United Nations in the area of peace, security and development have come to naught because of the policies of certain influential States that disregard the principles of the Charter and of international law.

I repeat, for the last time, that our pain and agony and sorrow are vast, thanks to foreign intervention in our internal affairs and to misleading political interpretations of the situation in Syria. When there is a cover-up of actions by ISIS, the Al-Nusra Front, Jaish Al-Fatha, Jaish Al-Islam and all those terrorist gangs, that implies that their actions are legitimate and that there are countries protecting them, and as a result they persist with their terrorism.   4. Our misery is not up for sale; we are not a bazaar ofimmoral business, trafficking in the pain of our people. We do not want our people to leave our country; we want them to come back. The support for terrorism, economic sanctions, and Turkish, Jordanian and Qatari intervention must be stopped. The training of the so-called moderate terrorist opposition must be stopped. At that point the situation will be conducive to a political settlement, and the Syrian Government is open to discussion of it. It is open to coming to an understanding with the national opposition in Syria, but not with terrorism. The members of the Council themselves refuse to have any dialogue with terrorists.

  5. Why is he not called a terrorist in Syria? This is a cover- up. Why are his actions justified in this way? Why are such terrorists called non-State armed groups? Syria's Government is a legitimate Government whose duty is to protect its people, implement its Constitution and combat terrorism, but we cannot do that on our own. We need the Council's support and assistance, and its understanding of the magnitude of the terrorist threat being faced in Syria, Iraq and the region. It is a threat that is beginning to reach the countries of Council members. I hope sincerely that the Syrian crisis will be addressed without reference to the interventionist political agendas of some Governments, including some members of the Security Council. The agony of the Syrian people has grown far enough.

I also sent another set of letters on the number of victims in Aleppo and Damascus caused by shelling by what the Secretary-General refers to as non- State armed groups - the terrorist "armies" funded by Turkey, Qatar, Saudi Arabia and Jordan. There have been hundreds of victims in those two cities, and they are mentioned by name. We have brought all of this to the Council's attention over the past few years. This scenario is still unfolding, although some ignore it and are still referring to these terrorists as non-State armed groups. Why is it only in Syria that they are referred to this way? Why is it only in Syria and Iraq that terrorists are called non-State actors? A terrorist in the United States is called a terrorist. If a terrorist appears in France, Spain, Belgium or Britain, he is called a terrorist.

But some still persist in their circular logic, concerned only about slandering the Syrian Government, its President and its army - to the extent that one representative called for an Arria Formula meeting to talk about two gay people, a Syrian and an Iraqi, as if that were the concern of the Council instead of resolving the Syrian crisis politically in a Syrian-led process without external interference and in accordance with the Council's own resolutions. Today I sent a series of letters to the President of the Council. The first entails a reply by the Syrian Government to the nineteenth report of the Secretary- General on the implementation of resolutions 2139 (2014), 2165 (2014) and 2191 (2014), which is before the Council today.

That funds terrorism. Syrian antiquities are being sold at auction in London. How did they get there? The image of the child Aylan Turki has rendered a great service to the Syrian people, as it served to highlight certain aspects not being addressed by the media, politicians or diplomats. Why are children not going to school? Well, the reason is now clear: they do not go because terrorists control a vast region, where schools are located.

  10. Terrorism first, but then the coercive and mis- named so-called "economic sanctions" imposed on the Syrian people. They, too, are a major factor in paralysing economic activity and destroying our infrastructure, including the shuttering of hundreds, if not thousands, of factories, destroying employment opportunities and increasing unemployment. The third reason for the crisis in my country is the huge wave of terrorists and mercenaries being sent to Syria from all over the world- from 100 States Members of the Organization, including Australia, the United States, the United Kingdom, France, Belgium, Libya, Tunisia, Saudi Arabia, the United Arab Emirates and Qatar.   11. Unfortunately, the report of the Secretary-General refers to those terrorist groups as non-State armed groups, not terrorist groups. As the Council is aware, this is a neutral phrase that is completely out of line with Council provisions on combating terrorism. The question is therefore eminently political in nature. That, in turn, has led to the deterioration of the humanitarian situation and led, in part, to the refugee exodous to which Mr. O'Brien referred. That is now the main preoccupation of world public opinion and of international media. My people's tragedy is a major tragedy. Unfortunately, thus far, here in the Council we have not yet touched upon the real reason for segments of the Syrian people leaving their country by force. Terrorism is the main reason that the masses of Syrians fleeing their country.

