Those attacks by terrorist armed groups coincided with another truce, the third of its kind since 9 September, which was declared by the Syrian Government and its allies in the city of Aleppo in order to save the lives of innocent citizens and end their suffering. I repeat that this is the third truce since 9 September, which goes completely counter to what the American Ambassador said to the effect that an eye witness told her that the Russian and Syrian air forces bombed eastern Aleppo 180 times on Saturday. In addition to striking those two schools, the terrorists from Jabhat Al-Nusra, the Nur al-Din al-Zenki Movement, which is supported by Turkish intelligence services, and other terrorist groups classified as moderate armed groups by Washington, Paris and London, who pay their mercenaries and provide them with funding and weapons, part of which came from Ukraine, Bulgaria and Croatia, also opened fire on the law school and the Mogambo and Al-Midan neighbourhoods, killing two individuals and wounding 33 others. Furthermore, missiles launched by terrorist groups against Al-Ma'damia and Saif Al-Doula neighbourhoods in western Aleppo killed two people and wounded seven citizens.

That school was named after the martyr Saria Hassoun, son of Syria's Mufti, who was killed by terrorists five years ago. Today, they are attacking the school named after him.

Yesterday, 20 November, groups that certain parties and States like to call non-State armed opposition groups perpetrated a new, horrific and premeditated massacre when their terrorists stationed in the Bustan Al-Qasr neighbourhood of eastern Aleppo launched a number of missiles against the Al-Furqan and Saria Hassoun schools in the Al-Furqan community of western Aleppo, killing 10 children between the ages of 7 and 12 and wounding 59 others, including a female teacher whose leg had to be amputated. These are pictures of the school that was bombed in Aleppo by the so-called moderate armed groups - the genetically modified armed groups. Obviously, some people do not care about such photographs and will not speak about them. Incidentally, as I mentioned, one of the schools that was attacked is named Saria Hassoun.

Let me repeat again that no one in the world is more eager than us, the Government and the people of Syria, to preserve the lives of Syrian citizens, whether in Aleppo, Dara'a, Damascus, Raqqa or any other place where civilians suffer because of the practices of armed terrorist groups that use them as humans shields, besiege them in their towns and villages, prevent them from leaving those areas and obstruct their access to humanitarian assistance or sell them such assistance at prices they cannot afford. The statements made by the representatives of some States and the briefing given by the Under-Secretary- General for humanitarian affairs met our expectations for the thirty-third time with their same negative, erroneous approach of distorting facts and making light of the suffering of the Syrian people. It reveals the politicization of the humanitarian situation in order to demonize the Syrian Government with a view to creating a terrorist entity - a terrorist statelet - in my country, Syria. That is the plan - to create a terrorist statelet in Syria. It is a fact - a terrorist entity that obtains support from the Western sponsors of terrorism. It is further proof that those States and actors have no will or desire to end the suffering of our people and continue to deny the root causes of the crisis in Syria.

There are 300,000 people in Deir Ez-Zor receiving food and medical assistance, air-dropped by helicopters, simply because the United States air force struck the Syrian Arab army sites in Deir ez-Zor. Does the representative of the United States recall the theatrics at the meeting that immediately followed that attack, and the claims that a mistake had been made? Two days later, every civilian bridge on the Euphrates was also struck. Is this fighting Da'esh? Is it the goal of the United States air force to target Syrian infrastructure? There were 200 victims when Manbij was struck by the French air force, and the same number after it was struck by the United Kingdom air force. What is all this absurdity.

  11. Why do we all, without exception, support the fight being waged by the Iraqi Government and the popular mobilization forces against Da'esh terrorism in Mosul? We do so because it is a valid right. The Iraqi Government is fighting terrorism. We are combating the very same terrorism in Syria. Terrorism in Aleppo is the same kind of terrorism carried out in Mosul, so why then are we being condemned while the very same people who criticize us support those who are fighting the same terrorism in Mosul? Da'esh is there and the same Da'esh is here, in my country. Why does that double standard exist?   14. Not once was the word terrorism used, as if there were no terrorism whatsoever in my country, Syria, and it is all a mere Tom and Jerry cartoon in the minds of some. I respect the comments made by my colleague, the Ambassador of Uruguay. He quite rightly wondered about which god and what values compel a terrorist to kill civilians. It is a valid question. However, the reply can be found in the hundreds of letters that we have sent to the Council over a five-year period, stating who is doing what on Syrian territories. There are hundreds of letters in which we have explained the presence of terrorists on the ground. Many resolutions have been adopted, in particular resolution 2178 (2014) on foreign armed mercenaries.

