We as a Government take responsibility for this information, to the effect that there are officials of international and United Nations agencies working on the ground in Syria who prefer to distance themselves from the contents of the monthly reports of the Secretary-General with respect to the activities of their agencies in Syria. Those agencies have confirmed to us that they had not provided the reported information to OCHA. Those agencies have even rejected the inclusion of this information in the monthly reports in such a negative and fragmented way because it does not reflect the true nature of the coordination and effective cooperation with the Syrian Government on the delivery of humanitarian assistance. That is what we hear from United Nations representatives in Damascus.

However, United Nations officials with mandates in the humanitarian process, particularly in OCHA, have persistently refused to enter into a genuine humanitarian partnership with the Syrian Government. They have opted for the logic of anonymity, for demolishing the bridges of mutual cooperation and trust and for questioning its credibility as a humanitarian partner whose cooperation is inescapable in order to implement the humanitarian response plans. How could she overstep her mandate and say that she and the Syrian people ask the Security Council to provide protection for civlians? How dare she say that before the Security Council? These reports contradict the noble humanitarian objectives that are supposed to be achieved through a process that can succeed only with cooperation, coordination and humanitarian partnership that are free from any political consideration, between the Syrian Government, on the one hand, and the United Nations, on the other. I would like to refer to what Ms. Mueller said a while ago from Amman. In all her briefings, she has never mentioned the least form of cooperation with the Syrian Government. Not once has she mentioned any cooperation whatsoever with the Syrian Government. She mentioned aid that she had provided to 8 million people. In other words, the Office for the Coordination of Humanitarian Affairs (OCHA) had helped 8 million people, but where did this happen? Did it happen on Mars or perhaps on Jupiter?

I know very well who was impeding the agreements in Astana and Geneva. Today we are meeting to discuss the forty- first report. We have been engaging in this monthly exercise for three and a half years now. We continue to read reports that are clearly lacking in expertise and professionalism. Thirdly, the Governments of donor countries have reneged on the pledges about which they brag at international conferences from which the Syrian Government is completely excluded, even though it is the primary party concerned.   9. They are the ones who are impeding humanitarian convoys access, mining the roads used by convoys or failing to agree to monitor crossing points. Secondly, coercive unilateral economic measures are being imposed by the United States, the European Union and other States. These measures affect first and foremost the Syrian people and, as a result, have seriously impacted humanitarian conditions in Syria, including basic services, such as health care, water, electricity and education. The logistical difficulties are enormous and prevent us from implementing the humanitarian plans. For example, the Syrian Arab Red Crescent has very few trucks and lacks fuel, not to mention the air strikes carried out by the United States targeting power stations, water stations and other infrastructure.

  10. Mr. Ja'afari (Syrian Arab Republic) (spoke in Arabic): The Government of my country has read the forty-first monthly report of the Secretary-General (S/2017/623). We note that certain parts ofthe report are somewhat different from previous reports. Nonetheless, we regret that, yet again, the authors of the report have overlooked the real reasons for the deterioration of the living conditions of Syrian citizens. The report also ignores the real obstacles that are preventing humanitarian assistance from reaching those who need it. Foremost among them are the following. First is the extremely critical security situation as a result of the terrorism of Da'esh, the Al-Nusra Front and associated groups, entities and individuals. In addition, there has been infighting among these armed terrorist groups for a while now.

That right is not debatable; it is an inalienable right on which there can be no compromise. Our occupied territory and usurped right must be restored and returned to their legitimate owners. Settlers must leave our territory in the Golan, sooner or later. Syrian authorities demand that pressure be exercised on Israel, the occupying Power, to immediately release the Syrian Sudqi Almaqt, who is referred to as Syria's Mandela, and Amal Abu Saleh. Both have been imprisoned in Israel simply for taking photographs that prove that the Israel, the occupying Power, cooperates with the Al-Nusra Front in the occupied Syrian Golan.

My country stresses its intransigent position in support of the right of the Palestinian people to self- determination and to establish an independent State that encompasses its entire territory, with Jerusalem as its capital, as well as the right of return of Palestinian refugees, pursuant to General Assembly resolution 194 (III). The continued, dubious silence of the Security Council with regard to Israeli policies and practices has encouraged Israel to pursue its policy of occupation and colonization. It evaluates the White House claims of the alleged events in Khan Shaykhun. He believes that the information on which United States officials based their allegations against the Syrian Government points merely to a crater in a road north of Khan Shaykhun.

During the latest round of talks in Geneva, my country's Government submitted a number of papers to Special Envoy De Mistura, starting with a paper on general principles for a political solution in Syria with a view to finding a logical and normal common ground to start discussing all issues that are an essential part of the debate pertaining to the four baskets. Today, the new United States administration, of which we were optimistic, claims that counter-terrorism is one of its priorities, and its allies could not find a pretext except to regress to the same red-line deception and fabricate the incident of chemical weapons in Khan Shaykhun in order to launch an attack against Syria and sabotage the Astana and the Geneva talks, save the armed terrorist groups from their predicament and help other opposition groups shirk their obligations related to the political settlement and counter-terrorism. I would also like to refer the Council to a report in Daily Mail from January, 2013. The report, which was withdrawn and deleted from online shortly after it was published, detailed emails between high-ranking officials in a British corporation , Britam Defence. The emails talked of a plot agreed upon by Washington, D.C., whereby Qatar, in cooperation with Turkey, would finance insurgents in Syria to use chemical weapons.

The letters detail the possession by armed groups of chemical elements to be used against civilians and plans to put the blame on the Syrian Government with a view to demonizing the Government in the eyes of Council members and of world public opinion, thereby justifying interference in the internal affairs of Syria. Some of the letters have even detailed the smuggling of sarin gas from Libya through Turkey on a civilian airplane by using a criminal Syrian citizen of the name of Haithem Al-Qasar. Two liters of sarin gas were transported from Libya through Turkey to terrorist groups in Syria.   46. The dangerous attack had been thought through for many months in the back rooms of intelligence agencies in Tel Aviv, Riyadh, Doha, Ankara, Amman, Washington, D.C., London and Paris. Those same capitals have, over the past years, sought to provide their terrorist agents inside Syria, notably Al-Nusra Front, with toxic chemicals for them to use, placing the blame on the Syrian Government. That was the case in Khan al-Assal on 19 March 2013, in eastern Ghouta on 21 August 2013, in Talmenes on 21 April 2014, and in Sarmin and Qamenas on 16 March, 2015. They launched their premeditated and flagrant attack against Shayrat air base with the pretext of the use of chemical weapons in Khan Shaykhun, a village primarily under the control of Al-Nusra Front. It did not stop there. Since terrorist groups, including Al-Nusra Front, started their operations in the area of separation, Israel has provided all forms of support to those groups, including medical relief and care to injured terrorists at the expense of the Qatari regime, as members know. Israel has provided air cover by launching airstrikes against positions held by the Syrian Army every time the Syrian Army has been able to gain ground against these terrorist groups. Even worse, Israel has provided direct support to the Islamic State in Iraq and the Levant through airstrikes launched on 17 March against Syrian Army positions in Palmyra in order to support the operations of the Islamic State in that city. Similar theatrics took place on the morning of Friday, 7 April.

The United States has been leading terrorism in Syria along with its allies and agents in the region. It has provided all forms of support to terrorist groups to commit the most heinous crimes against civilians and Syrian infrastructure.
