“Those same Governments have focused their efforts on recruiting young people throughout the world, brainwashing them into becoming foreign terrorist fighters, and sending them to Syria and Iraq. Governments and intelligence agencies in Arab countries and the region have facilitated travel for thousands of those extremists through their territories, in particular Turkey. Meanwhile, other States have turned a blind eye to terrorists travelling to Syria. Those thousands of terrorist fighters therefore now represent an international crisis whereby their countries of origin fear their return. Nevertheless, the United States continues to train terrorists and armed fighters in 19 areas it occupies in the heart of Syria, including the Al-Tanf area and the Rukban camp on the border shared by Syria, Jordan and Iraq.”

“Any attempt to fabricate regional and national crises to save Israel and deprive Arab countries, including Palestine, of their rights, and any proposed deal characterized by theft violates the relevant international resolutions and will only lead to more crises, the pursuit of conflicts and the escalation of threats to international and regional peace and security. For the past eight years, Syria has suffered from one of the most bitter crises that the world has known in decades. “We underscore that Syria has a sovereign right to 4 June 1967 border in the occupied Syrian Golan. It is a non-negotiable right. Our occupied territories and our usurped rights should be returned in full to us, the rightful holders. Israeli settlers must leave our occupied territory in Golan sooner or later. My country calls on the Security Council to take immediate measures against Israel, the occupying Power, to put an end to its acts of aggressions and violations, and to put an end to the occupation of Arab territories, including the occupied Syrian Golan. It must withdraw to 4 June 1967 borders, in accordance with resolutions 242 (1967), 338 (1973) and 497 (1981), and the establishment of the Palestinian State with Jerusalem as its capital.”

That company, which is owned by a number of former United States officials, is digging for oil in the occupied Syrian Golan in violation of international law and the Fourth Geneva Convention. Where is their condemnation of the repeated aggression by Israel against my country, Syria, in support of terrorist groups? The latest was on 9 April. Of course, none of that has been reported to the Special Coordinator for the Peace Process.”

“Deviating from his mandate scores of times makes him incapable of assuming the responsibilities he has been assigned to handle. Some countries have been attempting today to impose subjects that are not under discussion, in order to distract the Security Council from the practices of the Israeli occupation. They have not said a single word about putting an end to the Israeli occupation of the Arab territories and the occupied Syrian Golan. It is as if the restoration of the Golan is not the right of the Syrian people, and as if the Golan were not an occupied Syrian territory. When we talk about the catastrophic humanitarian situation caused by this illegitimate coalition in the city of Raqqa, we must talk about the situation in the Al-Rukban camp. “The illegitimate coalition never meant to combat terrorism, but to place obstacles in the way ofthe Syrian Arab Army and its allies as they sought to combat Da'esh, the terrorist organization - for instance, the air strikes launched by coalition war planes against the Syrian Arab Army in the Al-Tharda Mountain in deir ez-Zor on 17 September 2016. Members will recall what happened back then, as follows. The coalition - United States - war planes were trying to provide safe passage to Da'esh terrorists between Syria and Iraq. Furthermore, on 8 February 2018, United States war planes targeted Popular Forces on the eastern bank ofthe Euphrates River. Those forces were fighting against armed Da'esh terrorists. The war planes killed dozens of these reserve Popular Forces.”

“The coalition never meant to combat terrorism, but rather to undermine the sovereignty, unity and territorial integrity of my country and to weaken the Syrian Arab Army and its allies in the fight against terrorist groups. The coalition's real achievement was to kill thousands of innocent civilians with the worst and most destructive weapons, including incendiary weapons. “I will only share with the Council the outcome of the United Nations assessment mission to Raqqa, submitted to the Ministry of Foreign Affairs and Expatriates in Damascus and contained in an official note from the United Nations Resident Coordinator on 4 April: "Raqqa is facing a dire situation that requires a complete rebuilding and restructuring of public services and administration from the ground up." That is a quotation from the United Nations, and not from Doctors Without Borders - or Clowns Without Borders. Allow me to mention some of the conclusions of the mission. First: "The mission witnessed the extensive destruction of the city. Every building was either partially or completely destroyed." It does not say 70 per cent or 80 per cent. The city is completely destroyed.”

They are false conclusions to distort the Fact-finding Mission's outcome and ensure that people forget about the aggression. Today's meeting is being held on my country's Independence Day commemorating our expulsion of the French colonial Power from Syria on this date in 1946. Unfortunately, some countries, including France and those that launched the cowardly attack on my country on 14 March, have failed to understand that the people's desire for liberty and independence is a reality, and that the days of hegemony are long past. I have informed the Council before that the Syrian Government has taken all measures necessary to facilitate the arrival of the Fact-finding Mission to Syria. Today, the United Nations security team entered Douma at 3 pm. Damascus time - 8 am. New York time - in order to assess the security situation on the ground. If the United Nations security team decides that the situation is safe in Douma, then the Fact-finding Mission will begin its work in Douma tomorrow. The decision to send the Fact-finding Mission to Douma was solely that of the United Nations and the OPCW. The Syrian Government has done all it could to facilitate the work of the Mission. Not once did he mention anything concerning the terrorism prevalent in Syria, sponsored by the countries that I just mentioned, and the oil-producing countries of our region. “I believe that it would have been better for the forces of her country to call on Da'esh to surrender its maps, revelaing the location of tens of thousands of mines, instead of boasting that they had eliminated 3,000 mines from the city after expelling Da'esh from it a year and a half ago. They said they had been able to destroy 3,000 mines. Allow me to address the fact that my colleague the Deputy Ambassador of Sweden referred to the Syrian Government 16 times in his statement. He called on the Syrian Government 16 times to various ends. However, not once did he call for an end to the American occupation of part of our territories. I will hold that against him. Not once did he call for an end to the Turkish and Israeli occupation of our territories. That is also something that I will hold against him.”