  12. This group daily fires thousands of shells against our people in Aleppo, killing hundreds and injuring thousands and preventing normal life. Another so-called army is operating in the south, this one funded by Saudi Arabia and Jordan, the latter being a member of the Council and a brother country of Syria. That army carries out the same dirty terrorist tactics in targeting our people in the south. And then there is another such army in the town of Duma, a suburb of Damascus, to which Mr. O'Brien referred. That group, which calls itselfJaish Al-Islam, is funded by Saudi Arabia. I have thus, in a single minute, referred to three "armies" of terrorists - one working under Turkey's command, another under Jordan's and yet a third under Saudi Arabia and Qatar's command.

  13. As members are aware, the Security Council has adopted a series of important resolutions to combat terrorism. To its credit, two days ago the Russian presidency of the Security Council organized an important event on the ocassion of the tenth anniversary of the adoption of resolution 1624 (2005). That resolution was followed by resolutions 1989 (2011) and 2199 (2015). While all of them prohibit inciting, funding or supporting terrorism, above all they make it mandatory on States Members of the United Nations not to adopt terrorism as a policy to pressure the Governments of other States. That is splendid as a pronouncement, but it is not applied at all in practical terms. There are illegal armed terrorist groups operating in northern Syria, such as Jaish Al-Fatha, which is financed by Turkey and Qatar.

Mr. Ja'afari (Syrian Arab Republic) (spoke in Arabic): I should like to thank the Under-Secretary- General for Humanitarian Affairs and Emergency Relief Coordinator, Mr. Stephen O'Brien, for his briefing to the Security Council. I should like to share with the Council my views regarding certain significant aspects of that very important briefing. First, Mr. O'Brien was right to say that the root causes ofthe Syrian crisis must be addressed. Naturally, they are political and not humanitarian in nature. We are now considering several requests while taking into account various elements, including the security situation, in order to ensure access for humanitarian assistance to those who deserve it, and so that the assistance is not confiscated by terrorists. I would also like to say that, following Mr. O'Brien's visit to Syria, we approved all the requests for visas that were presented to the Ministry for Foreign Affairs, including extending the visas of OCHA officials, which Mr. O'Brien did mention. Lastly, there is an unacceptable legal violation in the Secretary-General's report with regard to the implementation of resolutions 2139 (2014) and 2165 (2014).

As we have sent identical letters to the President of the Security Council and the Secretary- General on this issue, I will limit myself today to simply noting that there were 48 requests presented by the United Nations for access by humanitarian assistance convoys from 1 January to 30 June. Approval was granted in connection with 43 of those requests, not the mere 20 referred to in the report. Meanwhile, the United Nations has yet to avail itself of 10 of the approvals granted in April and June. I would also like to point out that the Syrian Government has agreed to allow the entry of certain assistance to the cities of Harasta and Duma, Damascus governorate, as well as into Al-Fu'ah and Kafriya, Idlib governorate, and into all other areas where the situation is such that the security ofhumanitarian workers can be guaranteed.

Like any other responsible Government in the world, including the members of the Security Council, we cannot sit by when terrorists target our civilians, as happens in Aleppo, Damascus and other Syrian cities. We have to respond to the source of the firing and shelling by the terrorists. As such, the Syrian army is acting in accordance with international law to combat terrorism and protect its civilians. This is not about attacking civilians, as some delegations falsely claim. Those who are killing civilians are those who are using them as human shields in Duma and other cities in Syria. As the Council is aware, that is similar to what Boko Haram is doing in Nigeria and neighbouring States. Once again, the Secretary-General's report (S/2015/651) includes several gaps and erroneous information.