  16. Then she mendaciously Al-Nusra Front falsely claimed that leaflets were dropped by the Syrian air force, urging civilians in eastern Aleppo to leave or they would be killed. That is what was stated by the representative of the United States. Such talk simply amounts to lies upon lies and, frankly, they are shameful. The Syrian air force did drop leaflets in eastern Aleppo, calling on civilians to distance themselves from armed terrorist groups in the eatern part of the city and to leave eastern Aleppo. The Syrian Government opened six humanitarian corridors for civilians and two for the fighters who wish to leave eastern Aleppo. However, the terrorists, of course, did not leave and did not allow the civilians to leave because they use them as human shields.

What kind of hypocrisy is that? What sort of lies are we hearing in these unnecessary meetings on the humanitarian situation in my country?

  18. They are on-the-ground witnesses who can effectively inform the Security Council with far more accurate information than the United Nations bureaucrats in New York can muster. Allow me first to share a piece of information with my colleagues with regard to a fresh massacre committed by war planes of the so-called international coalition led by the United States against Syrian civilians. More than 10 civilians lost their lives in a raid conducted by those United States aeroplanes against the village of Al-Salhiya in rural northern Al-Raqqa. Other war planes of the same coalition targeted a cotton mill in the same village, resulting in the martyrdom of three workers and an entire family, composed of six civilians, that had been displaced from another area.

  22. To conclude, the battle for the liberation of Mosul and all territories in Iraq is the battle of the Syrian Government and its army, too. It is an absolute right of the Iraqi Government to liberate Mosul from terrorism, just as it is the right ofthe Syrian Government to liberate Aleppo from that same terrorism.   28. These States disregarded the fact that armed terrorist groups are responsible for undermining and violating the agreement by rejecting it in the first place. Immediately after the signing of the agreement, 27 terrorist factions declared that they would not honour it - this did not reach the ears of Mr. O'Brien - and were targeting the humanitarian convoy in Oram Al-Kubra. These States also ignore the fact that the main reason for the collapse of the agreement was the failure of the United States to commit to separating the so-called moderate opposition from the terrorist organizations and its targeting ofa military site of the Syrian army in Deir ez-Zor on 17 September. The incident of 17 September allowed the Da'esh terrorists to consolidate their control over 300,000 civilians in Deir ez-Zor.

What happened in this martyr city is to be blamed on the acts committed by terrorist armed groups and foreign terrorist combatants brought from all over the world - from New Zealand to Canada - into Syria through Turkish territories, facilitated by the Erdogan regime and with funding from the Saudi and Qatari regimes. The same goes for Qatar, which uses its oil funds to supply terrorists with all sorts of lethal weapons, and Israel, which is forming an alliance with Jabhat al-Nusra in the occupied Syrian Golan area. First, the representatives of these States ignored the geopolitical landscape of the region, which reflects the violation of the most basic norms of international law by certain States, such as Turkey, which dreams of restoring its Ottoman glory - which faded and will not return -and repeatedly violates the sovereignty of Syria and Iraq. They are attempting to force the inhabitants to leave the area by depriving them of their basic daily needs and confiscating their homes if they are away for more than two days, and preventing them from returning to these homes. The Syrian Arab army does all it can to prevent Israel and those terrorists who collude with it from implementing their aggressive design. In scores of letters we have reported documented information on those Israeli aggressions and violations.

We note that Israeli support to terrorists not only is a flagrant violation of the disengagement agreement, the mandate of the United Nations Disengagement Observer Force (UNDOF) and international law, but also exposes the lives of United Nations workers to great danger and undermines their mission, as has already happened several times with regard to those terrorist groups that have kidnapped UNDOF peacekeepers or fired at them and targeted their positions. We have reported all those details to the Department of Peacekeeping Operations (DPKO), including the collusion by Qatari intelligence in the kidnapping of UNDOF peacekeepers of the Philippine regiment. We have requested an investigation, but we are still waiting for Godot - that is, for DPKO 4 to come and conduct the investigation.

It has provided armed terrorist groups - including the Al-Nusra Front, which is registered on the Security Council's list of terrorist entities - with all sorts of assistance and support along the ceasefire line in the occupied Syrian Golan. It has continued to communicate with those terrorist groups across the ceasefire line, facilitating their movement from south to north. It has supported them logistically and medically, in public and on Israeli TV screens, by transferring the injured terrorists across the ceasefire line to treat them in Israeli hospitals at the expense of the Qatari regime, then returning them to Syria to pursue their terrorist activities, as documented by all United Nations reports. Nonetheless, they were not noted by Mr. Mladenov.