The British Ambassador explained things about the Malvinas Islands. That testimony reveals the facts about the imperialistic policies of Britain. I am actually the Rapporteur of the Special Committee on Decolonization (C-24) and I work under the agenda of the United Nations and the Secretary-General. My task and that of my colleagues in the C-24 is to end colonialism throught the world. The Malvinas are on the list of territories that do not enjoy self-governance.”

“Those countries have revealed their belief in the law of the jungle and the law of the most powerful even as they are permanent members of the Security Council, an organ entrusted with maintaining international peace and security and with stopping any aggression, in accordance with the principles and purposes of the Charter. The Syrian Arab Republic is disgusted by the scandalous position of the rulers in Sheikhdom of Qatar, who supported this Western colonial tripartite aggression by allowing planes to take off from the American A1 Udeid air base in Qatar. It is not surprising that the little boys of the Sheikhdom of Qatar took that position. They have supported terrorist gangs, such as the Muslim Brotherhood and others, in a variety of ways in order to destabilize Arab countries, including Syria.”

“They were also unable to respond to a journalist who asked the Secretary of Defense, "You said yesterday that you had no proof that the Syrian Government was responsible for the attack in Douma. What happened in the past few hours? What made you change your mind?" His answer was that he received confirmation from intelligence services. The Syrian Arab Republic condemns in the strongest terms this tripartite attack, which once again shows undeniably that those three countries pay no heed to international legitimacy, even though they repeatedly say they do.”

“While these three Governments were launching their evil aggression against my country, Syria, and while my country's air defence system was countering the attacks with a great deal of bravery - one hundred missiles were destroyed and did not reach their target - the American Secretary of Defense and the Army Chief of Staff were before the American and international press in an outrageous surrealist scenario. They were not actually able to answer objective questions. Millions of television viewers must have pitied those two men because they were like dunces, repeating phrases without any meaning, and were unable to respond to the legitimate questions of a journalist about their attempts to target chemical weapons facilities and the danger that posed to civilians if the alleged chemical weapons were to spread. They did not respond.”

“They are compulsive liars. They are hypocrites. They are attempting to ensure the failure of any action of the Organization that does not serve their interests. Ever since the Organization was established, they have tried to undermine the efforts of international investigative bodies. They have tried to exploit them. I need only mention Iraq, Yugoslavia, Libya, Syria, and Africa. The aggressors exhausted the Council agendas for decades with their attempts to divert its attention from its role in the maintenance of international peace and security. They used the Council to pursue their aggressive policy of interference and colonialism. Yesterday, in the press of the United States and of the West, the main theme was lying in the context of a campaign that was claiming success, but they know it was a lie.”

“This morning's attack was not just an attack on Syria, as my dear friend, the representative of Bolivia said; rather, it was an attack against the Charter, the Council, international law and 193 members of this Organization. The attempt by Washington, DC, London and Paris to ensure the failure of the United Nations working groups and fact-finding missions is systematic. While those three States boast of their support for these bodies, behind the closed doors of the Organization they pressure and blackmail them not to carry out the mandates for which they were established. We recall what took place with the investigative missions in Iraq, Libya, Yugoslavia and Africa. No investigative mission can be successful if it is subjected to political blackmailing. It cannot succeed. Of the three aggressors, I say they are liars.”

“The Council knows that this aggression took place just as a fact-finding team from the OPCW was supposed to arrive in Syria at the request of the Syrian Government to examine the allegations of a chemical attack in Douma. Obviously, the main message that these aggressors are sending to the Council and to the world is that they are not actually interested in the Council's mandate and that they do not want a transparent and independent investigation. They are trying to undermine the work ofthe investigative mission and anticipating the results. They are trying to put pressure on that mission to conceal their lies and fabrications, just as happened six years ago, in 2013, when Mr. Sellstrom went to Khan Al-Assal from Damascus, as I have explained in a previous statement to the Council.”

“Indeed, in a race against time, the armed terrorist groups did receive instructions from those aggressors to fabricate this Charade of the use of chemical weapons in Douma. They found false witnesses and manipulated the alleged crime scene as they did before, which served as the pretext for this scandalous aggression. This can only be explained by the fact that the original aggressors - the United States of America, Britain and France - decided to interfere directly in order to avenge the defeat of their proxies in Ghouta. In fact, those who fabricated the Charade of the chemical attack in Ghouta were arrested and admitted on television that it was a fabricated attack. “Syrian air defences were able to intercept a number of rockets launched by the tripartite aggression, while some of them reached the Barzah Centre in - not outside 4 the capital Damascus. The Centre in that location that includes laboratories and classrooms. Fortunately, the damage was only material. Some of those modern, charming and smart rockets were intercepted, while others targeted a military site near Homs, wounding three civilians. The Governments of these three States prepared for this evil attack by issuing aggressive statements through their senior officials, saying that their only excuse for preventing the advance of the Syrian Arab Army against armed groups was these allegations of the use of chemical weapons.”