  20. Why give legal standing and legitimacy to the moderate military opposition in Syria alone, and not in any other State? Why are we alone targeted with this invention of so-called moderate military opposition, while at the same time we are witnessing a campaign in the Western media to promote armed groups that have pledged allegience to Al-Qaida, such as the terrorist group Harakat Ahrar Al-Sham, which The New York Times has often commended, as in yesterday's issue, which I have with me here, as an "Ideal Syrian ally for [the] US"? The bombing, which is targeting civilians in many cities in Syria, prompts me to refer to Syria's constitutional obligations and responsibilities to protect its citizens from terrorism and extremism. Many have accused the Syrian Government of targeting civilians in Duma and other cities.

  21. Between 23 and 24 August, such "moderate" opposition launched 92 mortars and missiles against Damascus, killing and injuring many civilians. It is ironic that some members of the Security Council preach the protection of the Syrian people while they remain silent about those crimes - offering no condemnation and holding no emergency meeting to reject those acts. An exception, for which I am grateful, was the Council statement concerning what happened in the city of Palmyra/Tadmor, as was the case when water was cut off from Damascus and Aleppo for weeks by a "moderate" military opposition that considers its tactics of killing, torture and slavery as acts of moderation and as a peaceful path to achieve democracy and freedom.

One, including members of the Security Council, cannot continue to hide behind what some are calling the moderate military opposition, which merely provides an excuse to use terrorists and extremists as ways and means to carry out their political agenda in Syria and other States. Those terrorist activities have been exposed to everyone: witness the so-called Jaish Al-Islam, which is linked to Saudia Arabia and is continuing to indiscriminately bomb the capital Damascus, which we are glad Mr. O'Brien mentioned; or the Jaish Al-Fatha, which is linked to Turkey and Qatar and is contituing to bomb Aleppo and Idlib; while the Jaish Al-Yarmouk, linked to Jordan and Israel, is destroying southern Syria.   23. Developments have shown just how sound our reasoning is. Despite all the humanitarian efforts undertaken, Syrians have not emerged from the crisis and from suffering. Refugees and persons displaced by terrorism have been unable to return to their homes and their daily lives. Peace and security have not been provided for the people and their children, except in the regions liberated by the Government and the Syrian army where peace and security were re-established after routing terrorists and where local and national reconciliation has taken place. That shows once again that Syrians are capable of talking to each other and solving their problems by themselves if foreign intervention ceases and if the Governments that protect terrorists commit themselves to end their bloody policies.

  24. It is also why progress has slowed on the political track. Therefore, foreign interference is the main reason for the emergence and prolongation of the humanitarian crisis being experienced in some parts of Syria. It is why we have been unable to make genuine, tangible and lasting improvements to the humanitarian situation. We will be unable to do so without putting an end to this blatant foreign interference in our economic, social and military affairs, or without ending the manifestations of support for terrorism, which is hindering progress on the political track and imposing obligatory measures on the Syrian people. In no region can human suffering be brought to an end solely by humanitarian assistance. Nevertheless, we are aware of the need for such assistance, which plays a major role in alleviating the suffering of our people.

In that regard, I would note that the Syrian Government will continue to cooperate with the United Nations to facilitate access to humanitarian assistance for all of its citizens victims of the crisis, wherever they are, in line with United Nations principles relating to humanitarian assistance in emergency situations, pursuant to resolution 46/182 of the General Assembly and taking into account Syria's sovereignty and territorial unity and integrity as well as the plans agreed with the Syrian Government. This cooperation by the Syrian Government is only part of the overall humanitarian situation in Syria, which is dire as a result of foreign military interference in the country. That interference is the reason for the increase, fuelling and continuation of the phenomenon of terrorism in Syria and the region.

  26. Recently, in Tadmor, Syria, terrorists destroyed the historic Temple of Bel-Shamin and killed one of Syria's most preeminent antiquities experts, Mr. Khaled Al-Asaad. We consider Mr. O'Brien's visit in Syria, with his meetings and interviews with Syrian authorities, including in his visit to Homs, to be a greatly welcome preamble to putting things on the right path and strengthening our transparency in cooperating with the United Nations in the humanitarian context. We are comfortable with Mr. O'Brien's ideas on improving cooperation between the Office for the Coordination of Humanitarian Affairs (OCHA) and Syria. We expect those exchanges and discussions to remain ongoing for the benefit of Syria and its people.