I note that the chairman of the municipality of the Katzrin settlement in the occupied Syrian Golan recently announced the construction of 4,000 new housing units, indicating that the expansion falls on the fortieth anniversary of the beginning of the Israeli settlement in Katzrin, which was built on the remains of the razed Syrian villages of Qisrin, Al-Shoukif and Aldoura. Since the beginning ofthe events in Syria, Israel, the occupyingPower, has openedanewchapterofaggression and of violation of the Disengagement Agreement and of Security Council resolutions, particularly those relating to fighting terrorism.

  42. The Israeli occupation Government has recently granted priority to settlements in the Golan in its budgetary disbursements. In its latest provocative meeting, held in April in the Golan 4 a meeting that did not attract the attention of anyone in the Secretariat or in the Department of Peacekeeping Operations, and was not noticed by Mr. Mladenov either - Israel provided new settlers with great incentives, such as tax exemptions and assistance in establishing agricultural projects, and endorsed the construction of thousands of housing units in the occupied Syrian Golan, just as it does in occupied Jerusalem and occupied Palestinian territories, in flagrant violation of United Nations resolutions.

  43. I say the "privilege" of veto, not the "right" to veto, because I consider it a privilege, as stipulated in the Charter of the United Nations. Syrian inhabitants under Israeli occupation in the occupied Syrian Golan for more than half a century endure the worst policies of oppression, discrimination, racial discrimination, detention, torture and kangaroo courts; as well as the deprivation of their natural resources, their right to education based on a Syrian national curriculum, and their right to carry the identity cards of their own country, Syria, and to build their own national hospitals in their own territories and villages in the occupied Golan. The Israeli occupation force has also continued its settler expansionist policies with the aim of Judaizing the occupied Syrian Golan, in total disregard of international resolutions.

It has been around half a century of settlement campaigns, the expulsion of Palestinian inhabitants from their homes, the destruction of those homes, the confiscation oflands and properties - more than halfa century of total Israeli disregard of the United Nations resolutions on ending the Israeli occupation. Today the Council has heard the statement of the representative of Israel indicating that all of the United Nations resolutions will not help the Palestinians in the least. For more than half a century, certain influential members of the Council have blindly supported the continued Israeli policy of occupying Arab territories by using the privilege of veto more than 44 times since the inception of the United Nations against draft resolutions on the Arab-Israeli conflict.

That is all in spite of the fact that those issues lie at the heart of this item and represent an important parcel of Mr. Mladenov's mandate as Special Coordinator for the Middle East Peace Process. Our meeting today coincides with the passage of almost 50 years of the Israeli occupation of Arab territories and the adoption of resolution 242 (1967), and of 70 years since the adoption of resolution 181 (II). In spite of the adoption by the United Nations of hundreds of resolutions over those long decades demanding that Israel end its occupation of Arab territories and end its crimes, successive Israeli Governments have rejected their implementation and have systematically committed documented crimes against international humanitarian law and human rights law that are tantamount to war crimes and crimes against humanity.

Terrorist groups, supported by the United States and its allies, continue to violate the agreement and are regrouping to launch new attacks, all ofwhich has led to the end the cessation of hostilities agreement and to the continuing deterioration of the situation in Aleppo after the terrorists killed 157 Syrian soldiers and 300 civilians in eastern Aleppo. In conclusion, the blood being spilled in our country is our blood. We are the victims of a terrorist war and its pain, anguish and torment. It is ours and no one else's. We have initiated an investigation into the attack against the United Nations-SARC convoy in Oram Al-Kubra and will provide the Council with the results of the investigation when it is concluded. The fact that we are sitting in the Chamber today at this meeting to consider the situation in eastern Aleppo as some shed crocodile tears is a direct result of the United States shirking its agreement reached with the Russian Federation on 9 September. That agreement was supposed to differentiate between the moderate armed groups and the Al-Nusra Front. The Syrian Arab Government has been committed to the cessation of hostilities agreement and has taken action to implement its provisions and to deliver assistance in Aleppo. However, the fact is that the United States has not been honouring its obligations.

We have approved the October response plan and wish to note that the failure to fully implement it is because of the practices of armed terrorist groups and their allies that continue to obstruct humanitarian access. Those groups continue to target convoys and humanitarian workers and to loot the assistance provisions. The most recent attack targeted the humanitarian assistance convoy headed to Oram Al-Kubra, in rural Aleppo, on 19 September, which led to the deaths of a number of Syrian citizens and volunteers of the Syrian Arab Red Crescent (SARC). They looted supplies and burned the trucks. The "moderate" armed groups have denied access to SARC staff to deliver assistance to a number of areas. Those are facts of which United Nations agency workers in Syria are well aware.