  30. In addition, two years ago in the Council we showed a film, taken in Turkish territory, in which rabbits were used as test subjects for chemical weapons. According to one of the people in the film, the terrorists claimed to have carried out those tests in order to enable them to use chemical weapons in Syria. The facts show that the Syrian Government has upheld all of its commitments under all of the resolutions adopted by the Council - be it with regard to chemical weapons, the humanitarian situation or combating terrorism.

We say that based on our experience with previous missions, which flouted all those principles in their practices, and in particular because they based their work on false, fabricated statements made by parties well known to all. Those missions have carried out partial and biased investigations - outside Syria - without a modicum of coordination with the Syrian authorities. For example, various Council members have spoken of helicopters. That is a very important point that is a typical example of the fabrication included in various documents of witnesses purporting to have heard helicopters - in Turkey, not over Syrian territory. That makes such statements questionable, for reasons known to all.

  32. In that regard, I reiterate once again that the Syrian Government and the Syrian army have never used chemical weapons, and never will. Contrariwise, Syria's army and its civilians have been targeted with toxic chemicals and chemical weapons, including chlorine gas, by armed terrorist groups, such as Daesh and the Al-Nusra Front, in many parts of Syria, as part of their criminal and terrorist acts in our country and the region. The Government of the Syrian Arab Republic reiterates that neutrality, transparency, credibility and integrity, while refraining from politicization, as well as cooperation and coordination with the Syrian Government, must be the guiding principles for the Joint Investigative Mechanism established pursuant to resolution 2235 (2015), which the Council just adopted.

From the very beginning up to today, Syria has consistently cooperated and positively, transparently and flexibly meet its commitments, in spite of the terrible challenges posed by an extremely complex, difficult and even provocative security situation - the result of the bellicose positions taken by certain regional and international parties. Without Syria's constructive cooperation with the OPCW Fact-Finding Mission, its work would not have been successful. Ms. Sigrid Kaag has herself attested to that. The Government of the Syrian Arab Republic has repeatedly reiterated to the Secuirty Council and to the OPCW Executive Council its condemnation of the use of chemical weapons and weapons of mass destruction by anyone anywhere.

  34. After two years, still no inquiry has been carried out on the events in Khan Al-Asal. The perpetrators of that horrific crime remain unknown and have so far escaped any form of accountability. I also recall that dozens of official letters sent by the Syrian Government to the Security Council, its committees and to the Organization for the Prohibition of Chemical Weapons (OPCW) included tangible proof of the use of chemicals. On 5 August, we provided a file containing all 13 official letters, which can be found in the United Nations archives and with delegations. Syria has upheld its commitments flowing from its adherence to the Chemical Weapons Convention as well as to those under resolution 2118 (2013).

  35. We have many times drawn the Council's attention to, and warned it of, the danger of the use of chemical weapons in Syria by terrorist groups, some of which are affiliated with Al-Qaida. We have expressed our grave fear that certain regimes that support terrorism and terrorists may provide chemical weapons to armed terrorist groups, and then pretend that it was the Syrian Government that had used such weapons. In that regard, I recall the Syrian Government's initiative in asking the Secretariat to conduct an inquiry into the attack on Khan Al-Asal village near Aleppo. Unfortunately, that inquiry has yet to be conducted, in spite of the Syrian Government's agreement to send Mr. Sellstrom to carry out an investigation on the specific incident that took place two years ago.

  36. My country adhered to it recently. The Syrian Government has not used any such weapons - nuclear, biological or chemical. When we served as amember of the Security Council in 2003, my country's commitment was evidenced by our submission to the Council and to Member States of a draft resolution to make the Middle East a zone free of all types of weapons of mass destruction, including nuclear, chemical and biological weapons. Unfortunately, our draft resolution was objected to by a Council member, an influential country, with the aim of protecting Israeli nuclear weapons. In my statement today, my aim is to paint a complete picture of the situation, not a partial one.

  37. Mr. Ja'afari (Syrian Arab Republic) (spoke in Arabic): Today marks 70 years since the United States Army used a nuclear weapon against Hiroshima and Nagasaki. Seventy years ago, humankind discovered the scope and the horror of that destructive weapon. Since that time, Governments have taken pains to come to terms with it, adopting the Treaty on the Non-Proliferation of Nuclear Weapons in 1968. My country became a signatory to the Treaty that very year. That was followed by the discovery of a new type of weapon - biological weapons. Governments once again worked hard, adopting the Biological Weapons Convention in 1975 to ban such weapons. My country has adhered to that Convention. Then came chemical weapons, and Governments exerted themselves for a third time to adopt the Chemical Weapons Convention in 1993.

  40. It has been supporting terrorists in the separation zone of the Syrian Golan and providing them with an opportunity to be treated in Israeli hospitals. At the same time, it is violating the separation agreements of 1974, imperilling the lives of the members of the United Nations Disengagement Observer Force (UNDOF) and violating the 1948 agreements. The truth has been brought to light in the report of the Secretary-General on UNDOF and reports in the Israeli media. Israel has allowed free reign to the Al-Nusra Front to launch attacks against the Golan Heights, including the killing of 21 civilians in the village of Hadar, as well as threatening some civilians and forcing others to reject the support of the Syrian Government.

  41. What do they think of the Israeli settlements in the Golan Heights and the suffering of the Syrian citizens there, who have been suffering under the occupation now for more than half a century? Those delegations deny the oppression practiced by Israel and the theft of the Golan's natural resources. What do they think of the natural gas in the area? What do they think of the oil? What do they think of the water? What do they think about the Syrian citizens who are being held in Israeli prisons, in violation of the 1949 Geneva Conventions? In that regard, we must mention Sidqi Al-Maqt, known as the Syrian Mandela, who suffered for 27 years in an Israeli prison. During the current crisis in Syria, Israel has added a new chapter to its record number of human rights violations.

Representatives of those countries have used the dramatic aspects of those accounts in addressing the rights of the Syrian people, while avoiding any mention of ending the Israeli occupation of the occupied Syrian Golan Heights, in support of which the Council adopted resolution 497 (1981). It might even seem that recovering the occupied Golan Heights was not one of the rights of the Syrian people and that the Golan Heights was not an occupied Syrian territory, on behalf of which various resolutions have been adopted each year requesting Israel to withdraw from the area to the 4 June 1967 borders. What do those delegations think of human rights and international humanitarian law?

If we truly want to eliminate the possibility of war, end the bloodshed and strengthen the possibility of peace in the region and the fight against terrorism through a serious international alliance, the United Nations must seriously endeavour, in coordination with the sponsoring countries, to revive the peace process. Our region will never see stability without the achievement of a peaceful, just and holistic solution based on the relevant United Nations resolutions and the principle of land for peace. I would like to take this opportunity to also remind my United States colleague that Vice-President Biden, when meeting recently with university students, said that the United States' problem in Syria was that allies in the region were sponsoring terrorism there. The United Nations has a historic, legal and moral responsibility to implement the relevant resolutions in order to settle the conflict so that an independent Palestinian State can be established, fully sovereign, on its national territory, in conformity with General Assembly resolution 181 (II) A and B, of 1947, and Security Council resolution 69 (1949), which determined the conditions for Israel's membership in the United Nations.

She did so rather than focus on the content of the agenda item, which is to bring peace and put an end to the Israeli occupation of the occupied Arab territories so as to create a Palestinian State.

We would also like to thank the Malaysian delegation, which served as President of the Council in June. I speak as one of the major concerned parties under this agenda item. A number of delegations' statements have been dominated by a strong dose of surrealism and lack of contact with reality. Those statements have not respected the reference points under the mandate given to the Special Coordinator for the Middle East Peace Process. The Special Coordinator chose this morning to avoid dealing with Yemen, Libya and Iraq and to completely ignore the importance of taking up the occupied Syrian Golan, which is at the heart of the mandate and the agenda item.
